Purpose / Summary
Following previous discussions, advise the Committee of possible options to deliver a ‘parklet’ for use in the Nowra CBD.
Options
1. The Committee allocate a budget for the design, construction and installation of a moveable ‘parklet’ for use in the Nowra CBD.
Implications: This option gives the Committee greatest control over the design and location of a ‘parklet’ in the Nowra CBD, however, requires the Committee to wholly fund the ‘parklet’ from the CBD revitalisation budget.
2. The Committee fund the design, construction and installation of a basic moveable ‘parklet’ in the Nowra CBD, and require benefiting businesses to fit out/furnish and maintain the ‘parklet’.
Implications: This option potentially reduces the funding requirements of the Committee and achieves a level of ‘buy in’ from local businesses who are responsible for fitting out and maintaining the ‘parklet’.
3. The Committee call for expressions of interest from local businesses to build and construct a ‘parklet’ in front of their own business.
Implications: This option potentially delivers a good outcome for the CBD, with little or no funding from the Committee. The Committee would have an opportunity to select a preferred ‘parklet’ and its location, however, it would have less say in the location and design of the ‘parklet’ then if it were to be funded through the Committee.
Background
The Committee has previously indicated an interest in ‘parklets’ and this report outlines a number of possible options for delivering a ‘parklet’ in the Nowra CBD. The Glebe ‘parklet’ project was briefly discussed at the last meeting.
Fully Funded Parklet
The Committee could fully fund the design, construction and installation of a moveable ‘parklet’ in the Nowra CBD. This option gives the Committee greatest control over the design and location of a ‘parklet’, however, requires the Committee to wholly fund the parklet from the CBD revitalisation budget.
The Committee has previously been provided with information on the proposed moveable ‘parklet’ at Glebe Point Road in Sydney, and some information is provided on this project as Attachment 1 to this report. The proposed ‘parklet’ utilises two (2) box trailers to be registered as road worthy, and fitted with wooden panelling, seating, landscaping and cyclone proof umbrellas.
The project is anticipated to cost $20,000 for the purchase and construction of the ‘parklets’, with an additional $6,500 allocated towards activation events over a 12 month period. The design work was undertaken free of charge by a Sydney based architect, and a similar approach may be considered by the Committee.
Partially Funded Parklet
The Committee could fund the design, construction and installation of a basic moveable ‘parklet’ in the Nowra CBD, and require benefiting businesses to fit out/furnish and maintain the ‘parklet’.
This option potentially reduces the funding requirements of the Committee and achieves a level of ‘buy in’ from local businesses who are responsible for fitting out and maintaining the ‘parklet’. The Committee could call for local businesses to submit a design for the ‘parklet’ fitout, and the winning design would receive the ‘parklet’ out the front of their shop for a designated period of time. This option would also ensure that the design of the ‘parklet’ evolved over time, as different businesses re-furnish the ‘parklet’ periodically.
Business Funded Parklet
The Committee could call for expressions of interest from local businesses to build and construct a ‘parklet’ out the front of their own business.
This option potentially delivers a good outcome for the CBD, with little or no funding from the Committee. The Committee would have an opportunity to select a preferred ‘parklet’ and its location, however, it would have less say in the location and design of the ‘parklet’ then if it were to be funded through the Committee. Alternatively, the Committee could fund the design of a ‘parklet’, and call for expressions of interest from businesses to fund the pre-designed ‘parklet’.
Adelaide City Council and Splash Adelaide ran a highly successful ‘parklet’ program where businesses submitted design proposals, and the winning businesses were responsible for funding and constructing the ‘parklets’. A copy of the Splash Adelaide Parklet Program is provided as Attachment 2 to this report.
Community Engagement
Council would need to consult affected property and business owners prior to delivering a ‘parklet’ in the CBD. Options 2 and 3 in the report include a level of consultation or community ‘buy in’ through an expression of interest or design competition.
Depending on which option is pursued there will be a range of administrative or operating procedures that will need to be thought through, prepared and overseen re the future use and operation of the ‘parklet’. For example who oversees and manages the booking and movement of the ‘parklet’?
Financial Implications
The Committee would be responsible for funding a ‘parklet’ in the Nowra CBD, however, Options 2 and 3 seek to share the cost of delivering a ‘parklet’ with benefitting businesses.
Risk Implications
Council will need to undertake a detailed risk assessment prior to delivering a ‘parklet’ in the CBD and its placement on public roads.

Purpose / Summary
Determine whether the Committee will provide financial assistance for the proposed works at 73 Junction Street, Nowra.
Options
1. Adopt the recommendation.
Implications: This will allow the existing budget to be utilised on eligible façade improvement applications or other revitalisation projects.
2. Adopt an alternative recommendation to provide the applicant with financial assistance, consistent with the intent of the program.
Implications: This could minimise funding for eligible façade improvement applications or other revitalisation projects.
Background
An application has been received from Barbara Norris of 73 Junction Street, Nowra (Hyam’s Florist) to receive financial assistance for works already completed last financial year (January 2016) including replacement of the gable roof and box gutter.
The total works were valued at $14,060 (excluding GST), with $9261.99 paid by the applicants insurance company and $4,798.01 paid by the applicant.
Under the program guidelines, the works completed would not be eligible for financial assistance as it is works to the roof, not the façade of the building. Therefore it is considered that the application should not be supported.
Financial Implications
As the works applied for have already been completed and they would ordinarily not be eligible for financial assistance under this program, it is recommended that this application not be supported.
If the committee decides that financial assistance is warranted from this program, the eligible financial assistance based on 50% of the total out of pocket amount is $2399.00. Direction is required as to whether this money is taken from the $15,000 program budget for this financial year, or from the remainder of the Revitalisation Committee budget.

CBD16.5 Request for placement and funding - Lions Club Banners

Purpose / Summary
To advise of a request to fund banners in the Nowra CBD to celebrate 100 years of community service by the Lions Club.
Options
1. The Committee allocate funding towards banners to celebrate 100 years of community service by the Lions Club and support their placement in the Nowra CBD.
Implications: This will require the Committee to allocate funding towards the banners.
2. The Committee not allocate funding towards banners in the CBD.
Implications: This would result in the Committee not contributing to banners, however, the Lions Club could still purchase banners and utilise Council’s existing banner poles in the CBD.
Background
Council has received a request from the Nowra Lions Club to place a number of banners along the highway at Nowra to acknowledge 100 years of community service by the Lions Club. Council has previously investigated placing banners along the highway, however, the costs were prohibitive due to the need for traffic management.
Council currently has seventeen (17) purpose built banner poles in the Nowra CBD along Kinghorne and Junction Streets that could be utilised, if the Committee agree to fund the banners.
Alternatively, the Lions Club could purchase banners and utilise Council’s existing banner poles.
It is understood that Kiama Council has already taken up this request and is displaying Lions Club banners.
Financial Implications
If the Committee agree to fund the banners, the cost of purchasing and installing the banners would be $2,415 + GST.
