The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993. Transport for NSW (TfNSW) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50). A condition of this delegation is that Council must take into account the Traffic Committee recommendations.
There are four formal members of the Traffic Committee, each of whom has a single vote only. The members are representatives from:
If TfNSW or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination. The appeal must be lodged in writing within 14 days of the date of notification in writing. Any action relative to any issue under appeal must cease until the matter is determined. The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.
Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

Reason for Report:
The reason for this report is to seek Shoalhaven Traffic Committee approval for the proposed regulatory ‘No Stopping’ signage and corresponding linemarking as part of the road rehabilitation along Lake Conjola Entrance Road, Lake Conjola, as per Plan No. D24/222654.

Background:
As part of a road rehabilitation project along Lake Conjola Entrance Road, Lake Conjola, Shoalhaven City Council has been requested to investigate traffic safety concerns at the entrance of Holiday Haven Lake Conjola. As a result of this investigation, Council is proposing road safety improvements to mitigate pedestrian and vehicular conflict at this location.
Details of Submission:
The extent of this proposal would involve the installation of 95 metres of regulatory ‘No Stopping’ restrictions. The proposal also seeks to provide non-regulatory advanced warning signage (road hump ahead) for the approaching road hump at the entrance of Holiday Haven Lake Conjola. The proposal seeks to slow traffic speeds by introducing a traffic calming treatment by narrowing the road prior to the entrance of Holiday Haven. The proposal seeks to improve sight distance between road users, pedestrians (in particular children playing) and residents using their driveways by introducing no stopping zones.
Consultation:
Community consultation was undertaken with adjacent residents, stakeholders, businesses, and the Conjola Community Association (CCB) between 10 April 2024 and 10 May 2024. To date, Council has received three submissions. Two responses were in support of the signage and linemarking safety improvements. One response was against the proposal. The response against this proposal expressed concerns that caravans checking-in to Holiday Haven will now need to queue further away from the entrance as a result of this proposal. This feedback, along with the safety concerns at this location, were taken into consideration. As such, this proposal has sought to limit the proposed ‘No Stopping’ zone and road narrowing only to what is deemed necessary to ensure the safety of pedestrians at this location.
Risk Implications:
The aim of these measures is to mitigate the likelihood of road user collision by reducing vehicle travel speeds and by increasing vehicular and pedestrian visibility at the entrance of Holiday Haven Lake Conjola.
Financial Implications:
The proposal would be funded by the Federal Roads to Recovery Program provided to Council by the Australian Government.
