The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

That the Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the signage and linemarking along Porters Creek Road, Yatte Yattah as per Plan No: D21/9789

 

 

Background:Shoalhaven City Council has received traffic related concerns along Porters Creek Road, Yatte Yattah.

Council staff have recently conducted a site inspection at this location. Whilst it was noted that existing signage had been previously installed to indicate the upcoming crest and concealed driveways at this section of Porters Creek Road, Council staff had identified several areas that may be enhanced to provide increased warning and delineation towards the residential driveways on approach from both westbound and eastbound directions. 

As a result of this inspection, Council is considering the installation of additional signage and line marking.

 

Details of Submission:

The extent of this proposal would involve minor signage rearrangements and the installation of modified W2-206 ‘CAUTION // DRIVEWAYS’ signage on either side of the crest from an eastbound and westbound approach. Additionally, it is proposed to install single barrier centreline and edge lines, with raised reflective pavement markers (RRPMs) on either approach to the access driveways.

 

Consultation:

Council commenced consultation with affected residents and the local community consultative body to discuss the proposal. To date, Council has received one submission in favour of the proposal. 

 

Risk Implications:

The result of this proposal will assist in reinforcing the awareness of driveways on approach and delineating this section of Porters Creek Road at night and in sub-optimal conditions. No further risks are associated with this project.

 

Financial Implications:

The signposting for this proposal will be costed out of Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

Background:

Shoalhaven City Council has received concerns regarding road safety at the intersection of Nethercote Street and Ilett Street, Mollymook.

Council staff have recently investigated this location and have found that it does not have adequate controls currently in place to facilitate safe access to and from the intersection. From this inspection, it was also determined that there were limited levels of sight distance from the intersection.

Due to issues of limited sight distance on approach to this intersection, Council is considering the installation of ‘Give Way’ intersection controls with associated parking restrictions.

 

Details of Submission:

The extent of this proposal would involve installing ‘Give Way’ signage at the intersection of Nethercote Street and Ilett Street, with associated line marking to ensure adequate sight distance on approach. In order to maintain sight distance, the northernmost sapling on the verge is proposed to be removed as it is obstructing line of sight to vehicles approaching from the south. 

 

Consultation:

Council commenced consultation with affected residents and the Ulladulla - Districts Community Forum to discuss the proposal. To date, Council has received no objections to the proposal.

The result of this proposal will assist in facilitating safe access to and from this intersection. No further risks are associated with this project.

TC21.4       Proposed Parking Restrictions - O'Hara Street - Kioloa (PN 3635)

Recommendation

That the Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed parking restrictions along Murramurang Road and at the intersection of O'Hara Street and Murramurang Road, Kioloa, as per Plan No: D21/10075.

 

 

 

Background:

Shoalhaven City Council has received concerns regarding parking congestion along Murramarang Road and at the intersection with O’Hara Street, Kioloa.

Council staff have recently conducted a site inspection at this location and have determined several areas that may contribute to traffic congestion during peak visitation periods. This presented an issue as the potential congestion would hinder access for fire trucks entering and exiting from their station adjacent to the intersection. Furthermore, a sight distance inspection from the intersection of O’Hara Street and Murramarang Road found that there was inadequate site distance to vehicles heading in a southbound direction.

From these above issues, Council is considering the installation parking restrictions at the intersection as well as timed parking along the eastern side of Murramarang Road.

 

Details of Submission:

This proposal would involve installing C3 ‘No Stopping’ yellow line marking at the intersection of Murramarang Road and O’Hara Street. This will involve delineating north of the intersection approx. 16m to ensure adequate sight distance from the intersection to vehicles heading in a southbound direction, in accordance with Austroads guidelines. The lengths proposed will also complement NSW Road Rules s170(3) for enforcing the required 10m clearance either side of an intersection.

Additionally, the provision of parking along the eastern side of Murramarang Road, north of this intersection, has been included in this proposal. Due to concerns received regarding lack of sight distance upon exiting the Kioloa Beach Holiday Park, it is proposed to relocate the existing ‘No Stopping’ signage an additional 10m north, resulting in approx. 20m clearance from the access. From this point, a zone of approx. 30m of 10-minute timed parallel parking has been proposed. This area is not the most optimal location for parking due to its close proximity to the pedestrian pathway as well as exacerbating the aforementioned sight distance concerns from the Holiday Park access. However, by providing this limited timed parking and associated restrictions per the proposal, it will assist in offering short term parking for setting up in the Holiday Park and catering for take–away options to the Saltwood Café opposite. Finally, a zone of ‘No Stopping’ approx. 14m long is proposed to extend around the drainage pit directly opposite 630 Murramarang Road. 

