Recommendation

That Council receive the report on the Moona Moona shared User Path Bridge project update for information.

 

 

Options

1.    Receive the report as recommended.

Implications: The information is accepted.

 

2.    Council could choose not to accept the recommendation.

Implications: Council would not be updated on the project.

 

Background

The construction of the Moona Moona Creek Shared User Path Bridge at Huskisson is being undertaken as a design and construct project with completion scheduled for July 2018. The successful tenderer, approved under delegated authority per Minute 17.334 on 22 December 2017, was Kenpass Pty Ltd.

 

Details

 

The works under this Contract consist of the design and construction of a new pedestrian / shared user path bridge over Moona Moona Creek Huskisson, completely separate from, and to the east of, the existing road bridge.

 

The scope of work is to provide a shared user path bridge that is suitable for the intended purpose including:

 

·        single span

·        2.5m clearance between railing

·        provision of a viewing platform on the north-eastern side

·        compliance with the latest editions of Cycling Aspects of Austroads Guides and NSW Bicycle Guidelines.

 

The project is currently in Stage 1 involving the preparation of design drawings and specifications. The construction of the bridge and approaches is part of Stage 2, and is scheduled to commence after 3 April 2018, to minimise any impact on the community through holiday periods.

 

The initial concept design for the bridge was for a truss structure approximately two metres high with the deck level located about 600mm from the bottom.

 

The preliminary design undertaken by Kenpass indicated that the proposed deck level for a truss structure would need to be much higher than the existing footpath on the road bridge to maintain the same underside clearance to the water. The result would be that the visual impact of the truss bridge option would likely be significant. Kenpass proposed an alternative of a concrete structure that would provide a less intrusive visual impact. The graphics attached provide a comparison of the two bridge types and potential visual impacts.

 

The benefits expected with the alternate design are:

 

·           will considerably lower the profile of bridge making it easier to transition to the current footpath levels

·           will increase the longevity of the structure

·           the lower profile will improve the aesthetics

·           lower construction cost.

 

Kenpass are proceeding with the bridge design based on the concrete bridge option.

Community Engagement

Consultation was undertaken with the community consultative bodies of Huskisson and Vincentia, and relevant user groups, through the development of the concept design and scope of works. Further consultation will be undertaken with the groups to update them on the progress of the design process and expected construction schedule.

Financial Implications

The project is part of the $1.5 million Active Transport Grant received for the “Round the Bay Walk Huskisson – Vincentia. The accepted tender price was $882,315.

Purpose / Summary

To allow Council to consider the tender process for Tender 57452E - Gerroa Road Coolangatta Rehabilitation & Widening project as a confidential business item.

In accordance with Section 10A(2)(d)(i) of the Local Government Act 1993, some information should remain confidential as it would, if disclosed, prejudice the commercial position of the person who supplied it. It is not in the public interest to disclose this information as it may reveal commercial-in-confidence provisions of a contract, diminish the competitive commercial value of any information to any person and/or prejudice any person’s legitimate business, commercial, professional or financial interests. This information will be considered under a separate confidential report.

This report is submitted directly to the Ordinary Council Meeting pursuant to Clause 3 of Council’s “Acceptance of Tenders – Reports to Council” Policy. Tenders closed on 21 February 2018, a day after the Strategy & Assets Committee meeting.

That Council:

1.   Delegate authority to the Strategy & Assets Committee to determine and accept all tenders with a value of $1M or more, except those tenders required by law to be determined by full Council;

2.   Delegate authority to the General Manager to determine and accept any tenders with a value less than $1M except those tenders required by law to be determined by full Council; and

3.   Delegated authority to the General Manager to determine and accept any tenders initiated by the Illawarra (Pilot) Joint Organisation (IPJO) on behalf of all or a majority of member councils.

 

 

Recommendation

That Council note the submissions received for Tender 57452E – Gerroa Road Coolangatta Rehabilitation and Widening, and consider the assessment of these tenders as a separate confidential report in accordance with Section 10A(2)(d)(i) of the Local Government Act 1993.

 

 

Options

1.    Consider the separate confidential report. Recommended.

 

2.    Council could defer this matter for consideration at a later date with more information. Not recommended.
