YA18.23 Traffic Options and Pedestrian Safety - John Purcell Way and Hillcrest Avenue |

A member of Council’s Traffic Unit will attend and discuss traffic options and pedestrian safety for the intersection of Hillcrest Avenue and John Purcell Way. |

Theo Prakash and Scott Wells attended the meeting and reported on the initial traffic investigation. The Committee were informed that the Traffic Management Unit has attended the site to make observations and will be doing further investigations. Congestion at school peak times around the 38 schools in the Shoalhaven is common. Staff can conduct surveys and input the survey data into intersection modelling software which is used to indicate how the intersection is performing in relation to standards, and for comparison with other intersections across the Shoalhaven. Joanne Coleman raised the issue of a lack of footpath. The Committee were advised that wider shared pathways or cycleways have received grant funding which has been matched by Council, and Council has also provided limited funds through a Community Paths Program. Many footpaths are constructed by willing community groups. Council’s Pedestrian Access Management Plan (PAMP) does already identify a future shared path along Hillcrest Avenue, which is a high priority in the existing strategy, however is subject to grant funding approval. The bridge is the major constraint and is a significant cost issue. Scott encouraged members to report traffic issues or concerns to Council straight away, rather than waiting for a Committee meeting to raise concerns. Donna mentioned the Snap, Send, Solve function. Scott supported using this function which helps staff to identify the issues quickly and easily. Students were asked to use the existing pedestrian crossing on John Purcell Way rather than crossing at the intersection for their safety and ask their Student Representative Councils or school newsletter to spread the word to use the pedestrian crossing. Students walking to South Nowra were encouraged to use the existing pedestrian refuge on the eastern leg of the existing roundabout (at the Highway) which is safer than having numerous students crossing at several locations along Hillcrest Avenue. |
YA18.14 Pedestrian Safety at North Mollymook |

The Youth Advisory Committee resolved on 9 May 2018 that Ulladulla High School give a presentation at the next Youth Advisory Committee meeting about pedestrian safety at North Mollymook. This item was deferred from the Youth Advisory Committee meeting on 1 August 2018. |

Clr White noted the issue of Beach Road, North Mollymook and pedestrian access to the beach. The Committee were advised that: · Council was aware of the issue and had been trying to identify a funding source; · The Traffic Investigation Unit are looking at options to maintain two way traffic and parking as well as incorporating a pathway and fencing on the eastern side of the road, to improve safety; and · It is hoped that the design could be completed by March 2019 with the intent to facilitate construction commencing in May/June 2019, to facilitate funding of the path over consecutive financial years. |

YA18.25 Shoalhaven School Waste Reduction Initiative |

Donna Corbyn spoke to the report and advised that the public schools are required to have a Plan. Kim Waters of Ulladulla High School advised that Ulladulla High School has a Student Environment Council and recycling initiatives. Kim suggested an online collaboration working group rather than a face to face meeting. Donna suggested maybe one or two face to face meetings to decide how to present the material. Joanne Coleman of St Johns High School suggested setting up a Google classroom. Clr White noted that Council have a number of initiatives for waste reduction and suggested that the Youth Advisory Committee attends a half day waste tour run by Council. Donna suggested that the second meeting of the Youth Advisory Committee in 2019 be an environmental meeting. Clr White noted that Albury Council sends nine trucks of landfill a day to Ipswich and Sydney sends nine trains a day to the Veiola facility near Goulburn. Clr White noted that local government is charged a waste levy by the State Government. Council pays metropolitan rates. Clr White also noted that the forecast is that waste will increase, meaning increased cost to Council for waste. James Doosey reported that he had attended the Johnnies Action Group (JAG) meeting on 1 August 2018 and tabled a summary of initiatives (attached). Shoalhaven High School students reported that the School is cutting use of plastic straws. |

Recommendation (Item to be determined under delegated authority) That the Youth Advisory Committee: 1. Members nominate to participate in a working group of interested members to collect information about waste reduction initiatives that are being undertaken at schools in the Shoalhaven LGA. 2. Nomination of two representatives from each High School in the Shoalhaven who are represented on the Youth Advisory Committee. |

RECOMMENDATION (By consent) That: 1. The Youth Advisory Committee participate in a Council waste tour in 2019, and authorise expenditure from the Youth Advisory Committee budget of an amount up to $1,000, if necessary; 2. The Youth Advisory Committee dedicate the second meeting of 2019, to be held in term two, to discuss environmental initiatives across Shoalhaven schools; 3. Council writes a letter to the NSW Minister for the Environment to enquire why Shoalhaven City Council is charged metropolitan rates for tipping instead of regional rates. 4. The Youth Advisory Committee nominated members Ruby Frank of Ulladulla High School, James Doosey of St Johns High School, Bridee Lewis of Bomaderry High School, Sebastien Riou of Nowra Anglican College and Lachlan Willis of Shoalhaven High School investigate what is already happening within their schools, consider the option of forming a Working Group and send information to donna.corbyn@shoalhaven.nsw.gov.au. YA18.26 Student Safety – Shoalhaven High School – Bush Track |

