Purpose

a)    To contribute to and develop strategy and policy both for the Shoalhaven City Council as well as in alignment with the Region.

b)    To develop and implement policy, planning and vision for the broad arts within existing resources and use a co-opted panel of peers for professional advice. They include:

·         Visual Arts

·         Heritage and Museum Sector

·         Literature

·         Performing Arts

c)    Advocate and maintain specific arts related portfolios.

d)    Advocate and promote Board recommendations.

 

Delegated Authority

·         Act within adopted budgets aligning with Council’s strategic plans and document, and make recommendations on the arts to Council

·         Appoint suitable representatives to fill casual vacancies on a set term basis

·         Inform and recommend policy for arts related funding programs, and where required by Council, vote on related matters

·         Establish a peer panel of professionals, experts and practitioners across art forms, heritage and cultural platforms to be co-opted as needed for input and advice to the Shoalhaven Arts Board

·         Establish a Shoalhaven Arts Foundation:

o   To support the development and enrichment of broad arts across the Shoalhaven including visual, heritage, literature & performing arts

o   To ensure that the Foundation in its governance, membership and charter are independent/ and at arms-length from Council yet works in concert with the Shoalhaven Arts Board, Council and the community needs

o   To fundraise and develop a sustainable principal investment to generate ongoing grant funds

 

Relevant staff will work collaboratively with the Shoalhaven Arts Board to:

·         Develop and implement activities to achieve objectives in line with the Shoalhaven Arts Board recommendations, the Council’s policies and corporate plan

AB18.13     Ulladulla - One Track for All - Maintenance of Carved Timber Plaques and Sculptures

Robyn Russell, resident and bush care volunteer, gave a presentation to the Board.

 

Bronwyn Coulston advised that there is no public art register. Although Council has the software to create a public art register, it hasn’t had the resources to pool all information about public art into a single register.

Bronwyn note that there is recognition within the public art policy that a number of artworks are temporary/“ephemeral” would require greater investment than initial cost and allowed to naturally weather or degrade and be removed at the end of its life. It is acknowledged by leaders in public art field that some works that break down be regarded as temporary and allowed to break down.

Clr Gartner noted the uniqueness and contribution to culture of the works. Clr Gartner advised that the Shoalhaven is represented in the national Welcome to Country guide by Booderee National Park and the Bomaderry Children’s Home. Clr Gartner suggested funds from the Public Reserve Management Fund (PRMF) to restore art and the cultural tourism opportunity.

Bronwyn Coulston suggested that the Board consider the artists’ installation recommendations and material used when thinkng about future public art proposals.

Kerry Thompson advised that preservation of public art has been considered by Council and one option is to laser cut the artworks and re-create with metal for preservation. Kerry noted that 20 artworks have had to be removed.

 

RECOMMENDATION (Clr Gartner / Alison Chiam)

That Council:

1.    Establish a public art register including a preservation policy.

2.    Undertake a condition assessment of the One Track for All artwork and advise of cost of repairs.

3.    Apply for funds from the Public Reserve Management Fund (PRMF) for restoration of the One Track for All artwork and investigate alternative medium to potentially replace damaged items.

AB18.14     Anna Thompson - Arts Grant recipient 2017/18

Anna Thompson, Arts Grant recipient 2017/18, gave a presentation to the Board.

Anna showed parts of her 15 minute film about Anna Glynn and thanked the Board for the funding. The film is accompanying the national tour of Anna’s works, entitled “Promiscuous Provenance”.

Anna noted that Anna Glynn was very easy to work with, very hardworking and a great subject for the theme of place as she identifies strongly with the Shoalhaven area.

 

 

AB18.15     Syd Green - Arts Grant recipient 2017/18

HPERM Ref: D18/188288

Syd Green, Arts Grant recipient 2017/18, gave a presentation to the Board.

Syd spoke about the album he has created, Bird and Tree Men: the Flight Begins, in collaboration with acclaimed musicians Stu Hunter, Jonathon Zwartz and Matt Tonks.

