The Shoalhaven Traffic Committee is a technical review committee, not a committee of Council under the Local Government Act 1993. The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50). A condition of this delegation is that Council must take into account the Traffic Committee recommendations.
There are four formal members of the Traffic Committee, each of whom has a single vote only. The members are representatives from:
If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination. The appeal must be lodged in writing within 14 days of the date of notification in writing. Any action relative to any issue under appeal must cease until the matter is determined. The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.
Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue.

TC18.3 Proposed Pedestrian Refuge - Prince Edward Avenue - Culburra Beach (PN 3440) |

Ms Amy Thomson advised that the Roads and Maritime Services have concerns due to the size of the median island being reduced and the location of the pedestrian refuge. Roads and Maritime Services will have no objection if the Transport Engineer states in the minutes the reasoning behind this decision. The Transport Engineer advised that there are resident driveways either side and it has been designed to allow the residents to maintain the same access level, consistent with Council’s network. Additionally, alternate locations for the pedestrian refuge had been investigated but have not been viable in conjunction with the future road rehabilitation scope of works. It was suggested that pedestrian bollard could be installed along the path to the skate park to slow children down instead of running out straight onto the road. (The Transport Engineer will investigate). |

TC18.12 Additional Item - Turpentine Road - Suggested Signage and Rumble Strips |
Clr White suggested that Traffic staff investigate the possibility of installing signage to indicate that the road is coming to an end on Turpentine Road and rumble strips. Mr Daniel Dunstan requested that the request be formally submitted to Council’s Traffic Unit for investigation.

TC18.13 Additional Item - Sussex Inlet Driver Reviver – No Toilets – Rest Stop |
It was advised that the Lions Club that run the Driver Reviver at Sussex Inlet requested portable toilets at the rest stop on numerous occasions. Cost may have been a factor as to why they were not provided. Amy Thomson will follow this up with Roads and Maritime Services.

TC18.14 Additional Item - Matron Porter Dr - Speed Limit - Review by Roads and Maritime Services |
It was requested that Roads and Maritime Services undertake a review of the speed limit along Matron Porter Dr whilst the footpath and roadworks are ongoing. It was suggested that the speed limit remain 60km/h or to install advisory signage on the roundabout. Council’s Traffic Unit will investigate improved advisory of the roundabout and Roads and Maritime Services will review the speed limit.

TC18.15 Additional Item - Strongs Rd/Croziers Rd – Stopping Along the Highway to Turn Right |
There have been various near misses where people have stopping along the highway to turn right onto Croziers Rd. Ms Amy Thomson, Roads and Maritime Services, advised that they are looking into an interim solution.

TC18.16 Additional Item - Peach Farm - Jerrawangla - Right Hand Turn - Signage Prior to Dirt Road |
Prior to the Peach Farm in Jerrawangla, heading south there is a dirt road off the Princes Hwy. There have been near misses as the two lanes merge into one on the dirt road. Signage that indicates turning traffic ahead or driveways ahead was suggested.

TC18.17 Additional Item - Beach St Huskisson - No Stopping Suggested - Exisiting Caravan Park |
Clr Levett advised he had discussions previously with Mr Daniel Dunstan regarding Beach St Huskisson and cars parking around the corner. Clr Levett showed photos of a 4WD Vehicle towing a caravan that was driving in the middle of the road to avoid a car parked on the corner whilst exiting the caravan park. Daniel Dunstan advised he would look at it again and measure road width, and view the turning templates. Daniel Dunstan suggested he may be able to add additional line marking around the corner.

TC18.18 Additional Item - Owen St and Sydney St Huskisson - Give Way Sign |
Mr Daniel Dunstan advised that the intersection at Owen St and Sydney St, Huskisson is marked in the DCP for Huskisson in the Contributions Plan for a roundabout. However not enough funds are going into the contributions fund at this time to implement this and as there are no incidents/ accidents cannot attract black spot funding. It was suggested that an interim solution could be that the current Give Way sign be relocated to benefit the main street as the priority (on the western side).

