Purpose / Summary

The purpose of this report is to provide the Business and Employment Development Committee with information about the upcoming 2018 Professional Snapshot being conducted by the Economic Development Office and its partners, the Shoalhaven Professional Business Association and the Career Advisors at local High Schools.

Recommendation (Item to be determined under delegated authority)

That the report on the 2018 Professional Snapshot being conducted by the Economic Development Office and its partners, the Shoalhaven Professional Business Association and the Career Advisors at local High Schools, be received for information.

2.    An alternative recommendation be proposed.

Background

The Professional Snapshot is a collaboration between the spba (Shoalhaven Professional Business Association) and Shoalhaven City Council, with support from the UoW Shoalhaven and local businesses.  Run annually, this will be the 9th Snapshot to take place in the Shoalhaven.  This innovative and unique program aims to expose local high school students in Year 10/11 to a variety of career paths and to demonstrate what these professionals undertake on a day to day basis thereby encouraging students to persue a professional career, and one hopefully in the Shoalhaven. This year in the order of 80 students will participate with groups being lead by the various Career Advisors and other helpers.

The Professional Snapshot’s success is attributed to the involvement of local businesses.  This year the local business community has once again supported this program by giving up their time to open their doors to local high school students. Participating businesses in the 2018 Professional Snapshot include:

·    Accounting - Finanical Dynamics

·    Accounting - Tait Miller McIntryre

·    Architecture - Edmiston Jones

·    Legal - RMB Lawyers

·    Valuation - Walsh & Monaghan

·    Engineering - MI Engineering

·    Surveying - SET Consultants

·    Medical - Grand Pacific Health

·    Allied Health - Basham Chiropractic and Physiotherapy

·    Allied Health - Southern Podiatry Clinic

·    Allied Health - Nowra Allied Health Centre

·    Shoalhaven City Council – Surveying, Engineering, Strategic Planning, Human Resources, Community Development and Recreational Planning

In addition to the strong support from local businesses, this day would not be possible without the contribution of key people to the planning of the day.  Sue Schoffield (SPBA), Tania Goodman (SPBA/UoW), Darren Wearne (SPBA) and Rianna Burgess (EDO) have all played a vital role in the planning of the 2018 Professional Snapshot and their input is greatly appreciated.

The Professional Snapshot is an innovative and unique program that has worked extremely well over the years and is an excellent example of what local collaboration can achieve.

The 2018 Professional Snapshot is scheduled for the 7th March 2018.

Community Engagement

This project is supported by local business, local schools, the spba, Shoalhaven City Council and the UoW Shoalhaven campus.  The ongoing success of, and support for, the day is representative of a culmination of years of consultation and engagement with various sectors of our communtiy.

Policy Implications

The outcomes of the Professional Snapshot meets the objectives contained within Shoalhaven City Council’s Economic Development Strategy (2017-2026) – Productuve Shoalhaven.

Financial Implications

Shoalhaven City Council provides lunch to the 80 students and group leaders on the day.   This is a minimal cost that is covered by the Economic Development Budget.

Background

The Economic Development Office of Shoalhaven City Council supports a number of business training and development programs for local businesses.  The Economic Development Office does this through partnering with other government and non-government entities which provide business training.   This partnership approach has been extremely successful and has resulted in the delivery of quality training by skilled and knowledgeable trainers as well as networking and capacity building opportunities.

In 2017, the Economic Development Office supported, either financially or in-kind, a number of groups including the Shoalhaven Business Chamber, the Shoalhaven Professional Business Association, the Southern Region Business Enterprise Centre and The Business Sessions.

The following outcomes were achieved.

The Shoalhaven Business Chamber

The Shoalhaven City Council, via the Economic Development Office, has entered into a MoU with the Chamber to deliver the following activities:

·    Establish a “Women in Business” networking group in the Shoalhaven

·    Establish and run a “Lunch and Learn” series

·    Establish a “Business Breakfast Bites” series

The Shoalhaven City Council, through the Economic Development budget, provides the Chamber with $17,000 per annum to undertake these activities.  The funding is provided on receipt of written reports and the MoU is reviewed annually. In 2017 the Chamber ran the following sponsored events:

·    Three Women in Business events (17/2/2017, 29/3/2017 and 26/5/2017)

·    Four Lunch and Learn events (1/6/2017, 29/6/2017, 27/7/2017 and 28/9/2017)

·    No business breakfast bites events

Shoalhaven Professional Business Association

The Shoalhaven City Council, via the Economic Development Office, has entered into a MoU with the spba to undertake the following activities:

·    Spba networking breakfasts

·    Spba Professional Snapshot

·    Spba Young Professional Mentoring Program

The Shoalhaven City Council, through the Economic Development budget, provides the spba with $15,000 per annum to undertake these activities.

