 The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

TC21.22     Signage and Line Marking Plan - 320 Princes Highway Bomaderry - Lot 1 DP 1249319 (PN 3644)

Andy Gaudiosi (Transport for NSW) made the following recommendations to be highlighted to the developer for their consideration:

·    Lighting arrangements at this crossing to be appropriate and in accordance with Australian Design standards

·    R3-1 “Pedestrian Crossing” regulatory signs to be installed back-to-back, where feasible

·    Provide for an additional length of barrier line from the concrete median to the pedestrian crossing, in order to delineate the separation between entering / exiting flows of traffic

Andy Gaudiosi (Transport for NSW) recommended supplementing the existing ‘No Stopping' signage with C3 on both eastern and western sides of O’Keeffe Avenue. It was also raised to clarify whether the proposed raised threshold to the north was designed for the purpose of traffic calming or to satisfy a pedestrian desire line. This point was clarified that it had been designed for pedestrian use.

Andy Gaudiosi (Transport for NSW) made the following comments:

Council staff took on notice the recommendations raised by Kelly Thomas – Police to investigate additional road safety improvements to the section of unformed shoulder at CH2040 of BTU Road.

Andy Gaudiosi (Transport for NSW) has advised (following discussions from Council staff) that the project will include funding for the installation of four G7-7 signs to be located in proximity to the intersections of Church Street on the Princes Highway, providing guidance and direction to nearby Council carparks.

Recommendation

As per Condition 8(d) of the development consent (DS19/1162), the following is required:

Condition 8.d):  to enter into an agreement with and to the reasonable satisfaction of Council, prior to the issue of a Construction Certificate, for Stage 7 for the applicant to construct within the road reserve in Corks Lane a sealed six (6) metre carriageway with 0.5 metre gravel shoulders linking Corks Lane up to the existing road construction formation in front of the St Mary’s Primary School land together with associated road drainage works and two standard sized “no right turn” signs at the intersection of the Highway with Corks Lane. These works shall be undertaken prior to the issue of a Subdivision Certificate for Stage 7.

Additionally, under Condition 39 of the development consent:

Condition 39: A temporary sealed turn around facility suitable for waste vehicles shall be constructed in Corks Lane within the vicinity of Lot 709. A speed reduction device in accordance with Australian Standards shall be constructed as a part of, or adjacent to, the turn around facility. The nature strip adjacent to this device shall be a minimum of 3 metres.

A signage and line marking plan for the proposed turning facility, raised threshold and restricted turn signage has been submitted to the Committee for consideration.

 

Consultation:

This Development Application had been on Public Exhibition with comments open to be received from the community and affected residents. Council approved this subdivision application in 2007 subject to the conditions applied in the Development Consent, including a condition which required the upgrade of the Corks Lane / Croobyar Road intersection to facilitate the additional traffic movements that would be experienced due to the subdivision proposed (discussed herein). 

  

Risk Implications:

The proposed measures will assist in mitigating traffic related risks associated with traffic volumes and speeds within the subdivision. Furthermore, these conditions have been stipulated in the development consent.

 

Financial Implications:

Proposed works are to be funded by the developer in accordance with development consent. Following this, Council will be responsible for ongoing maintenance following the dedication of roads within the subdivision.

Recommendation

That the Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed parking restrictions at the intersections of Quay Rd and Greenway Rd with Callala Beach Rd, Callala Beach as per Plan No: D21/181830.

 

 

Background:

Shoalhaven City Council has received concerns regarding traffic flow and limited visibility at the intersections of Quay Rd and Greenway Rd with Callala Beach Rd, Callala Beach.

Due to concerns regarding access to residential driveways, and sight distance on approach to the intersections, Council is proposing the installation of restricted parking signage.

 

Details of Submission:

The extent of this proposal would involve implementing ‘No Stopping’ signage at the intersections to reinforce the stipulated 10 metre clearance as per Section 170(3) of the NSW Road Rules. Additional ‘No Stopping’ signage is proposed to be installed at extended lengths to ensure safe access to residential driveways that are the most heavily impacted during peak periods.

 

Consultation:

Council commenced consultation with affected residents and the Callala Beach Progress Association to discuss the proposal. To date, Council has received two submissions, both in favour of the proposal.