Syd noted that the album was recorded in the Shoalhaven Arts Centre and at Bundanon Homestead on a Steinway piano. He also noted that the album was mostly improvised in response to the environment.

The title of the work “Bird and Tree Men” comes from a small essay about the names the local indigenous people gave to the new arrivals via the coast and the escarpment.

Syd played a song off the album “Illaroo (Boyd’s loop)”.

The CD will soon be finished and will be made available through live performances, iTunes, Shoalhaven Regional Gallery shop and possibly through the Shoalhaven Entertainment Centre shop.

Bronwyn Coulston requested a copy of the clips to promote via Council’s Facebook page and Council’s YouTube.

Syd agreed and advised that there is an additional clip available. Syd invited members of the Board to the show on Friday 20 July 6pm.

Reports

 

 

AB18.16     Buskers Festival Investigation - reallocating Arts Awards Funding

Robert Crow noted that the River Festival is now a one day programme on Saturday only.

Bronwyn Coulston advised that the Arts Awards haven’t run for the last few years and that funds have been accumulating and need to be redirected. 

Alternatives to a buskers festival were discussed by the Board, including extending the grants program/redirecting to the Writers Festival to be held in August. A suggestion was raised to collaborate with the Nowra CBD to fund a buskers festival.

 

Recommendation

1.    That the Shoalhaven Arts Board allocates $7,500 from the Arts Board Awards budget to be donated to support a busking programme and competition, to be presented as part of the 2018 Shoalhaven River Festival.

2.    The funds are to be utilised by The River Festival Committee to engage the support of a professional company to assist with the engagement and management of the busking acts.

3.    Should the donation not be finalised by June 30, 2018, these funds should be revoted by Shoalhaven City Council.

4.    The Shoalhaven Arts Board receive prominent recognition of its support and be promoted as a major supporter of The River Festival by the Committee.

5.    The Shoalhaven River Festival Committee be made aware that this financial support would not be available on an annual or ongoing basis.

That:

1.    The Shoalhaven Arts Board defer consideration of the item.

2.    Council apply $2,500 from the Arts Board Awards budget for 2017/2018 to the Shoalhaven Writer’s Festival.

3.    The balance of funds ($5,000) from the Arts Board Awards budget for 2017/2018 be subject to consideration of audience development projects.

AB18.17     NSW Public Libraries Association - Elected Representative - Request for Nominations

1.    Accept the offer from Gary Shead of 18 works through the Cultural Gifts program and undertake the necessary steps to finalise this gift. 

2.    Accept the offer from Tom Carment for the work ‘Postcards of Currarong’ as part of the Cultural Gifts program and undertake the necessary steps to finalise this gift.

3.    Accept the donation by Max Dingle of the photographic portrait by Gary Grealy

4.    Decline the offer to purchase works from the Bob Baker collection

5.    Revisit the offer to purchase works by Andrew Antoniou when he has his solo exhibition at Shoalhaven Regional Gallery in 2021

6.    Decline the suggestion of purchasing the work ‘Samuel Elyard’ by Randall Sinnamon at this time, but continue to consider works by Randall Sinnamon for future acquisitions

AB18.19     Shoalhaven Arts Board Grants 2018/19

Karen Akehurst requested clarification in the guidelines about whether the $5,000 grants are for collaborative work or available for individual artists. Karen expressed concerns that the wording of the Guidelines might dissuade potential applicants. Karen suggested rewording the guidelines to clarify “applicants are encouraged to consider ‘Council’s Developing Public Art – Themes and Sense of Place Strategy’.

Alison Chiam noted that the two artists that presented to this meeting were collaborations, and the intention is to support collaborative work.

Bronwyn Coulston advised that “Sense of Place” is still the theme and the end result is a work for public consumption.

It was noted that Council offers workshops for artists and organisations applying for a grant and invites enquiries.

It was suggested to specify in the guidelines that all art forms will be considered, including performance art, and that successsful recipients’ works will be required to be displayed in the public doman.

