 The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  Transport for NSW (TfNSW) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If TfNSW or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed traffic management plan (TMP) and associated traffic guidance schemes (TGS) for the Huskisson Triathlon 2023 (as per D23/246153, D23/264156 and D23/264157), subject to the following:

a.    The provision on a set-up / pack down schedule for road closures.

b.    The provision of a copy of the information sent out to all event patrons advising of parking and travel arrangements for the event.

c.    All legends being updated to be specific for each respective TGS.

d.    The specification of signage dimensions or sizing codes (e.g. A, B, C, D)

Recommendation

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed bus zone and parking restriction changes at 146 Princes Highway, Ulladulla, as per Plan No D23/265998;

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411.

 

Background:

Shoalhaven City Council has received a request regarding the usage of the bus zone at 146 Princes Highway, Ulladulla. The request is to allow after hour parking when the bus zone is not being utilised.

A traffic investigation was completed by Council to review the existing site conditions and bus zone usage. Information was obtained in regard to the usage of the bus stop to determine the hours not in use.

 

Details of Submission:

 

Replacement of the existing bus zone signage to include time restricted bus zone “BUS ZONE 7:00am – 4:30pm MON – FRI & 8:00am – 12:30pm SAT” as well as parking restriction to align with adjacent parking restrictions with “45° ANGLE PARKING REAR TO KERB VEHICELS UNDER 6m ONLY” signage. The change will allow an additional 28m of parking (8 parking spaces).

 

Consultation:

Council commenced consultation with bus companies and property owners in the immediate facinity. To date, Council has received no objection to the proposed changes. The proposed bus zone hours were confirmed with bus companies.

 

Risk Implications:

This proposal aims to improve parking availability after bus operating hours.

 

Financial Implications:

The signposting for this proposal will be costed out of Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

Recommendation

That

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed prohibition of vehicles with a Gross Vehicle Mass (GVM) exceeding 3 tonnes from traversing Kerry Street, from Paradise Beach Road and extending up to Clifton Street (as per D23/280705).

Background

The objective of this report is to implement traffic restrictions known as the "3t Load Limit" for the following reasons at Kerry Street, situated between Paradise Beach Road and Clifton Street, Sanctuary Point:

·    The condition of the road surface has significantly deteriorated due to substantial rainfall events experienced by the Shoalhaven Local Government Area (LGA). The specific stretch of road has suffered considerable damage due to excessive moisture in the underlying layers and insufficient sub-surface drainage.

·    The presence of heavy vehicles on this route is resulting in extensive pavement damage. Therefore, we propose implementing a load limit of 3 tonnes for the section until the pavement can be reconstructed.

·    Currently, minor remediation efforts are underway. However, due to limited funds, we are unable to address the entire issue adequately.

 

Consultation

The surrounding residents have been informed of the temporary load limits required as a result of the existing road conditions.

 

Risk Implications

The deteriorating condition of the road due to excessive moisture and lack of drainage poses safety risks. The failing road increases the likelihood of accidents and road hazards due to uneven surfaces and potential debris. The presence of heavy vehicles traveling along the failing road exacerbates the problem. The damaged pavement cannot adequately support the weight of these vehicles, leading to extensive damage.

 

Financial Implications

The signposting and linemarking for this proposal will be costed out of Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

TC23.39     Signage Plan – Holiday Haven – Lake Tabourie – PN (3770)

Recommendation

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed replacement of the existing “No Standing” zones with a “No Stopping (Holiday Haven Authorised Vehicles Excepted)” zones at Holiday Haven Lake Tabourie as per Plan D23/290822.

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411.

 

Background

Shoalhaven City Council has found that the current "No Standing" signs at Holiday Haven Lake Tabourie are obsolete and no longer comply with the Transport for NSW (TfNSW) and Australian Standard guidelines. As such, Council is proposing to replace these outdated signs with new regulatory "No Stopping" (Holiday Haven Authorised Vehicles Excepted) signs within these restricted zones. This proposal would thus rectify the outdated signage and bring it in line with the TfNSW and Australian Standard guidelines while allowing for the operational needs of Holiday Haven.

 

Details of Submission

The extent of this proposal involves preserving the existing “No Standing” zone lengths and distances at Holiday Haven Lake Tabourie, while updating the existing signs posts with seven new “No Stopping” (Holiday Haven Authorised Vehicles Excepted) signs with the addition of two new signposts to enhance readability.

 

Consultation

Consultation has been undertaken with Holiday Haven Lake Tabourie and they are supportive of the proposal.

