Purpose
· To assist in the implementation of the Economic Development Strategy and monitor and report on performance.
· Support the expansion of industry activities within the Shoalhaven, across all sectors.
· Encourage the location of new industries in the region which will lead to an increase in the number of employment opportunities for the residents of the region

The Chairperson acknowledged Megan’s contribution to the work of the Committee and congratulated her on her promotion to Deputy Director, Regional Development, which is based in Queanbeyan.

BE18.18 Growing Local Economies Fund |

The General Manager and Marianne Jones spoke to the report. Marianne advised that the business case for Ulladulla Harbour Berths has progressed and that Woollamia Commercial Boating Infrastructure will be next. The General Manager noted that the total value of projects for the Employment Lands Project is substantial ($24 million). Marianne noted further that: · A Traffic Engineer is doing some modelling for ENSA; and · Council is currently advertising for a Grants Officer. The General Manager thanked the representative for Gareth Ward MP for the State funding received. |

Marianne Jones spoke to the report and gave an overview of the project. John Lamont noted that the Federal Government has extended regional and remote STEM scholarships to $80,000 per year and that they have been extended to agriculture and sports sciences. |

The General Manager noted the importance of linking to State and Federal Government strategies and plans when applying for grant funding and aligning Council priorities with State and Federal strategies. Economic Development Strategy aligns with Council’s Community Strategic Plan.

Steven Bayer spoke to the report. Steven advised that the Constructive Debate held at the 2018 Mentoring Program Graduation resulted in the idea of Scores on Doors – a sticker regime for businesses to display attributes, such as the number of employees, for the public to easily see the contribution that local businesses make to the local economy. The SPBA is looking into a Graduate Recruitment Program to match graduates with local businesses. Working on developing through SPBA and partnering with UoW and local businesses. The program will be targeted to courses currently being delivered at the University of Wollongong and local professions. |

BE18.25 Additional Item - Shoalhaven Business Chamber Update |
Deb Langton gave the following update on the Shoalhaven Business Chamber current activities: · The Shoalhaven Business Awards are being held on 31 August 2018. There have been a number of new entries, including an increase in home-based businesses. · The AGM, Forum and dinner will be held on 19 September 2018. · The Business Chamber has renegotiated its Memorandum of Understanding with Council for the next three years. Council will be the primary partner for the Women in Business network. The next Women in Business event will be held in October. · The Lunch and Learn program is continuing. · Business After Hours was unfortunately cancelled last week due to the bushfires.

BE18.26 Additional Item - Regional Development Australia Update |
Fiona Hatcher gave the following update from Regional Development Australia: · Regional Development Australia has a new Committee. Clr Gash is now on the Committee and John Lamont is the Deputy Chair. · The AGM will be held on 19 September 2018. · The tender for a facilitator for a regional jobs trial program has closed. Fiona will forward an update when received. · The Shoalhaven Youth Volunteer Initiative (SYVI) is working with the Rural Fire Service. High School students do nationally accredited training, which has led to some alumni obtaining employment with the Rural Fire Service and some students continuing to volunteer after the conclusion of the training. · Funding for SYVI was cancelled in March. RDA are lobbying for an extension of funding. · RDA is currently recruiting for a Regional Investment Officer to build capacity in Jervis Bay territory and social inclusion. John Lamont noted the success of the SCYLF (South Coast Youth Leadership Forum) at Tuross and that the program has been extended.

BE18.27 Additional Item - AusIndustry Update |
Peter Masterton gave an update from AusIndustry. Peter advised that: · Expressions of interest for “export hubs” were released in September and councils can apply. There are four weeks to apply. · The Stronger Communities grants program is now open for councils. · AusIndustry is looking for a new location for an Incubator Hub as part of the Incubator Support Program. Nowra is a possible location. Funding is one third from the applicant and two thirds from the Federal Government. Bega was the first regional location for an Incubator Hub. Applicant funding came from a partnership between Council, University of Wollongong Bega campus and Bega Cheese. Clr Findley noted the possible utilisation of former Betta Electrical building/site for an Incubator Hub.

