Purpose
The Shoalhaven Sports Board (Board) is to provide advocacy for the sporting community on policy, direction and strategic planning related to Council’s objectives. To achieve this policy and strategic objective, the Board will be strategic in nature and focus on appointments to achieve this outcome.
Role
· Represent the whole Shoalhaven Sporting Community (all sports)
· Provide ongoing, high level policy and planning advice to Council.
· Make recommendations to the Council on all relevant business presented before it
· Advocate and maintain specific sports related portfolios.
· Advocate and promote Board recommendations.

Ms Jane Lewis assumed the Chair and asked the members present if there were any nominations for the role of Acting Chairperson for this meeting. Mr David Goodman was nominated for the position of Acting Chairperson. There being no further nominations, the Board agreed the election process was conducted fairly and reasonably. Jane Lewis - declared David Goodman as Acting Chairperson for this meeting.

Artie Smith Oval – Clr John Wells had discussions with AFL NSW/Australia and Cricket NSW/Australia and interested in changing their program to bring matches, coaches and player workshops to the Shoalhaven next year. |

SB23.10 Shoalhaven Sports Board - Current Projects Update (City Lifestyles) |

Mr Craig Howsan queried the majority of funding for these projects and how much interest Council is paying on these loans. Ms Jane Lewis clarified Council pay interest on these loans and this is worked out as part of Council’s financial plan and ongoing budget however, this is outside the delegation of the Shoalhaven Sports Board. Mr David Goodman queried the completion date for the Artie Smith Oval. Mr Simon Brown provided an update on this project and advised this is currently in the hands of the contractor. The construction of buildings and facilities are almost in the completion stage apart from fit out. However, the works to the oval surface is still ongoing. It is anticipated that an official opening event will be held at the end of November, (weather dependent). Mr Simon Brown confirmed the field is expected to be open for local sport to commence early in the new year 2024. Mr Greg Wellington queried when staff will be allocated and advertised for recruitment. Ms Jane Lewis confirmed there is pre-funding in the budget for staff and the recruitment of roles has been signed off by the CEO. Mr Greg Wellington raised concerns about safety issues around the Astro Turf in the cricket nets and if this has been rectified and built to code as per Cricket NSW and Cricket Australia Guidelines. Ms Jane Lewis clarified this is compliant. Mr Jonathan Seller queried the dates of the Sporting Group Workshops. Mr Simon Brown confirmed the Workshops are being held on Thursday 5 October 2023 at the Ulladulla Civic Centre and on the 11 October 2023 at the Shoalhaven Indoor Sports Centre. A flyer is attached to these Minutes for more information on these Workshops. The link provided includes details of each workshop and the registration information: https://shoalhavenssf.com.au/about/whats-on/sporting-workshop-23 Clr Patricia White made note of the stormwater conflict being investigated at the Ulladulla Skate Park and if Council is able to rectify. Mr Craig Horgan confirmed there will be no conflict as the REMs line will not impact on the design intent. Ms Elizabeth Tooley queried the engagement activity for the Bay & Basin Skate Park and if this has occurred within the community. Mr Paul Donnelly confirmed there has been community engagement with key stakeholders such as the infrastructure users and this has informed the project proposal. Ms Jane Lewis clarified the engagement activity stage has been completed some time ago and has progressed to the detail design stage. Mr David Goodman made comment on the Berry Showground Master Plan and if this Master Plan could be reported brought back to the Board. Ms Jane Lewis confirmed this Master Plan is no longer on public exhibition and can be reported back to the Board for information. Clr Moo D’Ath queried the scope of works relating to the drainage on Frogs Holla Sporting Complex. Mr Craig Horgan clarified there is a new drainage design for installation across the fields. Based on feedback from Mr Matthew Graham and the Management Committee, the ideal installation time is expected by mid-end of April 2024. The designs are complete and tender packages are ready to go. Mr Matthew Graham clarified there is currently no drainage in this area. Mr Greg Wellington queried if Council will contact all sporting groups regarding the Sports Grants Program. Ms Jane Lewis confirmed this has already occurred, and was advertised from the 1 April to 30 June 2023. Council are currently conducting the review process. Mr Greg Wellington queried the upgrade of facilities for Women’s sport and advised there should be a minimum of four change rooms at these fields (Berry Showground). Ms Jane Lewis clarified the main focus currently is on the Berry Showground Masterplan, Mr Paul Donnelly advised the limitations around the amenities at this site did come through the engagement activity. The Project Team have since met to analyse the data and submissions received and these concerns are currently being addressed to adjust the Master Plan. A report will be provided to Council with an update on this and subsequently an update to be provided to the Board for information. Mr David Goodman queried the funding from the Federal Government of $200MIL. Ms Jane Lewis confirmed the Federal Government have made an announcement however, no details have been provided yet. Ms Elizabeth Tooley queried Council’s policy on naming grounds and pavilions. Ms Jane Lewis confirmed Council have a policy on road and public reserve naming and this is attached to the Minutes. Ms Jane Lewis confirmed Council has engaged Co-Op Studios who are progressing the Bay and Basin Leisure Centre redevelopment through detail design to lodgement of a DA. This project will soon be put on public exhibition for community engagement. |

