 The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

That the Minutes of the Traffic Committee held on Tuesday 10 October 2017 be confirmed with the following amendment to TC17.80 Additional Item – Works at Naval College Road:

 

“Alan Trass raised the issue of speed zones and traffic hazards near Naval College Road. The speed zones go back and forth between 60-80 km/h.  Guard rails are needed at the next tight bend after Duck Creek & the last before Vincentia shops is needed as well.

There have been several vehicles leave the road northbound & hit trees on the Western side as the bend tightens up.  Railings are needed there & he would consider the same at Duck Creek”.

That that the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the installation of a channelised right turn treatment (CHR), auxilary left turn (AUL) in, basic auxilary left (BAL) out and the associated signage and line marking at the intersecton of The Wool Road and Walterhood Parade, Worrowing Heights, as part of the Coastal Waters development as detailed in the attached plan TRAF2017/82.

The Committee may recall previous discussions in relation to DA99/1774 for the development of a staged 365 residential unit retirement village and associated infrastructure.

Consistent with the development consent the applicant is required to upgrade the intersection of The Wool Road and Walterhood Parade, condition 6. of DS16/1154 requires the applicant to upgrade the intersection of The Wool Road and Walterhood Parade prior to further staging of the development.

6. Prior to the occupation of 100 residential units or more, the intersection with The Wool Road shall be upgraded to a fully channelised junction providing a “CHR”, “AUL” in and “BAL” out for a design speed of 80 km/h. The pavement shall be designed for a traffic loading of 1 x 106 E.S.A. and surfaced AC. The channelised intersection shall be provided with kerb and gutter and associated stormwater drainage. The kerb radii shall provide for a 14.5 metre bus turning circle. The intersection shall be fully linemarked. The intersection with the Wool Road, and the approaches, shall be illuminated as a regional road in accordance with Australian Standard AS1158

In accordance with the above condition, a regulatory signage and line marking plan has been submitted for the Committee's consideration.

TC17.83     Proposed Pedestrian Refuge - Prince Edward Avenue - Culburra Beach (PN 3440)

Recommendation

That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the installation of the proposed pedestrian refuge and associated signage and line marking on Prince Edward Avenue, Culburra Beach adjacent to the Curley’s Bay Reserve as detailed in the attached plan TRAF2017/83.

 

 

Details

Council has received ongoing concern regarding pedestrian safety when crossing Prince Edward Avenue adjacent to the Curley’s Bay recreational skate park, Culburra Beach.

Council is commencing road rehabilitiation works on Prince Edward Avenue. As part of the road rehabilitation there is an oppurtunity to provide improved pedestrian facilities at this location.

The proposed road works require the removal of the existing slow points located either side of the Penguins Head Road intersection.  In lieu of reinstating the slow points Council is proposing to install a pedestrian refuge adjacent to the Curley’s Bay recreational skate park, in addition to the existing pedestrian refuge located on Prince Edward Avenue between Penguins Head Road and Whistler Street.

It is noted that the proposed pedestrian refuge will provide improved pedestrian access whilst reducing vehicle speed in this location.

The detail of the existing and proposed facilities are included on the attached plan TRAF2017/83.

Consultation was carried out with affected residents and the Culburra Beach Progress Association.

Six submissions were received. Two support the proposal and four supporting the proposal with some concern regarding parking provisions. Notably the proposal will remove approximately 4 on-street parallel parking spaces.

Recommendation

That the General Manager (Director Assets and Works) be requested to arrange for the installation of an 85m (approx.) No Stopping zone including signage and yellow No Stopping edge line marking on the eastern side of Beach Street, from approximately 10m north of the White Sands Holiday Park access to the formal 90-degree angled parking on Beach Street, Huskisson, as detailed in the attached plan TRAF 2017/84.

 

 

Details

Council has been requested to review parking on the eastern side of Beach Street adjacent to the access to Huskisson White Sands Holiday Park.

Parking on the eastern side of Beach Street in this location impacts southbound traffic and access to White Sands Holiday Park and other properties further along Beach Street.

