The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993.  The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50).  A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

 

There are four formal members of the Traffic Committee, each of whom has a single vote only.  The members are representatives from:

 

If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination.  The appeal must be lodged in writing within 14 days of the date of notification in writing.  Any action relative to any issue under appeal must cease until the matter is determined.  The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

 

Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

TC18.71     Additional item - Parking Restrictions – Time restricted 2 hour (2P) - Shoalhaven District Memorial Hospital - Scenic Drive, Nowra (PN 2540)

NSW Health Infrastructure (HI) have proposing to construct additional parking facilities at the Shoalhaven District Memorial Hospital (SDMH) (Lot 1 DP 1043088, Lot 373 DP755952, Lot 1032 DP 1208730).

The proposed activity will comprise of additional at grade parking and the construction of a multi-deck car park to a maximum of three storeys with five split levels.

Due to the impacts of these construction works on the existing car park site, the NSW HI have proposed to time restrict the remaining 46 all-day 90 degree angled parking along Scenic Drive to time restricted 2 hour (2P) parking between the times of 8:30am and 6:30PM, and restrict front to kerb and vehicles under 6m only.

In addition, is also proposed convert three of the all-day parking spaces to two dedicated parking spaces for people with disabilities with associated kerb work and to improve delineation it is also proposed to extend the existing centre and edge line marking for the length of Scenic Drive between its intersections with North Street and Shoalhaven Street.

A signage and line marking plan has been submitted for the committees consideration.

That the General Manager (Director Assets & Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed regulatory signage and line marking proposed to be installed as part of the parking management during construction of the off-street car park associated with the Shoalhaven District Memorial Hospital, Scenic Drive, Nowra as detailed in the attached plan TRAF2018/40.

That the General Manager (Director Assets & Works) be requested to arrange for the installation of a 75m (approx.) extension to the 1 hour (1p) parking zone time restricted between 8:30am and 6pm Monday to Friday, and 8:30am to 12:30pm on Saturdays on the southern side of the Princes Highway between Church Street and the existing No Stopping zone opposite the Milton Ulladulla Hospital, on the Princes Highway, Milton, as detailed in the attached plan TRAF2018/47.

 

 

Details

Council has been requested to review parking on the southern side of the Princes Highway, Milton between its intersection with Church Street and the Milton Ulladulla Hospital.

 

Adjacent business owners have noted that the current all-day parking restricts customer access and have requested parking in this location to be time restricted.

Council’s traffic unit inspected the location and noted time restricting parking adjacent to businesses in this location would be consistent with other similar locations in the Milton CBD and consistent with the adjacent commercial and medium density residential zoning.

 

To address the request, Council’s traffic unit are considering extending to the existing 1 hour parking restriction located at the intersection of Church Street. The proposed 75m (approx.) extension would restrict parking on the southern side of the Princes Highway between Church Street and the existing No Stopping zone opposite the Milton Ulladulla Hospital to 1 hour (1p) between the time of 8:30am and 6pm Monday to Friday, and 8:30am to 12:30pm on Saturdays.

 

The impact of the proposal will result in a loss of approximately 9 all-day parking by converting them to 1-hour time restricted parking spaces during the proposed times.

 

Consultation was undertaken with the affected properties and the Milton 2538 CCB. 2 submissions where received in support of the proposal, one from the CCB. 1 submission was received objecting to the proposal noting the impact to residents adjacent to the proposed extension.

 

As the majority of land adjacent to the proposed change is zoned for business (B2), this change is seen as appropriate although it is acknowledged there may be some minor impact to adjacent residents.

Council has been requested to review parking adjacent to the the Bomaderry Pool Access Road at its intersection with Cambewarra Road, Bomaderry.

 

Concern was raised regarding motorists parking adjacent to the access impacting sight distance at the intersection.

 

Council’s Traffic Unit have reviewed sight distance at the access road and are proposing to install No Stopping yellow line marking at these access extending 15m either side of the access.

 

The proposal will prevent parking in this location aiding in improving sight distance at the access.

Council has received a development application for a proposed Woolworth’s supermarket with liquor store and separate bulky goods tenancy with the construction of associated car parking, advertising signage.

 

Condition 23 of the development consent requires:

b)         A detailed signs and lines plan (i.e. proposed line markings and regulatory signs within the public road reserve and the car parking area) along with detailed designs for the roundabout, bus zone, pedestrian refuge, and all shared user paths in Cambewarra Road must be submitted to Council for Traffic Committee and Council approval. The signs and lines plans must include, but not be limited to:

i)        Dimensioned concept designs for all of the proposed traffic and pedestrian facilities.

ii)       Required line marking and signage details in the car park and within the road reserve areas including that required for the roundabout, pedestrian refuge, indented bus bay, and shared user paths within Cambewarra Road.

iii)      Clear entry / exit signage.

iv)      Arrow markings internal to the site to reinforce the one and/or two way movements.

v)      Signage and arrow markings to effect the redirection of ‘KFC’ traffic exiting the site.

vi)      Signage to indicate spaces provided for large vehicles / vehicles with trailers, taxi’s, minibus drop off / pick up, speed humps (i.e. minimum of 4 in each aisle).

That the General Manager (Director Assets & Works) be advised that the Shoalhaven Traffic Committee has no objection to the revised plans submitted for the Intersection Sussex Inlet Road & Golf Course Way, Sussex Inlet as detailed in the plans attached to this report.

The committee may recall prior discussion regarding the construction of a roundabout at the intersection of Sussex Inlet Road is a requirement of The Shoalhaven Development Control Plan 2014 (chapter S2: Badgee Urban Release Area) and will also be required as a condition of consent for the Badgee urban release area sub-division (SF10425 7 Golf Course Way Sussex Inlet submitted by Talliac Pty Ltd).

 

Following the traffic committee meeting Council adopted at its October Ordinary Meeting (MIN16.816) the following:

 

That the General Manager (Director Assets and Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed roundabout at the intersection of Golf Course Way and Sussex Inlet Road, Sussex Inlet as detailed in plans (26751_103_Rev2, 26751_107_Rev2 and 26751_108_Rev2) TRAF 2016/84 a, b &c, subject to:

 

a.         Being the main access road into the subdivision, the full length of Road 01 travel lanes are to be increased from 3.5m to 4.5m wide

 

b.         The angle of the splayed line marking in the splitter islands on Sussex Inlet Road are to be amended to 45 degrees in accordance with AS1742.2

 

c.         Other matters to be adressed in accordance with Shoalhaven Development Control plan 2014 (chapter S2: Badgee urban release area) to mitigate any adverse environmental impacts on residents.

Following further consultation and detailed design, a revised plan has been submitted for the committee’s consideration noting the following changes:

 

- Relocation of the raised threshold to the intersection of ROAD 01 and Golfcourse Way

 

- Addition of an edge line and splay line marking on the eastern leg of the roundabout

 

- Reduction of No Stopping signs and inclusion of C3 yellow No Stopping line marking

 

- Inclusion of additional directional signs

 

- Replacing the jersey kerb with head light glare screen in accordance with the Architect landscape details
