Recommendation
That:
1. The
Chief Executive Officer (Director City Services) be advised that the
Shoalhaven Local Transport Forum has reviewed the proposed signage and
parking restrictions along Aster Street, Hyams Beach, as per the above
attachment (D26/29366).

recommendation be approved by the Director City Services under delegated
authority from Shoalhaven City Council - refer MIN21.411

‘No Stopping’ Signage & Line Marking - Hyam Road - Hyams

Ms Donna Binns
– TfNSW noted that they agree with the proposal in principle. TfNSW
encouraged Council to further discuss the recommendation with the community
member who had raised concerns regarding the proposed ‘No
Stopping’ zone across the frontage of their driveway, located at the
corner of Hyam Road and Cyrus St, to help alleviate any issues during the
installation.
Staff advised
that:

Council will further discuss the recommendation with the
community member and provide them with information, working within the
constraints of the master plan that has been adopted.

Ms Donna Binns
– TfNSW noted that the plans submitted were based on an older approval
and that guidance for movement and place treatments in NSW has been updated.
She recommended that Council/the Developer refer to the Design of Roads and
Streets (DORAS) manual and the current AS 1742.2 (2022) when considering
contemporary safety improvements. She also advised that adding signs and
linemarking could improve safety outcomes at this location.
Ms Donna Binns
– TfNSW further noted that, as Road 10 will likely function as a
collector road, the installation of Give Way (R1 2) signs and associated hold
lines should be considered to align with AS 1742.2 application guidance and
warrants. She notes that stencil concrete threshold areas and speed humps
without linemarking may cause user uncertainty, and therefore signs and lines
are recommended to support clarity and safety for all users.
Council Officers note that the
submission complies with the valid development consent and relevant standards
referenced by that consent. TfNSW’s recommendations regarding
additional Give Way (R1 2) signs, hold lines and linemarking are acknowledged
as potential safety enhancements; however, they are not mandated in this
context and may be considered at Council’s discretion or through future
operational review. The proposed threshold (material change) treatments are
consistent with current guidance and the consented design. Officers also note
the Transport Forum’s role is to confirm compliance with consent and
applicable standards and to record advisory recommendations; it does not vary
or re condition approved designs.
