 The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

That the Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed road closures and traffic management measures proposed for the L'Etape Australia major cycling event, proposed to be held on 20th March 2021 (or at a later date subject to COVID-19 related public health orders) (per the attached plans).

 

 

 

Background:

As the committee may recall, the following matter was previously raised in August 2020. This agenda item was recalled for number of reasons, including: the event being delayed to 2021 due to Public Health Order Restrictions, further information being required from the event organisers and further consultation conducted with affected townships and community forums. Since this time, there has been increased engagement with the community and notification drops as to the proposed rescheduled event date and extent of course details. This matter has been brought before the committee for reconsideration of the proposed extent of road closures and traffic management measures proposed to take place on 19 and 20 March 2021.

 

Details of Submission:

Since late September 2019, Shoalhaven City Council has been assisting the NSW Government, Lateral Event Management, and the Tour de France for the preparation of L'Etape Australia, a major cycling event proposed to be held on 28 November 2020.

This event proposed two different race categories, ‘The Race’ and ‘The Ride’. As part of ‘The Race’, a 138.2km length course had been proposed, impacting on parts of Kiama, Shoalhaven and Wingecarribee Local Government Areas (LGA). For the Shoalhaven area, the course is proposed to pass through Berry township via Coolangatta Road and through Queen Street, passing onto Kangaroo Valley Road to climb Berry Mountain before being detoured onto Tourist Road. From the top of Cambewarra Mountain, the course will continue north down into Kangaroo Valley township via Moss Vale Road and continue on this route into Barrengarry and on to the Wingecarribee LGA, before finishing in Kiama.

‘The Ride’, which aims to accommodate amateur riders and to encourage cyclists of all skill categories to participate in this large scale event, is to consist of a 80km course, coinciding with the initial Kiama start point and subsequent Gerroa, Berry and Cambewarra Mountain lengths of the ‘The Race’ course. At the junction with Moss Vale Road at the top of Cambewarra Mountain, ‘The Ride’ deviates course and proceeds south down to the intersection with the Princes Highway, through Bomaderry and continuing east along Bolong Road to finish in the Berry Showground via Coolangatta Road.  All entrants for ‘The Ride’ will complete the same 80km course and will be released in 2 waves of 1000 riders each, with up to a 5-minute gap.

This event requires significant traffic management and control measures to be implemented along the Berry and Kangaroo Valley lengths of the course. The extent of these controls are the proposed closures of Beach Road, Coolangatta Road, Gerroa Road and Queen Street with all associated intersections and private accesses from 4:00am on the morning of 20 March 2021, reopening to the public at 10:30am (total of 6.5hrs closure). Additionally, Kangaroo Valley Road, Tourist Road and Moss Vale Road with all associated intersections and private accesses from 5:30am on the morning of 20 March 2021, reopening to the public for through traffic at 2:00pm (total of 8.5hrs closure) with local access south of Hampden Bridge from 2:00pm also. 

Details to the extent of ‘The Ride’ road closures will impact access to Cambewarra Village, side streets accessing Moss Vale Road in Bomaderry and Bolong Road with traffic control and closures at 7:00am on the morning of 20 March 2021. The Princes Highway roundabout and Railway Street diversion will reopen at 12:30pm (a total of 5.5hrs closure). Bolong Road and Coollangatta Road closures will be reopened at 1:30pm (a total of 6.5hrs closure). Finally, Station Road and internal Berry controls will be reopened at 2:00pm (a total of 7hrs of closure).

 

The extent of these measures will be controlled by a combination of manned and unmanned traffic facilities coordinated by both NSW Police and accredited Traffic Controllers. Advance warning signage is to be provided at high risk locations in accordance with Australian Standards to ensure that oncoming vehicles are made aware of the changed traffic conditions. Furthermore, access point closure signage, event notification signage and VMS boards will be installed at locations throughout the local area for advertising and awareness purposes.

The Berry Showground, which has been proposed as the finishing point for the ‘The Ride’, will be utilised as a spectator and participant parking area. A Parking Management Plan, indicating proposed detour signage, advanced warning signage and traffic controllers has been provided for the committee’s consideration.

It should be noted that whilst the event date has now been rescheduled for 20 March 2021, this may be further postponed to a later date due to COVID-19 related public health orders. As such, any proposed new dates and times will be brought before the Committee for their consideration at a reasonable time prior to it being held.

The Shoalhaven LGA specific traffic control plans and proposed road closures have been provided to the Committee members for their information and consideration.

 

Consultation:

To date, the event organisers have conducted several rounds of consultation with the Shoalhaven community and have issued notification drops to affected residents regarding proposed road closures and upcoming course details. This will continue towards the proposed event date.

