Purpose

a)    To contribute to and develop strategy and policy both for the Shoalhaven City Council as well as in alignment with the Region.

b)    To develop and implement policy, planning and vision for the broad arts within existing resources and use a co-opted panel of peers for professional advice. They include:

·         Visual Arts

·         Heritage and Museum Sector

·         Literature

·         Performing Arts

c)    Advocate and maintain specific arts related portfolios.

d)    Advocate and promote Board recommendations.

 

Delegated Authority

·         Act within adopted budgets aligning with Council’s strategic plans and document, and make recommendations on the arts to Council.

·         Appoint suitable representatives to fill casual vacancies on a set term basis.

·         Inform and recommend policy for arts related funding programs, and where required by Council, vote on related matters.

·         Establish a peer panel of professionals, experts and practitioners across art forms, heritage and cultural platforms to be co-opted as needed for input and advice to the Shoalhaven Arts Board.

·         Establish a Shoalhaven Arts Foundation:

o   To support the development and enrichment of broad arts across the Shoalhaven including visual, heritage, literature & performing arts

o   To ensure that the Foundation in its governance, membership and charter are independent/ and at arms-length from Council yet works in concert with the Shoalhaven Arts Board, Council and the community needs

o   To fundraise and develop a sustainable principal investment to generate ongoing grant funds.

 

Relevant staff will work collaboratively with the Shoalhaven Arts Board to:

·         Develop and implement activities to achieve objectives in line with the Shoalhaven Arts Board recommendations, the Council’s policies and corporate plan.

AB18.35     Shoalhaven Arts Board Action Plan - Audience Engagement Projects - Reallocation of Arts Awards Funding

Staff spoke to the report. Support was sought from the Shoalhaven Arts Board for an initial 12 month licence of the Culture Counts Software. It is hoped that after a trial of the software a business case can be made for ongoing funding through the Delivery Plan and Operational Plan.

Members questioned the re-allocation of funds for this purpose from the Arts Board budget rather than Council’s operational budget and were advised it is outside Council’s budget cycle.

The issue of funds being used for audience development was raised. The Chair noted that with the low number of applications for artist grants there is funding available for investment in this software and undertaking specific audience engagement and artist development projects, in accordance with the recommendation made at June meeting. As the software is designed with metrics specific to the different art fields (visual, literary and performing), three licences would be required.

In an initial 12 month period the business units would use the software to capture data from attendees only, which will provide a baseline qualitative data for enhancing applications to funding bodies including Create NSW and Australia Council. There may be capacity in future data collection to capture responses of non-attendees as well.

Jane Lewis advised that initially the funding was for the Arts Awards event and was not intended to go directly to artists. As the Awards lapsed due to the lack of responses, the Arts Board recommended at its meeting of 21 June 2018 to repurpose the funding for audience development projects. This recommendation was resolved by Council at the Strategy & Assets meeting on 24 July 2018 [MIN18.536].

The Chair noted that if the funds were not spent they would go into unallocated funds in accordance with Council’s Policy on repurposing funding. He also noted that there was potential for the data to support future grant applications.

Recommendation

That Shoalhaven Arts Board allocate $4,500 in funding from the former Shoalhaven Arts Awards budget (21596/10722) for the purchase of three (3), single year licences of the Culture Counts Software.

AB18.38     Notification - Membership Request - Nowra CBD Revitalisation Strategy Committee

Clr White explained the role of the Nowra CBD Revitalisation Strategy Committee and the Committee’s budget. Nowra CBD Revitalisation Strategy Committee meetings are open to the public and Arts Board members can attend and observe or present items or proposals to the Committee. The Nowra CBD Revitalisation Strategy Committee is not going to expand membership.

Members questioned whether the Nowra CBD Revitalisation Strategy Committee make decisions about public art. Councillors advised that they consider and fund public art projects, such as the murals, and they also provided funding for the inaugural Shoalhaven Writer’s Festival this year. The Committee is also funding lighting for the mural on the library and fig trees at the front of the library.

Clr White suggested the Shoalhaven Arts Board invite a member of CBD Revitalisation Strategy Committee to present to the Arts Board around how decisions about public art are made. 

Clr Wells suggested the Shoalhaven Arts Board put together a proposal for the CBD Revitalisation Strategy Committee requesting funds.

