Purpose
To provide advocacy for the sporting community on policy, direction and strategic planning related to Council’s objectives. To achieve this policy and strategic objective, the Board will be strategic in nature and focus on appointments to achieve this outcome.
Role
· Represent the whole Shoalhaven Sporting Community (all sports).
· Provide ongoing, high level policy and planning advice to Council.
· Make recommendations to the Council on all relevant business presented before it.
· Advocate and maintain specific sports related portfolios.
· Advocate and promote Board recommendations.

SB20.7 Book A Facility Online Booking Demonstration |

Beth Britton, Facilities Coordinator, and Cheryl Hunter, Facilities Officer, gave a demonstration of the new online booking system for Council facilities. The system has been in use since July, following user acceptance testing with four sports clubs. The first round of sports bookings (summer season) have been input by staff. During February and March clubs will be contacted to run through the booking process for the winter season. During the initial two months users will be able to make provisional season bookings, with clashes to be resolved by staff and fields then allocated. There will be some lead time for confirmation of allocations, as there is under the previous manual system. The system has garnered positive responses. Staff will assist as requested with onsite training and phone support. The booking procedure is: · The user first registers as an individual. · The club is registered as an organisation and associated with the individual account. Insurance documents and other supporting information can be uploaded. · Once registered, the user can search sports fields by location; size of event; type of event; date. · Block bookings for seasons are made using the Seasonal Booking tab. · Users may book casual, regular or seasonal allocation bookings. Hirers can view, amend or cancel their bookings online on any device and at all hours. Staff will provide screen captures of the system webpages to Sports Board members. Clubs are advised to wait until their competitions fixtures are finalised before booking so as not to block book out fields they might not ultimately use, to allow public use. It was acknowledged that Council cannot control for unplanned use of fields, and clubs need to be encouraged to engage with the system and use it to book sports fields. Staff can make contact with users who are not booking fields to clarify the reasons they need to book and step them through the system. In the case of regular users who may forget to book and find their usual space has been reallocated, staff confirmed the booking staff currently manage this and will continue, following up with clubs who don’t put in applications as expected. Clr White asked whether the improved tracking of field use the system will enable will be applied to maintenance subsidy levels and funding. Staff advised the maintenance subsidy process is part of an ongoing dialogue with the Management Committees. Jane Lewis, Interim Director City Lifestyles, explained that the information on usage will be invaluable in planning for new infrastructure and improvements, and will also assist with grant applications where this type of information is needed to support submissions for funding. |

SB20.8 Results of Sporting Workshop Survey |

Susan Edwards, Manager Community & Recreation, explained the benefits of running the workshops remotely, being inclusive and accessible. The recommendation is to continue the workshops online but retain the provision for face to face participation. Survey respondents had requested further workshops and guest speakers, including on grants, working with volunteers, sports safety, and attracting sponsorship. Suggestions are invited.

SB20.9 Membership - Disadvantaged Sporting Groups Applications and Expiring Community Membership |

Susan Edwards outlined the Expressions of Interest (EOI) process for representatives from Disadvantaged Sporting Groups. Two applications had been received, one of which is being recommended. The other application had not fully addressed the criteria and was from out of the Shoalhaven area, and it is therefore recommend that a further EOI be called for that position. Three current members’ terms ae expiring at the end of December 2020. Those members may reapply, but will be required to complete an EOI application form. In the meantime they may continue to attend meetings.

SB20.10 Shoalhaven Sports Board - Current Projects Update |

The $180,000 from the Local Roads & Community Infrastructure Fund for the Ulladulla Tennis Complex Floodlight Upgrades is confirmed in the table in the report. Funding of $8M has been announced for the Shoalhaven Community and Recreation Precinct under the Bushfire Local Economic Recovery Fund. Council will contribute $7.5M over the next two financial years. The funding is for projects including the four croquet courts, AFL / cricket fields, amenities / facilities and other works at Artie Smith Oval (Southern Section of SCARP). Council is committed to hosting the Koori Knockout and will have to work around that booking. More information will be available for the next meeting, as the confidentiality agreement is still in place. Council’s Get Involved page will also have updates: (https://getinvolved.shoalhaven.nsw.gov.au/shoalhaven-community-and-recreational-precinct). Jane Lewis, Interim Director City Lifestyles, advised the project is progressing from the Masterplan to detail design, having been put to full consultation including sporting stakeholders, whose feedback has been incorporated. Clr White congratulated the staff on their work on these projects.

General Business
Facilities
David Goodman raised the changing demands for sporting and recreational facilities in response to increasing female participation. Staff confirmed they have been engaging with field staff and sporting groups to identify projects, and this information is to be collated into a strategic document. Funding sources will be identified and integrated into Council’s long term financial plan. Council has previously resolved that future facilities be more unisex.
Jane Lewis explained that as part of its organisational review, the asset planner functions for social infrastructure will sit with City Lifestyles.
Fees & Charges
Clr Watson sought clarity of whether Council intends to standardise fees & charges for like services. There is concern that section 355 committees will no longer be permitted to set their own fees. Kevin Norwood (Manager Swim Sport & Fitness) advised that Council’s independent Audit Risk & Improvement Committee had recommended, as a result of its audit of Management Committees, that staff undertake a review of fees & charges. Staff have been meeting with committees to discuss the audit findings. The aim is not to standardise the fees, but to collaborate with Management Committees to achieve consistency. Staff are mindful of impact, and there will be a Councillor Briefing to report on these workshops.

Ulladulla Leisure Centre Active Youth Program |
Ulladulla Leisure Centre running a free 4 week pilot program in conjunction with Office of Sport to encourage local youths (high school age) to become more active. This project came about after Shoalhaven identified as one of the lowest update rates of Active Kids Voucher across the state. The program is free and will run across 4 Mondays starting 8 March from 3:30pm for 1 hour and made up of less structured active programs including gym, pool and ball sports. If successful (based on post program survey), consideration for 8-10 week program across Term 2 which would allow use of Active Kids Vouchers |

Online bookings for seasonal allocations Winter 2021 closed 28.02.2021, due to several clubs resuming training early this year, due to COVID effects last year. Staff will be reviewing applications week of 1.03.2021 and providing confirmations during week of 8.03.2021. |
Fees & Charges Review 2021 |
Staff are reviewing feedback to initial proposal in liaison with committees, and will present a streamlining proposal for Shoalhaven public facilities fees and charges to Councillors at the end of March 2021. |
WHS Manual Inductions |
9 of 16 inductions have been completed for sportsground/tennis Management Committees. An induction video presentation has been uploaded to Council’s website for Management Committee reference, especially for members who were not able to be present at the onsite induction. It is essential that all members attend an induction or watch the presentation video. The remaining Management Committee inductions will roll out this financial year. |

Department of Education Memorandum of Understanding
Council has embarked on a MoU with the Department of Education to look at ways we can share spaces and work together to develop opportunities for sport and community use. This is an ongoing scheduled meeting with the Department.
Grants
Staff have been pro-active in preparing and submitting grant funding applications aligned with Council’s strategic priorities. Projects requiring land owners consent have been reviewed and where required letters of support have been prepared. Financial Implications:
These projects are progressing with funding provided as part of the 2010/21 Delivery Program & Operational Plan. Additional funding requirements will be sourced through grant funding opportunities where available or reported to Council as part of the project update / approval process, or via quarterly budget reviews.
Successful Grant Funding Applications
· Ulladulla tennis court floodlight replacement – $180,000 from Local Roads & Community Infrastructure Fund
· Finkernagel Oval covered seating - $11,286 from Community Building partnership 2020 grant round
