The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  Transport for NSW (TfNSW) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If TfNSW or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

Ms Nicole Brodie – TfNSW – noted that the stop sign on the right side of road 21 (R5-40 [R]) in the diagram (D23/38731) should be rotated to point in the correct direction for clarity. How signs are displayed should be consistent throughout the Plans.

Ms Nicole Brodie – TfNSW – noted regarding the diagram (D23/39388), that on the southern side of Road 12, on approach to the raised hump, that there is no ‘No Stopping’ signage. Although it is not required by Standards, it is recommended.

TC23.8       TfNSW - Nowra Bridge Project - Traffic Switch

TC23.9       Additional Item - Traffic Congestion - Cambewarra Rd

On behalf of Clr John Wells, Clr Patricia White raised a safety concern regarding traffic on Cambewarra Rd, around the Bomaderry Indoor Sports Centre and High school. Clr White explained that in the afternoon’s there has been major traffic congestion due to conflicting traffic between buses using the Sports Centre to turnaround, parents picking up their children, and children crossing the road to the Sports Centre.

Ms Simone King advised that she would get in contact with Kennedy’s Bus Service to discuss the issue and contact David Pieresko - Senior Civil Engineer – following the discussion.

Background:

Shoalhaven City Council has received concerns regarding limited sight distance and vehicle safety along Bolong Road in Coolangatta.

Council staff have investigated the issue, taking note of existing signage, current parking restrictions and road conditions. A desktop sight distance assessment was conducted, based on this it was determined that there are inadequate levels of sight distance to vehicles approaching in an eastbound direction around the curve in the roadway.

Due to the issues of limited sight distance along this section of road, Council is proposing to extend the existing parking restrictions along this section of Bolong Road to improve safety.

Details of Submission:

The extent of this proposal would involve installing additional “No Stopping” restrictions along the frontage of 1162 Bolong Road, extending the existing parking restrictions by approximately 50 metres.

Consultation:

Council conducted consultation with affected residents in January to February 2023 to discuss the proposal. To date, Council has received three submissions supporting the proposal.

Risk Implications:

This proposal will provide a safer environment for all road users along Bolong Road, removing the potential hazard of vehicles manoeuvring into and out of parking along the road verge.

Financial Implications:

The linemarking and signage for this proposal would be funded by Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

TC23.11     Lifting of Bridge Load Limit Restrictions - Shoalhaven Local Government Area (PN 3744)

That the Shoalhaven Traffic Committee note that the following bridges have been replaced with new structures. As such the temporary load limits will be removed:

a.    Crookhaven River (Archgate) Bridge – Culburra Road, Pyree

b.    Petty’s Bridge – Croobyar Road, Croobyar

c.    Bengalee Creek Bridge - Koloona Drive, Bangalee

d.    Henry’s Bridge – Main Road, Cambewarra

e.    Chisholms Creek Bridge – Bundewallah Road, Bundewallah

f.     Crookhaven Creek Bridge – Mayfield Road, Pyree

Background:

The structural integrity of the following bridges across the Shoalhaven LGA had been assessed, as a result the following bridges were load limited to ensure public safety and asset protection.

·    Crookhaven River (Archgate) Bridge – Culburra Road, Pyree

·    Petty’s Bridge – Croobyar Road, Croobyar

·    Bengalee Creek Bridge - Koloona Drive, Bangalee

·    Henry’s Bridge – Main Road, Cambewarra

·    Chisholms Creek Bridge – Bundewallah Road, Bundewallah

·    Crookhaven Creek Bridge – Mayfield Road, Pyree

The weight restrictions were previously reported to the Shoalhaven Traffic Committee, for information, TC17.42; TC17.37; TC19.70.

These bridges have now been replaced with structures designed to SM1600 and are now suitable to carry General Access Vehicles, as such the temporary load limits and associated signage will be removed. 

Consultation:

No consultation with the public has been undertaken.

Risk Implications:

The risk in removing the load limit is minimal as the newly constructed bridges have been designed to accommodate the required loads.

Financial Implications:

The removal of the existing signs will be funded through the district’s maintenance budgets.

TC23.12     Traffic Facilities - Prince Alfred Street - Albert Street - Berry (PN 3746)

1.    the Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed Traffic Facilities at Prince Alfred Street, Berry as per Plan No. D23/68953.

Background:

Shoalhaven City Council has received concerns regarding road safety on Prince Alfred Street in Berry.

Council staff have investigated the issue, taking note of existing signage, current and proposed parking restrictions and the road conditions.

Due to the issue of motorists turning into this one-way section of Prince Alfred Street against the flow of traffic, Council is proposing the installation of traffic islands at the intersection of Prince Alfred and Albert Streets. The proposed treatment will prevent vehicles from entering this one-way street from the wrong direction. Linemarking and signage is also proposed to reinforce the existing traffic and parking arrangements.

Details of Submission:

The extent of this proposal would involve the installation of two (2) concrete traffic islands at the intersection of Prince Alfred Street and Albert Street outside Muir House, with the option of the installation of “No Left / Right Turn” signage on the approaches on Albert Street.

Consultation:

Council commenced consultation with affected residents, businesses, stakeholders and the Berry Forum in February 2023 to discuss the proposal. To date, Council has received four submissions. Three submissions were in favour of the improvements, with one of those in favour also believing that a ‘Hold Line’ and ‘No Entry’ linemarking would also provide a sufficient treatment. Another submission was received requesting further information regarding the background to this proposal, but was neither for nor against it.