Note: The General Manager introduced the new Director, Finance, Corporate and Community Services, Stephen Dunshea. Stephen then introduced Coralie Bell, Manager Tourism to give an update on tourism.
BE18.28 Additional Item - Tourism Update |
Coralie Bell gave a tourism update as follows: · The 360 model looks at success in tourism (not just jobs) and includes customer experience. Draft documents on the 360 model is going to Shoalhaven Tourism Advisory Group meeting next week. · Tourism figures are showing growth in tourism during winter months leading to jobs growth and economic development. · The unspoilt campaign is continuing. · The Shoalhaven Wonders campaign is a local campaign. · Reviewing event support program. · A new project officer has commenced in Tourism. John Lamont noted the announcement of grant funding for tourism specific environmental infrastructure projects. Coralie advised that the Tourism Unit have been working with Eurobodalla and the National Parks and Wildlife Service to establish a Great Walk from Bawley Point. Marianne noted that Council has been invited to put forward two projects, for the South Nowra Rest Area and Nowra Showground enhancements. Lexie Myer asked how the winter figures are calculated. Coralie advised that they come from Tourism Research Australia data quarterly. The winter figures are from 2017 winter period.

BE18.29 Additional Item - Member for Kiama Representative Update |
Tony Emery raised concerns that the RMS Nowra Bridge project will not deliver what the community wants and asked the General Manager to continue to lobby/advocate for community. The General Manager advised that RMS representatives will be briefing councillors on 23 August 2018. Tony also advised that the Bundanon Trust has received $8.6million to fund an extension. The Trust is pursuing an additional $20million for project. Tony noted that some see Bundanon Trust doing for Nowra what MONA did for Hobart. Tony raised concerns about Federal political events and the impact on local funding. The General Manager noted the importance of lobbying Shadow Ministers as well as sitting Members of Parliament.

BE18.30 Employment Land Development by Council

To provide an overview of the diversity of economic activity occurring through the provision of employment lands through Council.

Background
Council has been involved in the provision of employment lands in the Shoalhaven through the continual development of Industrially zoned land at various locations within the City. Current developments are in South Nowra, Woollamia and at Yerriyong with the Albatross Aviation Technology Park (AATP).
Previous reports to the Committee have been around the land sales and need to increase the supply of available land through further subdivisions.
Since mid 2016 the interest in industrial land has seen a significant upturn. Council has made around 24 sales during that time and it was now felt that the flow on effect of this activity should be advised to the Committee.
The table below provides a thumbnail of where the various developments are at, which also indicates the activity that will take place into the near future.

New business enquiries
The economic upturn is widespread and as well as the above industry relocations to Shoalhaven marked 8, enquiries are coming forward from Wollongong, Sydney (Alexandria, Prestons, ..) and one from overseas. These businesses are typically looking for premises to own which will give increased productivity and potential for export. The lower exchange rates are also stimulating enquiries for export.
The “proudly Shoalhaven” series of business case studies has been creating a good deal of interest and it is hoped that further interest in Shoalhaven as a business location will continue for as long as the economic upturn prevails.
Financial Implications
Council has been developing employment lands within Shoalhaven for over 40 years and from small beginnings at Sth Nowra the portfolio has expanded across a number of localities. The operations of this program is self financing with sales income being used to undertake future stages of the Employment Lands development.

Government funding programs specifically addressing the creation of employment and economic development have closed in recent times. This report will give an overview of applications lodged under the various programs.

Background
There have been various government funding programs through State and Federal agencies that are specifically directed to addressing employment growth and economic development. Council, through its various sections, has lodged applications based on the criteria and the “shovel readiness” of the projects to hand.
Below is a short summary of the applications prepared that will result in construction works being delivered to create jobs or be instrumental in creating employment opportunities on adjacent lands. The list is not exhaustive but will give the committee an appreciation of the scope, size and outcomes proposed by the applications.
Restart NSW – Tourism & Environment
South Nowra Rotary Park Rest Area Upgrade (Adjacent to Sth Nowra fast food precinct) |
The aim of this project is to create a welcoming and safe place catering for the visiting motorist and improving the appearance of this area which is on one of the entry points into Nowra, NSW.

Nowra Showground Enhancements
(For attracting additional livestock events) |
The area set aside for livestock showing and judging at the Showground needs to be enhanced to grow these events and attract additional events. This project will enhance livestock handling, stabling and fencing, the judging arena and spectator facilities, provide additional toilet and canteen amenities to cater for larger crowds.

