 The Shoalhaven Local Transport Forum is a technical review forum, not a committee of Council under the Local Government Act 1993. The Forum provides advice, technical review, and coordination of works and events. It does not vote, issue approvals, or make decisions.

The Local Transport Forum is convened by Council. Council’s role is that of both proponent and decision-maker. Council is the representative for all community interests (residents, businesses, etc.) and responsible for all road users – including public transport – and road safety. There are three further mandatory invitees to every meeting of the Local Transport Forum:

·         Transport for NSW

·         NSW Police Force

·         Local State Members of Parliament

It is also mandatory to invite the operator of any public passenger service likely to be affected by a proposal to carry out traffic control work to any meeting where that proposal is being reviewed.

TF25.40     Nowra Velo Club - 2026 Race Applications - LGA Wide - (PN 3865)

HPERM Ref: D25/438982

Sgt Simon Pugh - NSW Police advised there have been no issues in the past except for expired Certificate of Currency. Staff advised they have received the updated certificate of currency until September 2026. In the lead up to September, an updated version will be required.

Ms Heather Marshall - TfNSW noted the following on this item:

·    If VMS boards are required on state roads, an ROL approval would be required.

·    In relation to page 125 of the agenda, regarding Boughton Vale Road, there is no traffic controller or additional signage.

Staff advised that:

·    VMS boards are not proposed as part of the Traffic Management Plan.

·    No road closures will be in place. Cyclists are to follow road rules as in prior years. 

TfNSW further recommended that the intersection at Boughton Vale Road be monitored.

Recommendation

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Local Transport Forum has reviewed the proposed Traffic Management Plans (TMP) & Traffic Guidance Schemes (TGS) for the Nowra Velo Club 2026 Race Series, LGA wide as per the above attachments, and recommends the following amendments.

a.    The Traffic Management Plans (TMP), Traffic Guidance Schemes (TGS) and Alternate TGS being implemented in accordance with ‘TS05492 – Traffic Control at Work Sites 20.346’.

Recommendation

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Local Transport Forum has reviewed the proposed Traffic Management Plans (TMP) & Traffic Guidance Schemes (TGS) for the Huskisson Santa Ride 2025 as per the TMP & TGS No. D25/443544 as per the above attachments, and recommends the following amendments:

a.    Update the TMP and TGS to reflect the timing of the proposed road closures.

Background:

The 2025 Santa Ride is a community cycling event aimed at raising funds for local charities while promoting community engagement and festive spirit. As a major fundraiser for the Huskisson Rural Fire Service (RFS) & Jervis Bay Marine Rescue unit, the Santa Ride has been an annual event for many years. The event is a gathering of cyclists, in Santa suits, who ride together from White Sands Park, Huskisson to Jervis Bay Brewing Co., in a convoy led by a lead fire truck and following the convoy with another fire truck and traffic Ute. The main cycling event is proposed to take place on 13 December 2025 from 2:00pm to 4:00pm, with post race entertainment continuing until 11:00pm. Local Transport Forum review is required for the temporary traffic management measures required to facilitate the Santa Ride for cyclist and pedestrian safety. 

 

Details of Submission:

1.   Road Closures

13 December 2025 - 14 December 2025 (Stage 1)

-     Duranbah Drive from Snapper Road to Bolten Road: 9:00am (13 December 2025) to 11:00am (14 December 2025) 26 Hour Road Closure (approximately)

 

13 December 2025 (Stage 2)

-     Multiple Streets within Huskisson (refer to TGS): 11:00am to 4:00pm 5 Hour Road Closure (approximately)

 

2.   Transportation, Awareness of Event and Access

 

PARKING: According to the Santa Ride website, there is parking available at Woollamia Business Park. The event is expected to attract local participant’s and approximately 95% of all participants ride to the event. This has been observed consistently over the last 15 years. Any participant who decides to get dropped off, will do so at the dedicated drop-off zone.

 

ACCESS/AWARENESS: There has not been any signage proposed on the TGS to indicate the locations of parking areas. Pre-warning with Variable Message Board (VMS) will be installed at the intersection of Jervis Bay Road and Huskisson Road one week prior to the event commencing.

 

Risk Implications:

1. Parking Limitations and Potential Congestion: The event is proposed to take place on 13 December 2025, when there is typically a high volume of day trippers and visitors to the region. With the higher vehicle and pedestrian demand and combination of event patrons, there is the potential for traffic flow issues, parking constraints and delays throughout Huskisson.

