The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993. Transport for NSW (TfNSW) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50). A condition of this delegation is that Council must take into account the Traffic Committee recommendations.
There are four formal members of the Traffic Committee, each of whom has a single vote only. The members are representatives from:
If TfNSW or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination. The appeal must be lodged in writing within 14 days of the date of notification in writing. Any action relative to any issue under appeal must cease until the matter is determined. The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.
Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

Reason for Report:
The reason for this report is to seek Shoalhaven Traffic Committee approval for the proposed signage and linemarking at the T-intersection of Government Road and Sussex Inlet Road, Sussex Inlet as per Plan No. D24/305687.

Background:
Shoalhaven City Council has been requested to investigate sight distance concerns at the T-intersection of Government Road and Sussex Inlet Road, Sussex Inlet. As a result of this investigation, Council is now considering the installation of a ‘STOP’ sign and associated linemarking to improve safety at the T-intersection for vehicles, pedestrians and road users.
Details of Submission:
Proposed change to improve T-intersection conditions:
- ‘STOP’ Restrictions: Proposed installation of ‘STOP’ (R1-1) sign and white STOP (SL) hold linemarking, replacing the existing ‘Give Way’ (R1-2) sign and white Give Way (GW) restrictions. This is to be supplemented with a minimum of 10 metres of DOUBLE Two-Way Barrier (BL2) linemarking down the centre of Government Road.
Consultation:
Consultation was undertaken with and the Sussex Inlet & Districts Community Forum and closed on 13 July 2024. Three submissions were received. The three responses were in favour of the proposal.
Risk Implications:
This proposal aims to enhance the T-intersection safety by delineating and formalising the ‘STOP’ restrictions. This will assist in improved driver awareness, safety at the intersection and to provide greater clarity for road users travelling along Government Road.
Financial Implications:
The linemarking and signage for this proposal would be funded by Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

TC24.15 Parking Restrictions (90 Degree: Front to Kerb) - Scenic Drive - Nowra (PN 3811)

Reason for Report:
The reason for this report is to seek Shoalhaven Traffic Committee approval for the proposed ‘Front to Kerb’ regulatory 90 degree parking signage restrictions along Scenic Dr, Nowra for ‘Vehicles under 6m only’ as per Plan No. D24/305968.
That: 1. The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed 90 degree ‘Front to Kerb’ regulatory parking signage restrictions along Scenic Dr, Nowra for ‘Vehicles under 6m only’ as per Plan No. D24/305968. 2. Background:
Shoalhaven City Council has been requested to investigate potential parking improvements along Scenic Drive, Nowra. Currently the footpath becomes blocked and restricted by the rear overhang of vehicles parking in car spaces. When the path becomes blocked or restricted, pedestrians are forced onto the adjoining grassed verge when traversing the area. This area is primarily utilised by people accessing the Shoalhaven Hospital and medical centres where parking demands can be extremely high throughout the day. As such, to address this issue, Council is considering the installation of ‘90 Degree: Front to Kerb’ regulatory signage restricting usage of these spaces to ‘Vehicles under 6m only’. This would restrict parking to front to kerb only, the front overhang of a vehicle is generally less, then the rear and will results in less restrictions for footpath users.
Details of Submission:
This proposal would involve the installation of 90° Parking Signage denoting ‘Front to Kerb’ parking for ‘Vehicles under 6m only’ (R5-501n (L/R) & R9-205n) above the existing 2P timed parking restrictions along Scenic Dr, Nowra.
Consultation:
Consultation was undertaken with and closed on 12 July 2024. Two submissions in favour of the proposal were received.
Risk Implications:
This proposal aims to increase the safety of pedestrians using the footpath by reducing the likelihood of collisions with vehicles reversing into the parking spots and overhanging across the footpath.
Financial Implications:
The signage for this proposal would be funded by Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

With the closure of Scenic Drive in Nowra on 6 October 2020, bus route services were re-routed to access Shoalhaven Hospital via Hyam St and Shoalhaven Street. In May 2024, Council was requested by local bus companies to assess the safety of the right hand turn from Hyam St to Shoalhaven St due to driver complaints. Council has now investigated this matter and is considering a 10m extension of the existing ‘No Stopping’ zone in Shoalhaven St to allow enough room for busses to safely make the right hand turn out of Hyam St onto Shoalhaven St. .
Details of Submission:
This proposal entails the extension of the existing ‘No Stopping’ zone along Shoalhaven St by approximately 10m. This proposal would result in the loss of two parking spaces.
Consultation:
Consultation was undertaken with and bus companies. The consultation closed on 26 July 2024. Two submissions were received. One response was ‘in favour’ of the proposal. One response was ‘against’ the proposal. The response ‘against’ the proposal was against to the loss of on-street parking. However, while Council agrees with the need to maximise parking in this precinct, these changes are required to enable safe turning movements by buses at this intersection.
Risk Implications:
This proposal aims to improve the safety of bus turning movements at this intersection and reduce the likelihood of conflict between drivers and parked vehicles.
Financial Implications:
The linemarking and signage for this proposal would be funded by Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.