Members suggested that the Shoalhaven Arts Board discuss options for communicating with the Nowra CBD Revitalisation Strategy Committee.

AB18.39     Shoalhaven Regional Gallery 2020 Strategic Plan update

Members acknowledged the quality of the report and the expertise and assistance of gallery staff.

Recommendation

1.    The Shoalhaven Arts Board receive this report for information and continue to champion the integral role of the Regional Gallery in the cultural offerings of the Shoalhaven.

2.    The Shoalhaven Arts Board request Council fund MIN17.1092 and allocate $100,000 recurrent funding to the Shoalhaven Regional Gallery to support its continued growth in line with the Strategic Plan 2020 from financial year 2019/20 onwards.

AB18.40     NOW Contemporary Art Prize - Information and Update

AB18.42     Master Planning for the Shoalhaven Regional Gallery and Creative Economy Strategy for the Shoalhaven

Staff noted the need for a Master Plan, and used the example of the Regional Cultural Fund as an example of how Council may be able to access greater grant funding if it had a Master Plan for the Shoalhaven Regional Gallery.

Council has made a grant application for $600,000 to the State Regional Cultural Fund for Heating Ventilating Air-Conditioning for the Shoalhaven Regional Gallery. Staff are aware that other regional galleries have successfully made applications to the Regional Cultural Fund to advance their infrastructure based on a strategic Master Plan.

In launching the Regional Cultural Fund at the Shoalhaven Regional Gallery, the Minister for the Arts made comment that Council should be submitting an application that showed a three to five year Master Plan and associated funding requirements.  

The Director, Finance, Corporate and Community Services and Board members commended staff for the quality of the report and attachment to the report.

Recommendation

That the Shoalhaven Arts Board:

1.    Support a budget bid from Shoalhaven Regional Gallery to undertake a master planning exercise for the future of the Shoalhaven Regional Gallery that looks at:

a.    Options for the development of the existing site,

AB19.3       Shoalhaven Arts Board Art Acquisition Subcommittee Report

Purpose / Summary

To advise the Shoalhaven Arts Board members of the recommendations of the Shoalhaven Arts Board Art Acquisition Sub-Committee regarding additions to the Shoalhaven City Council Art Collections through donations, cultural gifts and purchases in accordance with Policy (POL18/23) Shoalhaven City Council Art Collection – Acquisition and Management. 

Recommendation (Item to be determined under delegated authority)

That Shoalhaven Arts Board

1.    Acquire the nine (9) works making up the Big River series by Guy Warren through a combination of Cultural Gift, purchase and crowdfunding.

2.    Accept the offer of a donation by photographer Riste Andrevski for the work Elisabeth Cummings.

3.    Purchase the thirteen (13) remaining works on paper by Margaret Dredge.

4.    Acquire twenty four (24) works by Judy Cassab through the Cultural Gift Donations process. 

5.    Decline the offer of donation of various works from the Estate of Elizabeth Howcroft. 

 

 

Options

1.    Accept the recommendation as printed.

Implications: The Shoalhaven City Art Collection will continue to grow in line with the Policy and develop the key collecting areas; increasing the value of the collection both for the community access to a range of visual arts and as a regional gallery collection of significance, while ensuring that the allocated budget for conservation and preservation of works is not placed under undue stress. 

 

2.    Amend the recommendation and purchase the Guy Warren Big River work using only funds in the Arts Reserve, rather than undertaking some crowdfunding to contribute to the purchase cost. 

Implications: The Shoalhaven City Art Collection will continue to grow in line with the Policy and develop the key collecting areas. The arts reserve budget will be significantly reduced, impacting our ability to acquire works of significance in the short-term and reducing our ability to further grow and enhance the collection. 

 

3.    Adopt an alternate resolution.

Implications: The Shoalhaven City Art Collection may not grow and develop in line with the policy, and conservation requirements of the collection many impact the future acquisition budget.   

 

Background

 

Purchase and donation of 9 works making up the Big River series by Guy Warren

As part of the current exhibition of Guy Warren’s work at Shoalhaven Regional Gallery there are nine (9) works on paper (3x triptychs) which form a series called Big River. In developing the exhibition, I have spoken with Guy Warren and his gallery about the potential for Shoalhaven City Council to acquire these works. It has been agreed that the works can be acquired as follows:

'Big River Series 1-3' @ $13,745.45,

'Big River Series 4-6' @ $13,745.45,

'Big River Series 7-9' donated through Cultural Gifts Program.