Clr Wells suggested the following wording: “Successful recipients’ work will be required to be exhibited publicly in the Shoalhaven”.

It was also suggested to include examples of the genres of previous successful recipients, for example: filmmaking and music.

AB18.20     Shoalhaven Arts Board Action Plan 2018/19

That following a workshop held on the 21st June, the Shoalhaven Arts Board members will undertake the following actions over the next twelve (12) months with outcomes to be reported on through the Chairman’s annual report.

RESOLVED (Clr Wells / Clr Gartner)

That following a workshop held on the 21st June, the Shoalhaven Arts Board (SAB) members will undertake the following actions over the next twelve (12) months with outcomes to be reported on through the Chairman’s annual report.

1.    Under Strategy 1.1. of the Arts Board Strategic Plan the Shoalhaven Arts Board will

a.    Write to the GM asking consideration be given to including Art as an element in all activities of Council.

b.    Consider making submissions on all appropriate public documentation released by Council, calling for art considerations in planning, development and community activities.

c.    Work with other advisory gorups and council boards to make regular presentations on arts activities and opportunities across the Shoalhaven.

2.    Under strategy 2.1, SAB will

a.    Seek to have a nominee from SAB included in the CBD Revitalisation committee.

b.    Continue to allocate funding through the Arts Grants program.

c.    Continue to invite a member from STAG to sit on the SAB and further consultation and collaboration between groups.

3.    Under strategy 3.1, SAB will

a.    Look for opportunities to fund specific audience development opportunities within the arts.

4.    Under strategy 4.1 the Acquisitions Committee will continue to pursue acquisitions of note.

5.    Under strategy 4.5 SAB will

a.    Utilise exisiting events, where SAB sponsor / support or provide a donation to a community group, to cross promote other arts activities within the Shoalhaven.

b.    Request that the Shoalhaven Readers and Writers Festival include within their program information on Arts and Cultural Activities occuring across the Shoalhaven.

6.    Under strategy 4.4, SAB will continue to support exisiting programs such as the TAFE awards, Shoalhaven Eistedfodd etc.

7.    Under strategy 5.1, SAB will support and resources the established working party to progress development of the arts foundation and advocate to Council when the strategy and costings are prepared.

AB18.21     Shoalhaven City Art Collection Valuation Highlights

Bronwyn Coulston spoke to the Report and advised that every three years the collection is valued. Jane Raffan’s valuation has increased Council’s knowledge and understanding of the collection.

That the following Shoalhaven Arts Board Grants be awarded, as recommended by the Working Group:

1.    Developing the Arts - Sense of Place $5,000

Options

1.    Adopt the recommendations of the Shoalhaven Arts Board Working Group for the allocation of Shoalhaven Arts Board grant funding for 2018/19.

Implications: The Shoalhaven Arts Board Grant Funding is dispersed in a timely way to successful applicants enabling projects to commence.

2.    Reject the recommendation of the Shoalhaven Arts Board Working Group and allocate the funding another way.

Implications: The grant funding may be allocated to projects that do not meet the funding criteria.

3.    Reject the recommendation of the Shoalhaven Arts Board Working Group and not allocate any grant funding at this time. 

Implications: Community expectations about the dispersal of Arts Board Grant funding will not be met and the budget will not be dispersed in a timely manner. 

Background

Shoalhaven Arts Board Grants 2018/19 closed on 31st August 2018. At the time of preparing this report the Arts Board Grants Assessment Working Group had not met to review the submissions, a meeting was scheduled for the week prior to the Shoalhaven Arts Board meeting.  The Working Group will provide a verbal report at the Arts Board meeting on 27 September 2018. 

The Working Group will advise the Board on the submissions and their compliance with the grant funding criteria.  This will enable the Arts Board members to discuss and consider the applications and make recommendations at the meeting on the successful Shoalhaven Arts Board grants recipients. 

The Shoalhaven City Council’s Arts Board Grants program provides an equitable process of access to financial support to individuals, local non-profit and non-government organisations for artistic activities.