GENERAL BUSINESS
· Feedback from AFL Sporting Group
Mr Jonathan Seller advised the president of one of the local AFL Clubs expressed their concerns that their club would be losing roughly 50% of members next year due to the build at Bomaderry Oval. There is a potential impact of a reduction by two teams. Ms Jane Lewis clarified there is opportunity for them to investigate playing out of Artie Smith Oval venue too, as the venue is a whole of community facility. It was clarified in relation to the bookings, the association collects all the bookings and they work with Council’s Booking Team.

Submissions were provided 30 June 2023 and are currently being determined.
SB23.11 Additional Item - Initiation to Shoalhaven Sports Board Meeting - CEO Illawarra Academy of Sport - Salvatore Carmusciano |
Mr Salvatore Carmusciano has been announced as the CEO for the Illawarra Academy of Sport and commenced in the role two weeks ago. The Board would like to extend an invitation to the newly elected CEO to attend the next meeting for an introduction. |

· Opening Ceremony of Park Road Netball Courts South Nowra
The grand opening of the upgraded Park Road Netball Courts in South Nowra was celebrated on Saturday 19 August. The Board agreed this was a great day for the community.
SB23.14 Additional Item - Shoalhaven Disability Expo - Shoalhaven Indoor Sports Centre |
The Shoalhaven Disability Expo was held on Tuesday 19 September. Ms Jane Lewis clarified Council had a table with a wide range of services on offer and requested that members of the Board be invited to attend the Expo next year. |

SB23.12 Additional Item - Tourism Report |
Mr David Goodman re-requested an update from the Tourism Department to advise the Shoalhaven Sports Board of what events are occurring in the Shoalhaven. The Board agreed they would like to be notified of the events occurring in the area to advise the local community. |
RECOMMENDATION (By consent) That the Shoalhaven Sports Board receive regular updates/reports on sporting events that have been bid for or secured, similar to the report previously provided to the Shoalhaven Tourism Advisory Group. Reason for Report
The purpose of this report is to advise the Shoalhaven Sports Board on funding applications for the Sports Grants Program 2023 / 24 and to seek the Boards approval for allocation of funding to the recommended projects outlined in this report to be submitted to Council for adoption.
That the Shoalhaven Sports Board: 1. Endorse the following four applications for the 2023 / 24 Sports Grants Program: a. Milton Ulladulla District Tennis Association – Synthetic grass resurfacing of two tennis courts - $50,000. b. Shoalhaven District Football Association – Improve pathway network – $6,617. c. Shoalhaven Hockey Incorporated – Wall rebuild – $35,666.67. d. Shoalhaven Dog Training Club – Kitchen refurbishment - $6,906. To be determined by Council. |

Implications: This will allow Sports Grants Program funds to be allocated and projects to proceed in line with sporting club plans throughout the Shoalhaven and appropriate utilisation of remaining funds.

