The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993. Transport for NSW (TfNSW) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50). A condition of this delegation is that Council must take into account the Traffic Committee recommendations.
There are four formal members of the Traffic Committee, each of whom has a single vote only. The members are representatives from:
If TfNSW or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination. The appeal must be lodged in writing within 14 days of the date of notification in writing. Any action relative to any issue under appeal must cease until the matter is determined. The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.
Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

Background
As part of the joint funded project between the Australian and NSW Government, Shoalhaven City Council have made significant progress on the detailed design for the proposed road rehabilitation along Illaroo Road, including the associated signage and linemarking. This project aims to enhance road safety, improve traffic flow, and ensure better connectivity for the local community.
Details of Submission
The following changes to road conditions are proposed:
- ‘Give Way’ restrictions at the intersection of Illaroo Road and Karana Drive, Bangalee
- Double barrier linemarking (BL2) along Illaroo Road from Karana Drive, Bangalee to Browns Mountain Road, Tapitallee
- Edge Line linemarking (EL1) along Illaroo Road from Karana Drive, Bangalee to Browns Mountain Road, Tapitallee
- As part of the project, the road will undergo new pavement, resealing, drainage improvements, and residential driveway adjustments.
Consultation
Consultation was undertaken with adjacent residents, businesses, stakeholders, Budgong Community Group Inc and Cambewarra Residents & Ratepayers Association and closed on 28 April 2025. Six submissions were received. Three were in favour of the proposal, and three provided a ‘mixed’ response. The ‘mixed’ responses outlined that they’d like to see the existing ‘temporary’ (due to poor pavement conditions) 60 km/h speed zone retained instead of reverting back to the previous permanent 80km/h. These residents were advised that speed zone reviews fall under the jurisdiction of Transport for NSW (TfNSW) and that such requests can be made directly to TfNSW.
Risk Implications
The proposal aims to improve road conditions, enhance traffic flow, and increase safety for all users by implementing comprehensive rehabilitation measures, including resurfacing the section of road, upgrading drainage, signage, and linemarking.
Financial Implications
The road rehabilitation, linemarking and signage for this proposal are funded by the Australian and NSW Government through Disaster Recovery Funding Arrangements and NSW Infrastructure Betterment Fund. However, Council will be responsible for the ongoing maintenance of these assets.

Background
Elite Energy’s TriCallala Triathlon Festival is proposed to take place on Saturday 13 December 2025 at Callala Beach Community Hall with some changed traffic conditions. This event is classified as a ‘Class 2’ event as per Guide to Traffic and Transport Management for Special Events, which require Local Traffic Committee endorsement. A TMP and TGS is attached for the Committee’s consideration.
Details of Submission
1. Road Closures
The following road closures/restrictions (with exceptions for emergency and official event vehicles) are requested for the safe and timely setup, use and pack-up of the transition area, the finish chute, finish arch and crowd control barricades:
1. Closure of the Callala Beach Community Centre Car Park (emergency & official vehicles exempt) from 12:00pm 10 December 2025 through to 6:00pm 13 December 2025.
The following road closures (with exceptions for emergency, event official vehicles and local residents) are requested for 13 December 2025 for the safety of competitors and the public during the running of the triathlons & miniman events:-
1. Road Closure of Forest Rd from Princess Hwy to Callala Bay Rd from 8:00am – 11:00am (approx.) 13 December 2025.
2. Road Closure of Callala Beach Rd from Forest Rd to Emmett St from 8:00am – 12:30pm (approx.) 13 December 2025.
3. Road Closure of Centre St from Quay Rd to King George St, 8:00am – 1:00pm (approx.) 13 December 2025.
4. Road Closure of Quay Rd from Callala Beach Rd to Sir Henry Cres, 8:00am – 1:00pm (approx.) 13 December 2025.
5. Forest Rd, Callala Beach Rd wherever the posted speed limit exceeds 60kmh. Speed reduction to 60kmh to be implemented.
Note: There will be periods during the triathlons when there will be no competitors on Centre St & Quay Rd. Residents and people requiring access to these streets will, under the direction of traffic controllers, be allowed to travel along Centre St & Quay Rd during these times.
2. Event Infrastructure
NSW Ambulance, Police and Fire Brigade: Emergency access lanes have been designated to facilitate the entry of emergency vehicles into the areas where road closures are in effect.
Medical: There are medical personnel onsite for the duration of the event, at Callala Beach Community Hall, Quay Road.
Port-A-Loos: There will be an appropriate number of port-a-loos and 2 accessible toilets in Callala Beach Community Hall, Quay Road.
Cleaning/Disposal: There will be wheelie bins and skips positioned at various locations at the festival site. During the event there will be waste staff servicing the festival area of rubbish.
Barricades: Accredited Traffic Controllers will install road closure barriers to ensure the safety of the closed-off roads.
3. Transportation, Awareness of Event and Access
Public Transport: The event organisers will inform public transport companies about the event, to allow for any necessary adjustments to their regular routes, ensuring safety and minimal delays.
Parking: There is no dedicated on-site parking available for this event. Competitors and spectators are advised to park in surrounding streets, ensuring they are not blocking driveways and they do not park illegally on corners.
Access/Awareness: A notice will be delivered to the letterboxes of residents and businesses in and around Callala Beach, Callala Bay and Myola, providing them with at least 21 days' notice. The notice will contain information regarding road restrictions and alternative routes. Resident access will be ensured throughout the day, if it is safe to do so. It is advised that all traffic yield to cyclists and adhere to designated speed limits.
Risk Implications
1. Parking Limitations and Potential Congestion
The event is proposed to take place in the middle of December, when there is typically a high volume of day trippers and visitors to the region. With the higher vehicle and pedestrian demand and combination of event patrons, there is the potential for traffic flow issues, parking constraints and delays throughout Callala.
2. Local Business and Resident Impact:
Road closures and increased traffic may make it challenging for customers to reach businesses, and residents may experience noise disturbances, limited access to their properties, or inconvenience due to traffic restrictions.
3. Lane Widths:
To reduce safety concerns regarding unsafe lane widths, the TGS is to be implemented in accordance with TS 05492 - Traffic control at work sites” 20.346 | Issue No.6.1 28 February 2022 Transport for NSW with and the subsequently listed considerations:
- Clause 4.3.2 on Lane Widths: The minimum width for lanes carrying traffic around, past or through a work site must be in accordance with Table 4-2.
- Lane widths should also consider accommodating the turn paths of large vehicles expected to negotiate the work site as per Clause 4.4.5 for Heavy Vehicles.
- Where existing lane widths are narrower than those specified in the table above, the lane widths may be maintained. However, the TMP must document provisions for turning paths, sight distances and vulnerable road users.
- Where fixed vertical obstructions such as fences or safety barriers are restricting the available shoulder width, consideration should be given to increasing lane widths to accommodate larger vehicles.
Financial Implications
This event is funded by the event organiser (Elite Energy Pty Ltd) and there will be no financial implications to Council.