 

Consultation:

Council commenced consultation with affected residents, NSW Rural Fire Service and the Bawley Point & Kioloa Community Association to discuss the proposal. To date, Council has received no objections to the proposal. 

 

Risk Implications:

This proposal will assist in facilitating safe access to and from this intersection as well as allocating short term parking along Murramarang Road. No further risks are associated with this project.

 

Financial Implications:

The proposed signposting will be costed out of Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

TC21.5       Proposed Give Way Controls and Parking Restrictions - Pindari Place & South Street - Ulladulla (PN 3636)

That the Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed parking restrictions and ‘Give Way’ intersection controls at Pindari Place and South Street, Ulladulla, as per Plan No: D21/10096.

 

 

Background:

Shoalhaven City Council has received concerns regarding limited sight distance at the intersection of South Street and Pindari Place, Ulladulla.

Council staff have recently conducted a site inspection at this location, taking note of existing signage and conditions of the road. Furthermore, a sight distance inspection from the intersection found that there were inadequate levels of sight distance to vehicles approaching from both eastbound and westbound directions.

Due to issues of limited sight distance at this intersection, Council is considering the installation of ‘Give Way’ intersection controls with associated parking restrictions.

 

Details of Submission:

This proposal would involve installing ‘Give Way’ signage at the intersection of Pindari Place and South Street, with associated linemarking to ensure adequate sight distance on approach. This will be provided through the installation of C3 ‘No Stopping’ yellow line marking, delineating west of the intersection approx. 24m and 18m east of the intersection, in order to ensure adequate sight distance in accordance with Australian Design Standards and Austroads guidelines. The lengths proposed will also complement NSW Road Rules s170(3) for enforcing the required 10m safe clearance either side of an intersection.

 

Consultation:

Council commenced consultation with affected residents and the Ulladulla-Districts Community Forum to discuss the proposal. To date, Council has received three submissions in favour of the proposed measures as a matter of improving safety at the intersection.  

 

Risk Implications:

This proposal will assist in facilitating safe access to and from this intersection. No further risks are associated with this project.

 

Financial Implications:

The proposed signposting will be costed out of Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

That the Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed linemarking and road safety improvements along Matron Porter Drive, Milton as per Plan No: D21/10233

 

 

Background:

Council has been approved for a Blackspot road safety project that was nominated for survey/design in 2020/21 and construction in 2021/22.

 

Details of Submission:

The project aims to improve a section of Matron Porter Drive between Council chainage reference 3.68 - 3.95km. This will involve relocating power poles and provide wider sealed shoulders on the curve immediately to the east of the Frogs Holla Sporting Complex and install wide painted profile (audio-tactile) centre line treatment and semi-rigid crash barrier. A linemarking plan has been submitted for the Committee's consideration.

 

Consultation:

Council had commenced consultation with affected residents and the Ulladulla-Districts Community Forum to discuss the proposal. To date, Council has received no objections.

 

Risk Implications:

This proposal will improve road safety at this location and will satisfy the conditions of the Blackspot funding. No further risks are associated with this proposal. 

 

Financial Implications:

This proposal will be funded by the Blackspot Grant Funding provided to Council by the NSW Government.

TC21.7       Give Way Intersection Controls - Bimbla Avenue and Mirida Drive - Dolphin Point (PN 3629)

That the Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the ‘Give Way’ intersection controls at the corner of Bimbla Avenue and Mirida Drive, Dolphin Point as per Plan No: D21/10281.

 

 

Background:

Hazcorp Pty Ltd has agreed to provide signage and linemarking in accordance with the attached plan, subject to Traffic Committee approval.

The intersection was previously constructed in 2016 as part of the Highview Drive Residential Subdivision Development (3A07/1005), with no additional conditions to provide signage improvements towards the intersection. Since this time, the adjacent development being undertaken by Hazcorp Pty Ltd has connected a link road to the previously constructed intersection. As part of their proposed works, Hazcorp has identified that this intersection could be improved with further signage controls and has agreed to provide this in accordance with the plan provided for the Committee’s review.

 

Details of Submission:

The extent of the proposal would involve installing ‘Give Way’ signage and associated linemarking at the intersection of Mirida Drive and Bimbla Avenue. Additional ‘Keep Left’ signage has been proposed to further delineate the intersection.

 

Consultation:

Council had commenced consultation with affected residents, bus companies and the Ulladulla-Districts Community Forum to discuss the proposal. To date, Council has received no objections.