At the meeting of the Youth Advisory Committee on 1 August 2018 Shoalhaven High School students raised the issue of the safety of students using a bush track behind the School. The Committee agreed to add this item to the agenda for this meeting. |

Joshua Fisher clarified that this issue was raised by St Johns students and noted that the issue is that the track is being used as a shortcut by students and some Committee members had concerns about safety of students because of potentially dangerous people and wildlife. Clr White advised members that it is necessary to clarify whether the land is Department of Education land or Council owned land. Clr White suggested that the Student Representative Council speak to the Deputy Principal or Principal to find out and ask the Department of Education to address the safety issues. Action: Donna investigates with Property Unit of Council who owns the parcel of land at the back of Shoalhaven High School. |
YA18.27 Additional Item - Regional Development Australia |
Lily Hatcher, representing Regional Development Australia, gave a report on the Shoalhaven Youth Volunteering Initiatives (attached) and advised that the final program is to be completed at the end of December. Lily also tabled a flyer on the Regional Employment Trials (attached). |
YA18.28 Additional Item - Updates on Facilities for Young People |
Clr White noted that there an audit of the Ulladulla Skatepark confirmed that the facility will be at the end of its working life at the end of 2023 and $200,000 was allocated towards a concept and detail design for a regional skate park. Further details could be found in the business papers for the Strategy & Assets meeting of 16 October 2018: (https://shoalhaven.infocouncil.biz/Open/2018/10/SA_20181016_MIN_9879.PDF Clr White also noted that funds are being sought for a Masterplan to improve the Ulladulla Lighthouse area. The Masterplan would include a proposal to install safety fencing and a viewing platform. Clr White commented further that the Indoor Sports Centre at Bomaderry is nearing completion and an upgrade to the Bay & Basin Leisure Centre is planned. |
YA18.29 Additional Item - Basketball Facilities in Nowra |
Joshua Fisher asked about free basketball facilities for Nowra, similar to Mollymook. Community funded $55,000. Parramatta Park at East Nowra. Youth Centre basketball courts opposite Police Station. Donna suggested investigating costs of upgrading existing facilities. Clr White suggested that students research possible locations for a new facility as well as potential costs and issues. Lily Hatcher suggested that students use the space more often before fixing to ensure that the funds are well used. |
Action: Donna Corbyn to investigate the standard basketball hoop height and whether the replacement of backboard and hoop at Parramatta Park is on a Works plan or included in a budget and report back to next meeting to consider using funds from the Youth Advisory Committee budget. |
YA18.30 Additional Item - Various Issues |
Molly Brain raised a drainage issue on Shoalhaven Street Nowra, near the Hospital. Molly reported that water sits on tyres, up to the door of car. Donna suggested to use the Snap, Send, Solve app to notify Council. James Doosey raised the issue of people doing burnouts on the Gerry Bailey reserve at Shoalhaven Heads near the proposed BMX track. Donna suggested to take it to the community forum. |

Purpose / Summary
Providing a summary of activities that have occurred as part of Youth Week 2019 celebrations in the Shoalhaven LGA and seeking approval to expend $500 from the 2019/2020 Youth Advisory Committee Operational budget to facilitate attendance of one (1) Youth Advisory Committee member at the Local Government Youth Week Awards presentation.

Implications: Funds will not be available to facilitate attendance at the 2019 Local Government Youth Week Awards.
Background
Youth Week is a NSW Government initiative that began in 1989. Today the event is celebrated annually in April.
National Youth Week is jointly supported by Federal, State and Local Government. In 2019 the NSW State Government provided $3,139 to Shoalhaven City Council to facilitate Youth Week celebrations. This contribution is supplemented by Shoalhaven City Council which provides $6,102.
Shoalhaven City Council and community organisations throughout the Shoalhaven LGA celebrated Youth Week between 10 - 18 April 2019. The week of celebrations enabled young people from throughout the Shoalhaven LGA to connect, share, speak out and celebrate the achievements of young people at variety of free or low-cost events.
Shoalhaven City Council’s Community Development Team facilitated the production and distribution of a calendar of events (Attachment 1). The calendar included 18 local events including a wellness retreat for young people that was held at the Nowra Library and a Young Coasties Festival at Culburra Beach. This popular event included skateboarding and live music. Shoalhaven City Council provided funding to facilitate this event.
Shoalhaven City Council also provided funding to agencies and community groups to enable the staging of other events including:
- An online Youth Health Survey about Accessibility versus Availability for young people
- Inclusive Art lessons and exhibition for young people with disabilities
- Youth Art workshops, general and Aboriginal specific
- Basketball skill sessions and workshops
- Youth Homelessness Matters Day events and activities, including a couch surfing billy cart race.
All Councils that deliver events as part of Youth Week are automatically nominated to receive an Award under the NSW Local Government Awards. The categories for 2019 have yet to be announced; in 2018 the nomination categories were:
· Best local Youth Week program
· Best on-going commitment to local Youth Week programs
· Most innovative Youth Week program
· Most outstanding Youth Week program
· NSW Health Play Safe Sexual Health Project Award
In the past, Shoalhaven City Council has been the recipient of the following Awards:
· 2017 - Most Innovative Youth Week Program
· 2008 & 2012 Runner up Best Youth Week Program
The Award presentation evening is held in Sydney during June/July. The cost for a Youth Advisory Committee member to attend is approximately $500 (accommodation, tickets and travel).
To facilitate attendance of one (1) Youth Advisory Committee member at the Awards evening it is suggested that $500 be allocated from the Youth Advisory Committee operational budget.

