The Shoalhaven Local Transport Forum is a technical review forum, not a committee of Council under the Local Government Act 1993. The Forum provides advice, technical review, and coordination of works and events. It does not vote, issue approvals, or make decisions.

The Local Transport Forum is convened by Council. Council’s role is that of both proponent and decision-maker. Council is the representative for all community interests (residents, businesses, etc.) and responsible for all road users – including public transport – and road safety. There are three further mandatory invitees to every meeting of the Local Transport Forum:

·         Transport for NSW

·         NSW Police Force

·         Local State Members of Parliament

It is also mandatory to invite the operator of any public passenger service likely to be affected by a proposal to carry out traffic control work to any meeting where that proposal is being reviewed.

Ms Heather Marshall – TfNSW commented in regard to the plan on page 20 of the report and suggested a Stop Sign be given consideration. It was furthered noted that Lot 149 appears to come into close proximity to the road, and to ensure whatever is constructed doesn’t obstruct sight lines.

Post meeting note: Council has investigated the request for a Stop Sign provision to replace the proposed Give Way, however the Stop Sign is not warranted in accordance with AS1742.

TC25.31     Signs, Lines & CHR/AUL Intersection - Lot 3 DP 846470 - 48 Jervis Bay Road - Falls Creek - SF10637 (PN 3857)

Ms Heather Marshall – TfNSW made the following comments in regard to this item:

·    That Stop Signs be given consideration in place of the Give Way signs.

·    That consideration be given to moving forward the right turn heading into the development.

·    That consideration be given to a raised median strip for protection at the turn coming out of the development.

·    The No Stopping signs on page 31 of the plan need to be reviewed as they are not placed at intervals.

·    In regard to page 29 of the plans, consideration be given to whether parking is allowed, as the plans show the full width of the road being taken up.

Ms Simone King – Premier Buses, noted that from a bus perspective the left turn coming out of the development appears very tight.

Sgt Simon Pugh – NSW Police strongly suggested a Stop Sign be used in place of Give Way signs, noting that the turn out of the development is into 90km zone.

Post meeting note: Following investigation, Council advises:

1.   Stop signs are not warranted in accordance with AS1742.

2.   CHR is compliant with Austroads GTRD Part 4A but, this will be forwarded to Development Team for consideration of whether there is room to move it further into the intersection.

3.   A raised median strip is not a condition of consent. However, this TfNSW recommendation will be referred to Development Team for consideration.

4.   ‘No Stopping’ signage is to be updated to cover the whole ‘No Stopping’ zone.

5.   In regard to page 29, parking is allowed and there is sufficient width for vehicles to slow down and drive around parked vehicles. 

6.   The left hand turn for ‘check vehicle’ swept path shows that the turn is complaint.

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed signs, lines & CHR/AUL Intersection associated with the development application (SF10637) at 48 Jervis Bay Road, Falls Creek as per Plan No. D25/340461.

Recommendation

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Local Transport Forum has reviewed the proposed linemarking on Turley Avenue & Lynburn Avenue, Bomaderry as per Plan No. D25/375843.

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411

 

Background

Shoalhaven City Council recently investigated road conditions at the intersection of Turley Avenue and Lynburn Avenue, Bomaderry, following a customer report highlighting safety concerns. The assessment identified the need for safety improvements, including the installation of a double barrier (BL2) line on Turley Ave and ‘No Stopping’ edge lines (NS1) on all legs of the intersection. These measures will reinforce the statutory ‘No Stopping’ rule within 10 metres of an intersection.

A linemarking plan has been submitted to the Shoalhaven Local Transport Forum for consideration.

 

Details of Submission

Proposed change to road linemarking:

·    ‘No Stopping’ Edge Lines (NS1) are to be installed on all legs of the intersection to reinforce the road rule of no stopping within 10m of an intersection.

·    Double Barrier (BL2) line to be installed from the give way/continuity line for a distance of 10m along Turley Ave. This treatment is to provide guidance on the travel lane at the intersection and prevent vehicles cutting the corner as they enter Turley Ave from Lynburn Ave when travelling North.

 

Consultation

Community consultation was undertaken with 14 of the adjacent residences and the strata management for the “Tall Trees” residential complex at the Southern end of Lynburn Ave. Consultation was conducted for a four-week period and closed on 12 August 2025. Three submissions were received, all opposing the treatment raising concerns with reduced on-street parking.

In response to this feedback, Council revised the proposal to remove any reduction of legal on-street parking and limited the proposal to the formalisation of the existing statutory no stopping zones.

 

Risk Implications

The proposal aims to improve safety at the intersection by providing a clear path of travel for vehicles and improving sight lines at the intersection.