 

Risk Implications

By installing the recommended "No Stopping" signs, Council aims to ensure compliance, improve safety, and enhance traffic efficiency at Holiday Haven Lake Tabourie.

 

Financial Implications

The signposting and linemarking for this proposal will be costed out of Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

TC23.40     Intersection Upgrade - Yalwal Road - George Evans Road - Mundamia (PN 3771)

Recommendation

That

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed Intersection upgrade, as per Plan No D23/295269.

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411.

 

Background:

The intersection of Yalwal Road and George Evans Road requires upgrades to cater for the forecasted increase in traffic volumes from the Mundamia Urban Release Area development. The intersection is to be funded through a Contribution Plan.

Council has now completed the design for the intersection and seek Traffic Committee approval for the proposed changes.

 

Details of Submission:

The proposed intersection upgrades include:

-     3.5m wide lanes

-     the addition of 1.5m wide shoulders on both sides of the road

-     a dedicated cycle lane through the intersection with appropriate signage and linemarking.

-     dedicated turn lanes for all turns into and out of George Evans Road.

-     the shifting of the speed limit change further west, increasing the 60km/h area at approach to the intersection.

 

Consultation:

Council completed consultation with affected residents and stakeholders through a Get Involved Survey. Council received multiple comments through the process in relation to adjacent projects, supporting comments were received for the proposed upgrade of Yalwal Road and George Evans Road intersection.

 

Risk Implication:

This proposal is expected to improve vehicle manoeuvrability and reduce potential sources of congestion by maintaining two-way traffic along Yalwal Road. Additionally, the proposed dedicated left turn out of George Evans Rd is also expected to decrease the likelihood of potential congestion on George Evans Rd.

 

Financial Implication:

The project has Council funding (Contribution Plan) allocated in this year’s budget. The signposting and linemarking for this proposal will be costed out of this funding.

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed Shared Used Path Signage at Conjola Park, (Yooralla Bay) as per Plan No D23/295703.

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411.

 

Background:

Council has received grant funding to undertake replacement and addition of waterways infrastructure along the foreshore area of Yooralla Bay, Conjola Park.

As part of this project, a shared user path (SUP) is proposed spanning between the Jetty replacement, across the frontage of the playground and to the proposed kayak launching facility.  

 

Details of Submission:

The shared user path has 2 regulatory signs proposed delineating the start and end of the SUP (R8-2 & R7-4).

Consultation:

Council completed consultation with affected residents and stakeholders through a Get Involved Survey. Council received comments through the process and has taken this feedback into consideration for this proposal.

Risk Implications:

The installation of infrastructure will provide embellishments to the reserve, increase the active transport network and drainage improvements. The signage is required to meet SUP signage standards.

Financial Implications:

The project is grant funded through the Black Summer Bushfire Grant and is proposed to be delivered in this financial year.

TC23.42     Road Widening - Callala Beach Road - Callala Beach - PN (3773)

Recommendation

That

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed Road Widening at Callala Beach Road, (Callala Beach) as per Plan No D23/296861.

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

 

Background:

The existing culvert located under Callala Beach Road requires replacement. As part of the replacement, Callala Beach Road will be widened at this localised section, allowing for future work connectivity.

Council have now completed the design of the culvert and widening and seek Traffic Committee approval for the proposed changes.

 

Details of Submission:

The widening works includes the following:

-     Widening of lanes to 3.5m.

-     Addition of 1.5m wide shoulders on both sides of the road.

 

Consultation:

Council completed an overarching consultation with residents, stakeholder and CCB committees of Callala Bay and Callala Beach as part of road works and shared user path works proposed in the area. This included a Get Involved Page (30 August 2022 to 3 October 2022) and CCB meetings (October 2022 and November 2022). The culvert was mentioned during these consultations, noting that the key feedback received was the future proofing of the road to prevent flooding.

The requirement for flood study works and design to future proof the road will be considered as part of a separate project. The current design works is for a like-for-like replacement of the culvert in the event of failure.

 

Risk Implication:

This proposal is for replacement of a culvert as it is at the end of its life and at increased risk of failure. The widening proposal will improve vehicle manoeuvrability and safety on the road, whilst the introduction of shoulders will provide safer cycling clearances when crossing the culvert. This proposal is in line with future plans to widen Callala Beach Road.

 

Financial Implication:

The project has Council funding allocated in this year’s budget. The linemarking for this proposal will be costed out of this funding.