The project will develop an additional 51 industrial lots within designated IN1 & IN2 Zones for development by industry across the Shoalhaven City.

Construction of Berths in Ulladulla Harbour
(This application specifically addresses the excavation and removal of rock from the harbour to allow depth for vessels to berth) |
The project will deliver marina berths within Ulladulla Harbour to be available for visiting craft and commercial vessels looking to utilise the port of Ulladulla for respite, repairs, cruising layovers and commercial activities.

Woollamia Commercial Boating Infrastructure

This project consists of the construction of a 20t loading dock and associated parking at Woollamia on the banks of Currambene Creek, Jervis Bay. This project will facilitate the establishment of a mussel farming operation in Jervis Bay by providing an area for lift out. The loading dock can also be used for boat maintenance including the stepping of masts changeover of life raft pods, engines and other heavy equipment.

ENSA provides access to the Nowra CBD for the coastal towns of Greenwell Point, Culburra and Callala Bay and the residential areas of East Nowra and Worrigee without utilising the Princes Highway or the pinch point at the intersection of the Princes Highway & Kalandar Street.

The size and scope of some of the above projects is quite significant and the construction of the works themselves will create employment. The resultant employment will be derived from subsequent beneficiary businesses taking advantage of the investment and operating and growing businesses as a direct result of making the investment.
Other Groups within council will submit a range of other applications including:
· A project at Myola to provide car park, public amenities, and traffic calming;
· Sydney & Owen St roundabout at Huskisson;
· A project at Swanhaven to provide a shared user path bridge.
Community Engagement
Where applicable engagement with relevant stakeholders has taken place and will continue as the projects unfold.
Financial Implications
The financial contribution by Council towards each of these projects comes from various sources – construction budgets in various years and accumulated project reserves for specific purposes.
The matching contribution for the Riversdale project will come from an approved NSW grant and Bundanon accumulated funds.
Risk Implications
Community expectations could be deflated if grant approvals are not received.

Background
Australian Inquiry
Council has been advised of a meeting on Tuesday 20th November 2018 where local farmers and stakeholders can have their say to help shape Australia's first mandatory dairy code.
Farmers and processors in the Shoalhaven need to have their say and make sure the code will work for them and our local region. A code will aim to make contracts fairer, more transparent and enforce a dispute resolution process.
The dairy industry in Shoalhaven is the dominant primary industry and in recent times with minimal retail pricing, local farmers have been struggling. To have a code of conduct across all parties in the vertical chain should be advantageous.
The Australian Minister for Agriculture David Littleproud said the dairy industry had come to him and requested a mandatory code of conduct which has stimulated this series of consultations.
Council’s Economic Development Office has circulated information about the meeting to farmers and businesses involved in the processing chain.
Department of Agriculture will be in town talking to local stakeholders about what should be in the code on Tuesday 20th November 2018 – 10:30am at the Nowra Showground Committee Room, 20 West Street, Nowra.

NSW Inquiry
A NSW Legislative Inquiry into the sustainability of the dairy industry in New South Wales is also underway with the following terms of reference:
That Portfolio Committee No.5 – Industry and Transport inquire into and report on the long-term sustainability of the dairy industry and the role of the Department of Primary Industries and other government agencies in supporting the industry, and in particular:
(a) The nature of, and relationship within, the value chain between farmers, processors, logistics companies and retailers and their respective influence on price;
(b) The impact of external influences on the dairy industry, including but not limited to drought, water, energy, and price-setting;
(c) The impact of previous policies, in particular, the deregulation of the dairy industry; and
(d) The role of government in addressing key economic challenges to the industry
The report from the Committee is due on 14th December 2018.
A hearing by this Committee was held in Moss Vale on 12th November.