Background
The Sports Grants Program’s purpose is to assist Shoalhaven sporting groups to undertake new works or improvements to existing fixed assets at sporting facilities on Council managed land. This grant is not intended for maintenance activities.
Sports Grants Program – Applications 2023 / 24
Applications to the Sports Grants Program are invited annually, as outlined by the Sports Grants Policy (Attachment 1). This year, information was distributed to all sporting clubs on Council’s database, advising clubs of the scheme and requesting that clubs make an application prior to 30 June 2023.
The total 2023 / 24 Sports Grants Program budget is $100,000. 16 applications for funding were received, with a total requested funding of $309,574.43.
Applications were assessed against the criteria and provisions as outlined in the Sports Grants Policy (Attachment 1). Assessment scores are recorded in the Weighted Score Evaluation (Attachment 2).
The four top ranking applications total funding requests amount to $99,189.67. There are insufficient funds to support further applications.

Community Engagement
The 2023 / 24 Sports Grants Program was opened for applications from all sporting groups and peak bodies on 3 April 2023. Reminder notifications were sent to these contacts on 1 May 2023 and 1 June 2023 to encourage a healthy uptake of the grant. The Sports Grants Program was also promoted on Shoalhaven Swim Sport Fitness website and social pages to provide further outreach to potential applicants.
Initial Review of Applications
Applications are assessed against the weighting criteria to determine the application’s alignment with the policy. This includes Council’s compliance requirements, strategic plans, project readiness, club funding and in-kind contribution and project benefits to the community.
The below table demonstrates applications which have either been assessed as ineligible for funding or have been withdrawn by the applicant. These projects have not been included in the Weighted Score Evaluation. See Table 2 below.

Background
The City Lifestyles directorate is responsible for the regular operations, maintenance and development of sporting infrastructure under the care and control of Shoalhaven City Council (Council-owned land and Crown Land). These facilities range from flagship leisure centres in Nowra, Vincentia and Ulladulla, to sporting precincts and community facilities across the municipality.

Project Description |
Milton Ulladulla Croquet Club (MUCC) currently occupies land (embellished with croquet courts and a temporary clubhouse) at Milton Showground.
New croquet courts were delivered at the Ulladulla Sports Park to enable MUCC to move to a more suitable, centralised location to enable the Club to expand its program of competitions and community activities. Land currently occupied by the Club at Milton Showground is to be repurposed for alternative community use.

The Community Infrastructure Strategic Plan (CISP) is a guiding document for community infrastructure across the Shoalhaven Local Government Area. The CISP allows Councillors and staff to prioritise investment in development / redevelopment of community infrastructure, informed by a base of evidence relating to:
· Population data. · Current provision. · Needs analysis. · Projected population statistics. · Contemporary best-practice urban planning approaches and more.
The CISP informs Council’s Long Term Financial Plan (LTFP).
The current CISP is a 20-year plan (2017 – 2036) and was endorsed by Council in 2017. Work to develop the current revision of the CISP was commenced in 2015.

In 2021, Council resolved to progress designs for the redevelopment of the Bay & Basin Leisure Centre to include:

Reason for Report
This purpose of this report is to provide the Shoalhaven Sports Board with a progress report on previous resolutions and outstanding actions.

Background
This report is to update the Shoalhaven Sports Board on outstanding actions from previous meetings.
Subject to the Board concurring that satisfactory progress has been made to complete the items on the November 2023 Action Sheet Report, the Board is requested to adopt the Recommendation above.
Attachment 1 provides information regarding the status of actions and resolutions made at previous meetings, including items which are still in works. Should the Board require further information on the status of the actions in the table attached Council staff will provide as requested.