TC20.44     Proposed Roundabout - Larmer Avenue - The Park Drive (North) - Sanctuary Point (PN 3609)

Background

Council is proposing to install a roundabout at the intersection of Larmer Avenue and the Park Drive (North), Sanctuary Point. The submission presented before the Committee is seeking approval for the proposed roundabout and associated signage and linemarking.

This location has been the subject of several recent Council decisions, following community concerns in relation to speeding along Larmer Avenue and calling for a traffic calming solution to compliment and reinforce the 50kph speed zone. A recent traffic and speed survey has highlighted speeding as an ongoing concern at this location.

Council applied for a roundabout at this location under the Transport for New South Wales Safer Roads Program, requesting funding for survey/design in 2020/21 and construction in 2021/22. Council has received advice from the NSW Government that the project has been successful in receiving funding and, as a stimulus measure, requested that Council deliver the entire project this financial year.

 

Details of Submission

The extent of this proposal involves the installation of a single lane roundabout including all traffic calming, line marking, lighting, signage, pedestrian improvements, and realignment of cycleway, on Larmer Avenue, at the intersection of Park Drive, Sanctuary Point. The above submission to the Committee involves the detailed geometry of the current design and swept paths for potential design vehicles as well as the extent of regulatory signage and linemarking, per the attached plans.

 

Consultation

Council commenced initial consultation with the local community and the Basin Villages Forum in early December 2019. The feedback received from this consultation consisted of 2 responses, which requested further information on the design layout. Following this clarification, the overall feedback received by Council was in favour of the proposed changes and the project in general.

Following the commitment of funds by the NSW Government, Council had recommenced consultation with the community and Basin Villages Forum in September 2020 to ascertain feedback on the detailed design of the proposed roundabout. To date, Council has received no objections to the proposed plans.

 

Risk Implications

This proposal aims to improve the intersection and mitigate future instances of speeding activity along Larmer Avenue. There are no further risks associated with this proposal.  

 

Financial Implications

This proposal will be funded by the Grant provided to Council by the NSW Government.

TC20.45     Proposed Parking Restrictions - O'Keefe Avenue - Nowra (PN 3615)

Background

Council has received concerns from the community regarding limited sight distance at the intersection of O‘Keefe Avenue and Junction Street, Nowra. 

Council staff have recently conducted a sight distance assessment at the eastern side of Junction Street and have determined that there is limited vision to southbound vehicles travelling on O’Keefe Avenue. These levels of visual awareness can be improved with the removal of parking along the eastern side of O’Keefe just south of the pedestrian crossing.

Due to the difficulty faced by vehicles attempting to negotiate this intersection with the presence of parked cars on the eastern side of O’Keefe Avenue, Council is considering the installation of restricted parking signage.

 

Details of Submission

The extent of this proposal would involve extending the existing No Stopping zone an additional 24m south, using No Stopping signage. The loss of these spaces is not significantly detrimental, as their removal would be required for proposed intersection upgrades in the near future. Furthermore, future strategic upgrades to city wide parking allotments will ensure that the loss of these spaces will not impact the overall target levels for parking allocations across the Nowra CBD.   

 

Consultation

Council commenced consultation with affected residents and the Nowra CBD Revitalisation Committee to discuss the proposal. To date, Council has received no objections.

 

Risk Implications

This proposal will assist in improving sight distance at the intersection of O'Keefe Avenue and Junction Street. The removal of these spaces is not significantly detrimental as their removal will be required as the intersection is improved in the near future. No further risks are associated with this proposal. 

 

Financial Implications

The signposting for this proposal will be costed out of Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

TC20.46     Proposed Parking Restrictions - Silver Strand Circuit - Hyams Beach (PN 3619)

BackgroundShoalhaven Council has been requested to review the parking restrictions along the length of Silver Strand Circuit, Hyams Beach.

This matter has been submitted to the community as part of the masterplan document for Hyams Beach, issued on 30 September 2020 for feedback to be received prior to implementation. Within this submission is the proposal of parking controls along the length of Silver Strand Circuit, Hyams Beach.

Currently, Silver Strand Circuit is a one-way road with limited trafficable width averaging at 3.5m wide and minimal verge. There is limited manoeuvrability throughout the majority of this trafficable lane, with Council receiving reports of congestion created after vehicles park in less than optimal locations, leaving no means for other vehicles to pass by or continue along this unidirectional road.

 

Details of Submission

The extent of the submission listed in the Hyams Beach masterplan was for the implementation of C3 'No Stopping' yellow linemarking along the majority of Silver Strand Circuit and adjoining sections of Cyrus Streets and Lister Circuit. These regulatory controls have been proposed to achieve unimpeded traffic flow and prevent any future instances of residential driveways being blocked by improperly parked vehicles.

