 The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

Nicole Brodie – TfNSW made the following comments in relation to the linemarking adjustments:

·    Change line marking to straight ahead arrows and right turning lane arrows

·    C2 line marking referenced should be changed to be C3 line marking

·    C1 line marking to be changed to S1 line marking.

Recommendation

That

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed linemarking adjustments on Princes Highway Service Road (South Nowra), adjacent to the Bunnings entry, as per Plan No D22/309952.

RECOMMENDATION (By consent)

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed linemarking adjustments on Princes Highway Service Road (South Nowra), adjacent to the Bunnings entry, as per Plan No D22/309952, subject to:

a.    The addition of straight ahead/right turn arrows to direct traffic.

b.    C2 line marking to be changed to C3 line marking.

c.    C1 line marking to be changed to S1 line marking.

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

TC22.32     Signage and Linemarking Plans - Lot 400 DP 1243547 - Corks Lane - Milton (PN 3715)

Nicole Brodie – TfNSW made the following comments in relation to the signage and linemarking:

·    On the entry of Corks Lane, there needs to be double barrier lines in the middle of the road for the initial 10 - 20 metres from the intersection to direct vehicles turning into Corks Lane.

Recommendation

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed signage, line marking and traffic control measures associated with the development at Lot 400 DP 1243547 – Corks Lane, Milton (per modified development consent condition 43), as per Plan No D22/321489.

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

 

RECOMMENDATION (By consent)

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed signage, line marking and traffic control measures associated with the development at Lot 400 DP 1243547 – Corks Lane, Milton (per modified development consent condition 43), as per Plan No D22/321489, subject to double barrier lines being provided at the entry of Corks Lane.

TC22.33     Proposed Parking Restrictions - Ulladulla Works Depot Entrance - Deering Street - Ulladulla (PN 3716)

2.   The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411.

 

RECOMMENDATION (By consent)

That:

1.   The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed linemarking improvements to Deering Street, as per Plan No D22/323045.

TC22.34     Signage, Linemarking, Roundabout and Traffic Control Facilities - Lot 102 DP 1201921 - 169 Hockeys Lane - Cambewarra (PN 3714)

Nicole Brodie – TfNSW made the following comments on this item:

·    The “No Stopping” signs on the plan are confusing to read. While the Plan is correct, the signs are shown inconsistently with arrows pointing the wrong way. This should be updated so that signage is consistent.

·    In relation to the wombat crossing signage, there are “No Stopping” signs on approach but not on departure. Signs need to be put on both departure sides of crossing on both sides of the road for clarity.

·    The roundabout is missing one roundabout sign from approach from top so 2 on each approach to roundabout.

Note: The Taylors Lane roundabout is still subject to final adoption of Taylors Lane alignment and the Far North Collector Road Network.

 

Recommendation

That:

1.   The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed signage, linemarking, roundabout and traffic control facilities relating to the development at Lot 102 DP 1201921 – 169 Hockeys Lane, Cambewarra (per development consent condition(s) 32, 34 & 91), as per Plan No D22/322878, subject to:

a.   The extension of C3 linemarking to cover the entire length of the proposed ‘No Stopping’ zones.

2.   The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

 

RECOMMENDATION (By consent)

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed signage, linemarking, roundabout and traffic control facilities relating to the development at Lot 102 DP 1201921 – 169 Hockeys Lane, Cambewarra (per development consent condition(s) 32, 34 & 91), as per Plan No D22/322878, subject to:

a.    The extension of C3 linemarking to cover the entire length of the proposed ‘No Stopping’ zones rather than ending at their interface with E1 linemarking.

b.    The adoption of a consistent orientation for the display of “No Stopping” signage on the plans.

c.    ‘No Stopping’ Signage to be added on both departures of the wombat crossing.

d.    The addition of missing kerb-side ‘Roundabout’ sign on eastbound approach to roundabout.

e.    The adoption of Taylors Lane final alignment and the Far North Collector Road Network.

2.   The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

GENERAL BUSINESS

 

Transport for NSW advised that TfNSW had received a request from member of the public for a loading zone to be installed on the Princes Highway at Ulladulla.

Council advised TfNSW to refer the request to District Engineer – Southern District for his consideration.

 

Clr White advised that Clr Wells had received complaints from residents regarding:

·    The speed limit of 80km/hour for the new Moss Vale Road roundabout. Residents have asked if a 60km/hour speed limit would be more appropriate around the roundabout. TfNSW advise that vehicles should approach the roundabout with the expectation that you may need to stop.

·    The section of road from the UOW campus to past Council’s Waste Depot on Yalwal Road has been reduced to 60kms/hour, however Council and Transport for NSW believe that only Flat Rock Road has had a speed limit reduction. Clr White will clarify this with Clr Wells.

 

Stuart Coghlan commented that there is confusion around the speed limits surrounding the roundabout at Huntingdale Park Rd and the exit off the freeway, where it changes from 60kms/hour to 50kms/hour into the residential area. Transport for NSW will investigate the signage at this location.

TC22.36     Parking Restrictions - Osborne Street - Nowra - PN(3717)

Recommendation

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed parking restrictions at Osborne Street, Nowra as per Plan No D22/366728.

