The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993. The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50). A condition of this delegation is that Council must take into account the Traffic Committee recommendations.
There are four formal members of the Traffic Committee, each of whom has a single vote only. The members are representatives from:
If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination. The appeal must be lodged in writing within 14 days of the date of notification in writing. Any action relative to any issue under appeal must cease until the matter is determined. The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.
Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

Recommendation That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed regulatory signage and line marking for the proposed intersection treatment and bus bay on Millbank Road for the residential subdivision at 300B and 310 Millbank Road, Worrigee, subject to: 1. the provision of guide posts in accordance with standards at both ends of the works in Millbank Road (where the proposed works transitions back to the existing road formation) and also along Millbank Road (eastern side) along the full extent of the proposed works; and 2. extending the proposed C1 line marking (replacing the proposed E1) on the northbound approach to the proposed intersection. |

That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the following modifications to the proposed interim parking arrangements installed as part of the parking management during construction of the off-street car park associated with the Shoalhaven District Memorial Hospital, Scenic Drive, Nowra, as shown on the attached plans: · Removing 2 proposed on-street disabled parking spaces west of the proposed construction access · Removing 3 existing on-street parallel parking spaces east of the proposed construction access

Details
The Committee may recall the Shoalhaven Traffic Committee Meeting from June 2018, where the additional item TC18.71 relating to the proposed multistorey car park was presented.
TC18.71 Additional item - Parking Restrictions – Time restricted 2 hour (2P) - Shoalhaven District Memorial Hospital - Scenic Drive, Nowra (PN 2540)
NSW Health Infrastructure (HI) have proposing to construct additional parking facilities at the Shoalhaven District Memorial Hospital (SDMH) (Lot 1 DP 1043088, Lot 373 DP755952, Lot 1032 DP 1208730). The proposed activity will comprise of additional at grade parking and the construction of a multideck car park to a maximum of three storeys with five split levels. Due to the impacts of these construction works on the existing car park site, the NSW HI have proposed to time restrict the remaining 46 all-day 90-degree angled parking along Scenic Drive to time restricted 2-hour (2P) parking between the times of 8:30am and 6:30PM and restrict front to kerb and vehicles under 6m only. In addition, is also proposed convert three of the all-day parking spaces to two dedicated parking spaces for people with disabilities with associated kerb work and to improve delineation it is also proposed to extend the existing centre and edge line marking for the length of Scenic Drive between its intersections with North Street and Shoalhaven Street. A signage and line marking plan has been submitted for the committee’s consideration.
It was recommended:
That the General Manager (Director Assets & Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed regulatory signage and line marking proposed to be installed as part of the parking management during construction of the off-street car park associated with the Shoalhaven District Memorial Hospital, Scenic Drive, Nowra as detailed in the attached plan TRAF2018/40.
Shoalhaven Council’s Traffic Unit were contacted by the project coordinator of proposed development and has been presented with amended plans.
These amendments are the result of the construction footprint of the multistorey carpark being smaller than originally estimated allowing for retention of sixty-five (65) parking spaces in the existing off-street car park as shown on the attached plans.
The proposed modifications to the plans are to remove the previously recommended on-street disabled parking (2 spaces) as disabled parking is being provided off-street (4 spaces) as part of the retained spaces. Due to sight distance constraints, three (3) on-street parallel spaces have also been requested to be removed.
Further, since the initial referral, the NSW Health Infrastructure has also recently constructed thirty-four (34) parking spaces, including two (2) disabled spaces, at the corner of North Street and Scenic Drive adjacent to the Cancer Care Clinic, further mitigating the parking impacts of the proposed.

TC19.7 Proposed BB line marking and signage upgrades - Upper Kangaroo River Road, Upper Kangaroo River (PN 3532)

That the General Manager (Director Assets and Works) requested to arrange for the installation of approximately 365m of BB centreline marking and associated curve warning signage on Upper Kangaroo River Road approximately 100m from Moss Vale Road, as detailed in the attached plan.

Details
Council has received concerns from the residents on Upper Kangaroo River Road, Upper Kangaroo River regarding safety issues at the bridge crossing the Barrengarry Creek.
Council’s Traffic Unit inspected the location and noted that due to the existing 80km/h speed zone and the geometry of the road, motorists are generally moving to the centre of Upper Kangaroo River Road, which creates a safety issue for motorists travelling in the opposite direction.
To address the request, Council’s Traffic Unit are considering double barrier centreline marking and the installation of advisory curve warning signage as shown in the attached plan
The proposal will result in the improved delineation of the travel lanes of this section of Upper Kangaroo River Road.
