 The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  Transport for NSW (TfNSW) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If TfNSW or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

TC23.19     Signage, Linemarking and Roundabout Plans - Lot A and B DP 156987 - 122 and 124 Plunkett Street - Nowra - PN(3736)

Ms Nicole Brodie – TfNSW – noted regarding attachment two (2) of the report, that the swept path analysis depicts the bus going on the other side of the road, which is not ideal from the perspective of TfNSW.

Ms Simon King - Premier Motor Services – advised that drivers will be made aware of this roundabout when trained on their routes.

Recommendation

That:

1.   The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed roundabout located at the intersection of Plunkett Street and Journal Street, associated with the development of Lot A and B DP 156987 – Plunkett Street, Nowra (per development consent condition 29), as per Plan No D23/41579, D23/41585, D23/41586 and D23/128871 subject to the following:

a.    The existing signage (street name and no through road) to be retained where possible else relocated outside of vehicle turn movements and pavement works.

b.    Kerb ramps to be designed and constructed in accordance with AS 1428.1 Section 7.7. Specifically, the existing north-eastern corner footpath is to be relocated to suit the proposed kerb ramp including incorporating the 1.5m by 2m minimum upper landing area behind the ramp as per Figure 23(A) of the standard. Where there is currently no existing path at the north-western corner of the intersection, the landing area is to be incorporated behind the kerb ramps.

2.   The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

RECOMMENDATION (By consent)

That:

1.   The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed roundabout located at the intersection of Plunkett Street and Journal Street, associated with the development of Lot A and B DP 156987 – Plunkett Street, Nowra (per development consent condition 29), as per Plan No D23/41579, D23/41585, D23/41586 and D23/128871 subject to the following:

TC23.20     Parking Restrictions - Railway Street - Bomaderry (PN 3741)

Sgt Simon Pugh – NSW Police – advised that the owners of Nowra Truck and Tractor Repairs and Koolatint expressed safety concerns regarding cars parking on Railway St and creating visibility issues for cars coming out of driveways onto Railway St. As such, they support an extension of the no stopping zone from the corner of Bolong Rd along Railway St.

It was further suggested that there be no stopping signs on both sides of Railway St from the corner of Bolong Rd to avoid heavy vehicles crossing the centre line due to cars parking on the corner.

Council staff advised that to make such changes this item will need to go out for further consultation.

Recommendation

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed Parking Restrictions at Railway Street, Bomaderry as per Plan No. D23/55845.

1.   The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed signage and linemarking associated with the development at Lot 1 DP 1157707 – 15 Nowra Lane, Nowra (per development consent condition(s) 32), as per Plan No.’s D23/127209 & D23/127213; subject to the following:

a.    The end spaces of the row of parking spaces along the southern boundary being signposted or pavement marked as “Small Car Only”; and

b.    linemarking being provided to delineate the end of the space facing the access aisle.

GENERAL BUSINESS

 

·     Missing Stop Signs / Lines in The Shoalhaven

It was raised by NSW Police that there are a large quantity of missing or worn out stop signs and lines in the Shoalhaven. The following locations were mentioned as examples: The intersection of Graham St and North St, Nowra, and the intersection of Village Dr and Green St, Ulladulla. As such, it was suggested that an audit of missing stop signs and lines be undertaken.

Council staff advised that they would make the district engineers aware of this issue.

 

·     Garbage Truck Exemptions – No stopping Zones

It was raised by NSW Police as to whether an exemption for no stopping zones exist for garbage truck drivers, especially in new medium density housing developments.

Council staff advised that they are currently seeking formal advice from Rangers and from the NSW Police policy team on this issue.

TC23.26     Shared User Path and Raised Pedestrian (Wombat) Crossing - South Street - Camden Street - Ulladulla (PN 3755)

Recommendation

That:

1.   The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed Shared User Path and Raised Pedestrian (Wombat) Crossing at South Street and Camden Street, Ulladulla as per Plan No. D23/163601.

 

2.   The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

 

Background:

Shoalhaven City Council has received funding under the Federal Stimulus Road Safety Program – Pedestrian Safety at School Zones to design and construct a shared user path along South Street in Ulladulla.

This new pathway will form part of a future accessible link from Ulladulla High School to the Ulladulla Leisure Centre. The proposed pathway has been identified by Council as forming part of the strategic link for current and future needs and infrastructure.

The project will encourage students, local residents and tourists to cycle and will provide cyclists with a greater level of safety, accessibility and convenience, and remove pedestrians and cyclists from the adjacent road network.