Projects will be considered which can demonstrate their capacity to contribute to the City’s creative aspirations;

·    To be a region of diverse accessible spaces to express, explore and celebrate;

·    To be recognised as an Arts & Cultural Heritage destination;

·    To be a hub where arts practitioners and organisations actively engage across the Arts & Cultural Heritage sector;

·    To strive to be a Leader in Arts business partnerships.

The 2018/19 grants programs offer three (3) grants in total:

·    Two (2) grants of up to $5000 each are available for projects that ‘Build a sense of place for the Shoalhaven through artistic and creative collaborations’, which are required to:

Identify the collaborations which will be formed as part of the project.

Include group names, extent of the current relationship and the short and long-term benefits anticipated for the various partners (applicants are encouraged to involve both Shoalhaven and non- Shoalhaven based partners).

Identify how the project reaches audiences and stakeholders outside the Shoalhaven region and contributes to the Shoalhaven being recognised as an arts destination.

·    One (1) grant of up to $10,000 is available for a Public Art project – ‘Sense of Place.’  Applicants are required to:

Describe the artwork for public art and identify any collaboration that lead towards the creation of the artwork.

All Applicants were encouraged to consider and demonstrate how their project aligns with:

·    Council’s Developing Public Art – Themes and Sense of Place Strategy

In 2018, the application form was updated and enhanced, aligning it more closely to the application process for grants from State Government and devolved funding organisations, encouraging professional development in the region by encouraging applicants to apply more rigour to their application and develop skills that are transferable across funding streams.  As a result of this change, the Manager – Arts and Culture has provided a significant amount of support to individuals and organisations as they work through the funding application. 

Community Engagement

The Shoalhaven Arts Board Grants provide funding for a range of individual artists and art organisations working within the Shoalhaven, ensuring that the community benefit from increased access to and participation in the arts and that the arts are of a high standard. 

The following engagement channels were used to inform the community about the Shoalhaven Arts Board Grants 2018/19:

Financial Implications

AB18.24     Shoalhaven Arts Board Art Acquisition Subcommittee Report

Purpose / Summary

To advise the Shoalhaven Arts Board members of the recommendations of the Shoalhaven Arts Board Art Acquisition Sub-Committee regarding additions to the Shoalhaven City Council Art Collections through donations, cultural gifts and purchases in accordance with Policy (POL18/23) Shoalhaven City Council Art Collection – Acquisition and Management. 

Recommendation (Item to be determined under delegated authority)

That Shoalhaven Arts Board

1.    Decline the offer to purchase ‘Eurotipodes’ chiffon panorama by Anna Glynn and instead request the Art Acquisition subcommittee to consider a smaller work from the exhibition and make a recommendation at a future meeting.

2.    Decline the offer of a donation of several Elyard works by Pamela Reeves on the basis of the poor condition of the works and the similarity of them to existing works in the collection.

 

 

Options

1.    Accept the recommendation as printed.

Implications: The Shoalhaven City Art Collection will continue to grow in line with the Policy and develop the key collecting areas; increasing the value of the collection both for the community access to a range of visual arts and as a regional gallery collection of significance, while ensuring that the allocated budget for conservation and preservation of works is not placed under undue stress. 

2.    Adopt an alternate resolution.

Implications: The Shoalhaven City Art Collection may not grow and develop in line with the policy, and conservation requirements of the collection many impact the future acquisition budget.   

 

Background

Purchase of Eurotipodes by Anna Glynn

Background: Following her exhibition Promiscuous Provenance, commissioned by Shoalhaven Regional Gallery, Anna Glynn has offered the chiffon panorama to the Shoalhaven City Art Collection for $12,000.  This panorama was digitally printed and sewn with hanging tabs to assist with display.  It is 9m long and 140cm deep. 

The proposed acquisition meets the criteria of the Shoalhaven City Council Art Collection – Acquisition and Management Policy (POL18/23) under section 3.1.6 under the following considerations:

·    Local significance

·    Significance of artist.

