Quorum – Three (3) provided that a minimum of one (1) Councillor as the Chair or Acting chair and two community representatives are present.

 

Note: Any non-voting Councillor in attendance at any Committee Meeting may act as an alternate voting member in circumstances where achievement of a quorum is required, noting that this doesn’t apply when quorum specifies the quorum to require community member attendance.

 

Purpose

 

The principal objective of the Southern Coastal Management Program Advisory Committee is to assist Shoalhaven City Council in the development and implementation of one or more Coastal Management Programs for the southern area of the Council. This will need to be in accordance with the NSW Coastal Management Manual. The southern area applies to the following coastal areas and estuaries:

·    All Council managed beaches from Lake Conjola entrance in the north, reaching to the southern boundary of the Shoalhaven LGA in the south – North Durras Beach.

·    Lake Conjola

·    Narrawallee Creek

·    Mollymook

·    Ulladulla

·    Burrill Lake

·    Lake Tabourie

·    Lake Willinga

·    Shoalhaven Urban and Rural estuaries

 

Role

a)    To assist the Council in the development and implementation of the CMPs for the areas relevant to ‘Purpose’ (see above).

b)    To assist the Council monitoring and assessing the effectiveness of the CMPs during and after their implementation.

c)    To assist the Council by providing input into known coastal event(s) and erosion behaviour; and

d)    Facilitate broader community consultation and participation in coast and estuary management through informing and liaising with member community groups.

SC24.1       Adoption of the Open Coast and Jervis Bay Coastal Management Program

Mr Chistopher Beadle – Water Technology provided a presentation and overview of the Shoalhaven Open Coastline and Jervis Bay Coastal Management Program (Summary of Public Exhibition).

Below is a summary of the presentation (attached to the Minutes) and a snapshot of comments made:

·    The CMP started a couple of years ago and has gone through a five (5) stage process.

·    The next steps for the CMP are for Shoalhaven City Council to endorse its adoption so it can be submitted to the NSW Minister for Local Government for certification.

·    The CMP had a long Public Exhibition (a legislative requirement) period from 29 November 2023 to 2 February 2024

·    The feedback was received online, in person during information sessions and via email.

·    Submissions varied, shortest was four (4) words, longest was 2726 words, average was 3-4 sentences. Some were general in nature, most were specific to an individual action and a small number were off topic to this CMP.

·    Locations of interest were Huskission/Vincentia, Callala Bay/Beach, Mollymook Beach and Hyams Beach.

·    Interest generated was mostly related to themes of Dune Management, Beach Access, Erosion Risk and High Beach usage.

·    Response to Submissions package has been prepared by the project team and formed part of the attachments of this meetings’ agenda.

·    Currently in the stage of finalising the CMP and getting letters of support from NSW State Government agencies.

·    The Lake Conjola, Sussex Inlet/Swan Lake/Berrara Creek / St Georges Basin and the Lower Shoalhaven River CMP are nearing the end of Stage 3 and is intended that they will go out for Public exhibition during the Winter period, prior to the Local Government Elections in September 2024.

·    Each one of those CMP’s will have their own action plan

·    In relation to funding, will have to re-evaluate as can only project so far.

·    All 116 Actions in the Open Coast and ervis Bay CMP have received a priorty based on the urgency

·    To make changes to the CMP, if there is new information or new issues etc it would involve going back through public exhibition and Council adoption and recertification by the Minister.

·    There was discussion around holistic dune management across the whole of the Shoalhaven Coastline.

·    There are specific actions in the CMP in relation to storm water management

Action – Mr James Ruprai – Director City Development will have a conversation out of committee with Mr Pullinger regarding Collingwood Beach and storm water issues

·    An question was raised regarding training racehorses on beaches.

 

Action – Staff to initiate a discussion with the STC (Paul Wicks – CEO), Roger from Callala Foreshore Alliance and the local trainers regarding beach use and education.

·    The Commonwealth has provided a funding agreement of $1.5 Million for some estuaries

·    The CMP business plan outlines proposed funding sources for all actions

·    A point was made regarding all inclusive beach access

·    The committee opened the conversation regarding the purpose of the committee going forward following the adoption of the CMP.

That the Committee:

1.    Endorse that the Open Coast and Jervis Bay Coastal Management Program (CMP) is provided to Council for adoption and submission to the Minister for Local Government for certification.

SC24.2       Update on the Lake Conjola Coastal Management Program

Reason for Report

The purpose of this report is to provide the Committee with an update and presentation on the progress and status of the Lake Conjola Coastal Management Program (CMP). The CMP is currently being prepared for public exhibition as part of Stage 4 of the CMP development process.

That the Committee receive the report and presentation on the status of the Lake Conjola CMP for information.

Background

Royal Haskoning will be presenting a project update of the Lake Conjola CMP to the Committee. The Committee will be informed about how the project has progressed through Stages 2 and 3 of the CMP process, and the upcoming activities to be undertaken throughout Stage 4. The presentation will include:

·    Introduction and general progress update on the project

·    Overview of Stages 2 to 3

·    Overview of the draft CMP and identified management actions being prepared for Stage 4

·    Next steps and timeline.