 

Risk Implications:

The impact of this proposal would result in reducing congestion at this intersection and improving sight distance. This proposal will also improve access to residential driveways within the subject areas.

 

Financial Implications:

The signposting for this proposal will be funded by Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

Background:

Council has received further feedback from the community regarding the Woollamia Boat Ramp Car Park. As a result of this feedback, Council is proposing the installation of parking restrictions (both internal and external to the car park, along Frank Lewis Way / Coulon Street) and linemarking.

 

Details of Submission:

The extent of this proposal is as follows:

 

Item 1: ‘Give Way’ Signage and Parking Restrictions at the intersections of Frank Lewis Way, Coulon Street, and the entry/exit to the Woollamia Boat Ramp Car Park

Council has received concerns regarding parking congestion at the entry and exit to the Woollamia Boat Ramp Car Park. Vehicles parking within these segments of the road restrict manoeuvrability and limit sight distance for drivers using the carpark. To resolve this issue, Council proposes to install approximately 15m of “No Stopping” zones to the north and south of the entry and exit to the carpark. This will be achieved through a combination of R5-400 “No Stopping” signage and C3 “No Stopping” yellow linemarking. Furthermore, the installation of “Give Way” signage and associated linemarking is proposed at the intersection of Frank Lewis Way and the carpark exit to increase safety at this intersection.

 

Item 2: Adjustment to Existing Parking Restrictions within Woollamia Boat Ramp Car Park

As the Committee may be aware, parking restrictions at this location were previously consulted with the community. This resulted in the endorsement for 33 spaces within the carpark to be restricted by modified R5-40 signs, indicating “No Parking // Cars with Trailers Excepted” (per TC20.53 – Proposed Parking Restrictions - Woollamia Boat Ramp Carpark - Frank Lewis Way – Woollamia (PN 3625)).

 

Council has now been asked to consider the modification of these parking restrictions to accommodate usage by other vehicle combinations and classes outside of the peak usage periods. Council has investigated this matter and is thus proposing to modify all existing R5-40 signage to contain the following restriction: “No Parking // Cars with Trailers Excepted // 5am – 3pm”.

This proposal will allow for the specific use of these spaces by vehicles with trailers during the hours of 5am to 3pm while allowing for unrestricted parking outside of these hours. As such, this proposal will facilitate a more efficient use of the parking facilities at this location, whilst ensuring that priority is given to cars with trailers during the hours of peak use.

 

Item 3: Internal Linemarking and Disabled Parking within the Woollamia Boat Ramp Car Park

In accordance with the proposed Foreshore Landscape Plans and Facility Upgrades to the Woollamia Boat Ramp Car Park, the following measures are proposed:

i.     The installation of a new accessible space adjacent to the existing space at the entrance to the Boat Ramp Car Park. This will incorporate all necessary signage and linemarking per AS2890.6 – Off-Street Parking for People with Disabilities and shall be in accordance with AS1428 – Design for Access and Mobility.

ii.     Due to proposed modifications to the northern kerb and foreshore area, Council proposes to modify the existing untie area and linemarking as per the attached plan. This proposal entails the retention of two 4.2m wide untie lanes and a 3.5m wide passing lane in accordance with Transport for NSW’s Boat Ramp Facility Guidelines. In addition, this proposal includes the installation of a 3.5m wide ‘drop off’ zone along the modified kerb line to facilitate the alighting/off-loading of passengers. This zone will be regulated through the installation of R5-40 “No Parking” signs, which functions in accordance with s168 of the NSW Road Rules 2014.

A signage and line marking plan has been provided to the Committee for their consideration.

 

Consultation:

As previously raised with the Committee, extensive community consultation has been undertaken through the Woollamia Boat Launching Ramp Masterplan (SA20.17) and via several meetings held with relevant stakeholders on 4, 11 and 14 February 2020. The 140 submissions received as part of this consultation were subsequently considered in the adoption of the masterplan later that month.

Council has subsequently consulted with the Huskisson Woollamia Community Voice and stakeholders affected by this current proposal. To date, Council has received no objections.

