 The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

Recommendation

That the Chief Executive Officer (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed alterations and additions to the signage at the newly constructed roundabout at the intersection of Green Street and Warden Street Ulladulla, as detailed in the attached plan.

 

RECOMMENDATION (By consent)

That the Chief Executive Officer (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed alterations and additions to the signage at the newly constructed roundabout at the intersection of Green Street and Warden Street Ulladulla, as detailed in the attached plan.

Recommendation

That the Chief Execuvtive Officer (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed concept plans plan for the privately owned and operated, off street carpark on Isa Road as part of the Worrigee Shopping Complex (DA16/2477).

 

RECOMMENDATION (By consent)

That the Chief Execuvtive Officer (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed concept plans plan for the privately owned and operated, off street carpark on Isa Road as part of the Worrigee Shopping Complex (DA16/2477).

TC19.41     Bus Zone Relocation - 82 Greenwell Point Road - Greenwell Point (PN 3545)

Recommendation

That the CEO (Director Assets and Works) be requested to arrange for the relocation of the existing bus zone from the frontage of 92 Greenwell Point Road to 82 Greenwell Point road including the installation of signage, as detailed in the attached plan in TC19.25.

 

 

Details

As the Committee may recall, this item was previously raised in May 2019 (TC19.25), regarding the proposed relocation of a bus zone along 82 Greenwell Point Road, Greenwell Point.

Council resolved at its Ordinary Meeting on the 28th May 2019 (MIN19.347):

'That the matter be referred back to the Traffic Committee for further community consultation.'

 

This item has been consulted with both the owners of the affected property (82 Greenwell Point Road) and the Greenwell Point Community Association. To date, neither party have expressed objections to this relocation.

TC19.42     Time Restricted Parking - Service Road South Nowra (PN 3555)

Recommendation

That the CEO (Director Assets and Works) be requested to arrange for the installation of time limited parking '1P II 7am - 5pm' along Service Road, South Nowra adjacent to the South Nowra Bunnings, as detailed in the attached plan.

 

 

Details

In preparation for the development works at the South Nowra Bunnings (DA18/1598), the existing time restricted parking on the Service Road has been requested to be altered. The newly proposed signage would extend for 45m within the existing zone, a total of 11 parallel parking spaces effected. These new controls would detail '1P II 7am - 5pm' which would then transition back into the existing signage towards the Northern end of the Service Road.

This signage will help facilitate organised building works within this area and would form part of the requirements for the demolition phase of their development consent.

Consultation was undertaken with the adjacent business owner, who did not object to the installation of this signage.

TC19.43     Signage Plan - Western Side Footpath Upgrade- Berry Street Nowra (PN 3556)

Recommendation

That that the CEO (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed signage installation along Berry Street Nowra, as detailed in the attached plan.

 

 

Details

A signage plan has been submitted to the Committee in regards to the upcoming Berry Street footpath upgrade. This signage has been planned in order to coincide with the alterations to the road environment caused by these works. Amongst these changes include: the installation of a Bus Zone to the Northern end of Berry Street, a Taxi and Community Transport parking zone to service the adjacent medical centre and other facilities, and No Stopping zones around the newly installed blisters to prevent unwanted congestion in these areas.

Consultation for this project has been conducted since late 2018 with the Nowra CBD Revitalisation Committee (CBD18.113) and members of the community. To date, no objections have been received regarding this signage plan.