In 2017 the spba ran the following events:

·    Five networking breakfasts.

·    The spba Professional Snapshot – attended by 57 High School students.   The event was successful due to the participation of local businesses such as Financial Dynamics, RMB, Tait Miller McIntyre, Pepperpot Marketing, the Marketing Clan, Webics, Edmiston Jones, Basham Physiotherapy, Basham Chiropractic, Southern Podiatry Clinic, Nowra Allied Health Centre, Walsh & Monaghan, GHD, MI International, Specsavers, SET Consultants, AusIndustry and Shoalhaven City Council.

·    A Young Professional Mentoring Program – fully subscribed with 15 mentorees matched to 15 mentors.

The Southern Region Business Enterprise Centre

Council provides support to the Southern Region BEC by providing access to training rooms free of charge.  The SRBEC are a not for profit organisation that are contracted to deliver a number of Commonwealth and State Government services and specialises in the delivery of business advisory and consultancy services.

The Business Sessions

The Economic Development Office of Shoalhaven City Council supports a local business training provider called ‘The Business Sessions’.  The Economic Development Office supports this venture as it provides affordable quality training to businesses on marketing and social media.  This has been a very successful venture and the The Business Sessions has delivered over 20 training sessions in 2017 in Nowra and Ulladulla.

Community Engagement

The Economic Development Office of Shoalhaven City Council partners with numerous entities to provide the Shoalhaven business community with access to training and networking opportunities.  Invites are sent via mailing lists held by the EDO, the SBC and SPBA and the trainers themselves. Some topics are better attended than others but the continuity of training is essential and well advertised.

Policy Implications

Business training is a consistent element within the Shoalhaven Economic Development Strategy 2017-2026 – Productive Shoalhaven. Section 6 deals specifically with “Sustaining and improving Business Productivity”; Section 7 with targeting focused training programs; training locally to reduce dependency on recruiting from outside the area; stimulating vocational training to address skills gaps.

Financial Implications

Financial implications are outlined above and all funding comes from the Economic Development Office budget.  The Shoalhaven Business Chamber, as per Council minute 16.264 receives $17,000 per year for three years, up to and including the 2018/2019 financial year, to deliver business development/support events.  The spba receives $15,000 in funding from the Economic Development Budget.  Funding is not guaranteed and is reliant on performance.

BE17.33     Inclusive Employment Conference 2018

HPERM Ref:       D17/375579

Submitted by:    Paul Goodwin

Business & Employment Development Committee at its meeting on 22 November 2017 resolved that the matter be deferred to the meeting to be held on 28 February 2018.

Recommendation (Item to be determined under delegated authority)

That the committee endorse and support this event, assisting with the formation of a Steering committee to ensure effective and relevant stakeholder engagement.

Details

The Shoalhaven is a region with persistently high youth unemployment and to some extent economic exclusion.  Inclusive employment is not confined to people with disabilities.  An inclusive economy is not confined to the inclusion of people with disabilities, but enables beneficially economic and community participation for everyone, with particular attention to those who face barriers or exclusions.

Strategically, the Inclusive Employment conference is encouraging new thinking and solutions and broadening stakeholder engagement to include all key contributors to the local economy. This collaboration is needed to facilitate a deeper and lasting inclusive economy.  Discussion, co-ordination, information and skill sharing, co-operation between service providers, community members and business is central to the development of an inclusive economy.

At the tactical level, improved local co-ordination between different agencies and groups with an interest in solving the regions unemployment is required to foster greater understanding of the issues and development of solutions while fostering better working relationships between stakeholders – including those individuals who face barriers or exclusions to work or training.

