 The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

That the General Manager (Director Assets & Works) be advised that the Shoalhaven Traffic Committee has no objection to the two proposed raised pedestrian crossings and associated signage and line marking in Jacobs Drive, Sussex Inlet, as detailed in the attached plan, subject to:

1.    Relocating the proposed crossing east of River Road approximately 1.5m west of the path leading to the facility is 0.5m clear of the existing power pole.

That the General Manager (Director Assets & Works) be advised that the Shoalhaven Traffic Committee has no objection to the two proposed raised pedestrian crossings and associated signage and line marking in Jacobs Drive, Sussex Inlet, as detailed in the attached plan, subject to:

1.    Relocating the proposed crossing east of River Road approximately 1.5m west of the path leading to the facility is 0.5m clear of the existing power pole.

Recommendation

That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed regulatory signage and line marking for the proposed intersection treatment and bus bay on Millbank Road for the residential subdivision at 300B and 310 Millbank Road, Worrigee, subject to:

1.    the provision of guide posts in accordance with standards at both ends of the works in Millbank Road (where the proposed works transitions back to the existing road formation) and also along Millbank Road (eastern side) along the full extent of the proposed works; and

2.    extending the proposed C1 line marking (replacing the proposed E1) on the northbound approach to the proposed intersection.

Council has received a development application for a proposed 21 lot subdivision.

Condition 9 of the development consent requires:

“Details of proposed line markings and regulatory signs shall be submitted to Council for referral to the Shoalhaven Traffic Committee and subsequent recommendation to Council. Six (6) to eight (8) weeks should be allowed for this.”

A signage and line marking plan for the proposed intersection treatment and bus bay on Millbank Road with the associated swept paths and lighting plan has been submitted for the Committees consideration.

TC19.3       Installation of No Stopping Zone - Prince Edward Avenue Culburra Beach (PN 3526)

Recommendation

That the General Manager (Director Assets and Works) be requested to arrange for the installation of a No Stopping zone 20 metres either side of the Holiday Haven Tourist Park access on Prince Edward Avenue, Culburra Beach, as detailed in the attached plan.

 

 

Details

Council has been requested to review the access arrangements at the Culburra Beach Holiday Haven Tourist Park on Prince Edward Avenue, Culburra Beach

Holiday Haven staff and guests have expressed concerns regarding sight distance obstructions due to parked vehicles at the access.

Council’s traffic unit inspected the location and noted that there was significant congestion with vehicles parked on both the western and eastern side of Prince Edward Avenue in the vicinity of the Holiday Haven Tourist Park access.

To address the request, Council’s traffic unit have proposed the installation of a ‘No Stopping’ zone 20 metres either side of the access.

The impact of the proposal will result in the loss of approximately 4 car spaces, however will reduce congestion at the intersection and increase both Safe Intersection Sight Distance and Approach Sight Distance for vehicles exiting the Tourist Park.

Consultation was undertaken with Holiday Haven staff and the Culburra Beach Progress Association. One submission was received in support of the proposal.

TC19.4       No Right Turn Removed - Queen St & Prince Alfred St Berry (PN 3529)

That the General Manager (Director Assets and Works) be requested to arrange for the removal of the ‘No Right Turn’ signage at the intersection of Queen Street and Prince Alfred Street, Berry, as detailed in the attached plan.

 

 

Details

Council has been requested to remove the ‘No Right Turn’ restriction at the intersection of Queen Street and Prince Alfred Street, Berry.

The Berry Forum (adopted Community Consultative Body) has advised Council that due to the reduction in traffic volume since the opening of the Berry Bypass that the ‘No Right Turn’ restriction is no longer required, in their view.

The ‘No Right Turn’ restriction was originally installed by NSW Roads and Maritime Services to remove congestion on the Princes Highway caused by right turning traffic blocking southbound traffic on the Princes Highway at the intersection.

Following the request by the Berry Forum, Council’s traffic unit inspected the location and noted that due to the lower traffic volumes now (post Bypass) the probability of queuing due to a vehicle waiting to make a right turn onto Prince Alfred Street is now significantly reduced.

To address the request, Council’s traffic unit are proposing the removal of the ‘No Right Turn’ signage, allowing motorists to turn right into Prince Alfred Street from Queen Street, Berry (movements west to north).

Consultation was undertaken with the affected properties and the Berry Forum. No submissions were received.

Recommendation

That the General Manager (Director Assets and Works) be advised the Shoalhaven Traffic Committee has no objection to the recently installed 15m long ‘No Stopping’ zone between 10 and 12 Bayview Avenue, Hyams Beach.

 

 

Details

Following a request from the resident, and as directed by the Director of Assets and Works, Council’s Traffic Unit recently arranged for the installation of a No Stopping Zone, approximately 15m long, between 10 and 12 Bayview avenue, Hyams Beach, to ensure safety and manoeuvrability can be maintained for residents into and out of the driveway of 8 Bayview Avenue, as per the attached plan. The works were completed on the 18th of December 2018.

The impact of the ‘No Stopping’ zone has resulted in the loss of approximately 1 on street parking space however it allows for safe ingress and egress for the residents of 8 Bayview Avenue.