 

Details of Submission:

The extent of this proposal would involve the construction of a shared user path along a section of South Street in Ulladulla, adjacent to Ulladulla High School.

Additional works would include the installation of a raised pedestrian (Wombat) crossing in Camden Street, kerb ramps at the intersection of South Street & Camden Street, construction of new kerb & gutter and shoulder widening between Camden Street & Rundle Street, as well as associated linemarking and signage.

These works will form part of a future link between Ulladulla High School and the Ulladulla Leisure Centre.

 

Consultation:

Council commenced consultation with affected residents, Ulladulla High School, other stakeholders and the Ulladulla and Districts Community Forum in June & July 2022 to discuss the proposal. To date, Council has received three (3) submissions, two (2) supported the proposal and one (1) providing a mixed response.

 

Risk Implications:

This proposal would result in a safer travel path along this section of South Street as well as improving the safety of pedestrians and cyclists utilising the new shared user path.

 

Financial Implications:

The proposal will be funded by the Federal Stimulus Road Safety Program – Pedestrian Safety at School Zones provided to Council by the NSW Government.

Recommendation

That:

1.   The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the temporary use of 12 parking spaces within the Stewart Place carpark, behind 29 Kinghorne Street, Nowra for a period of four (4) weeks during maintenance works to the Holt Centre, as per Document No. D23/164555; subject to the following:

a.    Payment of associated fees in accordance with Council’s Policy for Private Use of Public Parking POL22/110.

b.    The provision of a pedestrian ramp to allow wheelchairs / scooters access to the arcade through the Holt Centre;

c.    The provision of commercial waste services to the Holt Centre, allowing existing commercial front loaded bins to be serviced for the duration of the works;

d.    The continuation of deliveries to businesses located within and adjacent to the Holt Centre due to the removal of the loading zone for the duration of works.

Background:

Council has received an application for Private Use of Public Parking to allow for roof restoration / maintenance works to the Holt Centre building. The contractor has submitted plans detailing the locations of facilities and plant / equipment within the Stewart Place carpark, due to restricted access to the building from Kinghorne Street. The plans detail an off-street loading / unloading area for trucks delivering materials to site, protected by security fencing. Whilst car parking spaces will be lost for the duration of the project, the proposal is considered to improve safety during works as it will provide an area for the delivery and removal of materials with restricted public access, which would not be available if the current parking restrictions remained.

 

Details of Submission:

The extent of this proposal is the occupation of 12 parking spaces on the western side of the Holt Centre building (29 Kinghorne Street) within the Stewart Place carpark for a period of four (4) weeks, from the start date of proposed works.

This application is consistent with Council’s Policy for Private Use of Public Parking POL22/110.

 

Consultation:

Council commenced consultation with affected businesses, stakeholders and the Nowra CBD Revitalisation Strategy Committee in February 2023 to discuss the proposal. To date, Council has received one submission, this submission having no objection to the proposal.

 

Risk Implications:

Pedestrian and vehicle traffic hazards have been considered to be adequately addressed by the proponent’s Traffic Control Plan.

 

Financial Implications:

Council will be able to recover funds for the use of the public parking spaces in accordance with the policy.

TC23.28     Parking Restrictions - River Road - Sussex Inlet (PN 3758)

Recommendation

That:

1.   The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed Parking Restrictions at River Road, Sussex Inlet as per Plan No. D23/164791.

 

2.   The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

 

 

Background:

Shoalhaven City Council has received concerns regarding parking and vehicle safety along River Road, Sussex Inlet.

Council staff have recently conducted a site inspection at this location, taking note existing signage, current parking restrictions and the road condition. From this inspection, it was noted that there is inadequate roadway width to permit parking in this area.

Due to the limited roadway width (8.7 metres), Council is proposing the installation of parking restrictions along this section of River Road to improve safety.

 

Details of Submission:

The extent of this proposal involves approximately 146 metres of “No Stopping” restrictions to be complimented with C3 Yellow linemarking along both sides of River Road, on the northern approach to the bridge over Chris Creek. These parking restrictions would reinforce the existing restrictions for a road with a continuous dividing line, as per s208(6) of the NSW Road Rules.

 

Consultation:

Council commenced consultation with affected residents, stakeholders and the Sussex Inlet & Districts Community Forum in March 2023 to discuss the proposal.  To date, Council has received two (2) submissions, one (1) supporting the proposal and one (1) providing a mixed response.

 

Risk Implications:

This proposal will facilitate improved sight distance along River Road by promoting safer reaction times, reducing the potential for traffic accidents and improving road safety.

 

Financial Implications:

The linemarking and signage for this proposal would be funded by Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.
