Staff noted in relation to Key Theme and Priority 2 – Sustainable, liveable environments – that there are National Tree Day grants for schools. The Committee requested to add “distribute information about the National Tree Day grants to schools” to Item 2.3 of the Action Plan – Protect and showcase the natural environment. |

Teagan Starr explained the two grants programs administered by Community Development and the proposal to combine the two programs and keeping $5,000 for youth specific projects. Susan Edwards confirmed that the Youth Advisory Committee would still have representation on the committee to determine allocation of grants. Rhiannan Chappell-Rollo asked about assistance for tree planting at schools as a number of trees were cut down when the new administration building was built. Susan Edwards suggested that she writes to Council requesting assistance. |

YA19.12 Improving Nowra CBD & Community Pride for Young People |

Donna Corbyn spoke to the report and recommendation. The Committee discussed the meaning and goals of revitalisation and the potential to duplicate the process for Nowra in Ulladulla. The Committee also discussed what work had been done already to revitalise the Nowra CBD. Members noted that Ulladulla and Nowra have different issues in the Central Business Districts. Staff acknowledged these differences and noted that it would be the process that could be duplicated, rather than the outcome. Staff encouraged Ulladulla students to be involved as well. |

Invite the young people who presented to Council at the Youth Week Councillor Briefing and Youth Advisory Committee members from Ulladulla High School to attend. b. This meeting should aim to create an engagement plan to understand issues young people have with the Nowra CBD in line with MIN 19.342 c. An invitation should be extended to members of the Nowra CBD Revitalisation Strategy Committee. 2. Request a place on the agenda for the Nowra CBD Revitalisation Strategy Committee with an aim to: a. Invite the young person who presented on issues with Nowra CBD to speak at the next meeting, and b. Have nominated representatives present the draft engagement plan to the members of the Nowra CBD Revitalisation Strategy Committee for advice and comment. 3. Receive a report back to a future meeting with the final engagement plan, with budget breakdown, and outcomes of any meeting with the CBD Revitalisation Committee. |

YA19.13 School Bus Transport Safety & Overcrowding Clarification |

Donna Corbyn noted that this issue was raised by St Johns High School members at the previous meeting. Clr White at a Council meeting had stated that there had been some changes in the laws around bus transport. Donna asked whether members had noticed any changes on buses and members responded that there had been no changes and that the bus driver had advised that some Bay & Basin students would soon be catching the bus that goes to Ulladulla. The Ulladulla students reported that their buses were really good and had been revamped and seatbelts installed. |

