The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993. The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50). A condition of this delegation is that Council must take into account the Traffic Committee recommendations.
There are four formal members of the Traffic Committee, each of whom has a single vote only. The members are representatives from:
If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination. The appeal must be lodged in writing within 14 days of the date of notification in writing. Any action relative to any issue under appeal must cease until the matter is determined. The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.
Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

No Stopping zone in the form of yellow line marking on the eastern corner, extending 15m (approx.) north and 15m (approx.) east of the corner of Bunberra Street and Barwon Street, Bomaderry, as detailed in the attached plan TRAF2018/29.

Details
Council’s Traffic Unit have been requested to review parking around the corner of the intersection of Bunberra Street and Barwon Street, Bomaderry noting concerns with parked vehicles restricting road width and sight distance around the bend.
In order to address the concerns raised, Council’s Traffic Unit are considering installing a 30m (approx.) No Stopping zone in the form of yellow line marking on the eastern corner, extending 15m (approx.) north and 15m (approx.) east of the corner of Bunberra Street and Barwon Street, Bomaderry.
The detail of the proposal is included on the attached sketch.
The impact of the proposal will prevent motorists from parking in this location, with the benefit of improving sight distance and lane width.
Consultation was carried out with surrounding residents and the Pride of Bomaderry CCB. Two submissions were received in support of the proposal. One submission noted that additional restrictions should be considered on the western side of the curve.

Council has been requested to improve travel lane delineation along Quinns Lane, South Nowra between the Princes Highway and Old Southern Road.
Due to the increasing volume of traffic using Quinns Lane generated by local subdivision activity in South Nowra along Old Southern Road, the installation of centre line marking along Quinns Lane is now considered warranted.
It is proposed to installed centre line marking for the length of Quinns Lane (800m approx.). This will consist of 20m of double barrier (BB) centre line marking at the intersections of the Princes Highway and Old Southern Road, two 145m (12 bar) transitions of double one-way barrier (BS) and 470m (approx) of single (S1) centre line marking.
The proposed improvements will aid in delineating traffic along this section of Quinns Lane.

That the General Manager (Director Assets & Works) be requested to arrange for the installation of 20m (approx.) double barrier (BB) centre line marking along Chisholm Street, at its intersection with Emmett Street, Callala Bay, as detailed in the attached plan TRAF2018/31.

Council has been requested by the Callala Bay Community Association to review delineation at the intersection of Chisholm Street and Emmett Street, Callala Bay noting concern with motorists cutting the corner at this intersection.
Council’s traffic unit reviewed the intersection and noted that the installation of 20m of double barrier (BB) centre line marking at the intersection along Emmett Street central to the road would aid in enforcing the movements into and out of Chisholm Street. Additionaly it was noted that remarking the hold line (TB/TB1)markings at intersection and blacking out 5m of double barrier (BB) line marking on Emmett St to ensure a 10m break at intersection would also aid compliance at the intersection.
Consultation was undertaken with the Callala Bay Community Association, two submissions were received partially supporting of the proposal. However they objected to the extent of the proposal as they would like the line marking to extend the full length of Chisholm Street. It was noted that Council would monitor the intersection following the initial 20m of centre line marking to determine if additional delineation or changes are required in the future.

Council has received concern regarding motorists parking within the default 10m No Stopping zone at the intersection of Wells Place and Explorer Boulvarde, Shoalahven Heads.
Parking in this location restricts sight distance to and from vehicles turning out of Wells Place.
To reinforce the default No Stopping zone restriction it is proposed to install No Stopping yellow line marking at the intersection.
The proposal will reinforce the exisitng restriction whilst aiding enforcement of the restriction.

Council has received concern regarding vehicles parking within the one-way laneway of Allerton Lane, Culburra Beach.
Consultation was carried out with all residents of Allerton Lane (between North Crescent & Ocean Street) and the Orient Point Progress Association CCB. Three submissions were received – two in support and one with reserved support.
Council’s Traffic Unit have inspected the lane and noted during the inspection that any parking would prevent use of the laneway due to its width.
In order to address the concerns raised, Council’s Traffic Unit are considering installing No Parking restrictions on both sides of the lane for the length of the lane way.
The detail of the proposal is included on the attached sketch.
The impact of the proposal will prevent motorists from parking in the lane way (NSW Road Rule 168 – No Parking signs).

That the General Manager (Director Assets & Works) be advised that the Shoalhaven Traffic Committee has no objection to the proposed regulatory signage and line marking including the use of No Parking ‘Electric vehicles excepted only while charging’ restriction on Albany Street, Berry, in conjunction with the vehicle charging station as detailed in the attached plan TRAF2018/34, subject to consultation with relevant stakeholders.

Details
The NRMA is Australia’s largest member-owned motoring organisation with over 2.6 million members and as such believe they have a key role in creating the infrastructure to support the transition to electric vehicles. To do this NRMA is investing $10m to build a fast-charger network, of 40 stations to support both daily commute and destination travel across NSW & ACT.
In relation to destination travel (max 200klms between sites), site selection is based on sites that:
• Are located within towns, close to services and amenities;
• Are consistently available and offer 24 hr access;
• Offer efficient build costs;
• Create an attraction within a regional community; and
• Can expand in footprint as demand increases
Based on the above, Berry was chosen for it’s:
• ability to support journeys between Sydney and other major regional centres;
• excellent local amenities, tourist attractions and village atmosphere;
• lack of existing charge facilities;
• high proportion of NRMA member (NRMA members get to use the charger for free); and
• minor detour off the highway
Council at its Ordinary Council meeting on the 27th March 2018 resolved (MIN18.199) in part to:
1. Support in principle the proposal received from the NRMA Pty Ltd (Bringing electric vehicle fast- charging to Berry – January 2018) and authorise the General Manager to work through its implementation and delivery with the NRMA Pty Ltd and relevant stakeholders.
NRMA is now seeking to formalise the technical aspects (site, site layout and signage) of the proposal based on the attached plans.
A plan detailing the proposed regulatory signage and line marking has been submitted for the committees consideration.

The committee may recall previous discussions on parking along Central Avenue, South Nowra, and its impact on the commercial car park accesses along its length.
Council’s Traffic Unit have reviewed sight distance at driveway accesses along Central Avenue between the Princes Highway and Bellevue Street, South Nowra and are proposing to install No Stopping yellow linemarking at these accesses extending 6m either side of the access driveways.
Consultation was undertaken with adjacent businesses, with two submissions in support of the proposal however noting the restrictions should extend further.