Background
For a number of years, a program to provide knowledge of local career opportunities has been organised by the EDO in conjunction with local high schools and a number of local businesses.
Earlier in 2018 the Professional Snapshot was conducted in conjunction with the Shoalhaven Professional Business Association. This involved students from local high schools vesting local businesses in the Nowra CBD area and hearing presentations from practicing professionals in the fields of allied health, engineering, surveying, town planning, accounting law, ……
Last week (15/11) a group of local teachers were conducted on a tour of local enterprises to hear from these business leaders about what careers and job opportunities in welding, mechanical repairs, hospitality, allied health, disability services, machining, administration, building trades,…. were available locally. The skills and training requirements were outlined to the teachers to give them an appreciation of the expectations of industry for prospective employees.
Next week (28/11) a specific defence skills day is being conducted for local students looking to work in the defence and defence support sectors. Organisation of this day is being assisted by the Navy and industry members from the Shoalhaven Defence Industry Group.
Community Engagement
These career information days involve local students, local teachers and local businesses. The co-operation of schools and parents to enable these days to be conducted involves a good deal of protocols and procedures when students are involved.
The business community has participated willingly to have visitors into their premises.
This School to Industry Program is an excellent example of community participation in developing our youth for employment.
Financial Implications
Those costs that are not directly met by participating schools or businesses are paid from Council’s Economic Development budget covering expenditure like bus hire and light meals for lunches.
Risk Implications
As the programs form part of school activities, the necessary insurances pertaining to students and teachers is covered by school coverage. Students are supervised by teachers throughout the day.

Background
This year Shoalhaven City Council decided to partner with the Milton Ulladulla Business Chamber and the Basin Business Forum (via Sanctuary Point Community Pride) to deliver business events in Small Business Month. The Shoalhaven is geographically a large LGA and Council wanted to support our business communities located in central and southern Shoalhaven.
The Economic Development Office often partners with numerous groups (industry/business and govt) to provide the best service to our business community and avoid duplication. Apart from providing support to the business community, one of Council’s objectives was to support and strengthen business networks in central and southern Shoalhaven.
Shoalhaven City Council contracted both entities to deliver a number of events.
Milton Ulladulla Business Chamber reports the following:
Milton Ulladulla Business Chamber Spring Gala for October Small Business Month was held on Thursday 11th of October
The support of the NSW State Government was well acknowledged to the crowd and in advertising and promotion
The support of Shoalhaven City Council was also acknowledged, and Economic Development Manager Greg Pullen attended and briefly addressed the crowd on behalf of both levels of government
State Government representative Shelley Hancock was invited but apologised for the event as did Mayor Amanda Findley

The aims of the event were
1. To foster networking amongst local business
2. Provide an interesting speaker on the topic of mental health and resilience

The event was well attended with 60 tickets sold albeit slightly below our plan of 80+
The funds granted were used to secure the venue and support our Guest Speaker Turia Pitt. Turia’s story is well known and spoke about her life and her resilience to overcome setbacks
Turia also did a Q&A with questions related to business and time management
Discussion generally could be categorised as surrounding ‘mental health’ and ‘women in business’
The night was very positive and well received
We have increased membership of the Chamber since that night with 2 new members so far and a couple pending. Networking on the night was also effective and there were many positives that arose not the least that everyone had a great time!

The Basin Business Forum reports the following:
During Small Business Month a series of events were held and supported by the NSW Government which were aimed at helping small business owners improve their productivity, grow their business and engage with other businesses.
During Small Business Month, Shoalhaven City Council received funding from the NSW Government via the Department of Industry, Skills and Regional Development to deliver one or more business-focused events to celebrate Small Business Month, being the 1st – 31st October 2018.
The Basin Business Forum, collaborating with Sanctuary Point Community Pride Inc, applied for funding to host two networking events. The first event was a breakfast event held on 10 October 2018, and the second event was an evening networking event held on 25 October 2018.

Approximately 20 business representatives attended the breakfast event. This breakfast event is an ongoing event organised by the Basin Business Forum which occurs every second Tuesday of the month from 8am and has been running since June 2018.
Approximately 60 business representatives attended the evening networking event, where speakers included John Lamont (Nowchem) and Sally Bacon (Shoalhaven City Council Economic Development Office).
Attendees to the evening networking event included dentists, web designers, real estate agents, virtual assistants, musicians, bankers, property valuers, retail shop owners, lawyers, handymen, plumbers and more.
Both Ellen Thornthwaite and Mary-Jean Lewis (co-founders of the Basin Business Forum), have many future events for the Basin area in mind and they hope to continue to grow the group and maintain its ability to reach out to local small business owners to make it a relaxed and comfortable opportunity to network with likeminded people.
All three events were well attended and have served to strengthen business networks. Shoalhaven City Council would very much like to thank the NSW Department of Industry, Skills and Regional Development for the funding that supported our business networks and their members.