RECOMMENDATION (Zac Eggins / Rebecca Moodley) That Council 1. Be informed of the following information with respect to MIN19.343, which referred the issue of school bus transport safety back to the Youth Advisory Committee for clarification: a. Overcrowding of buses occurs from Nowra to Bay and Basin area (route 413) – sometimes a backup bus has had to be called because the bus was too full. b. Up to 15 students have been reported to be regularly standing in the aisles for 30 minutes up to an hour before a seat becomes available. c. Seatbelts are not installed on all buses and where they are they are not being used by passengers. 2. Write to identified School Principals outlining the concerns of the Youth Advisory Committee and request further information about what has already been done to try to address the issues and advocating for safety: a. St Johns High School b. Nowra Christian School c. Shoalhaven High School d. Tomerong Public School 3. GENERAL BUSINESS
YA19.15 Additional Item - Questions from Members |
Gus Boland raised the issue of a lack of footpath on Kings Point Road, Kings Point, into Ulladulla. Teagan Starr advised that Council had a Pedestrian Access and Mobility Plan (“PAMP”) that identified the footpaths under consideration and priorities. Teagan suggested that staff look at the PAMP to clarify whether the Kings Point Road pathway was included. Zac Eggins raised the issue of the footpath at Matron Porter Drive. Kim Waters noted the presentation from Council traffic staff at the October 2018 meeting. The minutes of that meeting can be accessed at: https://shoalhaven.infocouncil.biz/Open/2018/10/YA_20181031_MIN_10899.PDF Zac also thanked Council for the bike rack that was put in at Ulladulla High School, the basketball court at Mollymook Beach and the mountain bike track at Burrill Lake. Kim Waters noted that the basketball court and mountain bike track were being well utilised and that more students were riding to school now that there’s a bike rack, that was funded by a Youth Advisory Committee Grant, and installed on school grounds, to secure bikes. Zac also raised the issue of Lake Conjola entrance and the result of dredging the sandbank. Kim Waters suggested that the students could work on something for the next meeting. Donna Corbyn noted that there is a free public transport scheme in the Shoalhaven for students during the school day using timetabled buses, called the Shoalhaven Student Pathway Pass. YA19.16 Additional Item - School Waste Management and Environmental Strategies |
Jan-Kim Brookes raised the issue of a lack of recycling bins and basketball hoops at his school. Donna Corbyn advised that this issue has come up in the past and made enquiries with Waste Services. Donna was advised that schools are required to have waste management plans in place. Donna offered to send information and suggested that students bring reports back to next meeting of what environmental practices are in place at each school. Kim Waters offered to prepare a sample audit and will send to Donna Corbyn/Governance to distribute to members. Kim suggested that the Youth Advisory Committee writes to high school principals, copying in the Area Director, requesting details of environmental strategies as part of an audit and encouraging additional actions to be implemented, collate responses and report responses back to schools. |
RESOLVED (By consent) That the Youth Advisory Committee members collect information from their schools on what waste management and environmental strategies are being implemented at each school and discuss the best way to proceed at the next meeting. CARRIED |

YA20.2 New South Wales Youth Week 2020 Information and Update

Implications: This could result in further investigations and enquiries, that may delay or alter Council’s Youth Week program.
Background
Youth Week commenced in 1989 as a NSW Government initiative and has since grown to be a celebration of young people in every state and territory across Australia.
Following the success of the NSW Youth Week program, Youth Week became a National event in 2000. Youth Week is now jointly supported by the Australian Government, State Governments, and Local Governments.
Youth Week historically celebrates and acknowledges the valuable contribution young people make to their communities; and is an opportunity for young people to express their ideas and views, act on issues that affect their lives and create and enjoy activities and events. Youth Week is the largest annual youth participation event in Australia.
Youth Week 2020 will run from Wednesday 1 April - Thursday 9 April 2020. The theme is “Speak up. Be involved. Get connected. Have fun.”
NSW Youth Week is an opportunity for young people to:
· Share ideas
· Attend live events
· Have their voices heard
· Showcase their talents
· Celebrate their contribution to the community
· Take part in competitions
· Have fun!
Council partners with the NSW Government to deliver Youth Week at a local level. All events and activities are Drug and Alcohol free. The Youth Advisory Committee give support to and value the delivery of Youth Week at a local level, via the inclusion of Youth Week in the Youth Advisory Committee Action Plan 2019 – 2022.
Shoalhaven City Council’s Youth Week Program for 2020
Council’s Youth Week Grant Program 2020 opened in November 2019. Under this program, Council provides financial assistance grants of up to $500 for individuals or $1000 for joint activities, to local community groups, and organisations that are planning an event during Youth Week 2020.
Council will deliver a Calendar of Activities highlighting events, programs and initiatives that are being held in the Shoalhaven Local Government Area during Youth Week 2020. To be eligible for inclusion in the calendar, activities must be free or low cost for young people to attend or participate in. The calendar will be available in print and on Council’s website.
This funding and promotion opportunities were opened till 5pm on Thursday 30th January 2020, Council received 12 applications (Attachment 1 copy of application).
An assessment panel (made up of Council staff) reviews the applications to make sure that they meet funding guidelines and the Youth Week ethos and intentions. The assessment panel have met in February 2020 and will inform the successful applicants. These where not formalised at the time of writing the report. A verbal update of final funding can be provided at the next meeting.
Community Engagement
Youth Week provides an exciting opportunity for Council to engage with young people and the wider community in a fun and innovative way.
Council’s coordination of the grants program and the development of a calendar of events and activities under Youth Week 2020 follows processes under Council’s Community Engagement Policy. All events will be advertised throughout the relevant communities using all available networking channels.
Council will publish and promote a Youth Week 2020 Calendar of Activities for the Shoalhaven Local Government Area.
Policy Implications
Council’s activities and program under NSW Youth Week 2020 achieves outcomes under the Youth Advisory Committee’s Terms of Reference and Action plan. The delivery of the Youth Week program also meets community expectations as detailed in Council’s Community Strategic Plan.
Financial Implications
Shoalhaven City Council has a budget for the delivery of Youth Week 2020. Council has a total of $9,600 for Youth Week, which includes a successful grant application from the NSW Government of $3,506, and a Council contribution of $6,104. These funds will primarily be used to support the events program, detailed above, and a remainder quarantined for the creation and promotion of the calendar.