Purpose / Summary
Seeking endorsement of the 2019/20 Youth Advisory Committee Action Plan.
That Youth Advisory Committee; 1. Endorse the Youth Advisory Committee Action Plan 2019/20, and 2. Recommend that Council formally adopt the plan.

Implications: The strategic direction for the Youth Advisory Committee will be set and planning can be undertaken to ensure that actions are delivered during the 2019/20 financial year.
2. That Youth Advisory Committee not endorse the final draft of the Youth Advisory Committee Action Plan 2019/20 and make further recommendations or changes.
Implications: Staff time and delay in having a strategic direction for the committee.
Background
Members of the Shoalhaven Youth Advisory Committee met in June 2018 to commence development of an Action Plan for the Shoalhaven Youth Advisory Committee. The objective of the Action Plan is to provide a framework to help guide the work of the Committee. A further workshop was held during 2018 to refine goals and activities that had been identified at the June 2018 workshop. The results of the planning day are provided in Attachment 2. This has resulted in the development of a Youth Advisory Committee Action Plan for a 12-month period for 2019/20.
Some of the actions that were identified by members are not the responsibility of Local Government (i.e. transport). These actions have been forwarded to relevant Council staff for consideration and, where appropriate, will be included in the Community Wellbeing plan that is currently in the initial stages of development by Council staff.
Attachment 1 provides a copy of the 2019/20 Shoalhaven Youth Advisory Committee Action Plan. Actions that are contained in the plan are aligned with key themes and associated priority actions that are contained in the Shoalhaven City Council’s Integrated Strategic Plan.
It is recommended that the 2019/20 Youth Advisory Committee Action Plan be endorsed by the Youth Advisory Committee and that it be forwarded to elected representatives of Shoalhaven City Council for formal adoption.
Community Engagement
Development of the 2019/20 Youth Advisory Committee Action Plan was facilitated by Council’s Community Development Team using a participatory community engagement process that involved two workshops with members of the Shoalhaven Youth Advisory Committee.
Action Plan updates will be reported to the Committee regularly.

Any actions arising from the implementation of the Youth Advisory Committee Action Plan 2019/20 will be funded from within the budget allocated to Community Development.

YA19.5 Improving Nowra CBD for Young People

Purpose / Summary
Providing information on a presentation made during Youth Week by young people to Councillors regarding the needs and aspirations of young people, and consider further action.
That the Shoalhaven Youth Advisory Committee; 1. Receive the report for information. 2. Agree to design and implement a community engagement plan that seeks to clarify issues raised by young people regarding the Nowra CBD and identify what the social and physical needs of young people are within precinct. 3. Request that Council approves to carry forward any remaining balance from the $4,000 in the 2018/19 Youth Advisory Committee budget (job number 13845) to the 2019/2020 FY to facilitate the community engagement and consultation with young people in the Shoalhaven. 4. Report back to Council via the Youth Advisory Committee on the key findings and possible actions at the conclusion of the community engagement and consultation with young people.

Implications: Council’s understanding of the issues and needs of young people as they pertain to the Nowra CBD will be understood and some actions (subject to the provision and availability of funding) to address these issues can identified and where possible be undertaken.
2) The recommendation is rejected.
Implications: The needs of young people as identified by young people and presented to Council, as they pertain to the Nowra CBD, will not be fully understood and strategic planning to address issues will not commence.
Background
During April 2019, as part of Youth Week, a delegation of young people from the Shoalhaven LGA attended Shoalhaven City Council and provided Elected Representatives and senior staff with an overview of concerns and aspirations of young people. The group included some representatives from Council’s Youth Advisory Committee. A summary of issues raised is provided in Attachment 1.
A major issue of concern to the delegation was the lack things for young people to do within the Nowra CBD and a perceived lack of community pride in Nowra amongst young people.
To address these issues, it is suggested that the Youth Advisory Committee, with support from Council’s Community Development Team, engage with young people across the Shoalhaven LGA who are aged 12–25 to determine their views, feelings and values regarding the Nowra CBD and their aspirations for the future of Nowra and the CBD.
A report will be prepared for Council consideration via the Youth Advisory Committee on the outcome of the community engagement and consultation with young people across the City. This will include feedback, relevant comments and potential actions and improvements for consideration.

The proposed engagement methodology will be designed by members of the Youth Advisory Committee. Engaging with young people aligns with the following theme and priorities in Shoalhaven City Council’s Integrated Strategic Plan.

Financial Implications
The Committee has a budget, and currently has $4,000 (job number 13845) remaining to facilitate this process. It is requested that the balance of these funds be carried forward into the FY 2019/20 operational budget to cover anticipated expenditure associated with undertaking this project.

There are no outside of business as usual risks associated with this activity.
