Sports Board - Current Projects Update

The Board held a discussion in
relation to the projects listed in the report. Questions were raised
regarding the projects listed as completed, staff advised that the projects
are listed as complete, therefore remain on the list however, are
awaiting acquittal.

SB23.4 Sports Grants
Program 2022 / 23 - Recommendation for Unallocated Funding

Note: Mr Roger
Walker declared a less than significant non pecuniary interest as he is the
Chairman of the Thompson Street Management Committee.
Ms Tameka
Gogerly declared a less than significant non pecuniary interest, she is the
Secretary for the Bay and Basin Cricket Club which uses Francis Ryan Reserve.
Staff provided
clarification regarding the ‘rolling over of funds’.
Staff advised
that Council will be holding two Sporting Workshops for Summer and Winter Sports
and at these Workshops the participants will receive information on grant
opportunities.
Clr White
raised concerns regarding the condition of fields/grounds following events
such as the Huskisson Carnival.

Recommendation
That the Shoalhaven
Sports Board approve remaining Unallocated 2022/23 Sports Grants Program
Balance of $97,908.53 to be transferred to Shoalhaven Swim Sport Fitness to
support the Minor Improvement Program Budget expansion by extending the
Shoalhaven Sportsground Seasonal Maintenance Programs, as detailed in the
report, totalling $97,908.53.

General Business
SB23.5 Workshop on
Application / Development of Fees to Commercial / Professional Users of
Council Sporting Fields Including Entry Fees for High Profile Sporting Groups

Staff clarified that the implementation
of user fees for the sporting complex at Bomaderry will not be applied to
Shoalhaven based community groups.
Staff advised that Council will hold a
Workshop, led by an external facilitator to look at how the Policy can be
implemented etc.
Council Resolution – Ordinary
Meeting 13 February 2023 – MIN23.43
That Council:
1. Re-endorse
the existing policy of not charging Community sporting groups for the use of
our sports grounds and that Council continue to cover the cost of sporting
field lighting.
2. Refer
this matter to the Shoalhaven Sports Board for consideration and receive a
report on the possibility and opportunity to apply fees to
commercial/professional users of Council sporting fields including entry fees
for high profile sporting and other events, where feasible.

Other matters that were mentioned in General Business were
as follows:

Use of Nowra Showground for Junior Cricket, staff advised:
o
They will address this with the Show Society
o
Council is installing a synthetic pitch at Rugby Park in between
fields 2 and 3
·
Membership applications – interviews will be held prior to mid-May
and reported to Council
·
Staff addressed concerns from the Hon Fiona Phillips MP about the
drainage at Callala Bay
·
The helipad behind West Street Oval was also confirmed and
discussed
·
A question was raised in relation to whether the cricket practice
nets at West Street Oval needed to be moved, staff advised they will follow
this up and contact members offline.
