Greg Pullen spoke to the report and advised that Stage 10 of Flinders Estate was fenced this week and Council is starting to accept clean fill for the gully.

The Committee discussed connection from Central Avenue to the Princes Highway. Council is investigating funding sources for this work.

BE18.31     Recent grant applications prepared by Council to specifically stimulate Economic Development

Greg Pullen spoke to the report and noted that the East Nowra Sub Arterial could be a two to three year project.

The closing date for applications for the Building Better Regions was 15 November 2018. Council submitted an application for assistance of $9.5 million on behalf of Bundanon Trust to upgrade Riversdale.

Clr Gash asked about the Jervis Bay Road intersection with the Princes Highway. The Committee were advised:

·    Council followed up with RMS;

·    The RMS need further data collection to determine best option for the intersection.

·    The RMS are looking to collect further data over Christmas period.

·    Council last met with RMS a couple of months ago.

·    Council made representations to the Department of Premier and Cabinet and local member Shelley Hancock MP, highlighting the issue of truck and trades access.

David Goodman asked whether the State Government prioritises highway intersections. The Committee was advised that in the Shoalhaven local government area Island Point Road is the first priority for the RMS, based on crash data, followed by Jervis Bay Road.

Clr Watson noted that Council is providing support to local dairy farmers, for example through reduction in water rates.

BE18.33     School to Industry Program

Greg Pullen and Marianne Jones spoke to the report. It was noted that teachers were taken on a tour of local enterprises on 15 November 2018 and the inaugural defence industry tour for students would be held on 28 November 2018.

Marianne thanked the local businesses that supported these initiatives.

BE18.34     Proudly Shoalhaven

Greg Pullen spoke to the report. Shared some data analytics from website. Videos on website. State Govt and Council $150K. State govt matched Council funding. 200-300 hits on some sites.

Two Proudly Shoalhaven videos were shown to the Committee. Members were encouraged to view additional videos from the website. Companies are also using videos for promotion of their businesses.

Staff advised that it is difficult to quantify the response to the campaign. Council are receiving positive feedback on the program.

Mary-Jean Lewis asked whether Council would be producing more videos. Staff advised that Council would like to produce additional videos, but the cost may be prohibitive to feature a lot of new and emerging businesses, including expanding the geographic base of businesses.

Donna Payne advised that if there is future promotion those industry sectors identified in Regional and Economic Development Strategy, such as manufacturing, were likely to be viewed favourably.

BE18.35     NSW Small Business Month in Shoalhaven

Greg Pullen spoke to the report.

In relation to the Bay and Basin area, Mary-Jean Lewis noted that there are 7,300 residents in Sanctuary Point and 1,007 active ABNs. This is equivalent to one per street and includes tradespeople and online businesses. Attendees at the Sanctuary Point events included some from Ulladulla.

BE18.36     Shoalhaven Business Chamber - Report on Activities (July-September 2018)

Jemma Tribe spoke to the report and noted that the Lunch and Learn series will run again in 2019.

Jemma also advised that the Shoalhaven Business Chamber is partnering with the Nowra Show to hold a careers expo as part of the Nowra Show. There will be free stalls for Nowra businesses.

Donna Payne expressed support for a careers expo at Nowra Show, complementary to University of Wollongong careers expo, not just agricultural industries will be shown. The Nowra Show expo will promote STEM subjects, such as a robotics challenge. Peter Masterton added that there could be federal funding to support the program. The relevant government agencies are currently exploring funding options. There will be buses for school students to attend on the Friday with an emphasis to include secondary schools.

Jemma also spoke about the Business Chamber’s advocacy. In relation to the Nowra Bridge project the Business Chamber are lobbying for grade separation. The Chamber is also lobbying for payroll tax reform and have spoken to NSW treasurer to raise threshold for rural and regional areas.

The Business Chamber is applying for grants for strategic projects.

BE18.39     Development in Shoalhaven - Significant Projects

HPERM Ref: D18/341684

Donna Payne asked about expiry of development approval. The General Manager advised that physical commencement would keep consent alive.

The Economic Development Office contacts developers to follow up industrial commercial developments. Staff noted that a number of applications were lodged in 2006 and 2007, prior to the Global Financial Crisis. Currently developers are facing difficulties obtaining finance in current economic climate. Banks more cautious. Some applications are made to increase the value of the land for sale, without any intention to commence work.

Staff noted a flurry of approvals over September and October 2018 and it is anticipated that industrial development will proceed in the near future.

