Purpose

The Shoalhaven Sports Board (Board) is to provide advocacy for the sporting community on policy, direction and strategic planning related to Council’s objectives.  To achieve this policy and strategic objective, the Board will be strategic in nature and focus on appointments to achieve this outcome.

 

Role

·    Represent the whole Shoalhaven Sporting Community (all sports)

·    Provide ongoing, high level policy and planning advice to Council.

·    Make recommendations to the Council on all relevant business presented before it

·    Advocate and maintain specific sports related portfolios.

·    Advocate and promote Board recommendations.

SB23.3       Shoalhaven Sports Board - Current Projects Update

The Board held a discussion in relation to the projects listed in the report. Questions were raised regarding the projects listed as completed, staff advised that the projects are listed as complete, therefore remain on the list  however, are awaiting acquittal.

SB23.4       Sports Grants Program 2022 / 23 - Recommendation for Unallocated Funding

Note: Mr Roger Walker declared a less than significant non pecuniary interest as he is the Chairman of the Thompson Street Management Committee.

Ms Tameka Gogerly declared a less than significant non pecuniary interest, she is the Secretary for the Bay and Basin Cricket Club which uses Francis Ryan Reserve.

Staff provided clarification regarding the ‘rolling over of funds’.

Staff advised that Council will be holding two Sporting Workshops for Summer and Winter Sports and at these Workshops the participants will receive information on grant opportunities.

Clr White raised concerns regarding the condition of fields/grounds following events such as the Huskisson Carnival.

 

Recommendation

That the Shoalhaven Sports Board approve remaining Unallocated 2022/23 Sports Grants Program Balance of $97,908.53 to be transferred to Shoalhaven Swim Sport Fitness to support the Minor Improvement Program Budget expansion by extending the Shoalhaven Sportsground Seasonal Maintenance Programs, as detailed in the report, totalling $97,908.53.

SB23.5       Workshop on Application / Development of Fees to Commercial / Professional Users of Council Sporting Fields Including Entry Fees for High Profile Sporting Groups

Staff clarified that the implementation of user fees for the sporting complex at Bomaderry will not be applied to Shoalhaven based community groups.

Staff advised that Council will hold a Workshop, led by an external facilitator to look at how the Policy can be implemented etc.

Council Resolution – Ordinary Meeting 13 February 2023 – MIN23.43

That Council:

1.    Re-endorse the existing policy of not charging Community sporting groups for the use of our sports grounds and that Council continue to cover the cost of sporting field lighting.

2.    Refer this matter to the Shoalhaven Sports Board for consideration and receive a report on the possibility and opportunity to apply fees to commercial/professional users of Council sporting fields including entry fees for high profile sporting and other events, where feasible.

Council is installing a synthetic pitch at Rugby Park in between fields 2 and 3

·    Membership applications – interviews will be held prior to mid-May and reported to Council

·    Staff addressed concerns from the Hon Fiona Phillips MP about the drainage at Callala Bay

·    The helipad behind West Street Oval was also confirmed and discussed

·    A question was raised in relation to whether the cricket practice nets at West Street Oval needed to be moved, staff advised they will follow this up and contact members offline.

SB23.6       Election of Chairperson - 2023-2025

Reason for Report

To allow for the election of a Shoalhaven Sports Board Chairperson in accordance with section 3.7 of the Board’s Terms of Reference.

 

Recommendation (Item to be determined under delegated authority)

That the Shoalhaven Sports Board elect (insert name) as Chairperson for a two-year term (2023-2025) in accordance with the Shoalhaven Sports Board Terms of Reference.

 

Options

1.    Adopt the recommendation.

Implications: Position of Chairperson will be filled and the Sports Board will continue business as usual.

 

2.    Adopt an alternate recommendation.

Implications: Should the committee opt not to elect a Chairperson for the Term and opt to elect an interim Chairperson the Committee may wish to review the Terms of Reference and the length of the Term of the Chairperson.

Background

In accordance with 3.7 of the Terms of Reference (below), the Shoalhaven Sports Board is required to elect a new Chairperson every two years.

3.7 Meeting Practices and Procedures

·    The chairperson will be appointed by the Board, the position will be limited to a two (2) year term and be open to all members.

In June 2021 Mr David Goodman was elected Chairperson for a period of two (2) years.