Support the promotion of the Workshops via schools and organisations where individual members can have input. 3. Attend Workshops where possible as representatives of the Committee to promote the Youth Advisory Committee and its membership.

Implications: The Youth Advisory Committee is kept informed of current programs being undertaken and are provided opportunity to participate and promote the Workshops.

Background
Council’s Active Kids BMX Workshops are a collaboration between the Shoalhaven City Council and the NSW Governments Office of Sport. The location for these Workshops is in areas identified as having a low uptake in the NSW Governments Active Kids Vouchers. For this reason, the chosen locations for the Workshops are Sanctuary Point, Sussex Inlet and Nowra.
Each Workshop will have a maximum of 12 participants and there will be no workshops during school term 3 due to weather and light conditions.
Registration days for the workshops will be conducted for each workshop series at a nearby location with Wi-Fi and computer access. Parents or Carers will be supported by NSW Service Centre staff on site, to register for their child’s Active Kids Vouchers. The Active Kids registered BMX workshop facilitator will also be present.
The first registration day for the Sanctuary Point Workshop was held on 29 January 2020. At the time of writing this report, the Sanctuary Point Workshop was filling. A verbal update on this workshop will be provided to the Youth Advisory Committee.

Sanctuary Point
Workshops will be held on Tuesday afternoons at 4pm - 5pm from 11 February to 24 March 2020 at Sanctuary Point Skate Park
Sussex Inlet
Workshops will be held on Wednesday afternoons at 4pm - 5pm from 22 April to 10 June 2020 at Sussex Inlet Skate Park
Nowra
Workshops will be held on Wednesday afternoons at 4pm - 5pm from 14 October to 16 December 2020 at Nowra Skate Park
Community Engagement
Participation levels and community feedback from the Youth Week 2019 BMX Workshops indicated community interest and need for these activities. Furthermore, research and consultation held by the Office of Sport indicate that young people are showing an increased interest in passive recreation activities.
Attachment 1 displays the advertisement for the Sanctuary Point Workshops. This was circulated through targeted communities to promote participation in the Workshops. These workshops will be further advertised through our networks, contacts and on social media.
Financial Implications
The Active Kids BMX Workshops come to a total of $150 per person, however direct cost to the participant is reduced or eliminated due to the subsidies below. The funds of the Workshops are going directly to the Workshop Facilitator.
The Workshops will be subsidised by Shoalhaven City Council’s Community Development Budget. A $50 subsidy will apply to each registration, bringing the total Council contribution to a maximum of $1800 pending registration numbers.
The workshops will be free to participants who have a valid Active Kids voucher. If the participant does not have an active voucher, the cost of the Workshop will be $100.

Background
Attachment 1 shows an update on actions since the last meeting. There are currently no outstanding actions for this committee.
Often, during meetings of the YAC, members make recommendations. These can come via reports, or by requests brought up in general business. Council keeps a record of all these actions and tracks their progress and completion.
It is considered important that the members of the Youth Advisory Committee are kept informed about progress towards the completion of actions and projects relating to the Youth Committee.
This report provides a structured approach to facilitate this information exchange.