TC18.19 Additional Item - Huskisson Beach Wharf – All Day Parking |
Clr Levett advised he had discussions previously with Mr Daniel Dunstan regarding Huskisson Beach Wharf and the all day car park. In his view the parking should be rotated and not all day in a high tourist area. Daniel Dunstan advised he would ask Management if the asset can be utilised differently.

TC18.20 Additional Item - Bowen St/Currambene St Huskisson – Vacant Land |
The Church Land and the Vacant Land was discussed in relation to the bollards that have been installed on the vacant block. There is nothing that Council can do at this time as the vacant land is currently owned by Jerrinja (an outcome of a land claim) and Council staff have entered into negotiations with the Church to acquire the Church land.

TC18.21 Additional Item - MacGibbon Pde/Wool Rd – Dedicated Lane – Turn Right – Mernie St |
It was suggested that a dedicated turning lane to turn right along Macgibbon Pde into Mernie St towards the Vincentia Market Place or a roundabout be implemented. Mr Daniel Dunstan advised that in future strategy, Old Erowal Bay will be bypassed removing the current access issues at the location. Council has previously improved access via Macgibbon Pde, however, this was achieved through black spot funding. Council’s Traffic Unit will continue to monitor the location for future funding opportunities.

TC18.22 Additional Item - Police Targeting – Tailgating – Driver Education |
The Committee discussed the possibility of Police targeting tailgating and if drivers could be fined. Mr Ian McManus, Police NSW advised that there is an infringement notice that can be issued for travelling too close, however, it is more about driver education. The Committee was advised that the new Road Safety Officer is starting in the Traffic Unit shortly and can coordinate media releases regarding road safety initiatives to assist in driver education.

The Committee discussed briefly Mitchell Pde Mollymook and the shared path, however, was advised that the focus is currently on Matron Porter Dr.

Council’s Traffic Unit has been requested by the local bus service to amend the existing bus zone times within Tallwood Avenue Mollymook Beach to improve bus services in the area.
It is proposed to amend the existing bus zone time restrictions on the northern and southern sides of Tallwood Ave from:
Existing northern bus zone time restrictions:
8:30AM - 12:30PM and 2:30PM - 3:30PM, MON - FRI
8:30AM - 9:30AM, SAT
Existing southern bus zone time restrictions:
8:30AM - 12:30PM and 2:30PM - 4:30PM, MON - FRI
9:00AM - 12:30PM, SAT
To the proposed bus zone time restrictions (northern and southern zones):

The proposed bus zone time restriction changes will mean motorists will not be permitted to stop in these locations during hours of operation of the bus zones.
Consultation was carried out with affected properties, the CCB and local bus companies. No objections were received.

Details
Council’s Traffic Unit has been requested to review the parking supply for long vehicles within the western commercial service lane, Princes Highway, South Nowra (south of Jellicoe Street).
Council’s Traffic Unit are considering the following changes to improve parking availability within the service road:
1. realign the existing longitudinal line marking and No Stopping signage within the service road to permit parallel parking along the western side of the road adjacent to the Bunnings car park for approximately 140m, by creating two 3.5m wide travel lanes and a 2.6m wide parking lane.
2. restrict the created parallel parking (140m) to two hour (2P) between 7am and 5pm and to vehicles over 6m only (2P // VEHICLES // OVER 6m // ONLY // 7AM – 5PM).
3. Install six line marked 90 degree angled parking spaces fronting #171 Princes Highway.
The proposal will improve long vehicle parking in this location, whilst addressing concerns raised.
Consultation was undertaken with affected business. 2 submissions were received in support of the proposal.

Details
Council has been successful in gaining funding under the Federal Government Blackspot Program for the construction of a roundabout at the intersection of Illaroo Rd and Page Ave, North Nowra.
The roundabout and associated works are approved to be funded under the Federal Government Blackspot Program to address the crash history at the intersection and works are planned to be completed later this year.
Every effort has been made to minimise the loss of parking for the project, and the extent of parking impacts represents the bare minimum to achieve safe standards on the approach and departure to the roundabout.
The roundabout is proposed as a local road mountable roundabout. Typical with local road roundabouts traffic speeds are also likely to reduce in the immediate area, making it safer for traffic and pedestrians alike.
The concrete deflection islands on the eastern side of Illaroo Rd are designed to be non-mountable, however are located 1.5m clear of driveways to not impact on access. The island on the south west corner of the intersection will be mountable for larger vehicles.
The centre splitter islands on approach and departure from the roundabout on Illaroo Rd are painted only.
Consultation was carried out with affected property owners. No objections were received.

