The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993. The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50). A condition of this delegation is that Council must take into account the Traffic Committee recommendations.
There are four formal members of the Traffic Committee, each of whom has a single vote only. The members are representatives from:
If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination. The appeal must be lodged in writing within 14 days of the date of notification in writing. Any action relative to any issue under appeal must cease until the matter is determined. The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.
Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

Council has received a development application for a proposed development located at 47 West Street, Nowra.
As per Condition 30 of the development consent, the following is required:

A plan with details of any regulatory signage and line marking, must be submitted to Council for referral to the Shoalhaven Traffic Committee and subsequent Council approval. Such a plan is to be fully dimensioned with all signage and markings clearly identified with designation coding, prepared in accordance with current guidelines and standards.

Details
Council has been requested to review the traffic arrangements internal to the Shoalhaven Indoor Sports Centre carpark on Cambewarra Road, Bomaderry.
Due to the design on the entry/exit access and the lack of any current signage, there have been concerns of priority when either exiting onto Cambewarra Road or turning into the western parking bays. This has resulted in driver confusion and several reports of near misses at the location.
To address these concerns, Council staff are considering the installation of Give Way signage and associated line marking on the southern access leading from the rear carpark of the sports centre. These measures will assist in establishing the priority of vehicle manoeuvrers at this junction.
A consultation was undertaken with the affected property manager, where no objection has been received to the proposed plan.
A signage plan has been submitted for the Committee's consideration.

Council was been requested to review the proposed design for pedestrian access upgrades located at the intersection of South Street and the Princes Highway, Ulladulla.
This comes from an Active Transport project in association with Transport for NSW (TfNSW), to improve pedestrian safety and access. The objective of this project is to make the footpath compliant with Australian Disability Design Standards (AS1428.1) and improve access and mobility of this intersection. This project also makes this intersection ready for future signalised intersection by adding kerb blister and kerb ramps.
The proposed pedestrian upgrades require new line markings and signage to be installed. Additionally, existing signage has been proposed to be relocated to accommodate upgrades.
A signage and line marking plan has been submitted for the Committee's consideration.

Council has been requested to investigate the right of footway from the private driveway of 63 - 67 Leo Drive, Narrawallee. After receiving concerns from the community regarding excessive and unsafe bike and skating activity in this section, Council had consulted with the local community as to whether the right of footway would be closed or alternative means should be sought. The majority of this consultation indicated that the footway should remain open for the benefit of foot traffic, whilst other users on bicycles, skateboards and other wheeled recreational devices should be restricted from using this footpath and to dismount before accessing the path.
To address these concerns, Council's Engineering Design Unit is considering the installation of regulatory signage to restrict the right of footway to pedestrians only, advising all others forms of travel to dismount before entering the path. The extent of the plan is to install signage on either end of the footway between 63 - 67 Leo Drive, as detailed in plan D20/104543.
As indicated by Council's Rangers Services Manager, the signage proposed is only enforceable by citing the following: 'by order of the Chief Executive Officer Sec 632 L.G.A 1993'.
Consultation has been previously conducted with the community (as referenced above) which indicated the majority in favour of this type of signage proposed.

TC20.21 Private Use of Public Parking - Prince Alfred Street Berry (PN 3593)

Works Description: To conduct works on the Amenities Block at Apex Park, Berry until the 31st July 2020, weather permitting.
Council has requested works to be conducted on the Amenities Block adjacent to Apex Park, Berry. The contractor, Edwards Constructions (NSW) Pty Ltd, have requested to utilise 42 m of non-delineated angled parking spaces on the eastern side of Prince Alfred Street, Berry. This equates to 13 spaces being occupied for the duration of works.
These spaces are directly adjacent to the worksite and would be the most safe and efficient location for spaces to be reserved for the purpose of work-related activity. There is a possibility that these spaces could impact on neighbouring businesses and residents wishing to visit the park. However, there are other parking spaces within the proximity of the site that could be utilised, making up for the loss these reserved spaces would create.
This application is consistent with the Council’s Private Use of Public Parking Policy 16/154.

TC20.22 Edge Linemarking and Warning Signage - Garside Road - Mollymook (PN 3594)

Details
Council has received concerns regarding Garside Road, Mollymook. Due to the road geometry and wide road environment, there have been instances of speeding along this section of Garside Road, between intersections with Oakley Crescent and Forest Way.
To address these concerns, the Council is considering the installation of edge line marking on both northern and southern sides of the road along with warning signage to reinforce the crest. The impact of this edge line marking will function as an informal traffic management solution, channelling the road width and giving the impression for slower speeds to be maintained during the length of the crest. Additionally, the warning signage will reiterate to vehicles to be aware of road conditions at this junction.

Council has been requested to review the provision of line marking for angled parking along Green Street, Ulladulla.
To address these concerns, Council is preparing to install 200 m of line marking for the existing 45 degree angled parking section on the northern side of Green Street. The impact of this proposal would result in better-delineated spaces and more efficient arrangement of parking. This would result in the creation of 36 vehicle spaces and 1 accessible parking space, in accordance with Australian Design Standards.