 

Financial Implications

The linemarking for this proposal would be funded by Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

Bishop Drive, Mollymook Beach - Lot 11 DP1264810 & LOT 38 DP829129 - 90 Lot Residential Subdivision 

 

This report is being submitted to the Shoalhaven Local Transport Forum for consideration of the proposed installation of regulatory signage, linemarking and traffic management facilities associated with development application (MA24/1205) for the construction of intersection turning treatments as part of a 90 residential lot subdivision at Bishop Drive and Proposed Road (Avondale Circuit), Mollymook.

As per Condition 27 of the development consent SF9665 (and latest modification MA24/1205), the following is required:

 

 

27. Long-term Intersection Treatment

The intersection of the 28 metre wide access road with the link road shall be designed to the standard of an RTA type AUL for the left turn and a type AUR for the right turn and constructed to Council standards.  The intersection works shall not conflict with the proposed intersection works for the subdivision on the opposite side of the link road.  Intersection lighting shall be provided to the Australian Standards.  Guardrail or similar protective device shall be provided in accordance with RTA standards.

Note: Given Auxiliary Right (AUR) intersections are no longer wholly supported by AUSTROADS, the intersection design has been replaced with a Channelised Right (CHR) and Auxiliary Left (AUL) design per AUSTROADS Guide to Road Design Part 4A: Unsignalised and Signalised Intersections.

 

 

This matter has been previously raised to the committee on 8 July 2025 with the following resolution:

REcommendation (By consent)

That:

1.      The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee recommends that this item for the proposed signage and line marking associated with the development (per development consent condition(s) 27) be deferred to a future meeting to receive an updated copy of the plans, addressing the following feedback from TfNSW:

a.      A landing area the same width of the path should be included behind the eastern kerb to improve sight lines for people wanting to cross the road and meet accessibility requirements.

b.      It is unclear how the proposed eastern edge line will tie in with the existing edge line north of intersection.

c.      The design appears to introduce a pinch point (south bound) at the northern taper. There is little warning of this for vehicles or people cycling on the approach.

d.      The proposed No Parking is inappropriate and encourages vehicles to stop in lane increasing the risk of a rear end type crashes. The No Stopping signage should be extended to cover the CHR intersection at a point where the shoulder width is suitable for street parking. This should be supported by edge line marking on the approach to the intersection to encourage lane conformance and further delineate parking areas.

e.      The southbound edge line directs traffic slightly into pedestrian refuge. Recommend adjusting the line to reduce potential conflict pedestrians and nuisance strikes with the kerb.

f.       Preference is to have more median island on approach as an additional protective measure for people waiting in the island. An extension will improve alignment with Austroads Guidelines.

g.      The no stopping signs south of the intersection are facing the wrong direction on plans.

A new  signage and line marking plan has now been submitted by the applicant to the Committee for consideration.

 

 

Details of Submission:

Condition 27 of the development consent requires the design and construction of a compliant AUL and AUR intersection at the intersection of Bishop Drive and the internal subdivision access road. Due to AUR intersections no longer being wholly supported by AUSTROADS, the intersection design has been replaced with a CHR and AUL design per AUSTROADS Guide to Road Design Part 4A: Unsignalised and Signalised Intersections. A pedestrian refuge has also been incorporated into the treatment due to the crossing width of Bishop Drive. This, however, was not a condition of consent.

 

Consultation:

Consultation was undertaken for the original Development Application in accordance with Council’s Policies at the time, before being approved in 2006. Council's Planning and Development Services Team approved this development on 28 December 2006.

 

Risk Implications:

The proposed measures are expected to assist in improving traffic and pedestrian safety on Bishop Drive and the intersection with the subdivision access road. No further risks are associated with this proposal. Furthermore, the works are stipulated in a valid development consent. Undue prevention of, delay to, or alteration to the completion of requirements of the consent may expose Council to legal action.

 

Financial Implications:

The implementation of this proposal will be funded by the private developer and there will be no immediate financial implications to Council. However, Council will be responsible for the ongoing maintenance of these assets.

This report is being submitted to the Shoalhaven Local Transport Forum for consideration of  the proposed traffic control measures within the road reserve at 140 Queen Street, Berry associated with DA24/2065. The application seeks to obtain approval for monthly markets to be held at the Berry Bowling Club. This market was previously approved under DA19/1031; however, this consent was limited and has now lapsed, which is the reason for this current application.

 

Details of Submission

1.   Event Infrastructure

Traffic Management: Traffic control measures will be put in place to advise the public of changed traffic conditions on approach to the event (as per the attached TGS).

NSW Ambulance, Police and Fire Brigade: Access for emergency services will be maintained at all times. In the event of an emergency vehicle needing access to an area, every measure will be undertaken to allow the vehicle access to its required destination. Event Staff present on site will assist in creating a clear path around the event.