The proposed acquisition meets the criteria of the Shoalhaven City Council Art Collection under section 3.1.6 under the following considerations:

·     Significance of artist,

·     Local Significance,

·     Cost and/or value for money,

·     Advantageous opportunities.

 

Donation of a photograph by Riste Andrevski 

Photographer Riste Andreviski would like to donate a work to the Shoalhaven City Art Collection as a thank you for the support we have given him in including his images in both the Jamberoo Mountain Road exhibition and the Guy Warren exhibition. Following discussion by the Art Acquisition Sub-Committee it is proposed that we accept this offer and choose the portrait of Elisabeth Cummings. 

SCC hold a work by Elisabeth Cummings in the collection, and there are three (3) works of significance held in the Dingle Hughes Collection. This photograph would complement those works and provide opportunities for exhibition alongside those works or in photographic portrait exhibitions. The proposed donation meets the criteria of the Shoalhaven City Council Art Collection under section 3.1.6 under the following considerations:

·    Local significance,

·    Cost and/or value for money,

·    Advantageous opportunities.

 

Purchase of works on paper by Margaret Dredge

The family of Margaret Dredge have made an approach to see if we would be interested in purchasing some or all of the remaining works on paper exhibited at Shoalhaven Regional Gallery in early 2018. 

Max Dingle purchased two (2) works following the exhibition, there are thirteen (13) works remaining in the estate collection. The Art Acquisition Subcommittee recommend the purchase of all the remaining works. The works on paper are:

Acquire works by Judy Cassab through the Cultural Gifts Program

The family of Judy Cassab have approached a number of regional galleries with a view to dispersing some of her remaining collection through the cultural gifts program. In viewing the works on offer it would be valuable to acquire some select works. The family have stipulated that all valuations as part of the process are to be paid for by the gallery (usually one valuation is paid by the gallery, one by the donor), however they have recommended two valuers who are very familiar with the work and will do the valuation for a reduced rate. 

The offer includes a group of eighteen (18) etchings which, while not having a direct connection to our collection, would provide a wonderful addition to the recent acquisition of the Garry Shead etchings. 

The recommended works are as per below and the 18 etchings are attached for reference.

Offer of Donation of Works by Mr Peter Loveday

Mr Peter Loveday acquired a number of works owned by a neighbour following her death and the sale of her house. Elizabeth Howcroft (the neighbour) was a painter and had a gallery at Fishermans Paradise for a number of years. The works include:

·    Two (2) watercolours from 1947 painted by JR Kirkland, a founding member of the Bega Valley Arts and Crafts Society and member of the Royal Arts Society,

·    An oil by “Bradley” of a coastal scene – no information can be found about this artist or the date,

·    An undated oil by Stephen Franks (https://basch2015.wordpress.com/2015/05/18/who-is-stephen-franks/),

·    Two works by Elizabeth Howcroft and a framed article about her and the gallery at Fisherman’s Paradise. 

The works do not align with the criteria for the Shoalhaven City Art Collection – Acquisition and Management Policy, and the Subcommittee have recommended that they are not acquired due to this and the likelihood of significant restoration / framing and conservation costs being incurred.   

 

Community Engagement

Shoalhaven Regional Gallery provides a broad range of local and nationally significant exhibitions to showcase a cross section of artworks and media.  It is important that the City Art Collection supports this, reflects the range of artists and art work produced within the Shoalhaven, and provides an aspirational element to inspire artists and community members. 

 

Policy Implications

As per the notes in the Background, all offers to acquire works have been assessed against the Shoalhaven City Art Collection – Acquisition and Management Policy (POL18/23) and the subclause 3.1.6. 

 

Financial Implications

Shoalhaven City Council provides an annual allocation of funds for the purchase and acquisition of new works for the City Art Collection. At the end of each financial year the unspent monies are rolled into an Arts Reserve to assist with the purchase of larger works and to ensure the ability to act on advantageous opportunities. At present the arts reserve contains $59,698, and the annual Arts Purchase budget contains $6,200, totalling $65,898.  

