The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993. Transport for NSW (TfNSW) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50). A condition of this delegation is that Council must take into account the Traffic Committee recommendations.
There are four formal members of the Traffic Committee, each of whom has a single vote only. The members are representatives from:
If TfNSW or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination. The appeal must be lodged in writing within 14 days of the date of notification in writing. Any action relative to any issue under appeal must cease until the matter is determined. The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.
Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

Sgt Kelly Thomas – Police NSW suggested Council investigate clearing along the western verge to improve parking along the road. Mr David Pieresko advised Sgt Kelly Thomas that this suggestion would be passed on to the Northern District Engineer for consideration. |

Clr Patricia White suggested the ‘no stopping’ to be extended further to address safety concern with boat parking on approach to the curve on the northern side. Mr David Pieresko advised that this safety concern would be forwarded to the Southern District Engineer for monitoring and consideration. |

GENERAL BUSINESS
· Missing Stop Lines and Stop Signs in Shoalhaven
It was raised by NSW Police the ongoing issue of missing or worn out stop signs and lines in the Shoalhaven area. Ms Bianca van der Merwe noted this was raised at previous Traffic Committee Meeting and the information was provided to the District Engineers and the Road Asset Team.
· Berry Street Proposal – 40km Zone
Mr Stuart Coughlan - (representing Mr Gareth Ward MP) queried when TfNSW require the plans from Council regarding this proposal. Ms Nicole Brodie clarified that it is required by the next financial year and advised that the Funding Project Manager is aware and once this is finalised by Council this will be on the radar however currently there is no timeframe. Mr Stuart Coughlan has requested that Council review the proposal in light of community feedback and work towards a resolution. Mr David Pieresko advised that this request would be forwarded to the Northern District for ongoing liaison with the community.
· Princess Hwy & Corks Lane, Milton – New Speed Reduced to 50km
Ms Liza Butler MP enquired on the plans for addressing the pedestrian safety at the corner of Princes Highway and Corks Lane. Mr David Pieresko noted a design has been completed and it is awaiting funding, and that the documentation would be forwarded to Ms Liza Butler MP post meeting.
Ms Liza Butler MP advised the community would like Council to open Corks Lane to provide residents alternative intersection, in particular to those travelling to the South. Mr David Pieresko noted that this request would be forwarded to the Southern District Engineer for consideration.
· Murramarang Road, Bawley Point – Reducing Speed Limit
Ms Liza Butler MP requested TfNSW investigate reducing the speed limit from 80km/h to 60km/h. Ms Nicole Brodie clarified that this is currently with TfNSW for assessment.

Background
The Huskisson Triathlon is proposed to be held between the 4th(Sat) and 5th(Sun) of November on White Sands Park. According to the Guide to Traffic and Transport Management for Special Events, this event is classified as a ‘Class 2’ event that will require altered traffic arrangements throughout the duration of its activities with multiple local road traffic restrictions and closures. As such, the proposed Management Plan (TMP) and Traffic Guidance Schemes (TGS) are attached for the committees’ consideration.
Details of Submission
1. Road Closures
The following road closure and restrictions (emergency, official and resident vehicles exempt) are proposed for Saturday 4 November 2023 for the running of the 2023 Huskisson Triathlon Festival:
1. Bowen St from Duncan St to Sydney St from 6:00am – 9:30am
2. Sydney St from Bowen St to Owen St from 6:30am – 9:30am
3. Owen St from Sydney St to Park St from 6:30am – 9:30am
4. Park St from Owen St to Tomerong St from 6:30am – 9:30am
5. Huskisson Rd from Park St to Jervis Bay Rd 6:30am – 9:30am
6. Hawke St from Owen St to Keppel St 6:30am – 9:30am
The following road closures are for the Fun Runs ONLY:
Total closure of:
1. Bowen St – from Hawke St through to Fegen St from 6:00am – 1:00pm
2. Fegen St – from Bowen St to Nowra St from 6:00am – 1:00pm
3. Nowra St – from Fegen St to Beach St from 6:00am – 1:00pm
4. Beach St – from Nowra St to the entrance of the Huskisson Beach Tourist Resort from 6:00am – 1:00pm
The following road closure and restrictions (emergency, official and resident vehicles exempt) are proposed for Sunday 5 November 2023 for the running of the 2023 Huskisson Triathlon Festival:

2. Event Infrastructure
NSW Ambulance, Police and Fire Brigade: Emergency access lanes have been designated to facilitate the entry of emergency vehicles into the areas where road closures are in effect.
Medical: Throughout the event at White Sands Park, there will be medical personnel present to provide necessary medical assistance.
Port-A-Loos: The quantity of Port-A-Loos (portable toilets) will be determined closer to the event in accordance with the SCC Event Guidelines.
Cleaning/Disposal: Wheelie bins and skips will be strategically placed at various locations in the event central area for the collection, removal, and disposal of waste. Staff members will be responsible for maintaining cleanliness during the event.
3. Transportation, Awareness of Event and Access
Public Transport: The event organisers will inform public transport companies about the event, and they will make necessary adjustments to their regular routes, ensuring safety and minimal delays.
Parking: There is no dedicated on-site parking available for this event.
Access/Awareness: A notice will be delivered to the letterboxes of residents and businesses in and around Huskisson, providing them with at least 21 days' notice. The notice will contain information regarding road restrictions and alternative routes. Resident access will be ensured throughout the day, if it is safe to do so. Access to businesses in the industrial estate, caravan parks, and the boat ramp area will be maintained through traffic-controlled access on Huskisson Rd. It is advised that all traffic yield to cyclists and adhere to designated speed limits.
Risk Implications
1. Parking Limitations and Potential Congestion
- The event is proposed to take place over the first weekend of November, leading up to Summer, when there is typically a high volume of day trips and visitors to the region. With the already high vehicle and pedestrian activity in this season, there is the potential for traffic flow issues, parking constraints, and delays throughout Huskisson as a result of the additional event patrons coming to the area.
2. Local Business and Resident Impact:
- Large events can impact local businesses and residents both positively, with increased patronage, or negatively. In particular, road closures and increased traffic can sometimes make it challenging for customers to reach businesses, and residents may experience noise disturbances, limited access to their properties, or inconvenience due to traffic restrictions. As such, significant consultation with affected stakeholders is recommended.
The festival will be conducted by Elite Energy Pty Ltd and will be approved, sanctioned & insured by the national governing body, Triathlon Australia. All athletes must abide by the current rules & regulations of Triathlon Australia endorsed by the International Triathlon Union (ITU).

Background
The TriCallala Triathlon Festival event is being proposed to be held on 16th(Sat) of December at Callala Beach Community Hall, Quay Street. According to the Guide to Traffic and Transport Management for Special Events, this event is classified as a ‘Class 2’ event that will require altered traffic arrangements throughout the duration of its activities with multiple local traffic restrictions and closures. Thursday 14 December 2023:
1. Closure of the Callala Beach Community Centre Car Park: 12:00pm to 6:00pm
Saturday 16 December 2023:
1. Forest Rd from Princes Hwy to Callala Bay Rd: 8:00am to 12:30pm
2. Callala Beach Rd from Forest Rd to Emmett St: 8:00am to 13:00pm
3. Centre St from Quay Rd to King George St: 8:00am to 13:00pm
4. Quay Rd from Callala Beach Rd to Sir Henry Cres: 8:00am to 13:00pm
