The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993. Transport for NSW (TfNSW) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50). A condition of this delegation is that Council must take into account the Traffic Committee recommendations.
There are four formal members of the Traffic Committee, each of whom has a single vote only. The members are representatives from:
If TfNSW or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination. The appeal must be lodged in writing within 14 days of the date of notification in writing. Any action relative to any issue under appeal must cease until the matter is determined. The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.
Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

Mr Justin Miles - TfNSW noted that the pedestrian crossing seemed narrow at 1.5 meters, and advised it would be worthwhile checking against Australian standards. Background:

Bishop Drive, Mollymook Beach - Lot 11 DP1264810 & LOT 38 DP829129 - 90 Lot Residential Subdivision
Traffic Committee’s approval is being sought for the proposed installation of regulatory signage, linemarking and traffic management facilities associated with development application (MA24/1205) for the construction of intersection turning treatments as part of a 90 residential lot subdivision at Bishop Drive and Proposed Road (Avondale Circuit), Mollymook.
As per Condition 27 of the development consent SF9665 (and latest modification MA24/1205), the following is required:
27. Long-term Intersection Treatment
The intersection of the 28 metre wide access road with the link road shall be designed to the standard of an RTA type AUL for the left turn and a type AUR for the right turn and constructed to Council standards. The intersection works shall not conflict with the proposed intersection works for the subdivision on the opposite side of the link road. Intersection lighting shall be provided to the Australian Standards. Guardrail or similar protective device shall be provided in accordance with RTA standards.
Note: Given Auxiliary Right (AUR) intersections are no longer wholly supported by AUSTROADS, the intersection design has been replaced with a Channelised Right (CHR) and Auxiliary Left (AUL) design per AUSTROADS Guide to Road Design Part 4A: Unsignalised and Signalised Intersections.
A signage and line marking plan has been submitted to the Committee for consideration.
Details of Submission:
Condition 27 of the development consent requires the design and construction of a compliant AUL and AUR intersection at the intersection of Bishop Drive and the internal subdivision access road. Due to AUR intersections no longer being wholly supported by AUSTROADS, the intersection design has been replaced with a CHR and AUL design per AUSTROADS Guide to Road Design Part 4A: Unsignalised and Signalised Intersections. A pedestrian refuge has also been incorporated into the treatment due to the crossing width of Bishop Drive. This, however, was not a condition of consent.
Consultation:
Consultation was undertaken for the original development application in accordance with Council’s policies at the time, before being approved in 2006. Council's Planning and Development Services Team approved this development on 28 December 2006.
Risk Implications:
The proposed measures are expected to assist in improving traffic and pedestrian safety on Bishop Drive and the intersection with the subdivision access road. No further risks are associated with this proposal. Furthermore, the works are stipulated in a valid development consent. Undue prevention of, delay to, or alteration to the completion of requirements of the consent may expose Council to legal action.
Financial Implications:
The implementation of this proposal will be funded by the private developer and there will be no immediate financial implications to Council. However, Council will be responsible for the ongoing maintenance of these assets.

12 Ballina Street, South Nowra – Lot 162 - DP1211301 – Commercial Premises and Warehouse or Distribution Centre
As part of DA18/1588, Shoalhaven City Council has entered a Works in Kind Agreement (WIKA) for the construction of the remainder of Ballina Street and the Commercial Road, South Nowra, near 12 Ballina Street. As part of these works, Condition 34, of the development consent outlines the required regulatory signage and linemarking.
As per Condition (34) of the related conditions of consent, the following is required:
34. Signage and Line Marking Plan
A plan with details of any regulatory signage and line marking, must be submitted to Council for referral to the Shoalhaven Traffic Committee and subsequent Council approval. Such a plan is to be fully dimensioned with all signage and markings clearly identified with designation coding, prepared in accordance with current guidelines and standards.
Details of Submission:
This proposal involves the installation of a regulatory Give Way sign with the corresponding Give Way linemarking.
Consultation:
This Development Application (DA18/1588) was on public exhibition regarding the development and associated construction, between 17 July 2018 and 1 August 2018. No submissions relating to signage and linemarking were received.
The proposed regulatory signage/linemarking plan was out for further consultation from 27 May 2025 to 13 June 2025. No further submissions relating to the traffic items were received.
Risk Implications:
The implementation of ‘Give Way’ treatment works are proposed to improve intersection safety at the intersection of Ballina Street and Commercial Road.
Furthermore, the works are stipulated in a valid development consent. Undue prevention of, delay to, or alteration to the completion of requirements of the consent may expose Council to legal action.
Financial Implications:
The implementation of this proposal will be funded through the Works in Kind Agreement (WIKA), as established between the private developer and Council. Council will be responsible for the ongoing maintenance of these assets.