 

2.   Transportation, Awareness of Event and Access

Public Transport: There will be no significant effects to Bus and Train services.

Parking: There is dedicated on-site parking available for this event. As per the parking plan within the TMP.

 

Consultation

This Development Application (DA24/2065) was out for public exhibition and CCB consideration between 17 January 2025 and 31 January 2025. No responses were received relating to the development application or traffic management controls. The application is not yet determined.

During the holding of past events, Council has received complaints relating to the impact of cars parking along the verge of Queen Street impacting sight distances and pedestrian safety.

 

Risk Implications

The proposed traffic control measures will assist in improving traffic flow and reducing congestion along Queen Street.

Furthermore, the works are stipulated in a valid development consent. Undue prevention of,

delay to, or alteration to the completion of requirements of the consent may expose Council

to legal action.

 

Financial Implications

The implementation of this proposal will be funded by the private developer and there will be no immediate financial implications to Council.

Background

The Run Husky & AustBanners Triathlon Huskisson 2025 is proposed to be held on 1 November 2025 and 2 November 2025 in Huskisson. According to the Guide to Traffic and Transport Management for Special Events, this event is classified as a ‘Class 2’ event that will require altered traffic arrangements throughout the duration of its activities with multiple local road traffic restrictions and closures. As such, the proposed Management Plan (TMP) and Traffic Guidance Schemes (TGS) are attached for the consideration of the Shoalhaven Local Transport Forum.

Note: Roads will open in reverse stages as the last athlete on the road is cleared.

 

2.   Event Infrastructure

NSW Ambulance, Police and Fire Brigade: Emergency access lanes have been designated to facilitate the entry of emergency vehicles into the areas where road closures are in effect.

Medical: Throughout the event at White Sands Park, there will be medical personnel present to provide necessary medical assistance.

Cleaning/Disposal: Wheelie bins and skips will be strategically placed at various locations in the event central area for the collection, removal, and disposal of waste. Event staff members will be responsible for maintaining cleanliness during the event.

1.   Transportation, Awareness of Event and Access

Public Transport: The event organisers will liaise with public transport companies about the event, and discuss any impacts to their regular routes, ensuring safety and minimal delays.

Parking: There is no dedicated on-site parking available for this event. Competitors and spectators are advised to park in surrounding streets, ensuring they are not blocking driveways, obeying traffic parking signs and parking legally near corners. For further information on the Saturday and Sunday, spectators and other viewers are to follow the Transport and Parking Plans provided.

Access/Awareness: Event organiser to deliver letterbox notices to the residents and businesses in and around Huskisson, providing them with at least 21 days' notice. The notice will contain information regarding road restrictions and alternative contingency routes. Resident access will be ensured throughout the day, if it is safe to do so. Access to businesses in the industrial estate, caravan parks, and the boat ramp area will be maintained through traffic-controlled access on Huskisson Rd. All traffic is to yield to cyclists and adhere to designated speed limits.

 

Risk Implications

1.   Parking Limitations and Potential Congestion:

The event is proposed to take place over the first weekend of November and is nearing Summer when there is typically a high volume of visitors to the region. With the higher vehicle and pedestrian demand and combination of event patrons, there is the potential for traffic flow issues, parking constraints and delays throughout Huskisson.

 

2.   Local Business and Resident Impact:

·    Large events can impact local businesses and residents negatively. Road closures and increased traffic may make it challenging for customers to reach businesses, and residents may experience noise disturbances, limited access to their properties, or inconvenience due to traffic restrictions.

·    The festival will be conducted by Elite Energy Pty Ltd and will be approved, sanctioned & insured by the national governing body, Triathlon Australia. All athletes must abide by the current rules & regulations of Triathlon Australia endorsed by the International Triathlon Union (ITU).

 

3.   Lane Widths

To reduce safety concerns regarding unsafe lane widths, the TGS is to be implemented in accordance with TS 05492 - Traffic control at work sites” 20.346 | Issue No.6.1 28 February 2022 Transport for NSW with and the subsequently listed considerations:

·    Clause 4.3.2 on Lane Widths: The minimum width for lanes carrying traffic around, past or through a work site must be in accordance with Table 4-2.

·    Lane widths should also consider accommodating the turn paths of large vehicles expected to negotiate the work site as per Clause 4.4.5 for Heavy Vehicles.

·    Where existing lane widths are narrower than those specified in the table above, the lane widths may be maintained. However, the TMP must document provisions for turning paths, sight distances and vulnerable road users.

·    Where fixed vertical obstructions such as fences or safety barriers are restricting the available shoulder width, consideration should be given to increasing lane widths to accommodate larger vehicles.

Financial Implications:

This event is funded by the event organiser (Elite Energy Pty Ltd) and there will be no immediate financial implications to Council.
