TC23.17 Proposed Temporary Event Traffic Control Measures - Blessing of the Fleet - Ulladulla CBD (PN 3750)

That: 1. The Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed temporary event traffic control measures for the Blessing of the Fleet Event at Ulladulla CBD, as per Plan No D23/105208; subject to the following: a. The implementation of hostile vehicle mitigation measures along all accesses to the parade to NSW Police’s requirements. b. Compliance with TfNSW ROL requirements. c. That the Event Organiser is to limit as far as practicable the occupation of the IGA carpark to the two south eastern aisles of parking and provide marshals to manage access to the area. 2. The recommendation be approved by the Director City Services under delegated authority from Shoalhaven City Council - refer MIN21.411 |
Background:
On Sunday 9 April 2023 the Ulladulla and Districts Blessing of the Fleet Parade & Fireworks Display will require minimal changes and/or restrictions to vehicle parking arrangements or pedestrian thoroughfare arrangements compared to prior years arrangements.
This event was approved under DA19/1157 for 2019-2024 with conditions to apply for section 138 each year. Traffic Committee endorsement is required as per TfNSW ROL conditions for this event.
Council has now formally received the TMP outlining key traffic impacts and the event organiser’s proposed measures to mitigate these. Due to this event being classified as a ‘Class 1’ Event, a copy of the TMP and TGS’ for this event has been provided for the Committee’s consideration.
Details of Submission:
Various sections of the Princes Highway and adjacent roads will be temporarily closed between North Street & Deering Street as per the TMP. The adjacent road sections include parts of Dolphin Street, North Street, Burrill Street North, Crescent Street, Church Street, Green Street, Boree Street, Wason Street, South Street, and Burrill Street South.
There will be on-going reductions in the distance of the closures and sections of the closed road areas as the Blessing of the Fleet Parade of Floats proceeds along the designated route through the Ulladulla CBD area.
The section of the Princes Highway temporarily closed will also be reduced in length once the Parade of Floats is completed & the Parade Floats have made their way out of the CBD area after the Parade Float judging & awards have been presented.
The closed section of the Princes Highway will see through traffic detoured at the intersection of the Princes Highway with North Street (for southbound traffic) and at the intersection of the Princes Highway with Deering Street (for northbound traffic), with the detour route via St Vincent Street. Visitors are expected to arrive and depart sporadically throughout the day, prior to and after the Parade of Floats, and likewise with the evening Fireworks Display.
The Fireworks Display infrastructure is wholly contained within the area comprising the northern harbour break wall and on pontoons within the harbour. The Fireworks display will commence at 2000hrs & run until 2030hrs on Sunday 9 April 2023. The infrastructure of the Fireworks Display will be removed immediately after the completion of the display.
There will also be a carnival run prior to and after the Parade of Floats. The Carnival will commence operation at approximately 0900hrs on Sunday 9 April 2023. The Carnival will be closed at approximately 1800hrs on Sunday 9 April 2023. The carnival will be located in the closed section of Green Street between the Princes Highway and Boree Street intersections with Green Street, and also include a section of the Ulladulla Civic Centre grounds.
Risk Implications:
Pedestrian access to the Blessing of the Fleet Parade route areas will be as per usual pathways. Vehicle movements beyond the Princes Highway (& adjacent road) closure sections will be maintained via sign posted detours utilising St Vincent Street as the principal route through the Ulladulla Business district.
NSW Police has requested that hostile vehicle mitigation measures be implemented among all accesses to the parade.
Whilst TfNSW is supportive of such events, it notes that traffic demand post COVID has increased and is significantly putting increase stress onto the road network. Given the site constraints of this location, TfNSW has suggested that an alternate location or date for the event is investigated for future years that would allow for the Princes Hwy to remain open during periods of high demand (i.e. Holidays.)
TfNSW’s has placed the following ROL specific conditions for this year’s event:
§ “Please note that this licence does not constitute approval to carry out the proposed activities. This ROL has been assessed by TfNSW for impacts on traffic flow on the state road network only.
§ Concurrence from Local Traffic Committee (LTC) and approval from Council required.
§ Adequate advance warning must be provided to motorists prior to alternate route decision points. Detour route must be clearly signposted.
§ Detour route on local roads is subject to approval being obtained from the relevant local council. All detour routes must be clearly signposted and suitable for the carriage of the class and type of motor vehicles approved for use on the subject road. Lane widths must be sufficient to permit clear access for heavy vehicles.
§ Effective monitoring of end-of-queue condition must be implemented. If queue length extends outside of work zone, advanced warning devices must be deployed beyond the end of the queue. Notification of traffic queuing must be made to the TMC on 1300 725 886.
§ Immediate notification must be made to the transport management centre (1300 725 886) in the event of a traffic incident occurring within the limit of works.
§ Traffic and pedestrian management must be in accordance with council and police conditions of approval and any direction given by the police on the day.
§ All temporary traffic control arrangements must be in accordance with Austroads guide to temporary traffic management.”
The event is proposed to take place over the Easter long weekend when there is traditionally a high volume of both day trippers and overnight visitors in the region. There is a ‘higher than usual’ risk of conflict with local residents and visitors, both to the event and tourism broadly. This will potentially generate conflict between residents and visitors, competing for parking along these local roads. Council thus recommends that the Event Organiser consider occupying only the southeast corner of the IGA carpark to reduce impact to parking.
It is noted that per NSW Workplace Health & Safety (WHS) law the Event Organiser – Milton Ulladulla Rotary Club bears individual risks related to the safety of event patrons and motorists. The Milton Ulladulla Rotary Club is identified as responsible for event related safety risks which are associated with non-transferable WHS statute-posed obligations and Common Law Duty of Care provisions. In this context, the Milton Ulladulla Rotary Club should continue to actively consult and take all reasonable measures to practically exercise their duty of care obligations.

Details
Yours and Owls Events are holding the Lazy Mountain 2023 music festival at Berry Showground with an estimated attendance of 5,000-7,000 persons and have proposed parking and camping areas within the vicinity. The primary date that this TMP relates to is for 7 of April 2023.
This event is likely to have traffic impacts in Berry due to event traffic, shuttle buses, coaches, road closures and large pedestrian movements. The Event organiser envisions that patrons will be travelling by car to the camp site and use a mix of transportation methods to access the event site (ticketed festival supplied shuttle buses, trains, walking and private vehicles).
A Traffic Management Plan has been submitted to Shoalhaven Traffic Committee for consideration.
Details of Submission:
The proposed measures will take effect from 7 to 9 April 2023:
· 7 April: 14:00 campsite opens for campers.
· 8 April: 12:00-23:00 (Event Day)
· 9 April: Campground Egress 07:00 -15:00
The following traffic control measures are diagrammatically shown and detailed in the Traffic Guidance Schemes (TGS):
VMS Advisory Boards will be shown at key locations as per the VS Plans from 28 March until 10 April 2023.
Risk Implications:
Risk Management Measures are provided in Section 9 of the TMP with overflow parking measures specified in TMP.
The event is proposed to take place over the Easter long weekend when there is traditionally a high volume of both day trippers and overnight visitors in the region. There is a ‘higher than usual’ risk of conflict with local residents and visitors, both to the event and tourism broadly. The event estimates 5,000-7,000 people over the 3 days, which will potentially generate conflict between residents and visitors, competing for parking along these local roads. The use of on-street parking for this event is thus discouraged.