Council’s Traffic Unit has been requested by residents of Sarah Claydon to consider improving both sight distance and pick up and drop off arrangements for buses and service vehicles at the entrance to the Sarah Claydon Lifestyle village, #130 Princes Highway, Milton.
To address the request it is proposed to install a 40m (approx.) No Parking zone on the northern side of the Princes Highway, fronting #128 Princes Highway, Milton and Sarah Claydon lifestyle village, #130 Princes Highway, Milton and extending 6m (approx.) east beyond the existing driveway layback.
Under NSW road rule #198 motorists are permitted to stop in front of driveway access whilst performing picking up and dropping off passengers.
The proposed parking restriction changes will permit motorists to perform pick up and drop off adjacent to Sarah Claydon lifestyle village, whilst preventing motorists parking in this location improving the available site distance.
Consultation was carried out with affected residents, the CCB and local bus lines. All consulted supported the proposal in addition to multiple residents through a petition.

Council’s Traffic Unit has received ongoing concern regarding vehicles parking on the eastern and western side of the car park access of #28 Central Avenue, South Nowra impacting sight distance when exiting from the commercial off-street car park.
A driveway sight distance inspection was undertaken, it was noted that vehicles parking within 6m of the driveway layback would impact sight distance in both directions when exiting the car park.
In order to address this concern, Council is proposing to install a yellow line marked No Stopping zone extending 6m (approx.) east and west of the driveway access to #28 Central Avenue, South Nowra.
The impact of the proposal will prevent motorists from parking in this location, with the benefit of increasing sight distance from the access.
Consultation was carried out with the property manager who support the proposal.

A driveway sight distance inspection was undertaken, it was noted that vehicles parking either side of the access would impact sight distance in both directions when exiting.
In order to address the concern, Council’s Traffic Unit are considering installing a yellow line marked No Stopping zone across the access, extending 10m (approx.) north and 6m (approx.) south of the driveway access to #783 Woollamia Road, Woollamia.
In general, Council does not install No Stopping zones for private accesses, however in this instance the No Stopping zone is considered warranted due to sight distance issues created by overflow parking from the neighbouring tourist park.
The impact of the proposal will prevent motorists from parking in this location, with the benefit of increasing sight distance from the access.
Consultation was carried out with adjacent properties and the Huskisson Woollamia Community Voice. One submission was received in support of the proposal.

During a site inspection Council’s Traffic Unit noted that vehicles parking on the southern corner of the intersection of Fegen Street and Bowen Street, Huskisson reduce the road to single lane width and affecting sight distance around the bend.
In order to address the sight distance and width issues caused by parked vehicles in this location, Council’s Traffic Unit are considering installing a yellow line marked No Stopping zone on the southern corner, extending 30m (approx.) west and 10m (approx.) south of the corner of Fegen Street and Bowen Street, Huskisson.
The impact of the proposal will prevent motorists from parking in this location, with the benefit of increasing sight distance and lane width.
Consultation was undertaken with the adjacent land owner and the Huskisson Woollamia Community Voice (HWCV). The HWCV supports the proposal. The land owner also supports the proposal but also raised concerns with cars parking on the northern side of Bowen Street and on the footpath.

Council has received funding under the 2017/18 Safer Roads Program for pavement widening and culvert works on Bolong Road from Coolangatta Road to Gerroa Road.
The work will upgrade the auxiliary right (AUR) turn treatment to a channelised right turn (CHR) treatment at the intersection of Bolong Road and Gerroa Road, Coollangatta.
A signage and line marking plan has been submitted for the committee’s consideration.
