 The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  Transport for NSW (TfNSW) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If TfNSW or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

TC23.37     Parking Restrictions - 146 Princes Highway - Ulladulla - PN(3766)

Recommendation

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed bus zone and parking restriction changes at 146 Princes Highway, Ulladulla, as per Plan No D23/265998;

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411.

RECOMMENDATION (By consent)

That:

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed bus zone and parking restriction changes at 146 Princes Highway, Ulladulla, as per Plan No D23/265998;

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411.

TC23.38     3t Load Limit Restriction (Signage) - Kerry Street - Sanctuary Point - PN3768

HPERM Ref: D23/280507

Ms Simone King – Premier Motor Services raised a query to the Committee regarding one of their buses that travels this road to pick up school students and if this could continue with the proposed changes outlined in this report or if this should be rerouted. Mr Micaiah Tipton – Manager Design Services confirmed rerouting this bus route would be ideal. Simone clarified Premier Motor Services will apply to have this rerouted in consultation with the parents along this street.

Recommendation

That

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed prohibition of vehicles with a Gross Vehicle Mass (GVM) exceeding 3 tonnes from traversing Kerry Street, from Paradise Beach Road and extending up to Clifton Street (as per D23/280705).

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411.

RECOMMENDATION (By consent)

That

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed prohibition of vehicles with a Gross Vehicle Mass (GVM) exceeding 3 tonnes from traversing Kerry Street, from Paradise Beach Road and extending up to Clifton Street (as per D23/280705).

Recommendation

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed replacement of the existing “No Standing” zones with a “No Stopping (Holiday Haven Authorised Vehicles Excepted)” zones at Holiday Haven Lake Tabourie as per Plan D23/290822.

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411.

RECOMMENDATION (By consent)

TC23.40     Intersection Upgrade - Yalwal Road - George Evans Road - Mundamia (PN 3771)

Ms Nicole Brodie - TfNSW queried the relocation of the existing speed zones and street signs. To ensure TfNSW can note these changes in their system and being their processes, Nicole requested for a plan to be emailed to TfNSW.

Action: Council to send an email to TfNSW outlining how far the signs will need to be changed, the final location of the signs and the timeframe for these works.

That

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed Intersection upgrade, as per Plan No D23/295269.

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411.

That

1.    The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed Intersection upgrade, as per Plan No D23/295269.

TC23.43     Transport for NSW Update on Nowra Bridge Project

HPERM Ref: D23/305424

Mr Daniel Farrugia – TfNSW presented an update on the Nowra Bridget Project to the Shoalhaven Traffic Committee. The presentation will be attached to the Minutes.

Mr Farrugia advised the focus over the last few months has been the traffic switch and place the southbound traffic onto the middle bridge. TfNSW aim is to have this traffic switch implemented late next week however, this is dependent on weather conditions and on site progress. During this arrangement, one lane will be closed in each direction due to constructing medians along the project. Mr Farrugia advised this is expected to be in place for a couple months before all three (3) lanes will be opened by the end of the year.

 

 

GENERAL BUSINESS

·    Concerns from Bus Companies to Council

Clr Patricia White forwarded on correspondence to Council in relation to concerns from Bus Companies. Mr Micaiah Tipton advised Council will work on compiling a response.

 

·    Speed Zone Changes – TfNSW

Ms Nicole Brodie provided an update on speed zone changes that are currently happening through the Shoalhaven. They have been installed and will continue until approximately the end of August 2023. Media releases have been issued to advise the public. If any questions are received, please direct these to TfNSW to assist.

TC23.44     Informal Advisor - Inclusion and Access Advisory Committee

Recommendation (Item to be determined under delegated authority)

That

1.    The CEO (Director City Services) consider nominating a representative from the Inclusion and Access Advisory Committee to attend the Shoalhaven Traffic Committee meetings as an informal advisor.

2.    The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council, if endorsed by the Shoalhaven Traffic Committee – refer MIN21.411.

 

Details

At the Inclusion and Access Advisory Committee meeting held on 24 July 2023, the above recommendation was made following a presentation provided by Mr Micaiah Tipton – Manager Design Services to the Committee on how members can report traffic management issues that affect people with disabilities.

Following that meeting, a post meeting note was included in the Inclusion and Access Advisory Committee Minutes as follows:

The Shoalhaven Traffic Committee’s terms of reference / delegation is set by the RTA and not by Council. This information is linked here to these minutes. 

5.2 Members does allow for additional informal (non-voting) advisors to the Traffic Committee from the following categories in consultation with the formal members:

• Road Safety Officer

• Ministry of Transport Representative

• Fire Brigade Representative

• Ambulance Service Representative

• Bus Operator Representative

• Transport Workers Union Representative

• Chamber of Commerce Representative

Although these meetings are open to the public to attend for observing purposes, participation in the meeting as an advisor is limited to those listed above.

Should the voting members of the Shoalhaven Traffic Committee resolve to accept an additional Informal Advisor from the Inclusion and Access Advisory Committee, Council will be notified at the Call Meeting in September 2023 upon adoption of all Committees and the Inclusion and Access Advisory Committee will be given opportunity to nominate their representative.

Background

Transport for NSW (TfNSW) is planning the removal of one parking space at Berry Train Station car park due to recent works and realignment within the area. This report has been requested by TfNSW to inform Traffic Committee members of these works and the associated loss in parking.

 

Details of Submission

The extent of this proposal involves the removal of one car parking space at the Berry Train Station car park.

 

Consultation

This project is under the control and management of TfNSW, as a result Council has not been involved in any consultation with residents, businesses, landowners or stakeholders.  As such, Council recommends that TfNSW undertake adequate community notification of these works.

 

Risk Implications

This proposal will assist in improving vehicle manoeuvrability and remove potential sources of congestion within the Berry Train Station car park during peak periods. It will result in a safer travel path throughout the train station car park, improving the safety of pedestrians and cyclists by increasing turning movement clearance.

 

Financial Implications

There are no financial implications to Council, this proposal would be completed by TfNSW at their cost.