BE18.40     Update from Department of Premier & Cabinet Regional Branch

Donna Payne spoke to the report and highlighted the support available for enterprise and suggested to look at Regional Enterprise Development Strategy.

Donna also advised that the relocation assistance for skilled workers targets employers relocating businesses rather than individuals relocating. There are specific criteria and eligible job roles.

BE18.42     South Coast Youth Leadership Forum

HPERM Ref: D18/389027

Avalon Bourne of Sonder Youth gave a presentation about the South Coast Youth Leadership Forum held over three days at the end of October. This is the fifth year that the program has run. There were 55 participants from a range of schools.

The purpose of the Forum is to train young people with skills to create change in the community and skills to increase their employability. It involves personal development workshops and group challenges. The Program has received positive feedback from participants through a survey.

The winning two ideas from the Impact Challenge were the HSC Smash – a program to beat the stigma of HSC stress and assist students with skills to manage their stress, and HM – Healthy Minds – a mental health toolkit for students.

Sonder Youth is looking to do leadership training for South Coast Leadership Forum alumni to keep them connected with the program and with their peers.

Avalon presented certificates of appreciation to supporters of the program and acknowledged the in kind support received from Council.

The Chair noted that the Moruya Program attracted 56% indigenous students.

GENERAL BUSINESS

 

BE18.43     Additional item - Information Updates from Members

Peter Masterton of AusIndustry noted:

·    The Smart Cities funding approved to an Illawarrra-Shoalhaven consortium (including Shoalhaven City Council) of $480,000 for sensing technologies in waterways

·    The defence industries capital improvements grants of $50,000 to $1 million. $17 million each year from 2019 to 2022 has been allocated.

·    60 people attended the information workshop on the Regional Jobs Investment Program.

·    A local business leaders breakfast is proposed to promote the grants program and focus on issues of importance to the region.

Greg Pullen added that the Department of Foreign Affairs and Trade were holding a free trade workshop on 11 December.

Tony Emery of the Bundanon Trust acknowledged Council and staff support for their Building Better Regions Fund as the Trust was ineligible to apply without a partner. Tony also thanked Council and the Shoalhaven Business Chamber for advocacy around the Nowra Bridge and roads.

Robert Crow of the Shoalhaven Tourism Advisory Group noted the movement towards sustainable tourism and the collection of data to indicate the health of the environment, which includes amenity to locals. Russ suggested entering Shoalhaven360 into a search engine to have a look at the website.

Alison Chiam of the Shoalhaven Arts Board advised that there are two additional arts awards for the Australia Day Awards. Alison encouraged members to circulate the information throughout their networks. Nominations are through the website and close on 30 November. 

Greg Pullen advised that the design for the Albion Park Rail bypass has been released for community feedback and Roads and Maritime Services are seeking submissions by Friday 7 December 2018. BE19.1       Influence of Major Government CapEx on Shoalhaven Economy

Purpose / Summary

To provide an update to the committee on the influence that major Government CapEx has on the local economy and can this level of growth be sustained.

Recommendation (Item to be determined under delegated authority)

That

1.    The Business & Employment Development Committee accepts the report of the Economic Development Office into the influence and effect of attracting major Government budget allocations for infrastructure developments in Shoalhaven,

2.    The Business & Employment Development Committee congratulate Council on its pro-active approach to achieving infrastructure development through presenting well sounded cases and lobbying hard for the implementation of improvements to assets such as the Princes Highway and the Shoalhaven Health Precinct, the establishment of the Shoalhaven Education Campus and the South Coast Correctional Centre and the expansion of HMAS Albatross as a major Australian Defence base,

3.    The Business & Employment Development Committee urges Council to continue to provide dedicated resources, both labour and financial, to prepare business cases for the improvement of critical infrastructure to bring about the growth of the Shoalhaven.

Background

The Economic Development Office maintains a spreadsheet and economic model of the effects of major Government infrastructure expenditure and the influence on the local labour market. This model has been maintained since the early 2000s to monitor Council’s lobbying for improvements to infrastructure mainly in the Defence and Roads assets. More recently the infrastructure surrounding the South Coast Correctional Centre and the upcoming major upgrade to the Shoalhaven health precinct have added to the mix.

