 The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

That the General Manager (Director Assets and Works) be requested to arrange for the installation of the following items on Paradise Beach Road, Sanctuary Point as detailed in TRAF 2017/60:

1.    Amend the existing children's crossing (convert to a standard pedestrian refuge) by removing the existing posts (red and white flag poles), hold line markings, pedestrian crosswalk lines and amend the existing pedestrian signage on the approaches.

2.    Remove the pick up / drop off zone (time restricted No Parking zone) adjacent to the bus shelter on Paradise Beach Road.

TC17.62     Disabled Parking Space & Parking Restriction Amendments - McGrath Avenue, Nowra (PN 3423)

Recommendation

That the General Manager (Director Assets and Works) be requested to arrange for the installation of the following items within McGrath Avenue, Nowra, as detailed in TRAF 2017/62:

1.    Install a disabled parking space with associated shared zone and path at the western end of the existing 1 hour (1P) parking zone.

2.    Amend the existing 1 hour time restricted (8:30am-6pm MON-FRI; 8:30am-12:30pm SAT) parking adjacent to the proposed disabled space, to unrestricted (all-day) parking (10 all-day parking spaces) on the northern side of McGrath Avenue.

3.    Extend the existing 2 hour time restricted (8:30am-6pm MON-FRI; 8:30am-12:30pm SAT) parking for approximately 26m of parallel parking to compensate for the reduction in short-term parking (approx. four 2 hour parking spaces) on the southern side of McGrath Avenue.

4.    Replace the existing hedge on the northern side of McGrath Avenue adjacent to the existing shared path with grass. This will improve sight distance for motorists and pedestrians at this location.

1.    Provide 20m of Double Barrier (BB) centre line marking on the southern and northern legs of Norman Street

2.    Extend the south western kerb (of the intersection of Lake Conjola Entrance Road and Norman Street) by approximately 10m to the transition point within Norman Street

3.    Subject to review of swept paths to confirm the intersection design

TC17.66     Additional Item - Pedestrian Refuge North Nowra - Intersection at Callala Bay

 

Alan Trass advised the Committee that a concern had been raised regarding the pedestrian refuge near Clelland Lodge Nursing Home at North Nowra.  It was noted that the pedestrian refuge had recently been upgraded including painting, improved signage and hold rails.

 

Daniel Dunstan advised the Committee that a meeting will be held on Monday 14 August 2017 with the Callala Bay Community Association to discuss issues raised regarding the intersection of intersection of Sydney Avenue, Sealark Road, Derwent Street and Monarch Place at Callala Bay.

TC17.67     School Bus Zone and Drop off / Pick up Improvements - Terara Public School, Millbank Road, Terara (PN 3368)

Recommendation

That the General Manager (Director Assets and Works) be requested to arrange for the installation of the following improvements on Millbank Road, adjacent to Terara Public School, Terara, as detailed in the attached TRAF2017/69:

1.    Install double barrier (BB) centre line marking and edge (E1) line marking along Millbank Road from its intersection with South Street, Terara to the southern end of the 40kph school speed zone (370m approx.), delineating the bus zone with continuity (C1) line marking.

2.    Amend the existing bus zone time restriction to 8am to 9.30am and 2.30pm to 4pm school days, from 2.45pm to 3.15pm school days

3.    Amend the existing No Parking zone time restriction to 8am to 9.30am and 2.30pm to 4pm school days, from 8am to 9.30am school days

 

 

Details

Transport for NSW in consultation with Terara Public School and Shoalhaven City Council recently approved a variation to current bus routes to improve safety at Terara Public School, so that all buses stop on the western side of Millbank Road adjacent to the school, removing the need for students to cross the road.

Following the recent bus route changes, additional improvements are proposed on Millbank road adjacent to the school to improve bus access and pick up and drop off arrangements.

Council’s Traffic Unit are proposing to arrange for the following improvements to be undertaken:

a)    Install double barrier (BB) centre line marking and edge (E1) line marking along Millbank road from its intersection with South Street, Terara to the south end of the 40kph school speed zone (370m approx.), delineating the bus zone with continuity (C1) line marking, delineating 3m lane widths.

b)    Amend the existing bus zone time restriction to 8am to 9.30am and 2.30pm to 4pm school days, from 2:45pm to 3:15pm school days

c)    Amend the existing No Parking zone time restriction to 8am to 9.30am and 2.30pm to 4pm school days, from 8am to 9:30am school days

Additional to this Council is proposing to remark the existing 90 degree on street parking adjacent to the school at 2.6m spacings, with Terara Public School to arrange the installation of wheel stops off-set 600mm from the end of the spaces.