 

Risk Implications:

This proposal will assist in improving traffic flow and reducing congestion within the car park, boat ramp access and at the entry / exits to the car park.

 

Financial Implications:

The linemarking and signage for this proposal will be funded by Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

TC21.34     Proposed Edge Line Marking - Tapitallee Road - Tapitallee (PN 3655)

Recommendation

That the Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed edge line marking along Tapitallee Road, Tapitallee as per Plan No: D21/181863.

 

 

Background:

Shoalhaven City Council has received concerns regarding delineation along Tapitallee Road, Tapitallee. 

Council staff have recently conducted a site inspection at this location, taking note of existing signage, sections of centreline marking and overall conditions of the road. Following the recent reseal and roadworks along Tapitallee Road from last year, it was noted that sections of this road would benefit from additional edge line delineation, in accordance with ‘Austroads Design Guide to Road Design: Part 3 – Geometric Design’. As a result, Council is proposing the installation of E1 edge line marking along Tapitallee Road.

 

Details of Submission:

The extent of this proposal would involve installing 500m of E1 edge line marking along the eastern edge of Tapitallee Road from the intersection with Illaroo Road and stopping before the southern edge of the Tapitallee Creek Bridge. This edge line marking will be installed approx. 3m from the centre of the road and will formalise a 3m southbound travel lane. From the northern edge of the Tapitallee Creek Bridge, a length of 210m of E1 edge line marking will be installed along the eastern edge of Tapitallee Road, terminating at the top of the northern crest.

However, Council wishes to advise that this line marking is purely for vehicular safety and does not serve to delineate a pedestrian thoroughfare. To that end, it is proposed to install W6-1 “Pedestrian (symbolic)” warning signs to provide additional awareness to vehicles of potential pedestrians travelling along this length.

 

Consultation:

Council commenced consultation with affected residents and the Cambewarra Residents & Ratepayers Association to discuss the proposal. To date, Council has not received any objections to the proposal.

 

Risk Implications:

The impact of this proposal would result in a safer, delineated travel path along this section of Tapitallee Road.

 

Financial Implications:

The linemarking and signage for this proposal will be funded by Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

Recommendation

That the Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed signage, line marking, and traffic control measures associated with the development at Lot 1 DP 270575 - 35 The Basin Road, St Georges Basin (per development consent conditions 27(e) - (f)), as per Plan No D21/182893.

As per Condition 27(e) of the development consent (DA95/3219-17), the following is required:

Condition 27(e):  Construction of kerb, gutter and associated drainage, road shoulder preparation and AC seal is required to be undertaken along the entire Basin Road frontage, of the subject land, with a return into The Wool Road which is then to extend for a further distance of 30 metres. The alignment of the western kerb line shall provide for:-

a)  Southbound Traffic: A six (6) metre carriageway from the existing kerb to the centreline;

b)  Northbound Traffic: A four and a half (4.5) metre carriageway from the kerb line to allow for a shared vehicle and cycle lane with parking restrictions. The kerb line shall be indented a further 1.5 metres to provide a bus stop on the uphill side of the access driveways to the site, together with any additional widening at the driveway entrance which is required in order to provide adequate access for service vehicles. The northern end of the pavement widening shall be tapered at 1 in 10 to the existing edge of seal to the north of the site; and

c)  The centreline of The Basin Road shall also be line marked from The Wool Road to the northern end of the pavement taper, north of the site.

 

Additionally, under Condition 27(f) of the consent:

Condition 27 (f) – The developer/ applicant shall, submit a design for a pedestrian refuge to Council, in accordance with Austroads guidelines and Australian Standards, on The Wool Road to the west of the intersection of The Basin Road. The subject refuge, associated street lighting, road signage and linemarking shall be constructed to the satisfaction of Council prior to the issue of Occupation Certificate for Stage 3C (lots 54-80) of this development. The location of the refuge at the intersection shall allow for all turning movements of a 12.5m large rigid truck with a design speed of 5-15km/h (in accordance with Austroads guidelines) without crossing the centreline of either road.

 

A signage and line marking plan has been submitted to the Committee for consideration.

 

Consultation:

Council approved this development application on 24 June 1996, subject to the conditions applied in the Development Consent (discussed herein).

Financial Implications:
