The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993. The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50). A condition of this delegation is that Council must take into account the Traffic Committee recommendations.
There are four formal members of the Traffic Committee, each of whom has a single vote only. The members are representatives from:
If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination. The appeal must be lodged in writing within 14 days of the date of notification in writing. Any action relative to any issue under appeal must cease until the matter is determined. The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.
Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed No Stopping zone ‘Police Vehicles Excepted’ for three parking spaces and associated line marking on the southern side of Paradise Beach Road, west of Kerry Street, Sanctuary Point, as detailed in the attached plan, subject to: a) The R5-400(L) No Stopping ‘Police Vehicles Excepted’ sign located at the western end on Paradise Beach Rd being relocated to the end of the parking spaces. b) Removal of the individual parking lines between parking spaces. c) The No Stopping Zone across the new driveway in Kerry St noting ‘Police Vehicles Excepted’ be replaced with a No Stopping zone

Details
Council has received a signage and line marking plan for the Bay & Basin Police Station at 187-189 Kerry Street, Sanctuary Point. It is proposed to install a No Stopping zone ‘Police Vehicles Excepted’ for three parking spaces on the southern side of Paradise Beach Road west of the Kerry Street intersection, Sanctuary Point.
This will permit the use of the parallel on street parking in this location by Police ‘first response' vehicles.
Additionally, a No Stopping zone is proposed across the new driveway in Kerry St to prevent vehicles parking across the driveway.
A signage and line marking has been submitted for the Committee’s consideration.
Consultation was undertaken with the adjacent properties. One submission was received in support of the proposal.

The development proposes to change the existing use of the building to create an educational establishment (small scale high school) under the Shoalhaven Community College. There is proposed to be a pick-up and drop off zone adjacent to the building. The school will operate within the typical school operating hours of 9:00am – 3:00pm with approximately 45 students (years 9 – 11) and six staff on site during 2019.
Condition 11 of the development consent for DA17/1575 requires a signage and line marking plan to be submitted for consideration by the Shoalhaven Traffic Committee.
“Condition 11: An operational traffic and car parking plan including a fully detailed signposting and line marking plan, must be submitted to Council for referral to the Shoalhaven Traffic Committee. Such a plan is to be fully dimensioned with all signage and markings clearly identified with designation coding, prepared in accordance with current guidelines and standards, and that addresses the following:
a) The conflict between the proposed pick-up/set-down arrangement detailed in the report by Bitzios Consulting (Reference No. P3078.002L, dated 18/08/2017) and the ‘Mattes Way Layout Plan’ by Bitzios Consulting (Project No. P3078, Sheet No. 1, Issue 002, dated 27/09/2017); and how this will work in practice and how a regulatory signposting and line marking arrangement can be prepared to the satisfaction of the Shoalhaven Traffic Committee
b) Swept path analysis demonstrating how a pick-up/set-down area will operate without adversely affecting Mattes Way or without adversely affecting the minimum required parking provisions for the school and existing college operations.
c) The conflict between the proposed parking spaces and the existing building/s (i.e. identifying a footpath, wheel stops, or other measures that may be required to protect the integrity of the building/s whilst maintaining safe traffic and pedestrian arrangements).
d) A review of the proposed painted traffic islands and line marking in Mattes Way (physical) including: amendments to the proposed cross hatching at the sub-station driveways to take account of existing fixed bollards and other infrastructure, use of physical concrete islands in lieu of painted islands in all locations to ensure compliance and minimise maintenance (i.e. subject to swept path analysis, review of impacts to adjacent Endeavour Energy infrastructure, and review of impacts to adjacent properties).
e) The staggered start and finish times outlined in the report by Bitzios Consulting (Reference No. P3078.002L, dated 18/08/2017) and how these are proposed to be implemented and enforced to mitigate traffic and parking impacts.
f) Parking space dimensions, ensuring all line marking and signposting is in accordance with Australian Standards including all regulatory signage requirements, disability parking signs and associated symbols.
g) Yellow ‘No Stopping’ lines may be used in conjunction with ‘No Stopping’ signs (which will be required to address street corners, swept paths, and minimise parking impacts to adjacent properties).
h) The RMS approval required for the 40km/h school zone, including all details to be clearly shown on the plan of works (including detailed signs and line marking).
i) Containing parking to approved locations only. The informal overflow area shown on ‘Mattes Way Layout Plan’ by Bitzios Consulting (Project No. P3078, Sheet No. 1, Issue 002, dated 27/09/2017) is not approved for use as parking for the development. The operational plan must address what measures are proposed to prevent overflowing parking in Mattes Way other than informal parking areas. If this cannot be addressed, an option may be for the operational plan to consider what works are required in Mattes Way to make safe the provision of overflow parking without adversely impacting Mattes Way or the safety/amenity of adjacent residents.“

The Committee may recall that Council has been requested by its waste services contractor to restrict parking on the western side of Moonah Road on Friday mornings to permit movement of the Waste Service vehicles.
At the August 2018 Traffic Committee meeting, the Committee suggested that a trial collection of bins at an alternate location be undertaken. Following further investigation, Council staff found no safe or practical location on Booderee Avenue for use as a pick up location. As such, the matter has been brought forward to the Shoalhaven Traffic Committee for further consideration.
In order to address the original request, Council’s Traffic Unit are considering installing a No Stopping zone on the western side of Moonah Road for its length, time restricted between 6.00am and 2.00pm on Fridays, similar to the existing restriction in Bayview Avenue.
Consultation was undertaken with the affected properties; six submissions were received in support of the proposal including one from the Community Consultative Body. One submission was received objecting to the proposal stating that the issues faced by the Waste Services contractor were due to the construction of a dwelling on the southern end of Moonah Road.

Council has been requested to review parking on the southern side of the Princes Highway, Milton between its intersection with Church Street and the Milton Ulladulla Hospital.
Adjacent business owners have noted that the current all-day parking restricts customer access and have requested parking in this location to be time restricted.
As the Committee may recall, a plan was submitted to the July 2018 Shoalhaven Traffic Committee meeting for consideration.
The Shoalhaven Traffic Committee at its meeting on 10 July 2018 recommended the following (TC 18.73):
That the General Manager (Director Assets & Works) be requested to arrange for the installation of a 75m (approx.) extension to the 1 hour (1P) parking zone time restricted between 8:30am and 6pm Monday to Friday, and 8:30am to 12:30pm on Saturdays on the southern side of the Princes Highway between Church Street and the existing No Stopping zone opposite the Milton Ulladulla Hospital, on the Princes Highway, Milton, as detailed in the attached plan TRAF2018/47.
At its meeting on 31 July 2018, Council subsequently resolved (MIN18.585):
That in relation to TC18.73, the matter be deferred for further consideration of the Shoalhaven Traffic Committee with regard to the proposed time restrictions
It was suggested that a longer time restriction than one hour be considered. Council’s Traffic Unit reviewed the proposed one hour restriction and proposes that a three hour parking restriction would still allow parking turnover for surrounding businesses, while maintaining a larger parking timeframe for the adjacent Hospital and surrounding medical practices.
Accordingly, a revised plan is submitted for the Committee’s consideration including the installation of 75m (approx) of 3 hour (3P) between the time of 8:30am and 6pm Monday to Friday, and 8:30am to 12:30pm on Saturdays, on the Princes Highway between Church Street and the existing No Stopping zone opposite the Milton Ulladulla Hospital.
Consultation on the revised 3 hour parking restriction proposal was undertaken with the adjacent properties and the Milton Community Consultative Body. One submission was received in support of the proposal.