The detail of the proposal is in the attached plan.

Terara Public School and Transport for NSW support the proposed changes.

TC17.68     Proposed Vehicle Control Measures - Captain Street, Blenheim Beach Reserve, Vincentia (PN 3411)

Recommendation

That the General Manager (Director Assets and Works) be advised that the committee has no objection to the proposed vehicle control measures being installed at the intersection of Elizabeth Drive and Captain Street (Blenheim Beach Reserve), Vincentia as detailed in the attached plan TRAF 2017/70.

1.      Subject to sign posting being installed adjacent to the proposed gate and “Road Closed” signage to have the effect of permitting ongoing access for pedestrians and cyclists.

 

 

Details

In January 2016 the Vincentia Bushcare Group reviewed their Action Plan for the Barfleur Beach, Plantation Point and Stuart King Reserves, Vincentia.

The outcome of this review was that:

*Work with Council Asset and Works Division to close vehicle access to Captain St to prevent on-going dumping of rubbish and illegal camping

*Work with Council to have a lockable steel gate installed at the entrance to Captain St

Captain Street (Blenheim Beach Reserve) is a gravel road, partly located within Council’s road reserve and Crown Land Reserve (Council acting Trust manager – reserve No. BV1615)

Council Rangers have reported that the Captain Street road has ongoing complaints of illegal camping and rubbish dumping and Huskisson Police have received complaints regarding dangerous driving.

Council in liaison with the Vincentia Bushcare Group and the wider community, are intending to install a gate 10m (approx.) from the road casement and vehicle barriers (large rocks) at the intersection of Elizabeth Drive and Captain Street to regulate traffic.

On 27 June 2017, Council resolved the following (MIN17.553):

Council seek approval from the NSW Roads and Maritime Services to erect a gate and barriers at Captain St for the purpose of regulating traffic to prevent illegal activities, such as camping and rubbish dumping and the risk to the public from dangerous driving following community consultation undertaken by Council.

A regulatory signage and line marking plan has been submitted to the committee for their consideration.

In addition to the proposed changes, temporary ‘side road closed’ T1-32 signs will be installed for a period following the work in accordance with AS1742.3.

Details

Council is currently constructing the Mollymook All Abilities Play space on Ocean Street, Mollymook.

To cater for the increased pick up and drop off demand, and to improve access for people with disabilities, improvements in the surrounding car parking area are proposed.

Council has been requested to install a dedicated parking space for people with disabilities adjacent to the rear access ramp to the Shoalhaven Entertainment Centre (SEC) car park, Nowra.

In view of addressing the request, Council is proposing to install a dedicated parking space for people with disabilities and associated shared zone at the base of the ramp adjacent to the existing parking spaces.

Consultation was carried out with key stakeholders, one submission was received in support of the proposal.

Details

Council has received concern regarding the loading zone on the southern side of Egans Lane, Nowra, adjacent to 21 Kinghorne Street.

Concerns were raised regarding vehicles stopping in this location blocking pedestrian access to and from the building.

In view of addressing the concerns raised, Council is considering amending 12m of the existing southern loading zone to a No Stopping zone, adjacent to 21 Kinghorne Street, Nowra.

Consultation was carried out with affected business / property owners, Ray White Real Estate and the Nowra Revitalisation Strategy Committee. No submissions were received.

Recommendation

That the General Manager (Director Assets and Works) be requested to arrange for the installation of a 15m (approx.) No Stopping zone on the southern side of South Street, immediately east of Pindari Place, Ulladulla, as detailed in the attached plan TRAF 2017/74.

 

 

Details

Council has been advised of concerns with vehicles parking on the southern side of South Street impacting sight distance east when exiting from Pindari Place, Ulladulla.

An intersection sight distance inspection was undertaken at the intersection and it was noted that vehicles parking within 15m of the intersection impact sight distance east along South Street.

In view of addressing the concerns raised, Council is proposing to install a 15m (approx.) No Stopping zone on the southern side of South Street, immediately east of Pindari Place.

The affected property owner and original letter writer have been notified of the proposed changes.
