 The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed installation of two Stop signs and associated hold linemarking at the intersection of Yurunga Drive and Illaroo Road, as detailed in the attached plan.

TC19.30     Give Way Signage - Advanced Warning Signage - Line Marking - Idlewild Avenue Sanctuary Point (PN 3547)

Recommendation

That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed installation of Give Way and advanced warning signage at the intersection of Idlewild Avenue and Clifton Street and associated linemarking, as detailed in the attached plan. Furthermore, it is recommended that Council continue to monitor the safety of the intersection and consider alternative treatments if warranted.

That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed installation of Give Way and advanced warning signage at the intersection of Idlewild Avenue and Clifton Street and associated linemarking, as detailed in the attached plan. Furthermore, it is recommended that Council continue to monitor the safety of the intersection and consider alternative treatments if warranted.

That the matter relating to No Parking Zone and Linemarking - 70 Graham Street Nowra (PN 3550) be deferred pending further investigation into the option of a small car space and reported back to the Shoalhaven Traffic Committee.

TC19.34     Time Restricted Parking - South Street Ulladulla (PN 3551)

Recommendation

That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed installation of 10 minute time restricted parking signs for approximately 17.5 meters on South Street Ulladulla to accommodate the proposed HealthOne development application, as detailed in the attached plan.

That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed installation of 10 minute time restricted parking signs for approximately 17.5 meters on South Street Ulladulla to accommodate the proposed HealthOne development application, as detailed in the attached plan.

GENERAL BUSINESS

 

TC19.35     Additional Item - Investigate - Bus Stop - Sussex Inlet Road - Jacobs Creek Bridge

 

Clr White raised concerns regarding the Bus stop on Susses Inlet Road before Jacobs Creek Bridge. Clr White advised that there is a bus stop on the southern side which is dirt and then children are dropped off on the northern side where there isn’t a bus stop and children are crossing the road in an unsafe area.

 

RESOLVED (By consent)

That an investigation take place in relation to the bus stop on Sussex Inlet Road near Jacobs Creek Bridge and reported back to the Shoalhaven Traffic Committee.

Recommendation

That the Chief Excutive Officer (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed alterations and additions to the signage at the newly constructed roundabout at the intersection of Green Street and Warden Street Ulladulla, as detailed in the attached plan.

 

 

Details

As the Committee may recall, this item was previously raised in December 2018 (TC18.108) for the approval of signs and lines in association with the proposed roundabout at the intersection of Green Street and Warden Street, Ulladulla.

The Shoalhaven Traffic Committee recommended the following, which was subsequently adopted by Council on 18 December 2018 (MIN18.1020):

That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed mountable roundabout and associated signage and line marking at the intersection of Green Street and Warden Street, Ulladulla, as detailed in the attached plan.

Following the completion of a Design Road Safety Audit for this project, additional amendments to the No Stopping zones are required. These have been included on the attached plan. This has been done to ensure safe entry and departure to the roundabout.

Recommendation

That the Chief Excutive Officer (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed signage and linemarking works for the Boongaree Park, Berry, as detailed in the attached plan.

 

 

Details

Shoalhaven City Council is proposing the development of the existing sporting & recreation facility on the corner of North Street and Woodhill Mountain Road, Berry, to be named Boongaree Park. This proposed development will incorporate new off street and on street carparks along North Street and within Boongaree Park itself.

Regarding this development and related parking provisions, a signage and linemarking plan is submitted for the Committee's consideration.

This parking plan proposes to delineate 237 vehicle spaces, 6 long vehicle spaces, 9 motorbike spaces and 4 disabled access spaces (with associated shared space). No Parking signage will also be used to indicate field access areas with lockable gates.

Additional regulatory signage and linemarking to control the flow of traffic, separating regular vehicles from larger vehicles and bus movements are also included in this plan.

As the Committee may recall, this item was previously raised in May 2019 (TC19.21), to fulfill Condition 41 of the development consent.

Condition 41 of the development consent requires:

A signposting and line-marking plan prepared by a suitable qualified Traffic Engineer is to be submitted to Council for forwarding the Shoalhaven Traffic Committee for approval. The plan must conform for Austroads Guidelines, Australian Standards and Council requirements with attention given to the design of the intersection treatments, pedestrian facilities, access points and off-street car-parking layout.

The plan must identify all signs and line marking, lane widths, parking spaces and aisle dimensions, driveway dimensions and provide details of proposed street lighting.

As part of this consent, a concept plan for the privately owned and operated, off street carpark has been submitted for the Committee's review.