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

 

 

Background:

Shoalhaven City Council has received a concern regarding the safety of the existing school crossing on Osborne Street. It was noted the school crossing supervisors struggled to see oncoming traffic due to vehicles parked along the northbound lane approaching the crossing.

A site inspection was conducted documenting the existing road conditions and comparing it with current design standards. To provide adequate and compliant sight distance from the crossing, Council is proposing removal of four on street carparking spaces, extending the no-stopping zone.

 

Details of Submission:

This proposal would involve extending the ‘No Stopping’ controls northbound on Osborne Street by 28m, between the school crossing and the driveway of 51 Osborne Street.

The extension will remove four spaces of on-street parking.

The loss of parking is off set by the safety improvement of the school crossing, providing adequate sight distance allowing users to see oncoming vehicles.

 

Consultation:

Council commenced consultation with affected residents and stakeholders to discuss the proposal. To date, Council has received one submission. The submission objects to the proposal. The objection is from the owner adjacent to the proposed works (51 Osborne Street), noting the use of the parking is considered valuable for school drop offs and for visitors to the Antenatal & Paediatric Clinic (53 Osborne Street).

 

In response to this feedback, Council has considered the following options:

1.    Remove the proposed extension of ‘No Stopping’ (Do Nothing Option).

2.    Implement ‘No Stopping 8am - 9:30am, 2:30pm - 4pm, School Days’, restricting parking outside of peak school crossing periods (Time Restricted Option).

3.    Implement a ‘No Stopping’ extension of 14m, removing two on-street parking spaces (Halfway Option).

4.    Proceed with proposed extension of ‘No Stopping’, removing four on-street parking spaces (Ultimate Option).

Council’s Design Services has considered the available design options for the site. To adequately address the safety issue at the crossing, considering a school crossing supervisor might not always be at the location to assist primary school children to cross, Option D is deemed to be the safest solution to ensure safe sight distances are accomplished.

    

Risk Implications:

This proposal will assist in facilitating improved sight distance along Osborne Street and promote safer reaction times for drivers and pedestrians. The risk implications for each of the options considered are as follows:

1.    Do Nothing – Does not address the safety concern for pedestrians.

2.    Time Restriction – Creates a safety issue if the crossing is used outside of the school peak (and results in the loss of school pick up/drop off spots regardless).

3.    Halfway Option – Improves the sight distance, though not to the adequate recommended distance.

4.    Ultimate Option – Alternative parking spaces are to be utilised, such as the carpark on the other side of the road, increasing the pedestrians utilising the crossing and providing compliant sight distances.

 

The Ultimate Option is considered the safest option to implement.

 

Financial Implications:

The new signage for this proposal will be costed out of Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

That

Lot 1 DP 1135906 - 5 Cashman Road - Ulladulla– 23 Lot Torrens Title Residential Subdivision

As per Condition 28 of the development consent (SF10781), the following is required:

 

Condition 28: Road Design Standards (Urban) – New Roads

 

Prior to the issue of a Subdivision Works Certificate, certified road design engineering plans must be prepared by a professional engineer, (as defined in the National Construction Code) or surveyor and approved by the Certifier. The road design must comply with the following:

     h) The design must include a signage and linemarking plan with controls proposed in accordance with relevant AUSTROADS and TfNSW guidelines, and Australian Standards. The design must include, but is not limited to:

i. Double barrier linemarking and ‘Give Way’ signage and hold lines on Road 01 at the intersection with Cashman Rd.

ii. D4-5 ‘Obstruction Marker’ signage at the end of Road 01.

 

A signage and line marking plan has been submitted to the Committee for consideration.

 

Consultation:

This Development Application had been on Public Exhibition between 31/03/2021 - 14/04/2021, and subsequently between 29/09/2021 - 13/10/2021 with feedback requested from the community, directly affected residents and local community consultative body. During this period, Council had received no submissions.

Council's Planning and Development Services Team approved this development on 15th June 2022.

 

Risk Implications:

The proposed measures are expected to provide safe traffic management at the proposed intersection for this proposed subdivision.  Furthermore, the works are stipulated in a valid development consent. Undue prevention of, delay to, or alteration to the completion of requirements of the consent may expose Council to legal action.

 

Financial Implications:

The proposed works are to be funded by the developer in accordance with the development consent. Following this, Council will be responsible for ongoing maintenance after the dedication of roads within the subdivision.

That

Background:

Shoalhaven City Council has received concerns regarding safety at the Bunnings exit along the Princes Highway Service Road, with exiting vehicles encroaching into the oncoming traffic lane.

This item was previously raised at last month’s meeting (TC22.31), and proposed the implementation two southbound lanes at this location. Since then, a survey of the site has revealed that this solution is not feasible due to the insufficient road width, and a new design is now being proposed for consideration at Traffic Committee to suit the existing road constraints.

Details of Submission:

The extent of this proposal is to increase the existing width of the northbound lane on Princes Highway Service Road. In turn, this will allow vehicles to exit Bunnings without crossing the centre line and providing a safer road environment.

Consultation:

Council commenced consultation with affected businesses. To date, Council has no submissions in relation to the proposal.

Risk Implications:

This proposal aims to improve safety for drivers exiting and entering Bunnings by upgrading linemarking to suit vehicle swept paths.

Financial Implication:

The linemarking for this proposal will be costed out of Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.