 

2. Local Business and Resident Impact: Events can impact local businesses and residents negatively. Speed limit reductions and increased traffic may make it challenging for customers to reach businesses, and residents may experience noise disturbances, limited access to their properties, or inconvenience due to traffic restrictions.

 

Consultation:

The event organiser has proposed traffic management for the proposed event following consultation and assessments from the respective stakeholders. A letter box drop will be communicated to all impacted residents within the vicinity of affected areas.

This will ensure that local residents will be made fully aware of the time frames of the event and associated impacts and how they will be mitigated in the event of any possible complications.

 

Financial Implications:

This event is funded by the event organiser (Huskisson RFS) and there will be no immediate financial implications to Council.

Background:

APPLICANT: Traffic Logistics / Patterson Building Group

OWNER:                    Greenwell Point Public School

As part of project RW25/1404, roadworks—including stormwater infrastructure upgrades—are proposed on Jervis Street, directly opposite Greenwell Point Public School. In accordance with comments received from Transport for NSW, feedback is being sought regarding the proposed traffic control measures outlined in the attached Traffic Guidance Scheme (TGS). This is due to the potential impact on bus services operating along Greenwell Point Road and Jervis Street during the works. At this stage, the works are scheduled to take place between 1 January 2026 and 31 January 2026. 

 

Details of Submission:

Road Closures

No complete road closures are proposed during the period of roadworks. Instead, the changed traffic conditions will be monitored and regulated by traffic controllers to allow for the safety of all road users.

GREENWELL POINT ROAD: No lane closures are proposed for Greenwell Point Road. Traffic will be regulated by temporary traffic signals and traffic controllers.

JERVIS STREET: The North bound lane on Jervis Street, adjacent to the school will be closed from the intersection with Greenwell Point Road to approximately 20m South of the schools Northern boundary. Traffic will be regulated by temporary traffic signals and traffic controllers. Both lanes will be open during school zone times when required (8:00am – 9:30am & 2:30pm – 4:00pm). Pedestrians will be assisted past the worksite by traffic controllers, and the work area is to be delineated at all times.

 

Risk Implications:

 

1. Parking Limitations and Potential Congestion:

The works are scheduled to take place predominantly during the summer school holidays which will limit the impact on parking and traffic associated with the school. However, this will impact the increase summer holiday traffic. If the works are delayed due to adverse weather or unforeseen circumstances, the impacts on local traffic will be prolonged. 

 

2. Resident Impact:

Access for local residents will be maintained for the duration of the works as per the Traffic Guidance Scheme (TGS) attached.

 

To reduce safety concerns regarding unsafe lane widths, the TGS is to be implemented in accordance with TS 05492 - Traffic control at work sites” 20.346 | Issue No.6.1 28 February 2022 Transport for NSW.

 

Financial Implications:

Works are to be funded by the developer in accordance with consent and as such there will be no financial implications to Council.

The event is proposed to take place on Saturday 29 November 2025 from 2:30pm to 8:30pm. Local Transport Forum review is required for the temporary traffic management measures required to facilitate the event for pedestrian safety.

-     Jacobs Drive from Neilson Road to 180 Jacobs Drive: 2:30pm to 8:30pm

 

-     Neilson Road from Jacobs Drive to 23 Nielson Road: 2:30pm to 8:30pm

PUBLIC TRANSPORT: No significant impacts are expected to bus services

 

PARKING: Overflow parking with signage directing vehicles will be erected in various locations to ease congestion on Jacobs Drive.

Background:

The Berry Christmas Street Parade 2025 is a community event in Berry, organised by the Rotary Club of Berry, that features a Grand Christmas Street Parade, where Christmas vehicles and fire truck displays drive through the town centre.

 

The road closure is proposed to take place on Saturday 13 December 2025 from 10:30am to 12:30pm. Local Transport Forum review is required for the temporary traffic management measures for the Berry Christmas Street Parade for pedestrian and vehicular safety. 

 

Details of Submission:

1.   Road Closures

13 December 2025

-     Southbound traffic on Queen Street will be detoured at 10:30am into Albert Street, then re-routed back to Queen Street via Edward Street.

 

-     Northbound traffic on Queen Street will be detoured at 10:30am into Edward Street (both directions).

Motorists travelling to Sydney will continue into Albert Street and rejoin the Princes Highway.

Motorists heading towards Shoalhaven Heads/Gerroa will be detoured right into Edward Street, with signage directing them to Prince Alfred Street.

