TF25.47 Mollymook/Ulladulla - Rotary Club Fun Run (2026) - Various Locations (PN 3876)

Ms Heather Marshall – TFNSW noted that a ROL will be required for the event as there will be VMS on the highway. It was further suggested that the pre-event messaging should be amended to use the wording ‘closure’ leading up to the event, and ‘closed’ on the day of the event.

Ms Lisa Brown - Business and Events Coordinator noted that the significant volume of road closures are an effort (by the event organisers) to make the event as safe as possible. However, It was advised that Staff will be reviewing any feedback received, and if negative feedback is received in regard to the closures, then the Traffic Management Plan (TMP) may not be approved in future.

Sgt Simon Pugh – NSW Police noted that the road on which the closures are taking place is a significant road to manage for Police.

In regard to the number of Traffic Marshals on the plan, it was noted to ensure that they receive adequate briefing in regard to their responsibilities.

Recommendation

That:

1. The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Local Transport Forum has reviewed the proposed Traffic Management Plan (TMP) and Traffic Guidance Schemes (TGS) for the Rotary Club of Ulladulla Fun Run (2026) as per D25/561846 and D25/518772.

2. The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

In regard to Lakeshore Parade, it was noted that further ‘No Stopping’ signage would be included at appropriate intervals due to the length of the road.

TF26.1 Signage & Parking Restrictions - Aster Street - Hyams Beach (PN3880)

Reason for Report

This report is being submitted to the Shoalhaven Local Transport Forum for consideration of the proposed signage and parking restrictions along Aster Street, Hyams Beach as per Plan No. D26/29366.

Recommendation

That:

1. The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Local Transport Forum has reviewed the proposed signage and parking restrictions along Aster Street, Hyams Beach, as per the above attachment (D26/29366).

2. The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

Background

Shoalhaven City Council was requested by the Hyams Beach Villagers Association (HBVA) to investigate the existing parking and signage arrangements along Aster Street, Hyams Beach, in accordance with the Hyams Beach Masterplan. Following this investigation, Council has concluded that improvements are warranted, specifically the introduction of a dedicated pick‑up / drop‑off zone near the beach access point located at the corner of Aster Street and Cyrus Street, consistent with the recommendations of the Masterplan.

A signage plan has been prepared and submitted to the Committee for consideration.

Details of Submission

Proposed change to parking conditions:

· Installation of ‘No Parking — Pick Up & Drop Off Only’ signage to provide a formalised drop‑off zone along Aster Street, adjacent to the beach access near the corner of Aster Street and Cyrus Street.

Consultation

Consultation was undertaken with seven adjacent residences and closed on 30 July 2025. The HBVA was also contacted and invited to provide feedback on the proposal. In total two submissions were received. One in favour of the proposal, and another in favour only if vehicles were permitted to enter Hyams Beach to undertake drop‑off activities once all parking is full. Following this, Council requested further clarification from the HBVA regarding its formal organisational position. The HBVA advised that the Association supports the proposal, consistent with the Hyams Beach Masterplan, and has requested that installation proceed as soon as possible.

Risk Implications

The proposal aims to improve parking conditions by creating a designated space for drivers to stop briefly while loading or unloading vehicles at the beach access point, while also clearly delineating parking requirements through the installation of compliant signage.

Financial Implications

The signage for this proposal would be funded by Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

Reason for Report

This report is submitted to the Shoalhaven Local Transport Forum for consideration of the proposed signage and line marking along Hyam Road, Hyams Beach, as detailed in Plan No. D26/29778.

Recommendation

That:

1. The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Local Transport Forum has reviewed the proposed signage and line marking along Hyam Road, Hyams Beach as per the above attachment (D26/29778).

Background

Shoalhaven City Council was requested by the Hyams Beach Villagers Association (HBVA) to complete an investigation of the existing parking conditions along Hyam Road, Hyams Beach. This investigation has concluded that improvements are warranted in the form of creating a seasonal no stopping zone along the Northern side of Hyam Road between Cyrus Street and Tulip Street, in accordance with the Hyams Beach Masterplan.

The proposal aims to provide a wider travel lane allowing two-way traffic flow along Hyam Road during peak times to alleviate traffic congestion and provide better access for residents and emergency vehicles.

A signage and line marking plan has been submitted to the Forum for consideration.

Details of Submission

Proposed change to stopping / parking conditions:

· Installation of ‘No Stopping 10am – 5pm October to April Inclusive’ signage to create a clear zone along the northern side of Hyam Road between Tulip Street and Cyrus Street.

· Installation of NS2 broken yellow line marking to reinforce the timed No Stopping restrictions.

Consultation

Consultation was undertaken with 20 of the adjacent residents and closed on 30 July 2025. Consultation was also undertaken with the Hyams Beach Villagers Association (HBVA). A total of eight submissions were received: three submissions in favour of the proposal; four submissions objecting to the proposal; and one submission sought further clarification.

Among the objections: one respondent opposed any new signage or line marking; one respondent supported the treatment but preferred it be installed on the southern side of Hyam Road, rather than the northern side; and two respondents considered the proposal unfair to residents.

HBVA confirmed that the Association supports the proposal, consistent with the Hyams Beach Masterplan, and requested that installation occur as soon as possible.

Risk Implications

The proposed seasonal ‘No Stopping’ zone is intended to maintain adequate roadway width, reduce congestion during peak visitation periods, and ensure safe two‑way vehicle movement. This will improve emergency access and reduce risks associated with traffic queuing and road blockages.

However, it is acknowledged that the seasonal and timed removal of some on‑street parking may be viewed by parts of the community as a greater loss than the risks posed by traffic congestion and blockages.

Financial Implications

The signage and line marking for this proposal would be funded by Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

As part of SF10804 for the residential subdivision of 217 lots at 104 Taylors Lane, Badagarang (Lot 3 DP 851823) Local Transport Forum review is being sought for the intersection design (sight distance), LATM measures with associated signage and linemarking within the internal road network. As per Condition(s) (39, 40) of the related conditions of consent, the following is required:

Details of Submission:

The proposal includes the following infrastructure to satisfy the conditions of consent:

1. x1 new intersection at Road 10 and Lancaster Drive

2. x2 raised thresholds with associated signage, linemarking and advanced warning signage.

3. x1 ‘No Right Turn’ / ‘Left Only’ signage at intersection of Road 10 and Lancaster Drive

Consultation:

Furthermore, the works are stipulated in a valid development consent. Undue prevention of, delay to, or alteration to the completion of requirements of the consent may expose Council to legal action.

Financial Implications:

The implementation of this proposal will be funded by the private developer and there will be no immediate financial implications to Council. However, Council will be responsible for the

ongoing maintenance of these signs and any associated devices once installed.
