 The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  Transport for NSW (TfNSW) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If TfNSW or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

Recommendation

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed “No Stopping” signage and supplementary yellow “No Stopping” (NS1) linemarking within the Forest Road turn loop, Comberton as per Plan No. D24/372766.

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

RECOMMENDATION (By consent)

That:

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed traffic guidance scheme (TGS) for the Community Expo & Annual Woodchop Exhibition at Wandandian as per Plan No. D24/427424.

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

RECOMMENDATION (By consent)

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed traffic guidance scheme (TGS) for the Community Expo & Annual Woodchop Exhibition at Wandandian as per Plan No. D24/427424; subject to the following:

a.    VMS signage is to be provided on Princes Highway to notify the public of the change in speed limit for the event.

b.    TfNSW Road Occupancy License approval required for the change in speed limit.

c.    The ‘40km/h ahead’ warning sign is to be moved 300-400m north to provide additional warning for south bound traffic ahead of the speed change.

d.    Traffic control to be provided by qualified traffic controllers.

TC24.24     No Stopping Regulations - Shoalhaven Heads Road - Shoalhaven Heads - Rural Fire Service (RFS) - (PN 3823)

Reason for Report:

The purpose of this report is to seek Shoalhaven Traffic Committee approval for the proposed regulatory signage at the entrance of Shoalhaven Heads Rural Fire Service (RFS), Shoalhaven Heads.

 

Recommendation

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed “No Stopping” signage at the entrance of Shoalhaven Heads Rural Fire Service (RFS), Shoalhaven Heads as per Plan No. D24/459033.

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

 

Background:

Vehicle manoeuvrability and safety concerns at the Shoalhaven Heads Rural Fire Service (RFS) Station have been reported to Council by the RFS, Crown Lands, and Council Rangers. Council is proposing ‘No Stopping’ restrictions be implemented to allow enough room for vehicle manoeuvres at the entrance to the RFS Station .

 

Details of Submission:

Proposed addition to RFS entrance/exit:

-     No Stopping: Proposed ‘No Stopping’ (R5-400) signage along the outside edge of Vic Zealand Reserve (20 metres) and statutory (10 metres) intersections of the existing car park intersection. This proposal will remove approximately three parking spaces.

 

Consultation:

Consultation was undertaken with adjacent residents, businesses, Shoalhaven Heads Forum, Shoalhaven RFS, Oz Tag Shoalhaven, Shoalhaven Heads Berry Football, Berry Shoalhaven Heads Cricket, Shoalhaven Heads Twilight Cricket, and Shoalhaven Heads Community Centre. Site posters outlining the proposed changes and inviting community feedback were also installed by Council. The consultation closed on the 4 November 2024. Beyond the initial submissions requesting these changes from the RFS, the support received from Swim, Sports and Fitness and Council Rangers, no further submissions were received as part of this consultation.

Risk Implications:

By installing the recommended ‘No Stopping’ signs, RFS will have unimpeded access to and from their facility so they can respond to emergencies in timely manner.

Financial Implications:

The linemarking and signage for this proposal would be funded by Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

TC24.25     Double & One-Way Centre Linemarking - Jervis Bay Road - Fairfax Road - Falls Creek (PN 3824)

Reason for Report:

The purpose of this report is to seek Shoalhaven Traffic Committee approval for the proposed regulatory linemarking at the intersection of Jervis Bay Road and Fairfax Road, Falls Creek.

Recommendation

That:

1.   The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed regulatory Double & One-way Centre Linemarking at the intersection of Jervis Bay Road and Fairfax Road, Falls Creek as per Plan No. D24/461047.

2.   The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

 

Background:

A request was received by Council to investigate the safety of the intersection at Jervis Bay Road and Fairfax Road, Falls Creek.

Findings and recommendations from the investigation:

1.   Existing condition for northbound traffic does not provide adequate overtaking sight distance to the intersection of Fairfax Road. The distance from the crest, south of the intersection, to the intersection, is 150m. Australian Standard 1742.2:2022 Table 5.2 require 270m for compliant overtaking sight distance at a traveling speed of 90km/h. Council is proposing to implement double barrier lines to prohibit overtaking at this location.

2.   The above reduces the overall overtaking distance for this location on Jervis Bay Road to the crest to the north of the intersection (reduced to 170m), which then does not provide adequate overtaking sight distance (270m) for vehicles traveling at 90km/h. As a result, Council is proposing a barrier line for northbound traffic from the intersection of Fairfax Road to the crest.

 

Details of Submission:

Proposed change to improve traffic conditions:

-      Linemarking: Proposed 200 metres of regulatory double two-way barrier line (BL2) and 130 metres of one-way barrier line (BL1).

 

 

 

Consultation:

Consultation was undertaken with adjacent residents, Vincentia Ratepayers Association, Hyams Beach Villagers Association, Huskisson Woollamia Community Voice, with a closing date of 8 November 2024. To date, three submissions have been received in addition to the original request for the proposed changes. All three submissions have been in support of the proposal but one would like to see more police enforcement of illegal driving behaviour at this intersection, and another would like a similar treatment to be implemented north of the intersection. Council will continue to monitor feedback regarding this intersection and consider any further upgrades as needed following the implementation of these initial measures. Any additional feedback received by the consultation closing date will be reported to Shoalhaven Traffic Committee at the meeting.

 

Risk Implications:

By installing the recommended regulatory linemarking Council aims to reduce unsafe overtaking at the intersection, create a safer intersection environment, and provide a clearer overtaking zone.

 

Financial Implications:

The linemarking and signage for this proposal would be funded by Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.