In the first quarter of 2019 the following major infrastructure projects are recorded as being underway:

·    South Coast Correctional Centre expansion – NSW DCS

·    Upgrades to Nowra STP & Bomaderry STP by Shoalhaven Water

·    Princes Highway – Bomaderry to Berry – NSW RMS

·    Shoalhaven Hospital – multi storey carpark – NSW Health

Other projects that will probably commence during 2019 include:

·    Shoalhaven River Bridge – detailed design

·    East Nowra Sub Arterial – SCC/NSWDoI

·    Far North Collector Rd – SCC/DoIRD

·    Shoalhaven Hospital upgrade – NSW Health

·    Sth Coast Rail (Bomaderry-Berry) – RailCorp/DoT

The expenditure into the local economy is currently running at in excess of $60m per quarter and whilst some of this expenditure may be with contractors outside the immediate area their workers do temporarily reside in the area and incur expenses whilst doing so.

The graph also shows the effect of the construction effort on local employment and the upcoming works will stimulate this through 2020 and 2021 in producing the greatest employment effort, peaking at around 550 during July 2019 to June 2020.

The question can be asked as to whether this employment level can be sustained. Whilst the infrastructure programs emanate from government there is still more to be done in Shoalhaven – Princes Highway south of Jervis Bay Rd, upgrades to rail infrastructure, utility augmentation to cater for new urban release areas or new industry requirements.

By the time the next phase of major infrastructure is completed by 2025+ will Shoalhaven still be able to attract the interest of Government to achieve $40m of new infrastructure spend per quarter and the 150 jobs that go with that level of activity. Preparation of future projects, properly costed and business cases prepared will remain to be something that Council and its community will need to provide for.

 

Community Engagement

The development of the case for major infrastructure projects by Government is something that the community responds to when shortages or deficiencies appear. It will remain the realm of Council in conjunction with Government Agencies to be across the future need and strategically develop the case and lobby for relevant projects to initially be considered for assessment and then to achieve the necessary budget allocations.

 

Policy Implications

Council needs to be abreast of policy changes and directives at the State and National level and to be responsive, with its local business and residential communities, to tender submissions and representations to achieve results.

Sometimes joining others and “hunting as a pack” to achieve results may be necessary, but it will always remain that a certain level of commitment and effort is required by this community if the “local” case is to come to the fore in Government considerations.

 

Financial Implications

To be prepared and ready for stating the Shoalhaven case there will always need to be material prepared. Having the dedicated resources, both labour and financial, to prepare relevant arguments is something that Council needs to be dedicated to supply.

 

Risk Implications

The risk is whether to be pro-active or re-active. Creating your own case and being prepared to amend or embrace change without losing sight of the main goal is the key. There needs to be a degree of resoluteness to achieve major growth in infrastructure for without this your story may not be heard.

BE19.2       School to Industry Update

To update the Business and Employment Development Committee about activities that have been undertaken as part of the School to Industry Program.

Background

The Economic Development Office of Shoalhaven City Council organises/co-organises a number of events each year as part of the School to Industry Program.  The events consist of:

·    The Professional Snapshot – delivered in conjunction with the Shoalhaven Professional Business Association

·    The Teacher to Industry Tour

·    The Defence Industry Tour (new in 2018)

 

The Professional Snapshot

The Professional Snapshot is scheduled to be held on Wednesday, 6 March 2019.  This day is only made possible by support from our business community.  Businesses that have offered to host students in 2019 include:

·    RMB Lawyers

·    Financial Dynamics

·    Edmiston Jones

·    GHD

·    Shoalhaven City Council – Planning, Community Development and the Shoalhaven Regional Gallery

It is expected that 70 students will take part in the event.

 

Teacher to Industry Tour

The aim of the Teacher to Industry Tour is to showcase the variety of businesses that are in the Shoalhaven.  On 15th November local high school teachers were taken to the following businesses:

·    Essence Group

·    Mind the Gap

·    Noahs Ark

·    UoW – Shoalhaven

·    Stormtech

·    Nowra Truck & Tractor

·    Shoalhaven Mechanical Services

In addition, On Line Recruitment and Quest gave presentations over lunch. 

Only 15 teachers attended the 2018 event.  This is a good group size for getting people to and through businesses though the numbers are down from previous years.   The attendees very much enjoyed the day and were very impressed with the quality and innovation present in Essence Group, Stormtech and Nowra Truck & Tractor.

One of the suggestions for improvement was that the Teacher to Industry Day could be held every second year. 

 

The Defence Industry Day

The Economic Development Office of Shoalhaven City Council, the Shoalhaven Defence Industry Group and HMAS Albatross held the inaugural Shoalhaven Defence Industry Day on Wednesday 28th November 2018.  The day was modelled on the successful Professional Snapshot and was aimed at promoting the variety of careers available locally in Defence and defence support.