The Shoalhaven Arts Board acquisition subcommittee felt that while this work had merit, the impact on the acquisitions budget would be significant and not a wise investment at this time.  It was suggested that consideration be given to the purchase of one of the framed worked from the exhibition instead, but which particular work was not suggested and needs to be investigated further.  The acquisition subcommittee will provide a recommendation to the Arts Board at a future meeting.

 

Donation of Elyard works by Pamela Reeves. 

Background: Pamela Reeves has approached the Shoalhaven Arts Board with a number of Elyard works from her late mother’s estate as she is looking for a public collecting institution on the South Coast to acquire them.  The works are in an unknown condition, however the images viewed by the Manager – Arts and Culture and the subcommittee suggests that many of them are in poor state with visible foxing / mould and damage to the paper. 

The proposed donation meets the criteria of the Shoalhaven City Council Art Collection under section 3.1.6 under the following considerations:

·    Significance of artist

·    Cost and/or value for money

·    Advantageous opportunities

Given the direction of a previous Arts Board meeting where it was noted that future acquisitions of works by Elyard should be considered carefully and made to enhance the existing collection, advice from Max Dingle, curator and local Elyard expert was sought.  From this advice, the arts acquisition subcommittee recommends that we do not seek to acquire any of the works on offer. 

 

Community Engagement

Shoalhaven Regional Gallery provides a broad range of local and nationally significant exhibitions to showcase a cross section of artworks and media.  It is important that the City Art Collection supports this, reflects the range of artists and art work produced within the Shoalhaven, and provides an aspirational element to inspire artists and community members. 

 

Policy Implications

As per the notes in the Background, all offers to acquire works have been assessed against the Shoalhaven City Art Collection – Acquisition and Management Policy (POL18/23) and the subclause 3.1.6. 

 

Financial Implications

Shoalhaven City Council provides an annual allocation of funds for the purchase and acquisition of new works for the City Art Collection.  At the end of each financial year the unspent monies are rolled into an Arts Reserve to assist with the purchase of larger works and to ensure the ability to act on advantageous opportunities. At present the arts reserve contains $31,000.  

The recommendations of this report will have no implications on the Arts Reserve or the allocated acquisitions budget for the 2018/19 Financial Year.

Background

The Shoalhaven has many people who achieve great success and make a significant personal contribution to better the region and improve the lives of others.  Shoalhaven City Council recognises these individuals to be of great importance. One of the ways in which we do this is via our “Australia Day Awards” each year.

The Australia Day Awards seek to recognise outstanding contributions to the local community during 2018 based on the following categories:

·    Citizen – 25 Years and Over

·    Young Citizen – 24 Years and Younger

·    Sports Person – 19 Years and Over

·    Junior Sports person – 18 Years and Younger

·    Outstanding Contribution to the Environment

·    Outstanding Contribution to an Inclusive Shoalhaven - This category is for nominees who have made an outstanding contribution to making the Shoalhaven a more inclusive community for people of all abilities, ages and/or cultures.

·    Outstanding Emerging Artist - This category is open to artists of any age, practising any art form including writer, visual/ digital artist, performer etc

·    Outstanding Contribution to Arts & Culture - This category is open to both artists and non-artists contributing to the arts in any capacity

Nomination forms will be made available online in August and can be found via this link www.shoalhaven.nsw.gov.au and at the following Council buildings:

The Nomination form is attached to the report and nominations are open until Friday 30 November 2018.

The awards will be an exciting event in recognising the achievements of our local community heroes.

We encourage all members of the Shoalhaven Arts Board to make nominations for the awards and share the information and nomination forms within the Community.

 

Community Engagement

Council staff will liaise with Council committees and advisory groups, CCBs, sporting associations, not for profit organisations, service providers and community groups by either working directly with the committees to spread the message and information, visiting their meetings and sending out constant communications. Other engagement and communications platforms including community stands, noticeboards, advertising, media, videos, social media, speaking engagements, posters in Council Buildings and interviews will be utilised.