 

Risk Implications:

This proposal will assist in reinforcing the existing priority at this intersection and improve driver reaction times prior to exiting from the intersection. No further are risks associated with this proposal. 

 

Financial Implications:

The proposed signposting and linemarking will be installed at the cost of Hazcorp out of goodwill.

Kent Lane must be constructed for its full length between Nowra Street and Bowen Street (including intersection on both ends) in accordance with the concept road design plan by MI Engineers (Drawing No. DN170194/02, Revision E, dated 18/10/2018) and Council’s Engineering Design Specifications. Details are to be shown on the engineering plans for approval by Council with the Construction Certificate, in accordance with the following:

 a) Swept paths must be provided to demonstrate the service vehicle can enter and exit the laneway without crossing the centrelines of Bowen Street and Nowra Street respectively.

b) The construction must include a 4m carriageway, upright kerb and guttering, 1m wide concrete verges, underground drainage and necessary adjustment to suit existing road pavement in Nowra Street and Bowen Street, as indicated on the above concept road design plan.

c) Details of regulatory signage and line marking for parking controls and one-way traffic must be designed in accordance with AS1742 and RMS standards, and Development Consent - Page 10 of 21 - DA17/2574 submitted to Council for approval by the Shoalhaven Traffic Committee. Six (6) to eight (8) weeks should be allowed for this process. Signage must be approved and installed before the development is occupied.

 

A signage and line marking plan has been submitted to the Committee for consideration.

 

Consultation:

This Development Application had been on Public Exhibition between 24 January and 7 February 2018 with feedback requested from the community, directly affected residents and local community consultative body. During this period, Council had received 13 objections to this proposal, raising issues such as vehicle congestion, limited manoeuvrability for waste vehicles and pedestrian safety along Kent Lane. This feedback was considered by Council's Planning and Development Services Team as part of their assessment and the development was approved on the 4 January 2019, subject to the development conditions (including condition 26, referenced above).

  

Risk Implications:

The development and conditioned works along Kent Street will assist in providing for a formalised, unidirectional laneway. The extent of signposting and related intersections controls will assist in promoting a safer road environment. No further risks are associated with this development.

Background:

Shoalhaven City Council has received concerns regarding parking congestion and limited vehicle manoeuvrability along Dingy Street, Vincentia.

Council staff have recently conducted a site inspection at this location, taking note of the existing signage and parking restrictions. Subsequently, Council is considering the extension of parking restrictions.

 

Details of Submission:

The extent of this proposal would involve extending the existing ‘No Stopping’ restrictions an additional 13m to the north-west.

 

Consultation:

Council commenced consultation with affected residents and the Vincentia Ratepayers & Residents Association to discuss the proposal. To date, Council has received two submissions, both in favour for the proposal. However, one of the submissions had requested to modify the proposed ‘No Stopping’ restrictions to allow for brief stops or unloading for the Medical Centre opposite. Council's Design Services has considered this feedback; however, to facilitate this request would not address the safety issues at this location.

 

Risk Implications:

This proposal will assist in facilitating safe access at the turning head on the end of Dinghy Street as well as improving vehicle manoeuvrability and reducing parking congestion. No further risks are associated with this project.

Background:

Council has been approved for a road safety project that was nominated for survey/design in 2020/21 and construction in 2021/22. However, the project has recently been approved for delivery in the 2020/21 financial year under a Federal and State Government Stimulus Commitment.  

 

Details of Submission:

The project aims to improve the intersection of The Wool Road with Mernie Street, Old Erowal Bay. This will involve a Channelised Right Turn (CHR) treatment at the intersection, providing a dedicated lane for vehicles turning right into Mernie Street and a through lane for the eastbound traffic on The Wool Road. The Wool Road is required to be widened to accommodate proposed treatments and new line marking is to be installed.

A linemarking plan has been submitted for the Committee's consideration.

 

Consultation:

Council had commenced consultation with affected residents and the Basin Villages Forum to discuss the proposal. To date, Council has received four submissions, two in favour and two against. The two dissenting submissions had requested for an alternative to be considered, which would involve the closure of Mernie St and construction of a new roundabout, in order to remove the necessity for right hand turns into Mernie St. However, this would not be feasible under the terms of the grant funding. Amongst the remaining submissions received, Council had received no objections to the proposed technical aspects of the project.

 

Risk Implications:

This proposal will improve road safety at this location and will satisfy the conditions for the Blackspot grant funding. No further risks are associated with this proposal.