On the day there were 29 students accompanied by 4 teachers.  The students were from Shoalhaven High School, Nowra Christian School, St John’s, Bomaderry High School and Nowra High School.  Ulladulla High School did have 7 students registered to attend.   Unfortunately, the weather on the 28th November 2018 was atrocious with 80.6mm and 65.8mm of rain falling in Nowra and Ulladulla respectively.  Ulladulla High School decided not to attend as they felt that it would be too risky to travel on that particular day.   

The students and teachers commenced the day with a tour of HMAS Albatross.  This was followed by lunch and presentations at the Fleet Air Arm Museum.   After lunch the students visited Air Affairs and BAE Systems. 

Despite the rain, the day was quite successful.  A survey was undertaken, and all the participants enjoyed the day.  Positive comments included:

            “Great to see students asking questions – especially gap year, air crew and Air Affairs”

            “My favourite part was seeing the Learjets at Air Affairs”

“I enjoyed learning about all the different types of jobs that are involved in the defence force”

The aim of the Defence Industry Day was to expose students to a variety of careers available in Defence AND defence support.   This is one aspect of the event that needs improvement as most of the students attending had previously considered a career in Defence.  The aim was to target those students who were unfamiliar with Defence and defence support and to showcase the range of career opportunities in defence support.  This will be improved in subsequent events.

The Economic Development Office intends to run this event every two years alternating with the Teacher to Industry Tour. 

The Defence Industry Day was only successful thanks to the coordinating effort between Council, HMAS Albatross and the Shoalhaven Defence Industry Group.  The Economic Development Office would like to thank;

Financial Implications

Apart from staff time, the costs for the Professional Snapshot consist of supplying lunch and the costs for the Defence Industry Day include lunch and the hire of the bus.  These costs are covered by the Economic Development budget. 

 

Risk Implications

The Defence Industry Day and the Professional Snapshot are school excursions and participants are supervised and insured through the education system.

Background

The Economic Development Office of Shoalhaven City Council supports a number of business training and development programs for local businesses.  The Economic Development Office does this through partnering with other government and non-government entities which provide business training.  This partnership approach has been extremely successful and has resulted in the delivery of quality training by skilled and knowledgeable trainers as well as networking and capacity building opportunities.  

In 2018, the Economic Development Office supported, either financially or in-kind, a number of groups including the Shoalhaven Business Chamber, the Shoalhaven Professional Business Association, the Southern Region Business Enterprise Centre and The Business Sessions.  

The following outcomes were achieved.

 

The Shoalhaven Business Chamber

The Shoalhaven City Council, via the Economic Development Office, has entered into a MoU with the Chamber to deliver a series of Lunch and Learn and Women in Business events.  In 2018 the Chamber delivered:

Illawarra iTeC

Shoalhaven City Council supported the delivery of a Cert IV in Leadership and Management delivered by Illawarra iTeC.  18 students graduated and were employees from Shoalhaven City Council, Oolong House, Cullunghutti, Bay and Basin Community Resource, NowChem and Shoalhaven Neighbourhood Centre.

The course was delivered over a period of 6 months and focused on leadership and management through people, innovation, team building and customer focus.  The success of the course is mainly due to the skill of the trainer, Rhonda McGuire. 

The Economic Development Office will continue to support business training in the Shoalhaven and will provide appropriate resources, such as access to training rooms, where possible.  It must be noted that access is becoming increasing difficult as Council has a number of internal training sessions that need to be delivered and that take priority. 

 

Community Engagement

Activities are guided by the ‘Productive Shoalhaven – Economic Development Strategy’ and through consultation with key industry and business groups in the Shoalhaven.  

All training courses are advertised via various media – websites, newsletters, social media etc. A comprehensive list can be found at: https://business.shoalhaven.nsw.gov.au/business-support/business-training

Outcomes are reported via the Business and Employment Development Committee and through corporate reporting mechanisms.

 

Policy Implications

Activities outlined in this report are directed by the ‘Productive Shoalhaven – Economic Development Strategy’.

 

Financial Implications

The Economic Development Office has an MoU in place with both the SPBA and the Shoalhaven Business Chamber to deliver business training.  Financial obligations outlined in the MoU’s are funded through the Economic Development budget.  

Costs incurred through other support, such as the provision of training rooms, is minimal and also funded through the Economic Development budget.

 

Risk Implications

Risk implications are minimal as the Economic Development Office has ongoing communications with the SPBA and the Shoalhaven Business Chamber.  Activities in this report are informed and supported by local business and industry groups.
