Purpose
· The fund has been established and maintained as a public fund for the relief of persons in Australia who are in necessitous circumstances and it is intended that the public be invited to contribute to the fund.
· A person will be in necessitous circumstances where his or her financial resources are insufficient to obtain all that is necessary, not only for a bare existence, but for a modest standard of living in the Australian community.
· Necessitous circumstances may result from a disaster caused by flood, fire, drought, tempest or other calamity.
Delegated Authority
The management of the fund is vested in the Shoalhaven City Mayor’s Relief Fund Committee. Rules have been adopted by Council.

Purpose / Summary
At the Strategy and Assets Committee, Tuesday 20 March 2018 the following was resolved:
“That Council:
1. Accept the report for information and support the residents of Bega Valley Shire Council affected by the weekend bushfires;
2. Endorses a Mayoral letter to Bega Valley Shire Council; and
3. Support a $5,000.00 contribution from the Mayoral Relief Fund at a meeting of the Mayoral Relief Fund Committee, to be held as soon as possible”.
Options
1. Allocate $5,000 to the Bega Valley Mayors Relief Fund for the Residents of Bega Valley Shire Council affected by the bushfires.
Implications: There is currently $76,843.11 available in the Shoalhaven Mayors Relief Fund.
2. Not allocate a donation to the Bega Valley Mayors Relief Fund for the Residents of Bega Valley Shire Council affected by the bushfires.
Implications: Nil.
3. An alternative recommendation.
Implications: unknown.
Background
At the Strategy and Assets Committee, Tuesday 20 March 2018 the attached Mayoral Minute – Message of Support – Tathra Bushfires was considered, and it was resolved:
“That Council:
1. Accept the report for information and support the residents of Bega Valley Shire Council affected by the weekend bushfires;
2. Endorses a Mayoral letter to Bega Valley Shire Council; and
3. Support a $5,000.00 contribution from the Mayoral Relief Fund at a meeting of the Mayoral Relief Fund Committee, to be held as soon as possible”
This report is provided to allow the required allocation of funds from the Mayor’s Relief Fund by the Committee. Given the urgency and nature of the matter considered this report is provided for resolution via e- meeting.
Policy Implications
The Mayor’s Relief Fund rules state:
“The fund has been established and maintained as a public fund for the relief of persons in Australia who are in necessitous circumstances and it is intended that the public be invited to contribute to the fund.
A person will be in necessitous circumstances where his or her financial resources are insufficient to obtain all that is necessary, not only for a bare existence, but for a modest standard of living in the Australian community.
Necessitous circumstances may result from a disaster caused by flood, fire, drought, tempest or other calamity.
All disbursements shall be paid by cheque.
The Committee may approve and make payments to:
(a) Organisations set up in any locality in Australia for the purpose of providing relief to persons in Australia who have suffered loss or distress as a result of a disaster caused by flood, fire, drought, tempest, or other calamity.
(b) Individuals in Australia who have suffered loss as a result of disaster caused by flood, fire, drought, tempest or other calamity including personal or family calamity.
These rules may be amended from time to time by resolution of Council. The Australian Taxation Office and the NSW Department of Gaming and Racing are to be notified of any amendment to these rules.”
Financial Implications
There is currently $76,843.11 available in the Shoalhaven City Mayor’s Relief Fund.