As part of this masterplan, a 45.5m section of parking has been proposed along the southern side of Silver Strand Circuit as the road proceeds west between 10 and 6 Silver Strand Circuit. This would result in 7 parking spaces being permitted along this section of road, which will allow for unimpeded traffic flow in this one way direction.

 

Consultation:

The masterplan was on public exhibition and listed on Council’s Get Involved Page between 30 September and 2 November 2020. Council has received over 90 submissions regarding the options presented in the masterplan. Comments received however do not relate to the implementation of C3 ‘No Stopping’ yellow linemarking and parking controls along Silver Strand Circuit and adjoining side streets, presented here for the Committee. Council has received no objections to the proposed parking control measures for Silver Strand Circuit.

 

Risk Implications: 

This proposal will assist in improving traffic flow and reducing congestion along this narrow roadway. No further risks are associated with this proposal. 

 

Financial Implications:

The linemarking for this proposal will be costed out of Transport for NSW’s Block Grant Funding allocated to Council for new signage and linemarking.

TC20.47     Signage and Linemarking Plan - Boongaree Park Carpark - North Street Berry (PN 3552)

That the Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed signage and line marking associated with the Boongaree Park Carpark, as per Plan No: D20/473599.

 

 

 

Background:

The Committee may recall this item was previously submitted in July 2019. The matter was subsequently removed due to it requiring further analysis and re-design on the advice of Transport for NSW. Since this time, a flood study has been completed with relevant redesigns of the proposed stormwater and drainage scope of works. The extent of the on-street and off-street parking facilities with associated signage and linemarking remains unchanged.

 

Details of Submission:

Shoalhaven City Council is undertaking parking improvements along the access to Boongaree Park, adjacent to North Street and Woodhill Mountain Road, Berry.

Regarding the development of this new carpark and parking provisions, a signage and linemarking plan is submitted for the Committee's consideration.

This parking plan proposes to delineate 237 vehicle spaces, 6 long vehicle spaces, 9 motorbike spaces and 4 disabled access spaces (with associated shared space). No Parking signage will also be used to indicate field access areas with lockable gates.

Additional regulatory signage and linemarking to control the flow of traffic, separating regular vehicles from larger vehicles and bus movements are also included in this plan.

The staging for this proposed car parking will be delivered generally in accordance with the staging plan listed on Council’s Get Involved page for this project. This indicates that much of this proposal will be delivered towards the end of the project in conjunction with the Eastern Sporting Fields. However, in some circumstances, minor adjustments to the staging may be required due to site works, ensuring adequate provision of car parking and budget constraints.

 

Consultation:

Consultation has been conducted through Council's Get Involved website page and related discussions with community groups including the Berry Forum and Rotary Club of Berry. Feedback received has been considered in the ongoing development of this project.

 

Risk Implications:

This project will provide for additional parking infrastructure for different classifications of vehicle to improve access to the sports grounds and surrounding Berry township. No further risks are associated with this proposal

.

Financial Implications:

The broader Boongaree project is funded by multiple sources and levels of government, including Shoalhaven City Council, NSW Government via Election Commitments and Grant Funding, and Commonwealth Government via Grant Funding.  In addition, the Rotary Club of Berry have also contributed towards the delivery of Stage 1 which encompasses the Rotary Nature Play Park.

35. Signposting and Line Marking Plan

A signposting and line marking plan prepared by a suitable qualified engineer with details of any regulatory signage, line marking, and traffic facilities or speed controls/speed controlling devices (internal or external) must be submitted to Council for referral to the Shoalhaven Traffic Committee and subsequent Council approval.

The plan must conform with Austroads Guidelines, Australian Standards and Council requirements with attention given to the design of the intersection treatments, pedestrian facilities, access points and off-street car parking. As per Condition 43 of the development consent (DS19/1162), the following is required:

Condition 43:

A sealed Auxiliary Right Turn (AUR) treatment shall be designed in accordance with RTA guidelines and constructed on the southern side of Croobyar Road opposite Corks Lane, including associated drainage. The design shall take into account the nearby curve and intersection with Ringlands Lane. The pavement design shall be subject to soil testing and in accordance with DCP 100 – Subdivision Code. All drainage to be designed for a minimum 1 in 5 year recurrence interval and in accordance with DCP 100 – Subdivision Code. Design plans for the AUR shall be incorporated into the Construction Certificate plans for Stage 5.

A signage and line marking plan has been submitted to the Committee for consideration.

This Development Application had been on Public Exhibition with comments open to be received from the community and affected residents. Council approved this subdivision application in 2007 subject to the conditions applied in the Development Consent,  including a condition which required the upgrade of the Corks Lane / Croobyar Road intersection in order to facilitate the additional traffic movements that would be experienced due to the subdivision proposed (discussed herein).
