Purpose / Summary
To confirm and approve the sale of Council land within the Flinders Industrial Estate

That 1. Council employment lands (Lot 125 and Lot 126 DP 1124258, 28 & 32 Trim Street, South Nowra) be each sold for $296,000 (plus GST) to Younco Constructions P/L. 2. The General Manager be authorised to sign the Contracts for Sale, and 3. The Transfer to complete the Contracts for Sale be executed under the Seal of Council

Background
The sale of Lot 124 DP 1124258, 24 Trim Street, South Nowra has been negotiated and is in accordance with Council resolution MIN17.123 which set the minimum sale price for this lot as part of Council’s portfolio of industrial land.
Special conditions applicable to this sale are:
· Buyback condition – 2 years to build a factory

Financial Implications
The proceeds of the sale will be deposited into the Council’s Industrial Land Development Reserve for reinvestment into future industrial land development.

Purpose / Summary
To advise Council of the projects successfully funded through the South Coast Regional Jobs Initiative.

That 1. Council accept the report on the South Coast Regional Jobs Initiative Program 2. The Mayor, on behalf of Council, write and congratulate each of the Shoalhaven businesses which have successful projects 3. Council thank the Member for Gilmore for her efforts in ensuring that this funding was made available to grow business on the NSW South Coast

Background
In April 2017 The Australian Government announced a $220 million Regional Jobs and Investment Packages (RJIP) to support the Australian Government’s commitment to stimulate economic growth in Australian regions. The South Coast Region (Shoalhaven, Eurobodalla and Bega Valley) was to receive $20 million.
The program was to drive economic growth and create jobs in the ten pilot regions by investing in projects that will diversify regional economies, stimulate long term growth, deliver sustainable employment and enable applicants to enter new markets and sectors.
Grant funding was to be up to 50 per cent of eligible project costs. Applicants were required to provide the remaining 50 per cent as co-funding towards their project.
Funding was available across three streams.
· Local infrastructure - The minimum grant amount was $50,000.
· Business innovation - The minimum grant amount was $50,000.
· Skills and training - There was no minimum grant amount.
Applications closed in July 2017.
In the lead up to the application process a Committee formulated a Local Investment Plan for the South Coast, Seminars were held for applicants with around 20 businesses attending the Nowra workshop. Council’s Economic Development Office offered to assist local applicants with their applications and provided economic analysis for their proposal. Approximately 15 local businesses took up this offer.
On 20th February Minister for Regional Development, John McVeigh, together with Ann Sudmalis MP for Gilmore announced the successful projects in Nowra.
There were 30 projects approved across the 3 local government areas.

A full list of projects is attached giving the detail of each project.
For the Council projects the formal offer from the government has not yet been received and a subsequent report will be made to Council to accept the grants. In both cases the matching funding was to come from the Economic Development Reserve.
Community Engagement
At the time the announcement of the grant program was well circulated to the business community and the information session at Nowra was well attended.
Many of the Shoalhaven applicants utilised the services of the Economic Development Office to review and improve their applications. Since the announcement several appreciative messages have been received from local businesses thanking the ED staff for their assistance.
Policy Implications
Applying for grants and encouraging others to leverage funding to expand business is part of the Shoalhaven Economic Development Strategy 2017-2026 – productive Shoalhaven
Financial Implications
Council will formally need to accept the grant and vote funds for its projects and another report will be submitted to do this when details are to hand.