In view of addressing the request and to reinforce existing double barrier centre line marking restrictions, Council is proposing to install an 85m (approx.) No Stopping zone on the eastern side of Beach Street, from approximately 10m north of the White Sands Holiday Park access to the formal 90-degree angled parking on Beach Street.

It is proposed to install yellow No Stopping line marking along the length of the new zone with end signs to reinforce the new No Stopping zone.

The detail of the proposal is included on the attached plan TRAF2017/84. 

The impact of the proposal will mean that motorists will be unable to park in this location.

Consultation was undertaken with affected residents, Huskisson Woollamia Community Voice & Huskisson White Sands Holiday Park. 

Four submissions were received. Three submissions support the proposal whilst one did not. The Huskisson Woollamia Community Voice support the proposal.

That the General Manager (Assets & Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed raised pedestrian crossing and associated signage and line marking on Brereton Street, Nowra as detailed in the attached plan TRAF2017/85(a & b) subject to the installation of zigzag advance pavement markings on the approaches.

 

 

Details

As part of a number of pedestrian improvements around schools in the Shoalhaven, Council is proposing to construct a raised pedestrian crossing in Brereton St, south of Moss St, Nowra (at the location of the existing kerb extensions).

A signage and line marking plan for the installation of the raised pedestrian crossing has been submitted for the Committees consideration.

Consultation was carried out with Nowra High School, Nowra High School P&C and local bus companies and directly affected residents.

One submission was received in support of the proposal. No Objections were received.

Recommendation

That the General Manager (Director Assets and Works) be requested to arrange for the installation of a 30m (approx.) No Stopping zone on the northern and southern sides of the bend adjacent to properties #5, #7, #12 & #14 Ritchie Street, Bomaderry as detailed in the attached plan TRAF2017/86.

 

 

Details

Council has received ongoing concern regarding vehicles parking on the bend adjacent to properties #5, #7, #12 & #14 Ritchie Street, Bomaderry. Vehicles parked in this location restrict traffic to a single lane and impact sight distance through the curve and when entering and exiting from adjacent properties.

In order to address the ongoing concern, Council is proposing to install a 30m (approx.) No Stopping zone around the bend on both sides of the road.

The impact of the proposal will prevent motorists from parking in this location.

Council consulted with the adjacent property owners & residents and the Pride of Bomaderry.

One submission in support of the proposal was received. No objections were received.

That that the General Manager (Director Assets and Works) be requested to arrange for the extension of the No Stopping zone 20m (approx.) south to the southern side of the Clelland Lodge driveway access, as detailed in the attached plan TRAF 2017/87.

 

 

Details

Council has been made aware of potential conflicts between parked cars and emergency access to the fire hydrant at the front of Clelland Lodge.

In order to address the potential conflict in an emergency, Council is proposing to extend the existing eastern No Stopping zone 20m (approx.) south to the southern side of the Clelland lodge driveway access.

The impact of the proposal will prevent motorists from parking in this location, with the benefit of increasing sight distance from the access.

Consultation was carried out with the affected property owner. No submissions were received.

Recommendation

That Council rescind the previous motion (MIN 16.194) and that the General Manager (Director Assets and Works) be requested to arrange for the installation of following as detailed in the attached plan TRAF2017/88:

1.    100m (approx.) of double barrier centre line marking

2.    ‘No Through Road’ signage at the intersection of Elizabeth Drive and Sutton Street.

 

 

Details

Due to the growing popularity of Greenfields Beach located at the southern end of Sutton Street, Vincentia, and the subsequent overflow of parking from the car park there are increasing concerns with traffic congestion and pedestrian safety within Sutton Street, Vincentia

Council in a previous motion (MIN16.194) had adopted to install a No Stopping zone on the eastern side of Sutton Street for its length. However, due to strong community objection these parking restrictions were not installed.

Council recently consulted for the consideration of an alternative traffic management scheme within Sutton Street:

- Installation of centre and edge line marking

- Installation of parallel parking restrictions on both sides of the road

- Removal of guide posts from within Sutton Street.