Hitchcocks Lane, Berry - Lot 763 DP 1224932 – Regulatory Signage (Stage 1) - 119 lot Sub-Division.
As part of SF10965, Traffic Committee endorsement is being sought for the proposed regulatory signage at Hitchcocks Lane, Berry.
As outlined in Condition(s) 19 of the condition of consent, the following is required:
19. Laneway – Design Standards
Before issue of a Subdivision Works Certificate, certified road design engineering plans for the laneway between Proposed Road 01 and Hitchcocks Lane must be prepared by a professional engineer, (as defined in the National Construction Code) or surveyor and approved by the Certifier. The road design must comply with the following:
a. Council’s Engineering Design Specifications sections D1– Geometric Road Design and D2 – Flexible Pavement Design.
b. AUSTROADS Design Requirements and Specifications.
c. The Preliminary Roads and Drainage Layout Plans Sheet 01 to 05, Ref. No: N25424-402 to N25424-406, Rev. P9A, prepared by Allen Price and Scarratts on 15/11/2024, except that:
i) Design vehicle to be a 14.5m long rigid bus and must be widened to accommodate the required turning manoeuvres.
ii) Central dish drain or layback kerb and gutter with grated pits to be provided in accordance with Council’s Standard Drawings.
iii) N/A
iv) Additional signage provided on the eastbound approach on Hitchcocks Lane to prevent access into the laneway except for emergency vehicles.
v) Laneway must have thresholds constructed of stamped, coloured or patterned concrete. Pavers or other alternatives are not to be accepted for use within the road carriageway unless accepted by Council and demonstrated by the designer that the pavement treatment will have similar durability and longevity to concrete treatment and result in similar maintenance requirements.
d. Subsoil drainage behind the kerb line on the high side of the road or both side if the cross fall is neutral or the road is in cut.
Details of Submission:
- ‘No Stopping’ (R5-400(L)) twenty three metres from the intersection of Hitchcocks Lane and Laneway 01.
- ‘No Left Turn’ (R2-6n(L) and ‘Authorised Vehicles Excepted’ (R9-4) at the intersection of Hitchcocks Lane and Laneway 01.
- ‘No Right Turn’ (R2-6n(R) and ‘Authorised Vehicles Excepted’ (R9-4) at the intersection of Hitchcocks Lane and Laneway 01.
- A temporary ‘Obstruction Maker’ (D4-5-1) at the intersection of Hitchcocks Lane and Laneway 01 until the future stage is constructed.
Consultation:
The Development Application (SF10965) was on Public Exhibition in accordance with Council policies, initially between 26 October 2022 and 9 November 2022. A further consultation period was undertaken between 17 November 2022 and 1 December 2022, which was then extended to the 1 February 2023. No submissions regarding the proposed signage were received. The development application was approved on the 6 December 2024 by order of the Land and Environment Court.
Risk Implications:
The proposed measures aim to provide safe traffic management, including swept path turning area for the intersection of Hitchcocks Lane and the proposed lane. Furthermore, the works are stipulated in a valid development consent. Undue prevention of, delay to, or alteration to the completion of requirements of the consent may expose Council to legal action.
Financial Implications:
The implementation of this proposal will be funded by the private developer and there will be no financial implications to Council. However, Council will be responsible for the ongoing maintenance of these assets.