This project proposes TAFE NSW in collaboration with community partners establishes a steering committee of stakeholders to design and deliver a forum – an Inclusive Employment Conference - to generate understanding amongst service providers, community leaders, young and disadvantaged people and enlist support for building an inclusive economy.  The event will take a socially inclusive approach rather than being a single stream disability event.

2018 Leadership Compass Program

SPBA’s 2018 executive leadership program is underway, with 16 emerging leaders participating from a variety of enterprises including government, entrepreneurs, growing business owners, NGOs, the Uniting Church, Franchises and Corporate sectors.

Aimed at business owners, managers and team leaders, the program is in response to requests from members of SPBA, where executive training is often delivered outside the Shoalhaven.  This program provides exceptional high level business and professional development locally.

The tailored program has been developed to provide the following;

-     ten sessions (total of 20 hours) delivered fortnightly from January to June 2018,

-     the sessions combine guest facilitated Leadership topics with peer mentoring, coaching, developing and working on individual accountabilities.

The format of the program and workshop sessions is as follows;

-     Five Leadership Topics were chosen by the Leadership Group.

-     Guest facilitators present and workshop with the group on each topic.  Guest facilitators have included NSW Members of Parliament, award winning business leaders and CEOs of leading Shoalhaven businesses.

-     In alternate workshops, Leaders focus on individual needs through coaching and peer mentoring. Individuals identify and develop their own accountabilities for Leadership, learning and mentoring.

Each participant obtains Professional Development accreditation and SPBA have issued a Certificate of Professional Development gained by completing the Leadership Program.

The Program also moves into a second phase to be completed in December 2018 – the Advanced Diploma of Leadership & Management, which is delivered in conjunction with Illawarra ITeC and supported through the NSW Smart and Skilled Program.

This opportunity allows local business owners or managers to obtain mentoring and professional development from outstanding and successful business leaders.  It simply would not be possible to easily access the calibre of presenter over the duration of this program.

2018 Young Professional Mentor Program

The SPBA has launched the 2018 Young Professional Mentor Program with 14 Mentors and Mentorees participating.  This program is for Young Professionals in the Shoalhaven, who manage their own businesses or are employed.  The program is aimed to improve Young Professionals in the Shoalhaven.  2018 will be the fifth year the program has been delivered by the SPBA, with the following results for Mentorees;

-     greater connections and networks both within the circles of young professionals and also within the broader Shoalhaven professional sector.

-     an increase of knowledge and skills.

-     increased personal confidence.

-     increased awareness of knowledge, skills and experience of people in the Shoalhaven.

-     improved networking between Mentorees and Mentors/Mentorees

Participants have been matched with Mentors, who are experienced and generous members of the community with a range of business and corporate management experience, and they met regularly over a period of five months on a one-on-one basis.

In addition, participants enjoy intensive skills sessions (Knowledge Tables) which draw collective knowledge and experience from a facilitator and from within the group of Mentorees and Mentors.

The Mentor program is supported by Southern Phone and UOW Shoalhaven Campus, together with Bendigo Bank.

Mental Health Awareness Program

In 2017 SPBA identified Mental Health in the Workplace as an issue with significance that we would like to pursue and provide information or resources to our members to allow them to be better employers and have more satisfied staff.

The subject was then raised at a morning breakfast meeting with Glenn Williams of Mind the Gap as our guest speaker.  We also heard from Renee McGuinn, architect of Edmiston Jones who have designed the Mind the Gap building at the Shoalhaven Campus of UOW.

A sub committee was then formed with our first action being to survey our members on this topic. We had an incredible response to our survey from both employers and employees.  There were some important and consistent topics presented and as a result, the sub committee began sourcing various resources to gain direction.

We have continued our research and realised there is an enormous amount of material on this subject.

A NSW Government summit occurred in the week commencing 5 November 2017, with the purpose of designing a blueprint for creating mentally healthy workplaces.

Members of the sub committee have met with Member for South Coast, Shelley Hancock, to discuss our interest in accessing this data to support our businesses.

The sub committee will also be discussing the appropriateness of the region for any trials with business - due to our identified needs in the Shoalhaven.

The SPBA is supported by Shoalhaven City Council through an MOU, which allows the Association to provide events and programs to support and develop professionals and professional businesses in the Shoalhaven.