Background
As part of its responsibilities under its MoU with Council, the Shoalhaven Business Chamber reports on its activities.
The Shoalhaven Business Chamber (SBC) undertakes a critical role in our local community by representing the interests of business on numerous matters within the Shoalhaven. And the SBC’s vision is strongly aligned with many areas of Shoalhaven City Council (Council) those of the Economic Development Office.
As such the SBC and the Economic Development Office work collaboratively to support the Shoalhaven business community, acknowledge business excellence, undertake business development training and promote economic development of the local area. This partnership is bound by a Memorandum of Understanding (MoU) to provide a clear framework in ensuring mutual outcomes are met, this MoU is supported by Council funding.
This report provides the details of the Business Development and Educational events hosted by SBC for the period – July 2018 to September 2018.
At all of these events Council is acknowledged as the event and education partner of the SBC on all material promoting the event which displays the Council logo. Events are promoted on the SBC website, via the SBC members and subscribers' email and in hard copy at our other events. Where Council attend the event, the Council banner is also displayed.
Lunch & Learn Series
This series is aimed at providing short and sharp Business Help tips over a casual lunch setting. Events are hosted by other members who want to provide some free advice on various business topics ranging from Accounting, Legal, Insurance, Telecoms, Marketing and the Like.

Background
The Business and Employment Development Committee does not have a Terms of Reference. The Chairperson is elected by the Committee.
On 25 September 2018 the Council affirmed the Committee with its existing membership structure and arrangements.
The role of Chairperson is open to all Committee members.
The Committee last formally elected Mr Lamont as Chairperson on 22 November 2017.
Outlined below is the process that is followed for the Election of Office Bearers for Committees of the Council:
At the time on the agenda when the election of office bearers is listed, the following process will be followed:
(1) The chairperson to step down from the chair (unless their position is not up for election). An appropriately Senior Officer of the Council or other official should assume the chair for the nomination process.
(2) Individually, for each position the following is to take place:
a. Nominations are called for that position and are acknowledged by the chair
i. They may be received in writing prior to the meeting or provided verbally at the meeting
ii. The Officer conducting the election shall confirm acceptance of each nominee prior to his or her inclusion in the ballot.
b. If only one nomination is received, that person is declared as elected
c. If more than one nomination is received, the Committee will be asked to resolve whether the election is to take place by open voting (i.e. show of hands) or ordinary ballot (i.e. written votes recorded and provided to the chairperson in secret).
d. Where a large number of nominations are received, the Committee may elect to proceed by a preferential ballot, whereby ballots are consecutively taken and the nominee with the least number of votes is excluded from running after each ballot, until there are two preferred candidates remaining and a final ballot is undertaken and declared.
e. The nominee with the most ballots is declared as elected.
f. In the event of an equal number of ballots being cast for nominees, the position shall be determined by draw. The name drawn by the chairperson will be appointed to the position.
At the conclusion of the elections, the Chairperson shall reassume control of the meeting and proceed with other business.

Background
At the meeting on 22 August 2018 the Business and Employment Development Committee recommended that Council appoint Mary-Jean Lewis and Steve Prothero as community representatives to fill the vacancy created by the resignation of Peter Dryer.
Both Mary-Jean Lewis and Steve Prothero were appointed to the Committee by Council on 18 September 2018 (MIN18.706). This increased the number of individual community representatives to four.
On 1 November 2018, Mr Prothero wrote to the Council advising that he wished to resign from the Committee. As a result, the number of individual community representatives has returned to three.
The total membership of the Committee is 33, comprised of 13 Councillors and 20 members. This includes one staff member, the General Manager’s nominee.

