The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993. The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50). A condition of this delegation is that Council must take into account the Traffic Committee recommendations.
There are four formal members of the Traffic Committee, each of whom has a single vote only. The members are representatives from:
If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination. The appeal must be lodged in writing within 14 days of the date of notification in writing. Any action relative to any issue under appeal must cease until the matter is determined. The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.
Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

TC18.83 Business Arising from Previous Minutes - TC18.78 - Regulatory Signage and Line Marking - Roundabout - Intersection Sussex Inlet Road & Golf Course Way, Sussex Inlet (PN 3333) |
Theo Prakash (Traffic Investigation Officer) advised the Committee that the previous recommendation, which was subsequently resolved by Council, relating to TC18.78 was incorrect and therefore required an amendment.

RECOMMENDATION (By consent) That 1. Council rescind the resolution relating to TC18.78 (MIN18.590) adopted on the 31 July 2018 and 2. The General Manager (Director Assets & Works) be advised that the Shoalhaven Traffic Committee has no objection to the revised plans submitted for the Intersection Sussex Inlet Road & Golf Course Way, Sussex Inlet as detailed in the attached plan TRAF2018/53 - a to k subject to a review of: a. Street lighting pursuant to AS1158 but with consideration to reducing the number of hazardous poles in close proximity to the roundabout and associated approach works and; b. Other matters to be adressed in accordance with Shoalhaven Development Control plan 2014 (chapter S2: Badgee urban release area) to mitigate any adverse environmental impacts on residents. CARRIED

Recommendation That the General Manager (Director Assets & Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed regulatory signage and line marking for the proposed dedicated parking space for people with disabilities and the associated shared zone, Boat Harbour Beach boat ramp car park, Boronia Street, Bendalong. As detailed in the attached plan.

Recommendation That the General Manager (Director Assets & Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed works on Cambewarra Road, Bomaderry, as part of the Woolworths Development, as detailed in the attached plans, including the proposed roundabout, pedestrian refuge, bus zone, and associated signs and lines proposed, subject to further review of: 1. Turning movements associated with access/egress arrangements for the existing KFC development (likely to require a modification to the internal access immediately to the south of Cambewarra Road); 2. Detailed engineering plans associated with the mountable roundabout; 3. Line marking and signage between the proposed roundabout and the Princes Highway to ensure appropriate and continuous delineation for motorists travelling through these facilities which are impacted by the proposed works (line marking and signage amendments required); and 4. Street lighting to be in accordance with AS1158 (associated with the roundabout and pedestrian refuge facilities proposed).

Recommendation That the General Manager (Director Assets & Works) be requested to arrange for the installation of No Stopping zone time restricted between 6am to 2pm Fridays, on the northern side of Moonah Road for its length, as detailed in the attached plan.

The Shoalhaven Traffic Committee not support the installation of No Stopping zone time restricted between 6am to 2pm Fridays, on the northern side of Moonah Road for its length. 2. The General Manager (Director Assets and Works) review its decision if a trial collection of bins at an alternate location is unsuccessful. CARRIED

GENERAL BUSINESS
TC18.84 Additional Item - No Stopping signs - Prince Alfred Street, Berry |
Stuart Coughlan raised concerns in relation to the no stopping signs outside the Fire Station on Prince Alfred Street, Berry. With residents and visitors parking in that vicinity and unaware of the parking restrictions or not seeing the signs, can Council investigate? Daniel Dunstan advised that Council has already requested line marking through the No Stopping Zone.

TC18.85 Additional Item - Use of Myrtle Street by Tractors |
Ian McManus advised that farmers in the vicinity of the Milton area are unable to use Myrtle Street due to the load limits on Myrtle Street and are therefore using the Highway. Amy Thompson advised that from an RMS perspective the use of Myrtle Street is preferred. Staff advised that community consultation would be required.

RECOMMENDATION (By consent) That the General Manager (Director Assets & Works) be requested to arrange community consultation in relation the load limit being lifted on Myrtle Street, Milton to allow farmers to use this route. CARRIED

TC18.86 Additional Item - Signage and Access to Toilets at the Northern end of Berry |
Stuart Coughlan advised that to assist motorists entering and exiting the Highway at the northern end of Berry, there is a no right turn. Can Council install a toilet sign and have the no right turn removed? Staff advised that it has already been identified to be removed.

That the General Manager (Director Assets & Works) be requested to arrange for the installation of 11m (approx) of No Stopping zone yellow edge (C3) line marking across the accesses of 72 and 74 Osborne Street, Nowra, as detailed in the attached plan.

Council has been requested to review the parking between the driveway accesses of 72 and 74 Osborne Street, Nowra.
Council’s traffic unit staff inspected the location and noted that the space between the driveways of 72 and 74 Osborne Street is non-compliant as a parallel parking space (the existing space is only 3m in length, whereas the minimum length according to AS2890.5 is 5.4m). Therefore, vehicles parking in this location would prevent safe entry and exit from the adjacent properties.
In general Council do not install No Stopping zones across private driveway accesses, however in this circumstance noting the impact to safe access it is proposed to install 11m (approx) of No Stopping zone yellow edge (C3) line marking across the accesses.
Consultation was undertaken with the affected residents and business owners. Two submissions were received in support of the proposal.

TC18.91 Bus Zone - Basil Street, South Nowra (PN 3510)

That the General Manager (Director Assets and Works) be requested to arrange for the installation of bus zone signage (time restricted to the hours of 7am-9am and 3pm-5pm) within the existing indented bays on Basil Street, South Nowra, as detailed in the attached plan.

Details
Council has been requested to install regulatory signage within the existing indented bus bays on Basil Street, South Nowra, adjacent to the Alpina Place intersection.
Community members have raised concerns that residents parking in these bays prevents the safe pick up and set down of school students by bus services.
To address the request, it is proposed to install time restricted bus zone signage within the existing indented bays on Basil Street, South Nowra to enable use of the bus bays by the local school bus service, ensuring that buses picking up/setting down do not interrupt through traffic flow on Basil Street.
Consultation was undertaken with the affected properties and bus companies that operate along the route and no objections were received. One submission was received in support of the proposal.
