 The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

TC18.55     Additional item - Moss Street Nowra - speed hump - Nowra High School

Alan Trass raised the issue of the location of the new speed hump on Moss Street, Nowra, in front of Nowra High School. Tom Dimec noted that the Traffic Unit would investigate and report back to the Committee.

 

 


 

 

 

TC18.58     Additional item - Corner of Anson Street and Wool Lane, Sanctuary Point

Clr Gash raised the issue of motorists driving over the garden of a resident when cutting the corner. Tom Dimec noted that the Traffic Unit would investigate and report back to the Committee.

 

 

TC18.59     Additional item - Black Spot Funding

Amy Thomson noted that applications are now open for Black Spot Funding and encouraged Council to apply.

That the General Manager (Director Assets & Works) be requested to arrange for the installation of six (6) motorcycle  parking spaces, time restricted to 2 hour (2P) between 8:30 am to 6:30 pm on Owen Street, Huskisson as detailed in the attached plan TRAF2018/36.

 

 

Details

Council has been requested to improve the supply of motorcycle parking in the Huskisson CBD, along Owen Street, Huskisson.

 

Council’s Traffic Unit staff have identified three locations where the provision of parking would be suitable, without the need to reduce car parking supply.

 

The proposal will result in the conversion of No Stopping zone locations to signed and line marking motorcycle parking, providing six (approximately) additional motorbike parking spaces on Owen Street, time restricted to 2 hour (2P) between 8:30 am to 6:30 pm. The areas nominated are currently unused areas between 45 degree angled parking spaces and landscaped kerb extensions.

 

Consultation was undertaken with the Huskisson Woollamia Community Voice and Huskisson Chamber of Commerce. One submission was received in support of the proposal.

Details

Council has been requested by the Huskisson Woollamia Community Voice to designate bus parking on Bowen Street Huskisson and provide guide signage to the bus parking from the Huskisson CBD.

 

Council’s Traffic Unit have reviewed the request and are proposing to install a 50m (approx.) No Parking zone ‘buses excepted’ on the northern side of Bowen Street between Currambene Street and the Huskisson Anglican Church driveway access.

 

It is also proposed to install parking guide signs to direct buses to the location.

 

Consultation was undertaken with the Huskisson Woollamia Community Voice and Huskisson Chamber of Commerce. One submission was received in support of the proposal from the Huskisson Woollamia Community Voice, the submission requested additional guide signs to direct buses to the bus zone, which will be considered following the implementation of the proposed signs.

Details

Council’s traffic unit staff have received concern regarding motorist non-compliance in the Council managed off-street car park adjacent to the Huskisson Hotel.

 

It is proposed to install a 10m (approx.) no parking zone on the southern side of the car park to maintain the aisle, whilst allowing the drop-off and pick-up of passengers at the location.

 

Consultation was undertaken with the Huskisson Woollamia Community Voice and Huskisson Chamber of Commerce. One submission was received from the Huskisson Woollamia Community Voice in support of the proposal.

Details

Council has received concerns regarding safety during school drop off and pick up related to parking on the eastern and western sides of Sydney Street, Huskisson adjacent to Huskisson Public School.

 

It is proposed to install edge (E1) line marking between Watt Street and Admiralty Crescent on both sides of the road to delineate parking from the travel lanes. This will delineate 2.4m parking lanes from 3.2m wide travel lanes in this location.

 

It is also proposed to install yellow edge (C3) line marking to reinforce the parking restrictions related to parking within 3m of a double barrier (BB) centre line and within 10m of an intersection.

 

Consultation was undertaken with the Huskisson Woollamia Community Voice and Huskisson Chamber of Commerce. One submission was received in support of the proposal. Additionally verbal support from the Huskisson Public School Principal was received by staff on-site.

Details

Council has been requested to review parking and delineation along Parson Street, Ulladulla.

 

Due to the ongoing commercial development in the area the road has seen increasing growth in traffic and heavy vehicles. As the road currently has no line marking, concern has been raised regarding safe passing of two way traffic and parked vehicles.

 

It is proposed to install of double barrier (BB) centre line marking and edge (E1) line marking for the length of Parson Street (approximately 190m) between the Princes Highway and St Vincent Street, Ulladulla. The line marking will delineate 2.4m parking lanes from 3.1m wide travel lanes.

Council’s Central Construction team are proposing to install double barrier (BB) centre line marking in conjunction with a kerb realignment project at the intersection of Tahnee Street and Nadine Street, Sanctuary Point.

 

It is proposed to install approximately 30m of double barrier (BB) centre line marking with a 10m break across the intersection, and to install give way controls at the intersection.

 

A plan has been submitted for the committees consideration TRAF2018/45.

Recommendation

That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed CHR(S)/BAL treatment and associated signage and line marking imrpovements at the intersection of Sussex Inlet Road and Mokau Road, Sussex Inlet as part of the Verons Estate road works as detailed in the attached plan TRAF 2018/47.

 

Details

The roads within Veron Estate are to be upgraded to mitigate bushfire risk and enable the Estate to be safely developed consistent with the recent rezoning outcome.

 

Council will be undertaking works to upgrade the intersection of Sussex Inlet Road and Mokau Road, Sussex Inlet as part of the Verons Estate special rates variation.

 

The intersection works will result in the consutruction of a short channelised right (CHR (S)) turn treatment and basic auxillary left (BAL) turn treatment at the intersection.

 

A signage and line marking plan has been submitted for the committees consideration.