Prior to the issue of a Construction Certificate by Council or the nominated Accredited Certifier, the person benefitting from the Consent shall submit a signposting and line-marking plan prepared by a suitably qualified traffic engineer for approval by the Shoalhaven Local Traffic Committee. The plan shall detail the following:

a) all signs and line markings, including Entry / No Entry / Exit signs and pavement arrows;

b) parking signs (ensuring consistency with adjacent parking signs in terms of duration and left / right / combined left/right arrows on parking signs);

c) lane widths;

d) parking spaces; and

e) aisle and driveway dimensions.

Note: such plans are scrutinised by NSW Police, Roads & Maritime Services as well as Council, and would typically be required to conform to Austroads Guidelines, Australian Standards and Council requirements.

Recommendation

Background:Shoalhaven City Council has received concerns regarding road safety at the intersection of Victoria Street and Clarence Street, opposite the Berry Public School.

Council staff had recently investigated the existing parking signage and restrictions at this location, in particular the signs surrounding the Children’s Crossing. From this investigation, it was found that current signage permitted vehicles parking within proximity to the crossing and caused limited sight distance to pedestrians on approach.

Due to the above issues of limited sight distance on approach to this crossing on Victoria Street, Council is considering the installation of additional parking restrictions.

 

Details of Submission:

The extent of this proposal would involve installing an additional 18.5m zone of ‘No Stopping’ west of the existing signage on the northern side of Victoria Street from the Children’s Crossing. These restrictions will be in effect during school days between the hours of 8:00am – 9:30am and 2:30pm – 4:00pm. In addition to this, the south-eastern side of the intersection is proposed to have additional parking restrictions to improve safety. This involves installing ‘No Stopping’ restrictions approx. 10m from the intersection, to reinforce the existing conditions from parking near the intersection (set under the NSW Road Rules). Following this, a 12m zone of No Parking will be installed to the east, to permit the brief setting down and picking up of passengers, effective on school days between the hours of 8:00am – 9:30am and 2:30pm – 4:00pm. 

 

Consultation:

Council commenced consultation with affected residents and the Berry Forum to discuss the proposal. To date, Council has received two submissions, one in favour of the plans and the other expressing mixed support.

 

Risk Implications:

This proposal will assist in generating additional sight distance on approach to the Children’s Crossing and provide for a safer road environment. No further risks are associated with this proposal.

Background:

Shoalhaven City Council has received concerns from the community regarding safety at the intersection of Cambewarra Road and Farrelly Place, Bomaderry.

Council staff have recently investigated the existing parking signage and restrictions at this location. From this investigation, it was found that current signage on the western side of Farrelly Place was not enough to discourage vehicles from parking in close proximity to the double barrier linemarking, thereby creating a congested, bottlenecking effect at the intersection.

Due to the above issues of road safety, Council is considering the installation of parking restrictions.

 

Details of Submission:

The extent of this proposal would involve extending the existing ‘No Stopping’ restrictions on the western side of Farrelly Place for an additional 15m north. In addition to this, a ‘No Through Road’ fingerboard sign is proposed to be installed on approach to the intersection, in order to raise awareness of the upcoming road conditions.  

 

Consultation:

Council commenced consultation with affected residents and the Bomaderry Forum to discuss the proposal. To date, Council has received two submissions, one in favour of the plans and one objecting to the proposal. The objection has raised the issue of entering and exiting their driveway from close proximity to the roundabout access and the space proposed to be removed being used as their only parking space. Council's Design Services has considered this feedback; however, to facilitate this request would not address the safety issues at this location.  

 

Risk Implications:

This proposal will assist in reinforcing the existing restrictions and conditions of Farrelly Place as well as providing a safer road environment. No further risks are associated with this proposal.

Council staff have recently conducted a site inspection at this location, taking note of the existing signage and conditions of the road. Subsequently, Council is considering the installation of parking restrictions.

 

Details of Submission:

The extent of this proposal would involve the installation of ‘No Stopping’ restrictions, for approx. 71m on the northern and southern sides of the road. These restrictions will extend over the turning area and a portion of the road before and after this. 

 

Consultation:

Council commenced consultation with affected residents and the Kangaroo Valley Community Association to discuss the proposal. To date, Council has received one submission, requesting that the proposal is changed to an alternative signage arrangement that would allow for the loading and unloading of vehicles within this length. Council’s Design Services has noted this feedback and proposes that the signage be amended to display R5-23 ‘LOADING ZONE’ signage, to permit the approved vehicle activities under the NSW Road Rules s179.

 

Risk Implications:

This proposal will assist in facilitating unimpeded access at the turning area, which is necessary for larger vehicles wishing to turn around along Cavan Road. No further risks are associated with this project.
