 The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

TC22.23     Proposed Raised Children's Crossing - Thomas Street - Milton (PN 3698)

It was noted by TfNSW that the preferred option is a combined children’s and pedestrian crossing. TfNSW would not support a pedestrian only option.

David Pieresko – Senior Civil Engineer – later confirmed with TfNSW that the proposal is for a combined children’s crossing and that the existing stop lines and flag poles are to be retained. The proposal can thus be endorsed as is.

Recommendation

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed raise pedestrian children’s crossing at Thomas Street, Milton as per Plan No D22/231357.

GENERAL BUSINESS

 

Representatives from TfNSW provided a presentation in relation to 16 Regional Cities and the improvement of bus services in the Greater Nowra Area. It was noted that the improvements are not creating more bus stops, but improving on existing services and facilities.

The presentation is for information only and has not been formally endorsed by the Traffic Committee. The presentation will be provided to members via email.

Recommendation

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed raised pedestrian crossing with associated linemarking and infrastructure at Victoria Street, Berry as per Plan No D22/272240.

Background: Council has received $100,000 from Transport for NSW from their School Zone Infrastructure Sub Program, as part of the NSW Federal Road Safety Program for the design and installation of a Raised Pedestrian Crossing and associated improvements for pedestrian safety on Victoria Street in Berry.

The raised pedestrian crossing is to be an upgrade of the existing flagged Children’s Crossing adjacent to Berry Public School, providing access to the main entry gates at the school.

 

Details of Submission:

The scope of the project is to install a raised threshold pedestrian crossing with associated linemarking and signage. The existing striped flag posts and TF hold linemarking from the Children’s Crossing will be retained to enable this location to function as a supervised Children’s Crossing during morning and afternoon peak school hours.

Existing lengths of “No Stopping” signage will be supplemented with C3 “No Stopping” yellow linemarking for improved awareness and visual enhancement. Tactile ground surface indicators (TGSIs) for the visually impaired will also be included at each crossing point for increased accessibility.

 

Consultation:

Council sought consultation on this proposal through a Get Involved web page between the 19th of May - 16th of June 2022. Council has received 27 responses, which consisted of 19 submissions in favour, 4 mixed and 4 against the proposal. Of the mixed responses and the objections, the main source of concern was the raised component of this crossing, citing that it would create perceived noise impacts.

 

Risk Implications:

The proposal will provide a safer environment for students / pedestrians on their way to and from school, and when walking within school zones. 

 

Financial Implications:

These works are to be funded under the School Zone Infrastructure Sub Program, as part of the NSW Federal Road Safety Program.

That:

1.   The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed road safety improvements to River Road, Shoalhaven Heads as per Plan No D22/273204.

Background:

As part of Stage 2 of the proposed Shared User Path project along River Road, Shoalhaven Heads, Council has investigated potential road safety improvements at this location. 

 

Details of Submission:

The extent of this proposal would be to install parking restrictions along River Road at the easternmost curve between Mathews Street and the River Road Reserve, in accordance with AS1742.2. This will involve delineating an approx. 50m section of double barrier (BB) centreline around the curve and down the slope in River Road.

At this curve, it is proposed to install “No Stopping” signage on both northern and southern sides to ensure compliant travel lane widths and improve road safety. These signs will be supplemented with C3 “No Stopping” yellow linemarking for enhanced visibility and awareness when approaching the curve.

 

Consultation:

Council commenced consultation with affected residents and the Shoalhaven Heads Community Forum. To date, Council has received one submission in favour of the proposal.

 

Risk Implications:

This proposal will improve road safety and driver awareness at the identified curve in River Road. These measures will also synergise with the proposed shared user path and will improve pedestrian safety and accessibility.

 

Financial Implications:

The linemarking and signage for this proposal would be funded by Council.

That:

Background:

As part of Stage 4 of the proposed Shared User Path project along River Road, Shoalhaven Heads, Council has investigated the warrants for additional infrastructure to improve pedestrian access. 

From these investigations, Council is considering the installation of a raised pedestrian crossing with associated signage and linemarking.

 

Details of Submission:

The extent of this proposal would be to install a raised pedestrian crossing in place of the existing rubber speed humps opposite #51 River Road. The raised crossing will also have signage and linemarking in accordance with AS1742.10, to visually reinforce this crossing on both eastbound and westbound approaches. Compliant lighting designs for this pedestrian crossing are currently being prepared and will be integrated into the proposal.

 

Consultation:

Council commenced consultation with affected residents and the Shoalhaven Heads Community Forum. To date, Council has received no objections to the proposal.

 

Risk Implications:

The impact of this proposal will improve pedestrian access and safety, as the crossing will operate to provide pedestrians with the right of way at all times. The raised component of the crossing will also reinforce safer speeds and driver behaviour along River Road.

 

Financial Implications:

The linemarking and signage for this proposal would be funded by Council.

Recommendation

That:

1.   The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed signage and linemarking improvements to the Nielson Road Car Park, Sussex Inlet, as per Plan No D22/273107.

2.   The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411.

 

 

Background:

Shoalhaven City Council has received concerns regarding parking efficiency in the Nielson Road Car Park, Sussex Inlet. 

Council staff have conducted a site inspection at this location, taking note of the existing signage and conditions of the car park.

From these investigations, Council is considering potential linemarking improvements at this location.