- Council rescind the previous motion (MIN 16.194)

- Council write to the member for South Coast Shelley Hancock MP advising of concerns relating to overflow parking affecting safety in surrounding streets and request the NSW Government consider expanding parking capacity in the Greenfields Beach Carpark.

Consultation was carried out with affected property owners and the Vincentia Residents & Ratepayers Association (VRRA).

9 submissions where received in total, 5 submissions did not support the proposal strongly objecting to increasing parking, one submission fully supported the proposal, 3 submissions where neither for nor against the proposal.

Noting the communities concerns regarding the above proposal, it is proposed to:

a)         Install 100m (approx.) of double barrier centre line marking

b)         Install new ‘No Through Road’ signage at the intersection of Elizabeth Drive and Sutton Street.

c)         Rescind the previous motion (MIN 16.194).

Council’s Traffic Unit will continue to monitor Sutton Street for future improvements following these short term changes.

Details

Council has been requested by the Milton Rural Fire Service to restrict parking adjacent to the fire hydrant and hose drying rack located in the reserve at the intersection of Croobyar Road and Woodstock Road. Concern with vehicles parking in this location preventing access to the hydrant and drying rack were raised.

In order to address the concern, Council is proposing to install a 10m (approx.) No Stopping zone ‘Emergency Vehicles Excepted’ adjacent to the hydrant and drying rack in the reserve.

Consultation was carried out with the Milton RFS and the Milton CCB.

That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the Aldi carpark regulatory signage plan to time restrict parking to 2 hour (2P) between the times of 8am and 4pm Monday to Friday and between the times of 8am to 4pm Saturday to Sunday, Boree Street, Ulladulla as detailed in the attached plan TRAF 2017/90.

 

 

Details

Council has been requested by the owners of Aldi, Boree Street, Ulladulla to patrol and enforce restrictions within their off-street carpark.

As part of the Car Park Service Agreement a signage and line marking plan has been submitted for the Committee’s consideration.

This agreement will allow Council’s Ranger Services to enforce 2 hour (2P) parking restriction within the car parking area between the times of 8am and 4pm Monday to Friday, and between the times of 8am to 4pm Saturday to Sunday.

A maximum of 10 Aldi staff may work in store at any one time so 10 spaces will be uncontrolled ‘staff’ parking.

Recommendation

That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objections of a technical nature to the temporary loss of 22 parking spaces in the off-street public car park of South Street during the 12 month construction phase as required by DA06/2236 and CC17/2407 at #26 - #32 Wason Street, Ulladulla as detailed in the attached plan TRAF 2017/93, subject to broader public consultation, the payment of associated fees and Section 138 approval.

Council Development Application (DA06/2236) at Nos. 26-32 Wason Street Ulladulla is for a Mixed Use development comprising 3 retail spaces, 1 restaurant, 34 residential apartments and basement parking for 87 cars.

As the development requires the site to be fully excavated the contractor undertaking the development works wishes to utilise 22 of the off-street public parking spaces in the South St car parking area for the duration of the works (expected to be for a 12 month period).

As such, the request has been submitted for the traffic committee’s consideration as part of the application process.

TC17.94     Yellow Line Marking - No Stopping Zones - Shoalhaven City Roads (PN 3455)

Recommendation

That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objections in principle in the application of yellow No Stopping edge line marking on Shoalhaven city roads, subject to a merit (case by case) review by the Shoalhaven Traffic Committee and subsequent recommendation to Council.

 

 

Details

Historically, yellow edge line marking was provided in the NSW road rules to augment and reinforce no stopping restrictions. As signage was required as well, it was an economic decision to not install yellow edge line marking within No Stopping zones.

Under the current Rule 169 and provisions in Division 2 of the NSW Road Rules, a driver must not stop at the side of a road marked with a continuous yellow edge line. Provisions in Division 2 of the Road Rules make it clear that signage is no longer required in conjunction with yellow No Stopping edge line markings.

As such, consideration can now be given to the use of yellow No Stopping edge line marking in future applications of No Stopping zones.

It should be noted that not all locations are appropriate for line marking, and signage may still be preferred or required in conjunction with yellow No Stopping edge line marking.
