The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993. The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50). A condition of this delegation is that Council must take into account the Traffic Committee recommendations.
There are four formal members of the Traffic Committee, each of whom has a single vote only. The members are representatives from:
If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination. The appeal must be lodged in writing within 14 days of the date of notification in writing. Any action relative to any issue under appeal must cease until the matter is determined. The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.
Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

TC17.97 Additional Item - Request for Proposed North Street "Keep Clear" Markings - Nowra Chamber of Commerce |
Daniel Dunstan advised the Committee that he had received a request from the Nowra CBD Chamber of Commerce to install “KEEP CLEAR” pavement marking on North Street, Nowra on either side of the pedestrian crossing.
The Committee discussed this request.

RECOMMENDATION (By consent) That: 1. The Shoalhaven Traffic Committee not support the request for “KEEP CLEAR” pavement marking on North Street, Nowra. 2. The matter be referred to Council’s Traffic Unit to investigate potential options, including but not limited to realigning the road, removal or relocation of the pedestrian crossing for this vicinity to report the matter to Council. Alan Trass advised that he has received several complaints in relation to the Forest Road turn off on the Princes Highway, South Nowra, regarding the merge lane.
It was noted that the matter is not a Traffic Committee matter and that to address the issue he and/or Shelley Hancock would need to write a letter to RMS.

Council is constructing a new toilet facility at Clifton Park between the learn to ride bike facility and the community gardens.

The Committee may recall previous discussions in relation to the proposed pedestrian refuge and associated signage and line marking on Prince Edward Avenue, Culburra Beach.
As previously discussed, Council has received ongoing concern regarding pedestrian safety when crossing Prince Edward Avenue adjacent to the Curley’s Bay recreational skate park, Culburra Beach.
Council is commencing road rehabilitation works on Prince Edward Avenue. As part of the road rehabilitation there is an opportunity to provide improved pedestrian facilities at this location.
The proposed road works require the removal of the existing slow points located either side of the Penguins Head Road intersection. In lieu of reinstating the slow points Council is proposing to install a pedestrian refuge adjacent to the Curley’s Bay recreational skate park, in addition to the existing pedestrian refuge located on Prince Edward Avenue between Penguins Head Road and Whistler Street.
It is noted that the proposed pedestrian refuge will provide improved pedestrian access whilst reducing vehicle speed in this location.
The detail of the existing and proposed facilities are included on the attached plan TRAF2018/03.
Consultation was carried out with affected residents and the Culburra Beach Progress Association.
Six submissions were received. Two support the proposal and four supporting the proposal with some concern regarding parking provisions. Notably the proposal will remove approximately 4 on-street parallel parking spaces.
Following the December 2017 Shoalhaven Traffic Committee meeting, Council’s Traffic Unit staff have further investigated alternate solutions such as relocating the facility located adjacent to Curley’s Bay reserve to achieve the full 6m long concrete islands or providing parking on-site.
The item has been resubmitted for consideration as other treatments were not considered feasible.
The signage and line marking plan has been re-submitted for the Committee’s consideration.

Council has been requested by the NSW Police Local Area Command to restrict parking at the intersection of Meroo Road and Emerald Drive, Bomaderry.
Vehicles parking in this location prevent use of the auxiliary lane treatments and safe use by bus services.
In order to address the concern, Council is proposing to install a 55m (approx.) No Stopping zone ‘Buses Excepted’ on the western side of Meroo Road at the intersection and a 35m (approx.) No Stopping zone ‘Buses Excepted’ on the eastern side of Meroo Road opposite the intersection for the length of the turning treatments.
The impact of the proposal will prevent motorists from parking in this location but allow bus services to utilise the location.
Consultation was carried out with the community and bus companies, one submission was received from the bus company servicing this location in support of the proposal.

Council has been requested to review parking on the northern side of MacGibbon Parade from its intersection with The Wool Road.
Concern was raised regarding vehicles parking on the northern side of MacGibbon Parade restricting access into MacGibbon Parade from The Wool Road. Motorists parking in this location are within 3 metres of double barrier centre line marking.
In order to address the concerns and to reinforce existing double barrier centre line marking restrictions, Council is proposing to extend the existing northern No Stopping zone an additional 20m (approx.). The proposed No Stopping zone extension will be consistent with the existing No stopping zone on the southern side.
The impact of the proposal will prevent motorists from parking in this location.
Consultation was undertaken with the affected residents and the community consultative body. Two submissions were received in support of the proposal. The Basin Villages Forum support the proposal.

The developer was required to upgrade the facility access to a channelised right turn (CHR) and auxiliary left turn (AUL) treatment (condition 25 of the Development Consent) and submit an associated signage and line marking plan for the Shoalhaven Traffic Committee’s consideration (condition 26 of the Development Consent).
In 2014 plans where submitted to Council’s Traffic Unit.
Following a review of records it appears this item was not previously considered by the Shoalhaven Traffic Committee. Accordingly, a signage and line marking plan is now submitted for the Committee’s consideration.

Council has been successful in gaining funding under the Federal Government Blackspot Program for the construction of a roundabout at the intersection of Paradise Beach Rd and Kingsford Smith Crescent, Sanctuary Point.
The roundabout and associated works are approved to be funded under the Federal Government Blackspot Program to address the crash history at the intersection, and works are planned to be completed early in the 2018 year.
An adverse impact of this proposal is there will be some loss of available on-street parking on Paradise Beach Rd, however in the context of broader parking availability in the immediate area the losses are considered to be minimal.
Every effort has been made to minimise the loss of parking for the project, and the extent of parking impacts represents the bare minimum to achieve safe standards on the approach and departure to the roundabout.
The roundabout is proposed as a local road mountable roundabout. Typical with local road roundabouts traffic speeds are also likely to reduce in the immediate area, making it safer for traffic and pedestrians alike.
The concrete deflection islands on the northern side of Paradise Beach Rd are designed to be non-mountable, however are located 1.5m clear of driveways to not impact on access.
The centre splitter islands on approach and departure from the roundabout are painted only.
Consultation was carried out with affected property owners and the CCB.