-     Princess Street and Victoria Street intersections with Albany Street will have soft road closures managed by Authorised Traffic Controllers to allow vehicles to pass safely without risk to parade participants.

A detour for approximately 30 minutes will be in place while the parade passes.

 

2.   Awareness of Event and Access

Parking: Parking of event participants will be made available in the showground. Alternative parking is available on local streets and in the public carparks close by.

 

Access/awareness:

TV advertising will inform stakeholders of event.

 

-     Major Hotels and Other Businesses

Letterbox drops and in-person visits by the event organisers to all businesses are to be completed at least seven days prior to the event, with contact details provided to accommodate any special requirements.

 

Emergency: Emergency access arrangements have been provided to allow emergency access to road closures areas.  All marshals will be made aware of their responsibilities at the briefing and written instructions will be provided.

 

Risk Implications:

1. Parking Limitations and Potential Congestion: The event is scheduled for 13 December 2025, a period that typically attracts high volumes of day trippers and visitors to the region. Increased vehicle and pedestrian activity, combined with event attendance, may lead to traffic congestion, limited parking availability, and delays throughout Berry

 

2. Local Business and Resident Impact: Events can affect local businesses and residents in both positive and negative ways. Reduced speed limits and increased traffic may hinder customer access to businesses, while residents may face noise disruptions, restricted property access, and inconvenience due to traffic controls.

Reason for Report:

This report is being submitted to the Shoalhaven Local Transport Forum for consideration of the proposed Traffic Management Plans (TMP) & Traffic Guidance Schemes (TGS) for the Bar Yuki & The Milton Hotel Music Festival (2026) event at Milton.  

 

Recommendation

That:

1.   The Chief Executive Officer (Director City Services) be advised that the Shoalhaven

Local Transport Forum has reviewed the proposed Traffic Management Plans (TMP) & Traffic Guidance Schemes (TGS) for the Bar Yuki & The Milton Hotel Music Festival (2026) event at Milton, as per plan No. D25/467146, and recommends that:

 

a.   Suitable hostile vehicle mitigation measures are implemented for this event.

 

2.   The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

 

 

Background:

The 2026 Bar Yuki Festival is a vibrant, single-day street music festival that celebrates live performances, food, and community in Milton. The event will showcase live music from local and regional artists, a bar service from Bar Yuki, and food stalls from local vendors. A section of Wason Street is proposed to be temporarily closed to create a pedestrian-only music precinct.

The event is proposed to take place on 25 January 2026 from 3:00pm to 11:30pm with road closures commencing at 7:00am for set up activities. Local Transport Forum review is required for the temporary traffic management measures required to facilitate the festival for vehicle and pedestrian safety. 

 

Details of Submission:

1.   Road Closures

25 January 2026 to 26 January 2026:

-     Wason Street from Thomas Street to Princes Highway: 7:00am (25 January 2026) to 12:00am (26 January 2026)

 

2.   Transportation, Awareness of Event and Access

 

PUBLIC TRANSPORT: No significant impacts are expected to bus services.

 

EMERGENCY: Emergency Services access will not be impeded at any time. Should emergency vehicles need to pass the site when under traffic control, Traffic Controllers will provide priority access through the site for the emergency vehicle or direct vehicles to alternative routes available to the other side of the worksite.

 

PARKING: No significant impacts are expected to parking arrangements.

 

Risk Implications:

1. Parking Limitations and Potential Congestion: The event is proposed to take place on 25 January 2026, when there is typically a high volume of day trippers and visitors to the region. With the higher vehicle and pedestrian demand and combination of event patrons, there is the potential for traffic flow issues, parking constraints and delays throughout Milton.

 

2. Local Business and Resident Impact: Events can impact local businesses and residents both positively and negatively. Speed limit reductions and increased traffic may make it challenging for customers to reach businesses, and residents may experience noise disturbances, limited access to their properties, or inconvenience due to traffic restrictions.

 

Consultation:

The event organiser has proposed traffic management from 7:00am to 12:00am and the document has been prepared following consultation and assessments from the respective stakeholders. A letter box drop (2 weeks prior to the event) will be communicated to all impacted residents within the vicinity of affected areas.

 

This will ensure that local residents will be made fully aware of the time frames of the event and associated impacts and how they will be mitigated in the event of any possible complications.

 

Financial Implications:

This event is funded by the event organiser (Bar Yuki & The Milton Hotel) and there will be no financial implications to Council.