 

Details of Submission:

The extent of this proposal would be to formalise and improve the current arrangement of the carpark. This will involve re-sheeting the carpark with a new asphalt surface and delineating 53 unrestricted parking bays in accordance with AS2890.1 – Off Street Car Parking. This includes 1 small vehicle space in the south-eastern corner, 1 motorbike space in the north-western corner and two accessible parking spaces with associated shared space along the southern edge. These accessible spaces will then align with the footpath leading further into the Sussex Inlet town centre for improved pedestrian access.

Areas around the perimeter of the carpark and within the aisles will be delineated with C3 “No Stopping” yellow linemarking to ensure there is adequate width for passing vehicles. Access to the rear of #175 Jacobs Drive and the laneway servicing Lot 2 DP 874640 will be maintained from the car park. 

Finally, exiting the carpark will be regulated by a “Stop” intersection control and associated hold linemarking, which will improve road safety and driver awareness at this location. 

 

Consultation:

Council commenced consultation with affected residents, businesses and the Sussex Inlet and Districts Community Forum. To date, Council has received one submission in favour of the proposal. Following this submission, further feedback was received regarding additional accessible parking spaces on the western end of the car park and speed humps to mitigate speeding activity.

Taking this feedback into consideration, Council is proposing that the currently demonstrated improvements be implemented first and that the ongoing effectiveness of this location be monitored as to the need for any further measures or modifications.

 

Risk Implications:

This proposal aims to improve parking efficiency and driver awareness within the car park. The provision of new accessible spaces will also improve pedestrian safety and accessibility to the Sussex Inlet town centre.

 

Financial Implications:

The linemarking and signage for this proposal would be funded by Council.

Recommendation

That

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed roundabout and traffic calming devices with associated signage and line marking relating to the development at Lot 115 DP 1228280 – Maisie Williams Drive, Mollymook (per development consent conditions 34 & 35), as per Plan No. D22/268871.

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

 

 

Details

Lot 115 DP 1228280 Maisie Williams Drive, MOLLYMOOK – Residential

As per Conditions 34 & 35 of the development consent (SF10658), the following is required:

 

Condition 34. Design Standards – Traffic Committee Referral

Prior to the issue of a Subdivision Works Certificate details of proposed traffic management and traffic control devices must be submitted to the satisfaction of Council for referral and endorsement of the Shoalhaven Traffic Committee.

Note:  This process can take six to eight weeks.

 

Condition 35. Road Design Standards (Urban) – Greenfield Subdivision

Prior to the issue of a Subdivision Works Certificate, certified road design engineering plans must be prepared by a professional engineer, (as defined in the National Construction Code) or surveyor and approved by the Certifier.  The road design must extend from the existing termination of Maisie Williams Drive to the intersection of Miles Close / Combe Drive and comply with the following:

a)   Council’s Engineering Design Specifications sections D1 – Geometric Road Design and D2 – Flexible Pavement Design.

b)   AUSTROADS Design Requirements and Specifications.

c)   The proposed road is to have a minimum carriageway width of 9.0 metres and designed to accommodate a 12.5m rigid bus within the travel lanes compliant with the location shown on the preliminary engineering drawings by Rygate and West, Ref. No: U15988_DA, Dated 20/02/2018 and the intersection plans within the Traffic Impact Assessment by One Mile Grid Traffic Engineering, Ref. No: 17495 dated 31/07/2020.

d)   Integral kerb and gutter in accordance with Council’s Standard Drawings.

e)   Subsoil drainage behind the kerb line on the high side of the road or both side if the cross fall is neutral or the road is in cut.

f)    Crash protection and headlight screening is to be provided to the satisfaction of Council to limit the potential impact of the development to existing residents on Hungtingdale Drive and Miles Close.  These measures will also be required to restrict rear entry to the existing lots on Huntingdale Drive.

g)   Local Area Traffic Management (LATM) devices are required to be designed at approximate chainages CH150, CH210, CH400, CH600 and CH645 to the satisfaction of Council.

h)   No stopping zones are to be included in the design from CH150 – CH210 and from CH600 to the Miles Close / Combe Drive intersection unless written confirmation is provided from Council.

i)    The construction of a mountable roundabout at the intersection of roads Miles Close, Clifford Cl and Combe Drive in accordance with AUSTROADS and Transport for NSW (TfNSW) specifications.  The roundabout should be designed to accommodate a 12.5m rigid truck / bus. Splitter islands are not to be mountable unless written confirmation is provided from Council.

 

A signage and line marking plan has been submitted to the Committee for consideration.

 

Consultation:

This Development Application had been on Public Exhibition between 23/05/2018 and 22/06/2018 with feedback requested from the community, directly affected residents and local community consultative body. During this period, Council had received no submissions related to the traffic impact besides the protection of existing residential dwellings and assets through crash protection as well as the associated headlight impact through the 90 degree bend adjacent to Huntingdale Drive. This was addressed by conditions of consent.

Council's Planning and Development Services Team approved this development on 27 November 2020.

 

Risk Implications:

The proposed measures are expected to provide safe traffic management for this proposed subdivision.  Furthermore, the works are stipulated in a valid development consent. Undue prevention of, delay to, or alteration to the completion of requirements of the consent may expose Council to legal action.

 

Financial Implications:

The proposed works are to be funded by the developer in accordance with the development consent. Following this, Council will be responsible for ongoing maintenance after the dedication of roads within the subdivision.