All members are eligible to be nominated as Chairperson.

Outlined below is the process that is followed for the Election of Office Bearers for Committees of the Council:

At the time on the agenda when the election of office bearers is listed, the following process will be followed:

(1)   The chairperson to step down from the chair (unless their position is not up for election). An appropriate Senior Officer of the Council or other official should assume the chair for the nomination process.

(2)   Individually, for each position the following is to take place:

a.    Nominations are called for that position and are acknowledged by the chair

i.   They may be received in writing prior to the meeting or provided verbally at the meeting

ii.  The Officer conducting the election shall confirm acceptance of each nominee prior to his or her inclusion in the ballot.

b.    If only one nomination is received, that person is declared as elected

c.    If more than one nomination is received, the Committee will be asked to resolve whether the election is to take place by open voting (i.e. show of hands) or ordinary ballot (i.e. written votes recorded and provided in secret).

d.    Where a large number of nominations are received, the Committee may elect to proceed by a preferential ballot, whereby ballots are consecutively taken and the nominee with the least number of votes is excluded from running after each ballot, until there are two preferred candidates remaining and a final ballot is undertaken and declared.

e.    The nominee with the most ballots is declared as elected.

f.     In the event of an equal number of ballots being cast for nominees, the position shall be determined by draw. The name drawn by the interim chairperson will be appointed to the position.

At the conclusion of the elections, the newly elected Chairperson shall reassume control of the meeting and proceed with other business.

The purpose of this report is to update the Shoalhaven Sports Board on current capital works projects, grant processes, and planned maintenance activities related to the provision of sports infrastructure in the Shoalhaven local government area.

Background

The City Lifestyles directorate is responsible for the regular operations, maintenance, and development of sporting infrastructure under the care and control of Shoalhaven City Council (Council-owned land and Crown land). These facilities range from flagship leisure centres in Nowra, Vincentia, and Ulladulla, to sporting precincts and community facilities across the municipality.

Information (for the current reporting period to end June 2023) about key sport & recreation projects / facilities is provided in this report, including:

01. MILTON ULLADULLA CROQUET COURTS (ULLADULLA SPORTS PARK)

Project Description

The Milton Ulladulla Croquet Club currently occupies land (embellished with croquet courts and a temporary clubhouse) at the Milton Showground. New croquet courts were delivered at the Ulladulla Sports Park to enable the Milton Ulladulla Croquet Club to move to a more suitable, centralised location to enable the Club to expand its program of competitions and community activities. Land currently occupied by the Club at the Milton Showground is to be repurposed for alternative community use.

02. BOONGAREE PUMP TRACK & SKATE PARK

Project Description

The new Boongaree skate park and pump track is a vibrant recreational hub that has been designed with the community for the community.  It is a contemporary space for all ages to enjoy, play, teach and learn, that caters for all abilities.

There was an overwhelming sentiment from the community for the new skate park to pay homage to the previous skate park, with the ‘snake run’ standing out as the crowd favourite to replicate in the new design. Skaters will enjoy the new flowing snake run, kicker over hydrant, slappy kerb quarter, mini bowl, roller run and much more. The skate park and pump track have been designed and built to a technical standard suitable for competition events.  

The pump track has roller berms, spine transition, roller runs, multiple transition, and a dragon back, surrounded by specially designed locally supplied  grass that provides minimal maintenance and ultimate coverage.

03. Park Road Netball Courts

Project Description

Upgrade to Park Road netball facility. Scope of works includes: replacement of 6 (of 12) courts; resurfacing to remaining 6 courts; upgrades floodlighting; carparking; accessible pathways; seating; fencing; landscaping (including new tree planting); and water stations.

Majority of participation in netball is by girls and women. This project is designed to support women’s sport, health, and fitness. A shared path will connect the facility with neighbouring schools and residences.

11. ULLADULLA SKATE PARK

Project Description

Existing, aging skatepark facilities at the Ulladulla Sports Park are to be demolished and replaced. It has been identified that existing skate park infrastructure requires extensive capital and operational investment to maintain service provision.

The vision for Ulladulla Skate Park redevelopment will celebrate the unique geographic location and environmental heritage of the region while providing contemporary social interaction opportunities for the whole community.