Risk Implications:

The proposal will provide a safer environment for all road users along this one-way section of Prince Alfred Street, removing the potential hazard of vehicles travelling against the flow of traffic.

Financial Implications:

The linemarking and signage for this proposal would be funding by Transport for NSW’s Block Grant allocated to Council for new signage and linemarking, the construction of the traffic islands to be funded through Council’s General Fund.

TC23.13     Proposed Bus Restrictions - Booderee Avenue - Hyams Beach (PN 3747)

1.   The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed bus restrictions on Booderee Avenue, Hyams Beach and associated guide signage, as per Plan No D23/81051.

2.   The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411.

 

Background:

Shoalhaven City Council has received concerns regarding oversized buses accessing Hyams Beach through Booderee Avenue and congesting local streets. Council staff have recently inspected this location, taking note of the existing condition and signage along the road.

From these investigations, Council is considering the installation of bus restrictions at this location.

Details of Submission:

The extent of this proposal would be to prohibit buses above 6 tonnes of gross vehicle mass (GVM) from utilising Booderee Avenue and accessing Hyams Beach village. Regulatory signage would be installed at this intersection to demonstrate the restrictions, with additional guide signs on both approaches along Naval College Road to raise awareness of the restrictions. In addition to this, further guide signage is proposed on Naval College Road south of the intersection with The Wool Road, indicating the bus restrictions along Booderee Avenue. These additional signs would reinforce the upcoming restrictions and would grant overweight buses the opportunity to turn around prior to the intersection with Booderee Avenue.

To ensure that routine public bus services and school buses can access the Hyams Beach community, Council will be able to provide a letter of exemption to affected public bus services and school buses bus companies where requested.  

Consultation:

Council commenced consultation with local bus companies to discuss the proposal. To date, Council has received no objections to the proposal. This proposal has been requested and discussed with community members of Hyams Beach.

Risk Implications:

The impact of this proposal will ensure that oversized tourist buses are restricted from accessing Hyams Beach and reduce the potential for congestion along the local streets. However, whilst this proposal contains regulatory signage that can be enforced, it does not physically prevent overweight buses from using Booderee Avenue if they wish to contravene the signposted restrictions and risk being in breach of the NSW Road Rules.

Financial Implications:

This proposal would be funded by Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

1.   The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed temporary road closures to enable the ANZAC Day march and commemorative service in Milton, held on Tuesday 25 April 2023, as per Plan No D23/82135.

2.   The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411.

 

Background:

Council has received requests for various ANZAC Day marches to be held through the Shoalhaven region, including the proposed services at Milton.

However, concerns received by Transport for NSW indicated that the previous year’s event had failed to fully administer the full traffic guidance scheme (TGS) endorsed by Council. These failures led to confusion amongst the traffic coordinators / NSW Police onsite and caused instances of congestion due to the high volumes of traffic experienced during this time.

A copy of the proposed TGS has been submitted to the Traffic Committee for review and endorsement.

Details of Submission:

The proposed TGS (Attachment 1) has been updated from the previously endorsed traffic control plans (Attachment 2), bringing the technical references and layout of traffic control measures to current specifications. Similar to previous iterations of the Milton Anzac Day march, the proposed temporary road closures and traffic control measures will be in place between 10:30am to 11:30am on Tuesday, 25 April 2023.

Consultation:

Council will coordinate with the event organisers to provide them with the endorsed TGS for implementation on the day.

Risk Implications:

Updating the TGS to a newer easier to interpret format will increase the likelihood that the TGS is implemented correctly and reduce the risk of confusion amongst the traffic controllers present onsite.

Financial Implications:

The temporary traffic control measures onsite will be implemented by the event organisers.

That the Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee accept this report for information only and have no objection to the proposed load limit signage for the Swan Lake Bridge along the Springs Road, Cudmirrah (per Plan No: D23/86807).

Background:

Shoalhaven City Council has received concerns regarding the existing condition of the Swan Lake Bridge, along the Springs Road, Cudmirrah.

To protect the bridge from further damage, Council is required to install load limits for each axel group, as per below:

·    Single Axel – 8 tonne

·    Tandem Axel – 16 tonne

·    Tri-Axel – 16 tonne

Details of Submission:

The extent of this proposal would be to install guide signage advising on the upcoming load limits at the northern extent of the Springs Road, capturing vehicles travelling southbound from Sussex Inlet Road. These proposed signs include:

·    A modified G9-38 sign “Load Limit on Swan Lake Beach – 4km Ahead”,

·    A modified G9-4(L) sign indicating the load limits per axel group and the upcoming detour via Thomson Street, and

·    A G9-5-2(L) sign at the intersection of the Springs Road and Thomson Street.

 

These signs will assist in raising awareness of the upcoming load limits on the Swan Lake Bridge and would grant overweight vehicles the opportunity to use the detour route to avoid the restrictions.

At the Swan Lake Bridge, it is proposed to install R6-17 signs on both approaches, in accordance with AS1742.2 - s4.5.6.1(d).

Consultation:

Council has not consulted on this proposal. To protect the bridge from further damage and ensure the safety of those using it, Council is installing these measures (in accordance with s115 of the Roads Act 1993 (NSW)).

Risk Implications:

The impact of this proposal will ensure that oversized vehicles are restricted from using the Swan Lake Bridge and are provided with adequate opportunity to use the proposed detour.

Financial Implications:

This proposal will be funded by Council.