Regional Economic Development Strategies (REDS)
These were developed with the support of the NSW Government as part of the Regional Economic Development Strategies program to assist local councils and their communities in Regional NSW, the Shoalhaven Regional Economic Development Strategy (REDS) has been published https://www.dpc.nsw.gov.au/assets/REDS/c1d83970c7/Shoalhaven-REDS.pdf
In addition to providing a clear economic development strategy for the region, some NSW Government programs use the REDS to determine eligible industries.
The Shoalhaven REDS aims to:
· Build on the Region’s strength in health and social assistance
· Facilitate industrial development for the defence and manufacturing sectors
· Drive tourism growth in the Region
· Invest in rail, road and electronic infrastructure to address recognised connectivity opportunities
Regional NSW Investment Attraction Package
The NSW Government’s Regional NSW Investment Attraction Package offers a range of incentives to attract new and growing businesses to regional NSW, including direct access to an investment concierge for expert and tailored support, grants and interest-free loans, and relocation assistance for skilled workers.
Investment Concierge Service
The Investment Concierge Service provides end-to-end support for businesses wishing to set up or expand their operations in regional NSW. The service acts as the interface across NSW Government agencies to provide tailored advice to businesses about opportunities, sites and relevant government assistance available.
Financial incentives
Eligible businesses can apply for grants and interest-free loans to help establish themselves in regional NSW and create new jobs. Grants and interest free loans will be available for businesses that are operating in eligible industries and creating or retaining jobs in Special Activation Precincts.
Relocation assistance for skilled workers
Relocation grants of up to $10,000 per worker are available to help attract skilled employees to regional NSW businesses operating in eligible industries. These will help businesses meet the costs of relocating employees, such as for furniture removal and temporary accommodation for up to three months.
Grants are available for businesses relocating to regional NSW and businesses already operating and expanding within regional NSW, to assist with the costs of relocating skilled workers in an occupation on the NSW Department of Industry Skilled Occupation List from metropolitan areas to regional NSW.
Snowy Hydro Legacy Fund
On Wednesday evening 24th October 2018, Deputy Premier and Minister for Regional NSW John Barilaro announced five priority areas the NSW Government will fund under the $4.2 billion Snowy Hydro Legacy Fund (SHLF)
· WATER SECURITY
IN PRIORITY CATCHMENTS: Drought conditions across NSW highlight the
importance of investing in water infrastructure at a regional and catchment
level to increase community and industry resilience.
· INVESTING IN DIGITAL
CONNECTIVITY: The Government will aim to make NSW black spot free.
· IMPROVE
PASSENGER ROAD AND RAIL: Making regional travel faster, safer and easier
between regional centres and to metropolitan areas.
· FREIGHT
LINKAGES: Improving regional freight networks to global gateways to
increase exports, including the investigation of international air freight.
· ESTABLISH SPECIAL ACTIVATION BUSINESS PRECINCTS (SAP): For investors this means access to unencumbered employment lands, streamlined planning approvals, investment in enabling infrastructure, and targeted financial incentives. Of which Parkes will be the pilot precinct.

Approximately 20 business representatives attended the breakfast event. This breakfast event is an ongoing event organised by the Basin Business Forum which occurs every second Tuesday of the month from 8 am and has been running since June 2018.
Approximately 60 business representatives attended the evening networking event, where speakers included John Lamont (Nowchem) and Sally Bacon (Shoalhaven City Council Economic Development Office).
Attendees to the evening networking event included dentists, web designers, real estate agents, virtual assistants, musicians, bankers, property valuers, retail shop owners, lawyers, handymen, plumbers and more.
Both Ellen Thornthwaite and Mary-Jean Lewis (co-founders of the Basin Business Forum), have many future events for the Basin area in mind and they hope to continue to grow the group and maintain its ability to reach out to local small business owners to make it a relaxed and comfortable opportunity to network with likeminded people.
The Basin Business Forum is hosting a Christmas Party which is scheduled for 15 December 2018 at the Pelican Waterfront Café in St Georges Basin.

A presentation will be given by Ms Avalon Bourne of Sonder Youth who is the Program Manager of the project, as funded by Regional Development Far South Coast and the Inspire Youth Australia Foundation.
In October each year the youth forum trains between 55 and 65 youth in social leadership within the community.
The event is started each year at Shoalhaven City Council with a welcome to Country and the event is hosted within the Council for facility for the day.
Sponsorship includes:
Economic Development Department. -Room Hire, storage and co-ordination, morning tea and lunch – In kind
Youth Advisory Committee - $1000 for the drumming workshop
Shoalhaven Water - $1000
The Leadership Forum also spent time in the Council Chamber with the Mayor for an hour discussing local youth issues.