Skate features include: individual skate zones; deep competition bowl; bowl platform features; street plaza skate features; feature vert wall.

Planned capital work will include (but not limited to): demolition of the existing skate park; construction of a new skate park, including ground preparation, drainage, concrete works, granite coping and pool tiles; installation of steelworks; concrete footpaths; shade structures; and furniture.

The Sports Grants Program (Capital Works) is a grant opportunity available to Shoalhaven-based sporting groups that meet the provisions of the Shoalhaven City Council ‘Sports Grants Program (Capital Works)’ policy. Grant recipients can undertake design for new infrastructure or improvements to existing fixed assets on Council managed land.

15. CROWN LAND PLANS OF MANAGEMENT – SPORTSGROUNDS

In 2018, legislation amendments came into effect regarding the management of Crown Land under the care and control of local governments. As a result, all Crown reserves where a council is the nominated Crown Land Manager must be managed as if it were public land under the Local Government Act 1993.

Accordingly, a Plan of Management (PoM) is being prepared for all Crown land under Council’s care and control where the reserve purpose is identified as sportsground.

17. COMMUNITY INFRASTRUCTURE STRATEGIC PLAN REVIEW

Project Description

The Community Infrastructure Strategic Plan (CISP) is a guiding document for community infrastructure across the Shoalhaven local government area. The CISP allows councillors and staff to prioritise investment in development / redevelopment of community infrastructure, informed by a base of evidence relating to: population data; current provision; needs analysis; projected population statistics; contemporary best-practice urban planning approaches; and more. The CISP informs Council’s Long Term Financial Plan (LTFP).

The current CISP is a 20-year plan (2017 – 2036) and was endorsed by Council in 2017. Work to develop the current revision of the CISP was commenced in 2015. 

There is a need to review and update the CISP to ensure: it is strategically aligned with the most up-to-date policies and strategies of Council, state and federal governments; is reflective of current population data (including interruptions to previously projected population statistics that have arisen as a result of the COVID-19 pandemic); and is in line with changes in community expectations relating to the provision of community / social infrastructure (accelerated by the COVID-19 pandemic).

18. BOONGAREE STAGE 5 (Junior Sports Fields) & STAGE 7 (Senior Sports Fields)

Project Description

The scope of works for Boongaree Stages 5 & 7 includes upgrading existing sports grounds on the corner of North St and Woodhill Mountain Road, Berry.

Stage 5 will include: a junior fields (up to age 11) for rugby league, soccer, and cricket; additional carparking and long-vehicle parking facilities.

Stage 7 will include: a senior multi-use field with realigned cricket pitch; upgraded lighting for senior rugby league games; and additional carparking infrastructure adjacent to North Street.

Both fields are designed to have integrated irrigation and drainage, incorporating above-ground tanks for water capture and supply to each field.

19. SHOALHAVEN COMMUNITY & RECREATION PRECINCT (SCaRP) - NORTH

Project Description

In 2015, Council engaged consultants Acclimate to develop a Master Plan for both the northern and southern sections of Cambewarra Road. This master plan was endorsed by Council in December 2016.

New facilities will provide a multipurpose, flexible, inclusive space and will include, at a minimum, a new Community Hub with entry foyer, retail space, café, offices, community and professional spaces and creche/long day care. Included in the plan is a recreational water area with a 50 metre, 8 lane, indoor pool, a learn to swim pool and a children beach entry pool. The plan also includes the development of a synthetic athletics track and two senior rugby league fields with associated change rooms and amenities, storage, viewing, seating, connecting pathways, carparking and landscaping.

Council will soon be seeking suitably qualified professionals to develop the concept and detailed design plans for the northern section of SCaRP. This process is expected to commence in September 2023 and be concluded by December 2024. Construction of new facilities is planned to commence mid-2025.

20. BAY & BASIN LEISURE CENTRE REDEVELOPMENT

In 2016 Council engaged consultants Group GSA to develop a master plan for the Bay & Basin Leisure Centre.

In 2021, Council resolved to progress designs for the redevelopment of the Bay and Basin Leisure Centre to include: learn to swim pool; extension to the Gym; community meeting rooms; improvements to the existing pool and amenities; sportsground precinct upgrades including the addition of netball courts, cricket practice wickets, and amenities; landscaping; carparking.