The cost for valuations of works acquired through the Cultural Gift process will range from approx. $200 to $500 depending on the valuer chosen, travel costs and research time and will be funded from the Art Gallery Management budget. 

The price of the Big River works is $21,993, after deducting the commission the Gallery would normally receive.

King on William Gallery are willing to enter into a payment plan for the purchase, and the SRGN undertake a crowdfunding style campaign through Australian Cultural Fund to raise the further funds required to contribute to the purchase of the works. This would be for an ambitious but achievable target of $10,000 raised through community donations to assist with the purchase of the works, leaving just under $12,000 funded through the acquisition fund. 

The crowdfunding campaign would be run through the Australian Cultural Fund online platform. The Australian Cultural Fund is a website set up to assist artists and arts organisations in fundraising by providing a secure platform, managed by an agency of the Australian Government and offering DGR status, thereby allowing donors using the platform to get tax deductibility. The website provides compliant receipts to all donors, and releases all funds, regardless of target met to the fundraiser. While the ACF is free to use and register a project for, it retains 5% of all donations raised through the platform for administration costs – but offers donors the opportunity to cover these costs when they donate. The funds are released in the form of a grant, with an invoice issued to ACF for the funds raised, and an acquittal process once the funds are expended. 

The purchase of all remaining works (13) by Margaret Dredge have been offered at a discounted rate of $7,272 (usually $727 each which x 13 would equal $9,451 total).

The acquisition of all these works will have significant impact on the Arts Reserve (current balance $59,698); however, through a crowdfunding campaign, and working to seek support from local businesses, individuals and community groups to raise the necessary funds towards the purchase of Big River, some of the costs will be offset and ensure sufficient funds are maintained in the Arts Reserve budget for future opportunities.

Purpose / Summary

To deliver a ‘one-off grant’ program that meets the aims of the Shoalhaven Arts Board Action Plan and considers the best use of funds remaining unallocated within the Cultural Activities budget. 

Recommendation (Item to be determined under delegated authority)

That following a workshop held on 14 February 2019, the funds of $9,300 remaining in the Cultural Activities Budget (21596 / 22521) will be spent as follows:

Implications: The Shoalhaven Arts Board will progress their action plan and further contribute to the development of Arts and Culture across the Shoalhaven.

Background

At the Shoalhaven Arts Board meeting on 29 November 2018 it was recommended that the Arts Board ‘Transfer residual funds of the Arts Award budget to an expanded Arts Board grants program’ (AB18.35), and it was further requested that a workshop be held to consider how best to undertake a grants program that used the residual funds in the Arts Award budget and the Grants budget. 

Further, at the SAB meeting on 21 June 2018 it was recommended that the Arts Awards funds be repurposed for funding audience development projects. Some of these funds were approved for the purchase of three (3) licences of the Culture Counts Software for the SEC, SRG and Libraries to improve their understanding of audiences and enhance audience engagement. However, the balance of funds remains unallocated. 

The SAB Grants program for 2018/19 received a limited number of applications and only two applications were deemed worthy of funding. This decision meant that there was $5000 unspent in the grants budget.

The Shoalhaven Arts Board action plan (AB18.20) states that in the 12 months from June 2018, the Arts Board will ‘look for opportunities to fund specific audience development opportunities within the arts’ and the strategic plan includes strategies of ‘Support Arts Organisations through grants and donations programs’ and ‘Encourage audience development across the arts and culture sector’

The SAB held a workshop on 14 February 2019 to discuss and agree to focus of a one-off grant program that meets the aims of the Shoalhaven Arts Board action plan and consider the best use of funds remaining unallocated within the Cultural Activities budget - $9,300 in total. The scope and focus of this ‘one off grant’ along with a Recommendation will be confirmed at this meeting following the workshop with SAB members.

 

Community Engagement

A further grants program will be promoted via a range of channels, and supported by SRG, SEC and Libraries as appropriate. Digital and print media will be used as the key communication platforms with stakeholders from all three business units and emails sent to community organisations as appropriate. 

 

Financial Implications

This program will be funded through the unexpended amounts in the Arts Award budget and the Arts Grants budget; a total of $9,300 is available on Job Number 21596 / 22521.
